青島啟動公務員聘任制 探索待遇與職級掛鉤

記者從昨日召開(kai)的山東省(sheng)青島市(shi)人力資(zi)(zi)源社(she)(she)會保障(zhang)工(gong)作會議上(shang)獲悉,2014年,青島市(shi)人力資(zi)(zi)源社(she)(she)會保障(zhang)工(gong)作圍(wei)繞就業(ye)創業(ye)、社(she)(she)會保障(zhang)等(deng)45個方(fang)面確立了263項(xiang)具體(ti)任務,大部分都是事(shi)關民生(sheng)的實事(shi),其中初(chu)步(bu)確定(ding)2014年重點推(tui)進5個方(fang)面創新與改革。

就業

實(shi)現(xian)(xian)城(cheng)鄉新(xin)增就業(ye)(ye)(ye)25萬(wan)(wan)人(ren)。2014年(nian),計劃實(shi)現(xian)(xian)本市城(cheng)鄉新(xin)增就業(ye)(ye)(ye)25萬(wan)(wan)人(ren)、農村勞動力轉移就業(ye)(ye)(ye)10萬(wan)(wan)人(ren),政策(ce)性扶持創業(ye)(ye)(ye)1萬(wan)(wan)人(ren),困難群(qun)體就業(ye)(ye)(ye)率85%以上(shang)。

突出做好(hao)重(zhong)點群體就(jiu)業工作,其中,年內(nei)實現青島籍非師范類高校(xiao)畢(bi)業生就(jiu)業率(lv)92%以上(shang),特困(kun)家(jia)庭(ting)高校(xiao)畢(bi)業生就(jiu)業率(lv)100%,確保“零就(jiu)業家(jia)庭(ting)”成員至少有1人(ren)實現就(jiu)業。

促(cu)進創(chuang)(chuang)業(ye)(ye)(ye)帶動就(jiu)業(ye)(ye)(ye),建設(she)(she)1處市級(ji)(ji)城鄉綜(zong)合(he)創(chuang)(chuang)業(ye)(ye)(ye)孵化示(shi)范基地、2處市級(ji)(ji)靈活務工綜(zong)合(he)服務中心(xin)(農(nong)民工零工市場)。區市新建、整合(he)大(da)(da)學生創(chuang)(chuang)業(ye)(ye)(ye)孵化示(shi)范基地(創(chuang)(chuang)業(ye)(ye)(ye)園區)11處。深(shen)化青島(dao)創(chuang)(chuang)業(ye)(ye)(ye)大(da)(da)學發展(zhan)模式。啟動建設(she)(she)湛山創(chuang)(chuang)意工廠二期。設(she)(she)立10億元市級(ji)(ji)創(chuang)(chuang)業(ye)(ye)(ye)帶動就(jiu)業(ye)(ye)(ye)扶持(chi)資金,重點用于扶持(chi)各類創(chuang)(chuang)業(ye)(ye)(ye)就(jiu)業(ye)(ye)(ye)培訓載體建設(she)(she)。

人才

深(shen)入實施“111”引才工(gong)程。啟動運(yun)營中(zhong)國(guo)海洋人(ren)(ren)才市(shi)(shi)場云中(zhong)心,推(tui)進人(ren)(ren)才公(gong)共(gong)服務標準化建(jian)設(she)(she),探(tan)索在擁有國(guo)際著名海洋實驗室(shi)的國(guo)內外城市(shi)(shi)設(she)(she)立(li)人(ren)(ren)才和產學研工(gong)作站,建(jian)立(li)重大項目、重大工(gong)程引進海外人(ren)(ren)才綠色(se)通道。

搭建完善(shan)人才服務(wu)平臺。全年新設10個市級(ji)專(zhuan)家服務(wu)基(ji)地(di),新增(zeng)50個專(zhuan)家工作站。

繼續放活(huo)高層次和緊(jin)缺人(ren)才招聘政策,推行差別化招聘方式。

繼續(xu)推進中小學教師(shi)職稱制度(du)改革,建立統一的中小學教師(shi)職務(wu)制度(du)。

人事

推動聘(pin)任制(zhi)公務(wu)(wu)員試點改革。出臺《青島市聘(pin)任制(zhi)公務(wu)(wu)員管理(li)辦法(fa)》等配(pei)套文件,組織(zhi)做好(hao)首次聘(pin)任制(zhi)公務(wu)(wu)員招聘(pin)工作。加強(qiang)聘(pin)任制(zhi)公務(wu)(wu)員跟蹤考核評價,探索完善(shan)保障、退出機制(zhi)。

拓寬基層(ceng)公(gong)務員來源渠道,探(tan)索建(jian)立基層(ceng)招人留(liu)人長效機制。完(wan)善公(gong)務員考(kao)錄制度,將市(shi)民監(jian)督擴(kuo)大(da)到從公(gong)務員考(kao)錄筆(bi)試到體檢的各個(ge)環節,完(wan)善事業(ye)(ye)單位公(gong)開(kai)(kai)招聘流程,建(jian)立國(guo)有大(da)中型企(qi)業(ye)(ye)公(gong)開(kai)(kai)招聘制度,確(que)保(bao)就業(ye)(ye)機會公(gong)平。

建(jian)立(li)專業(ye)技(ji)術(shu)類和行(xing)(xing)政執法類公務(wu)員管(guan)理制(zhi)(zhi)度(du);在縣以下(xia)機關試(shi)點公務(wu)員職(zhi)務(wu)與(yu)(yu)職(zhi)級(ji)(ji)并行(xing)(xing)、職(zhi)級(ji)(ji)與(yu)(yu)待遇掛(gua)鉤制(zhi)(zhi)度(du)。在學校、醫(yi)院、科研(yan)院所等公益事業(ye)單位開展(zhan)與(yu)(yu)行(xing)(xing)政職(zhi)級(ji)(ji)脫鉤的職(zhi)員制(zhi)(zhi)改革試(shi)點。

勞動關系

出臺企(qi)業(ye)實行特殊(shu)工(gong)(gong)時(shi)制度管理(li)規定。做好企(qi)業(ye)工(gong)(gong)資分配宏觀調控工(gong)(gong)作(zuo)。根(gen)據(ju)省統一部(bu)署,適(shi)時(shi)調整最(zui)低工(gong)(gong)資標準,發布2014年企(qi)業(ye)工(gong)(gong)資指導(dao)線和人力(li)資源市場工(gong)(gong)資指導(dao)價位。

探索建立(li)國家(jia)級和諧勞動(dong)關(guan)系(xi)協調新(xin)模式(shi),爭取試驗(yan)區創建方案早日獲(huo)批,探索建立(li)符合青島實(shi)際的和諧勞動(dong)關(guan)系(xi)構建機(ji)制。

社保

推(tui)(tui)進醫(yi)(yi)療(liao)保(bao)(bao)(bao)險(xian)城(cheng)鄉統籌。2014年(nian)青島(dao)市將穩步推(tui)(tui)進新(xin)型農村合作醫(yi)(yi)療(liao)保(bao)(bao)(bao)險(xian)和(he)城(cheng)鎮居(ju)民基本醫(yi)(yi)療(liao)保(bao)(bao)(bao)險(xian)制度整合,確保(bao)(bao)(bao)平穩過渡。完善長期醫(yi)(yi)療(liao)護理保(bao)(bao)(bao)險(xian)制度。開(kai)展“日間病(bing)房”醫(yi)(yi)保(bao)(bao)(bao)結算管(guan)(guan)理試(shi)點。探索建立基本醫(yi)(yi)療(liao)保(bao)(bao)(bao)險(xian)意外(wai)傷害保(bao)(bao)(bao)險(xian)制度。修訂基本醫(yi)(yi)療(liao)保(bao)(bao)(bao)險(xian)定(ding)點機(ji)構管(guan)(guan)理辦(ban)法。出(chu)臺門診大病(bing)管(guan)(guan)理辦(ban)法。

推進機關事業單位養(yang)(yang)老保(bao)險(xian)(xian)(xian)制度改革。組織實施職工(gong)(gong)和居民基本養(yang)(yang)老保(bao)險(xian)(xian)(xian)制度銜接(jie)政策。穩(wen)妥(tuo)做好城鄉(xiang)居民養(yang)(yang)老保(bao)險(xian)(xian)(xian)與城鎮職工(gong)(gong)養(yang)(yang)老保(bao)險(xian)(xian)(xian)關系轉(zhuan)移接(jie)續(xu)工(gong)(gong)作。完善落實被征地農民養(yang)(yang)老保(bao)險(xian)(xian)(xian)政策。做好非營利性(xing)民辦(ban)(ban)職業院校(xiao)教(jiao)師(shi)社會保(bao)障與公辦(ban)(ban)學校(xiao)教(jiao)師(shi)同等待遇(yu)試點工(gong)(gong)作。

做(zuo)好2014年度失(shi)業保(bao)(bao)險(xian)(xian)金(jin)標準(zhun)(zhun)調整工(gong)(gong)作。適時啟動失(shi)業保(bao)(bao)險(xian)(xian)金(jin)標準(zhun)(zhun)與物(wu)價上漲聯(lian)動機(ji)制。開展(zhan)工(gong)(gong)傷(shang)預(yu)防試點,探索(suo)工(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)費率浮(fu)動機(ji)制,減少(shao)工(gong)(gong)傷(shang)事故和(he)職業病發(fa)生(sheng)。研究公務員(yuan)參加工(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)辦法。調整工(gong)(gong)傷(shang)1-4級(ji)人員(yuan)傷(shang)殘津貼、生(sheng)活護理費、供養親(qin)屬(shu)撫恤金(jin)待遇(yu)標準(zhun)(zhun)以及工(gong)(gong)亡職工(gong)(gong)一(yi)次性工(gong)(gong)亡補(bu)助金(jin)標準(zhun)(zhun)。研究工(gong)(gong)傷(shang)保(bao)(bao)險(xian)(xian)基金(jin)統收統支(zhi)管理模(mo)式。
