山東青島:連續13年提高企業退休人員養老金

民生是人民幸福之基、社會和諧之本。做好保障和改善民生工作,事關群眾福祉和社會和諧穩定。自黨的第十八次代表大會召開以來,青島的人力資源和社會保障工作走過了不平凡的五年。青島市不僅在全國率先實現就業、養老、醫保、服務平臺“四個城鄉一體化”,還在全國率先建立長期護理保險制度、在全國率先實施補充醫療保險制度、在全省率先出臺聘任制公務員管理辦法。另外,全市到2020年,市還要率先實現人力資源社會保障事業轉型發展,建成人力資源匯集支撐和創新創業人才集聚發展的重要區域性中心城市、社會保障制度創新引領型城市、和諧勞動關系示范型城市,使人民群眾在就業創業、社會保障、人才發展等領域有更多獲得感。

  另外,青島市(shi)還(huan)在(zai)全(quan)國率先(xian)(xian)實現(xian)就(jiu)(jiu)(jiu)業(ye)、養(yang)老、醫(yi)保(bao)(bao)、服(fu)務(wu)(wu)平臺“四個(ge)(ge)城(cheng)(cheng)鄉(xiang)一(yi)體(ti)化”。立(li)足城(cheng)(cheng)鄉(xiang)基本公(gong)共服(fu)務(wu)(wu)均(jun)等化,島城(cheng)(cheng)在(zai)全(quan)國率先(xian)(xian)打破城(cheng)(cheng)鄉(xiang)就(jiu)(jiu)(jiu)業(ye)二元體(ti)制(zhi),建(jian)立(li)起城(cheng)(cheng)鄉(xiang)一(yi)體(ti)的(de)(de)就(jiu)(jiu)(jiu)業(ye)創業(ye)政(zheng)策體(ti)系,消除城(cheng)(cheng)鄉(xiang)政(zheng)策壁壘(lei),實現(xian)就(jiu)(jiu)(jiu)業(ye)創業(ye)政(zheng)策提(ti)標擴(kuo)面(mian)(mian)、同(tong)城(cheng)(cheng)同(tong)待(dai)遇,確保(bao)(bao)全(quan)市(shi)就(jiu)(jiu)(jiu)業(ye)形(xing)勢(shi)持續穩(wen)定。2014年率先(xian)(xian)打通(tong)城(cheng)(cheng)鎮職工與城(cheng)(cheng)鄉(xiang)居(ju)民養(yang)老保(bao)(bao)險制(zhi)度(du)(du)轉移通(tong)道(dao),初步形(xing)成了(le)“保(bao)(bao)障隨人(ren)走”的(de)(de)養(yang)老保(bao)(bao)險轉移接續制(zhi)度(du)(du)。2015年在(zai)全(quan)國率先(xian)(xian)實施醫(yi)療保(bao)(bao)險制(zhi)度(du)(du)改革,實現(xian)城(cheng)(cheng)鎮職工、城(cheng)(cheng)鎮居(ju)民、新型農村(cun)合作醫(yi)療保(bao)(bao)險“三(san)險合一(yi)”,各類人(ren)群(qun)尤其(qi)是(shi)農村(cun)居(ju)民的(de)(de)醫(yi)保(bao)(bao)待(dai)遇水平顯著提(ti)高(gao)。2014年在(zai)全(quan)市(shi)10個(ge)(ge)區(市(shi))及129個(ge)(ge)街道(dao)(鎮)全(quan)面(mian)(mian)建(jian)立(li)人(ren)力資源社會保(bao)(bao)障服(fu)務(wu)(wu)平臺,使所有(you)城(cheng)(cheng)鄉(xiang)居(ju)民均(jun)能在(zai)“家門口”同(tong)等享受優質、高(gao)效、便捷的(de)(de)人(ren)社服(fu)務(wu)(wu),打通(tong)服(fu)務(wu)(wu)群(qun)眾的(de)(de)“最后一(yi)公(gong)里”。

  為了讓勞(lao)動關系更加和(he)諧(xie)穩定,人社局出臺了關于(yu)構建(jian)和(he)諧(xie)勞(lao)動關系的意(yi)見、勞(lao)務派遣管理辦法、特殊工(gong)時審批管理辦法等(deng)多個政(zheng)策性文(wen)件,進一(yi)步規范(fan)勞(lao)動關系,保(bao)障(zhang)勞(lao)動者(zhe)合法權益。完善企(qi)業工(gong)資(zi)收(shou)入(ru)分配制(zhi)(zhi)度(du),啟動國有企(qi)業負責人薪(xin)酬制(zhi)(zhi)度(du)改革(ge),六(liu)區(qu)、四(si)市月最低工(gong)資(zi)標(biao)準由(you)“十一(yi)五”末的920元(yuan)、760元(yuan)分別調整到1710元(yuan)、1550元(yuan)。建(jian)立(li)勞(lao)動關系網,健全預防、調解、仲裁“三位一(yi)體”工(gong)作機制(zhi)(zhi),建(jian)立(li)裁審銜接制(zhi)(zhi)度(du),修訂《青島(dao)市勞(lao)動保(bao)障(zhang)監(jian)察條例(li)》,建(jian)立(li)健全欠薪(xin)預警(jing)監(jian)控機制(zhi)(zhi),有效保(bao)障(zhang)了勞(lao)動者(zhe)合法權益。

  創立推行長期護理保險制度

  為著力破解青島市老(lao)齡化程(cheng)度加深(shen)帶來的(de)老(lao)年(nian)人(ren)(ren)護(hu)(hu)理難題,2012年(nian)在(zai)(zai)全國率(lv)先建立長(chang)(chang)期護(hu)(hu)理保(bao)險制度,采取“醫養康護(hu)(hu)”相結合的(de)辦法(fa),形成(cheng)醫院、社區、家(jia)(jia)庭多層次的(de)醫療(liao)護(hu)(hu)理體系。長(chang)(chang)護(hu)(hu)制度填補(bu)了(le)我國老(lao)年(nian)醫療(liao)護(hu)(hu)理制度的(de)空白,得(de)到國家(jia)(jia)認可并在(zai)(zai)全國推廣。今年(nian)在(zai)(zai)全國率(lv)先試點將重度失智老(lao)人(ren)(ren)納入長(chang)(chang)期護(hu)(hu)理保(bao)險,享受人(ren)(ren)性化照護(hu)(hu)。截至目前,共有4.5萬名(ming)失能人(ren)(ren)員享受長(chang)(chang)期護(hu)(hu)理保(bao)險待遇,取得(de)了(le)“個(ge)人(ren)(ren)家(jia)(jia)庭減負擔、護(hu)(hu)理機構(gou)得(de)發展、基金支出(chu)增(zeng)績效”的(de)顯(xian)著成(cheng)效。

  在全省率先實現醫療保險“三險合一”

  圍繞群(qun)眾反(fan)映突出的(de)因(yin)病(bing)致(zhi)貧(pin)、因(yin)病(bing)返貧(pin)問題,2012年(nian)在全國率先探索(suo)建立(li)重大疾病(bing)和(he)罕見(jian)病(bing)醫(yi)療救助(zhu)制(zhi)度(du)(du),通過(guo)完善(shan)市(shi)場化談判機(ji)制(zhi),使各類特(te)藥(yao)(yao)品種的(de)綜合價格(ge)降幅(fu)達20%—70%。在此(ci)基礎(chu)上,2016年(nian)在全國率先實施(shi)補充醫(yi)療保險(xian)(xian)制(zhi)度(du)(du),構(gou)建起“基本醫(yi)療保險(xian)(xian)+大病(bing)醫(yi)療保險(xian)(xian)+補充醫(yi)療保險(xian)(xian)”多(duo)層次(ci)保障(zhang)(zhang)體系(xi),納入保障(zhang)(zhang)范圍的(de)特(te)殊藥(yao)(yao)品和(he)耗(hao)材由9種提高到41種,覆蓋病(bing)種及保障(zhang)(zhang)額(e)度(du)(du)居全國首位,為8.2萬人次(ci)參保患(huan)者(zhe)(zhe)支付(fu)救助(zhu)基金(jin)1.9億元,有效(xiao)緩解(jie)了重特(te)大疾病(bing)患(huan)者(zhe)(zhe)經濟壓力。

  宜居幸福青(qing)島的(de)建設離不開人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)這個第(di)(di)一(yi)(yi)(yi)資(zi)源,青(qing)島現在(zai)比(bi)歷(li)史上任(ren)何時期都(dou)更加渴求(qiu)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)。五年(nian)來,青(qing)島市一(yi)(yi)(yi)直在(zai)進(jin)行(xing)(xing)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)體制(zhi)機制(zhi)改(gai)革。圍繞(rao)增(zeng)(zeng)添城市發展動力,聚焦深化(hua)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)體制(zhi)機制(zhi)改(gai)革,出(chu)臺“三中(zhong)心一(yi)(yi)(yi)基(ji)地(di)”人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)支撐計劃、頂尖人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)獎勵(li)(li)資(zi)助辦法,引(yin)進(jin)“高精(jing)尖”人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)最(zui)高獎勵(li)(li)500萬(wan)元,獎勵(li)(li)標準(zhun)(zhun)邁入全(quan)國(guo)“第(di)(di)一(yi)(yi)(yi)方陣(zhen)”。率先啟動外國(guo)人(ren)(ren)(ren)(ren)來華工作許可(ke)“兩(liang)證合一(yi)(yi)(yi)”,建成全(quan)國(guo)首家(jia)(jia)院(yuan)(yuan)士(shi)專(zhuan)家(jia)(jia)創(chuang)業創(chuang)新園,打造(zao)“藍洽會”“博士(shi)青(qing)島行(xing)(xing)”等(deng)高端引(yin)才(cai)(cai)(cai)(cai)(cai)引(yin)智平(ping)臺,以人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)體制(zhi)機制(zhi)創(chuang)新助推國(guo)際化(hua)城市建設。整合人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)服(fu)務(wu)(wu)資(zi)源,實行(xing)(xing)一(yi)(yi)(yi)個窗口(kou)受理、一(yi)(yi)(yi)站式服(fu)務(wu)(wu),設立高層次(ci)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)服(fu)務(wu)(wu)專(zhuan)窗,推行(xing)(xing)服(fu)務(wu)(wu)綠卡制(zhi)度(du),增(zeng)(zeng)強(qiang)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)服(fu)務(wu)(wu)的(de)主(zhu)動性、精(jing)準(zhun)(zhun)性。2013年(nian)以來,每年(nian)引(yin)進(jin)各類(lei)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)10多萬(wan)人(ren)(ren)(ren)(ren),全(quan)市人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)總量達到(dao)175萬(wan)人(ren)(ren)(ren)(ren),院(yuan)(yuan)士(shi)等(deng)高層次(ci)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)引(yin)進(jin)實現新突(tu)破(po),僅2016年(nian)就引(yin)進(jin)諾貝爾獎獲得者1人(ren)(ren)(ren)(ren)、兩(liang)院(yuan)(yuan)院(yuan)(yuan)士(shi)6人(ren)(ren)(ren)(ren)、專(zhuan)家(jia)(jia)、泰山(shan)學者等(deng)17人(ren)(ren)(ren)(ren)。

  僅2016年(nian)一(yi)年(nian),島城通(tong)過城市(shi)推介(jie)、校園招(zhao)聘、專場(chang)攬(lan)才、小分(fen)隊直(zhi)擊(ji)等方式,組織140余家單位赴北京、上(shang)海、廣州、廈門、南京、哈爾濱、西安、成(cheng)(cheng)都等12個(ge)城市(shi),舉辦高層次人(ren)才招(zhao)聘(推介(jie))活動,發布崗位需求2000余個(ge),涵蓋機械、電子、材料、能(neng)源、生物、醫藥、海洋等多(duo)個(ge)領域(yu)。現(xian)場(chang)共收(shou)取求職(zhi)簡歷8505份(fen),其中,博士(shi)1220份(fen),碩(shuo)(shuo)士(shi)6056份(fen),碩(shuo)(shuo)博人(ren)才占比(bi)85.5%,引才成(cheng)(cheng)果豐碩(shuo)(shuo)。同比(bi)2015年(nian),博士(shi)簡歷數增加460份(fen),增幅達(da)60.5%,碩(shuo)(shuo)博人(ren)才合計占比(bi)提升9.6個(ge)百分(fen)點(dian)。
