采用年資晉升制有哪些缺點?

其一(yi),年資(zi)(zi)與工(gong)作成(cheng)(cheng)(cheng)績(ji)及能(neng)(neng)力(li)并不一(yi)定成(cheng)(cheng)(cheng)正比(bi),資(zi)(zi)歷只表明人(ren)(ren)的經(jing)歷的一(yi)般自然(ran)情況,它(ta)(ta)只是(shi)一(yi)個時間(jian)指數的籠統(tong)概(gai)念。正常的情況是(shi)經(jing)歷越長的,人(ren)(ren)生的經(jing)驗(yan)越豐富。但(dan)歸(gui)根到底,資(zi)(zi)歷本(ben)身不是(shi)才(cai)能(neng)(neng)與貢獻的象征,當然(ran),它(ta)(ta)也就不能(neng)(neng)成(cheng)(cheng)(cheng)為衡量才(cai)能(neng)(neng)大小、智(zhi)慧高低的惟(wei)一(yi)標尺。因此,根據年資(zi)(zi)選拔的晉(jin)升者,不論從(cong)工(gong)作成(cheng)(cheng)(cheng)績(ji)上看(kan),還是(shi)從(cong)能(neng)(neng)力(li)上看(kan),都未(wei)必(bi)是(shi)最佳人(ren)(ren)選。其二(er),年資(zi)(zi)晉(jin)升既不利于吸收外單位的人(ren)(ren)才(cai),也無(wu)(wu)助(zhu)于留住本(ben)單位的人(ren)(ren)才(cai),它(ta)(ta)還會造(zao)成(cheng)(cheng)(cheng)不求無(wu)(wu)功、但(dan)求無(wu)(wu)過、坐(zuo)熬年頭的消極(ji)心理(li)。
