近日,濟南(nan)市(shi)政府發布了2017年企業(ye)工資(zi)指(zhi)導線。記者了解到,2017年全(quan)市(shi)企業(ye)工資(zi)指(zhi)導線原則(ze)上以(yi)2016年濟南(nan)法人單位在崗(gang)職工平均工資(zi)63996元為(wei)基數,基準線為(wei)增(zeng)長(chang)7.5%,上線為(wei)增(zeng)長(chang)12%,下線為(wei)增(zeng)長(chang)3%。
企(qi)(qi)(qi)業(ye)工(gong)資指導(dao)線由基準線、上線和(he)下線構成。它是(shi)政府根據當年經濟發(fa)展(zhan)調控目(mu)標,向社會發(fa)布的年度工(gong)資增長(chang)水平的建議,不具有強(qiang)制約束力,但為企(qi)(qi)(qi)業(ye)與職工(gong)開展(zhan)工(gong)資集(ji)體協(xie)商(shang)以及企(qi)(qi)(qi)業(ye)自身合理確定工(gong)資增長(chang)水平提供參考依據。
濟(ji)南明(ming)確(que),各(ge)類企(qi)(qi)業(ye)(ye)(ye)應(ying)當根據工(gong)(gong)(gong)資(zi)指導線,分析企(qi)(qi)業(ye)(ye)(ye)經濟(ji)效益、職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水平(ping)、勞動生產率和人工(gong)(gong)(gong)成本等指標(biao),兼顧(gu)企(qi)(qi)業(ye)(ye)(ye)承(cheng)受能力、發展目標(biao)等因(yin)素,通(tong)過(guo)工(gong)(gong)(gong)資(zi)集體協商,合理確(que)定職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增長(chang)幅(fu)度。其中(zhong),壟斷(duan)企(qi)(qi)業(ye)(ye)(ye)要嚴格(ge)控(kong)制工(gong)(gong)(gong)資(zi)增長(chang)幅(fu)度,國(guo)有(you)和國(guo)有(you)控(kong)股(gu)企(qi)(qi)業(ye)(ye)(ye)要合理確(que)定企(qi)(qi)業(ye)(ye)(ye)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水平(ping)。各(ge)類企(qi)(qi)業(ye)(ye)(ye)應(ying)在政府發布工(gong)(gong)(gong)資(zi)指導線30日內(nei),制定貫徹工(gong)(gong)(gong)資(zi)指導線實施方案(an),向同級人社部門備案(an)。
資(zi)料顯(xian)示,2013年至2016年,濟南企業(ye)工(gong)資(zi)指導(dao)線(xian)(xian)(xian)(xian)(xian)的基準(zhun)(zhun)線(xian)(xian)(xian)(xian)(xian)分別(bie)(bie)為(wei)增(zeng)長(chang)15%、12%、10%、8%,上線(xian)(xian)(xian)(xian)(xian)分別(bie)(bie)為(wei)增(zeng)長(chang)22%、20%、18%、13%。地區企業(ye)工(gong)資(zi)指導(dao)線(xian)(xian)(xian)(xian)(xian)下調,說明政府指導(dao)的工(gong)資(zi)漲幅較以往有所減少(shao),但只(zhi)要(yao)基準(zhun)(zhun)線(xian)(xian)(xian)(xian)(xian)、下線(xian)(xian)(xian)(xian)(xian)、上線(xian)(xian)(xian)(xian)(xian)三條指導(dao)線(xian)(xian)(xian)(xian)(xian)不是負數,意(yi)味著(zhu)政府指導(dao)的職工(gong)工(gong)資(zi)增(zeng)幅仍是呈上漲趨(qu)勢。
