簽訂了《就業協議書》就等于簽訂了勞動合同嗎?

實習期滿后,單位跟(gen)我(wo)簽訂了《就業協議書》,但是一直拒絕跟(gen)我(wo)簽訂勞動(dong)合(he)同(tong),并解釋說簽了就業協議書就等于簽了勞動(dong)合(he)同(tong),是這樣的嗎?
