記者(zhe)日前獲悉(xi),為提高農(nong)(nong)民工就(jiu)業(ye)質量,我市計劃到2018年培訓8萬名農(nong)(nong)村(cun)轉移勞動(dong)力,2015年底實現全(quan)市社區(qu)全(quan)覆蓋農(nong)(nong)民工就(jiu)業(ye)維(wei)權服務(wu)圈,農(nong)(nong)民工勞動(dong)合同(tong)簽訂率2015年達(da)80%以上,保(bao)障農(nong)(nong)民工同(tong)工同(tong)酬。
我(wo)市將實(shi)(shi)施(shi)“加強就(jiu)(jiu)(jiu)業培(pei)訓提高就(jiu)(jiu)(jiu)業與創業能(neng)力(li)五年(nian)規(gui)劃(hua)”,2014年(nian)至2018年(nian)全(quan)(quan)(quan)市計劃(hua)培(pei)訓8萬名農(nong)村(cun)轉移(yi)勞動力(li)。同時(shi),自2014年(nian)起,農(nong)村(cun)轉移(yi)勞動力(li)可(ke)在(zai)戶籍所在(zai)地(di)或求職(zhi)就(jiu)(jiu)(jiu)業地(di)享(xiang)受職(zhi)業培(pei)訓補貼和(he)技能(neng)鑒定補貼。各(ge)區(市)根(gen)據農(nong)民工(gong)(gong)流動規(gui)模和(he)實(shi)(shi)際(ji)需求,依托(tuo)政務(wu)(wu)服(fu)務(wu)(wu)大廳、人力(li)資源(yuan)社(she)會(hui)保障(zhang)(zhang)服(fu)務(wu)(wu)中(zhong)心(xin)或零(ling)工(gong)(gong)市場建立(li)農(nong)民工(gong)(gong)綜合服(fu)務(wu)(wu)平臺。各(ge)鄉鎮(zhen)(街道)依托(tuo)人力(li)資源(yuan)社(she)會(hui)保障(zhang)(zhang)所,打造以(yi)2公里(li)為半(ban)徑(jing)、半(ban)小時(shi)為時(shi)限的農(nong)民工(gong)(gong)就(jiu)(jiu)(jiu)業維(wei)權服(fu)務(wu)(wu)圈。全(quan)(quan)(quan)面啟動社(she)區就(jiu)(jiu)(jiu)業信息(xi)化建設,為農(nong)民工(gong)(gong)就(jiu)(jiu)(jiu)業提供各(ge)項信息(xi)服(fu)務(wu)(wu),2015年(nian)底(di)實(shi)(shi)現(xian)全(quan)(quan)(quan)市社(she)區全(quan)(quan)(quan)覆(fu)蓋。
我(wo)市出臺相(xiang)關文件規定(ding),到2015年,農(nong)民工(gong)(gong)(gong)(gong)勞動(dong)合同簽訂率(lv)達80%以(yi)上,2020年達到90%以(yi)上。在流動(dong)性大(da)、季節性強、用(yong)工(gong)(gong)(gong)(gong)時間短(duan)的行業(ye),推行簡易勞動(dong)合同示(shi)范文本(ben),建立(li)勞動(dong)用(yong)工(gong)(gong)(gong)(gong)備(bei)案、就業(ye)失(shi)業(ye)登記、社會(hui)保(bao)(bao)險參保(bao)(bao)登記聯動(dong)機(ji)制(zhi),實現對企(qi)業(ye)用(yong)工(gong)(gong)(gong)(gong)動(dong)態(tai)管理。在維(wei)護農(nong)民工(gong)(gong)(gong)(gong)合法權益方(fang)面,我(wo)市規定(ding)要保(bao)(bao)障農(nong)民工(gong)(gong)(gong)(gong)同工(gong)(gong)(gong)(gong)同酬,用(yong)人單位吸納(na)農(nong)民工(gong)(gong)(gong)(gong)就業(ye),與本(ben)單位同崗位職工(gong)(gong)(gong)(gong)實行相(xiang)同的勞動(dong)報酬分配制(zhi)度和分配辦(ban)法。保(bao)(bao)證農(nong)民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資按(an)時足額發放(fang),實施“一書兩金一卡”制(zhi)度。
