為進一步(bu)發揮集(ji)體協商(shang)集(ji)體合(he)同(tong)制(zhi)度協調勞動關(guan)系的基礎性作(zuo)用,穩定就(jiu)業(ye)(ye)崗(gang)位,促進企業(ye)(ye)發展,構建和諧勞動關(guan)系,實現企業(ye)(ye)和職工(gong)共(gong)商(shang)共(gong)建共(gong)創共(gong)享,省協調勞動關(guan)系三方委員(yuan)會研究決定,從2019年至2021年,在全省范圍內(nei)實施集(ji)體協商(shang)“穩就(jiu)業(ye)(ye)促發展構和諧”行動計劃(以下簡稱(cheng)“行動計劃”)。
行(xing)動計劃明確,分類實施企(qi)業(ye)集體協(xie)商,鼓(gu)勵生產(chan)經(jing)(jing)(jing)(jing)營正常的企(qi)業(ye),圍繞(rao)工(gong)(gong)(gong)資(zi)(zi)調(diao)(diao)整(zheng)、獎金分配、考核獎懲、勞動定額、休息休假、工(gong)(gong)(gong)時制度(du)、職(zhi)(zhi)工(gong)(gong)(gong)福利(li)(li)費和(he)(he)教育經(jing)(jing)(jing)(jing)費使用、勞動保護(hu)、女職(zhi)(zhi)工(gong)(gong)(gong)特殊保護(hu)等(deng)進行(xing)協(xie)商。鼓(gu)勵和(he)(he)支持因(yin)產(chan)業(ye)轉(zhuan)型升級、結構(gou)調(diao)(diao)整(zheng)和(he)(he)經(jing)(jing)(jing)(jing)貿摩擦等(deng)造(zao)成生產(chan)經(jing)(jing)(jing)(jing)營困難或(huo)生產(chan)經(jing)(jing)(jing)(jing)營方(fang)式重大調(diao)(diao)整(zheng)的企(qi)業(ye),圍繞(rao)轉(zhuan)崗穩崗、輪崗休假、待(dai)崗培訓(xun)、工(gong)(gong)(gong)資(zi)(zi)福利(li)(li)、裁(cai)員方(fang)案等(deng)涉及職(zhi)(zhi)工(gong)(gong)(gong)利(li)(li)益調(diao)(diao)整(zheng)的重大事項(xiang)進行(xing)協(xie)商。鼓(gu)勵基(ji)礎較好的企(qi)業(ye)建立經(jing)(jing)(jing)(jing)常性的溝通(tong)協(xie)商機制,開展多層次協(xie)商,暢通(tong)職(zhi)(zhi)工(gong)(gong)(gong)訴求表達渠道,努力(li)解決企(qi)業(ye)及職(zhi)(zhi)工(gong)(gong)(gong)生產(chan)生活中(zhong)的困難和(he)(he)問(wen)題。
行動(dong)計(ji)劃提出,堅(jian)持以(yi)勞動(dong)密集(ji)(ji)型、中(zhong)小企(qi)業(ye)(ye)(ye)(ye)(ye)集(ji)(ji)中(zhong)的行業(ye)(ye)(ye)(ye)(ye)(區域)作為重點,聚焦(jiao)企(qi)業(ye)(ye)(ye)(ye)(ye)和職工(gong)(gong)(gong)(gong)普遍關心的問題,就(jiu)行業(ye)(ye)(ye)(ye)(ye)最低(di)工(gong)(gong)(gong)(gong)資(zi)標準、主體(ti)(ti)(ti)工(gong)(gong)(gong)(gong)種指導價位、勞動(dong)定額、計(ji)件(jian)單價、勞動(dong)保護、休(xiu)息休(xiu)假(jia)、福利(li)待(dai)遇等(deng)進行協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)。鼓(gu)勵有條件(jian)的企(qi)業(ye)(ye)(ye)(ye)(ye)在行業(ye)(ye)(ye)(ye)(ye)集(ji)(ji)體(ti)(ti)(ti)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)的基礎上,開(kai)展(zhan)(zhan)企(qi)業(ye)(ye)(ye)(ye)(ye)集(ji)(ji)體(ti)(ti)(ti)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)。在環衛清潔等(deng)農民工(gong)(gong)(gong)(gong)集(ji)(ji)中(zhong)的行業(ye)(ye)(ye)(ye)(ye),通(tong)(tong)過開(kai)展(zhan)(zhan)集(ji)(ji)體(ti)(ti)(ti)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)建立健全職工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)正常增(zeng)長(chang)機制,推動(dong)低(di)收(shou)入群體(ti)(ti)(ti)收(shou)入合(he)理增(zeng)長(chang)。在快遞、外賣、網約車等(deng)新業(ye)(ye)(ye)(ye)(ye)態(tai)領(ling)域行業(ye)(ye)(ye)(ye)(ye),通(tong)(tong)過探索確定協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)主體(ti)(ti)(ti)、創新協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)模式開(kai)展(zhan)(zhan)行業(ye)(ye)(ye)(ye)(ye)集(ji)(ji)體(ti)(ti)(ti)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang),簽訂行業(ye)(ye)(ye)(ye)(ye)性集(ji)(ji)體(ti)(ti)(ti)合(he)同或協(xie)(xie)(xie)(xie)議,明確行業(ye)(ye)(ye)(ye)(ye)用工(gong)(gong)(gong)(gong)規(gui)范和勞動(dong)標準。
通(tong)過(guo)行動計劃(hua),力爭2021年(nian)實現(xian)已建(jian)工會的企(qi)業集(ji)體(ti)協商建(jian)制率動態保持(chi)在80%以(yi)(yi)上,其中規(gui)模(mo)(限額)以(yi)(yi)上已建(jian)工會的企(qi)業開展年(nian)度(du)集(ji)體(ti)協商、簽訂工資專項集(ji)體(ti)合同保持(chi)在90%以(yi)(yi)上,行業(區域)集(ji)體(ti)合同覆蓋職(zhi)工數達到300萬以(yi)(yi)上,職(zhi)工利益訴求表達渠道進一步(bu)暢通(tong),企(qi)業和職(zhi)工獲得感、滿意度(du)不斷提升。
