濟南發布2017年企業工資指導線

近(jin)日,濟南(nan)市(shi)政府發布了(le)2017年企(qi)業工資指(zhi)導線。記者了(le)解(jie)到,2017年全市(shi)企(qi)業工資指(zhi)導線原則上以2016年濟南(nan)法(fa)人單(dan)位在崗(gang)職工平均工資63996元(yuan)為基(ji)(ji)數(shu),基(ji)(ji)準線為增(zeng)長(chang)(chang)7.5%,上線為增(zeng)長(chang)(chang)12%,下線為增(zeng)長(chang)(chang)3%。

企業(ye)工(gong)資指導(dao)線(xian)由基(ji)準線(xian)、上線(xian)和下(xia)線(xian)構成。它是(shi)政府(fu)根據當年(nian)經濟發展(zhan)調控目標,向社會(hui)發布(bu)的年(nian)度工(gong)資增長(chang)水平的建議,不具有強制約束(shu)力(li),但為企業(ye)與職工(gong)開展(zhan)工(gong)資集體協商以及企業(ye)自身合理(li)確定(ding)工(gong)資增長(chang)水平提供(gong)參考依據。

濟南(nan)明確,各(ge)(ge)類企(qi)(qi)業應當根據工(gong)(gong)(gong)資(zi)指導線,分析企(qi)(qi)業經(jing)濟效益、職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水(shui)平、勞(lao)動(dong)生產率和人工(gong)(gong)(gong)成本等指標,兼顧企(qi)(qi)業承受能力、發(fa)展目標等因(yin)素,通過(guo)工(gong)(gong)(gong)資(zi)集體協商,合(he)理確定(ding)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)長(chang)幅度(du)。其中,壟斷企(qi)(qi)業要嚴(yan)格控制(zhi)(zhi)工(gong)(gong)(gong)資(zi)增(zeng)長(chang)幅度(du),國有和國有控股企(qi)(qi)業要合(he)理確定(ding)企(qi)(qi)業職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水(shui)平。各(ge)(ge)類企(qi)(qi)業應在政府發(fa)布工(gong)(gong)(gong)資(zi)指導線30日內(nei),制(zhi)(zhi)定(ding)貫徹(che)工(gong)(gong)(gong)資(zi)指導線實施(shi)方案(an),向同級人社部門備(bei)案(an)。

資(zi)(zi)料顯(xian)示,2013年(nian)至2016年(nian),濟南企業工(gong)(gong)(gong)資(zi)(zi)指導線(xian)(xian)(xian)的基準線(xian)(xian)(xian)分(fen)別(bie)為增長15%、12%、10%、8%,上線(xian)(xian)(xian)分(fen)別(bie)為增長22%、20%、18%、13%。地(di)區企業工(gong)(gong)(gong)資(zi)(zi)指導線(xian)(xian)(xian)下(xia)調,說明政府指導的工(gong)(gong)(gong)資(zi)(zi)漲(zhang)幅較(jiao)以往有所減少(shao),但(dan)只要基準線(xian)(xian)(xian)、下(xia)線(xian)(xian)(xian)、上線(xian)(xian)(xian)三條指導線(xian)(xian)(xian)不(bu)是(shi)負數,意味著政府指導的職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)增幅仍是(shi)呈上漲(zhang)趨勢。
