濟寧市2014年推出多項就業社保惠民工程

2月10日,記者在(zai)(zai)山東省濟寧市人(ren)(ren)力資源(yuan)和社會(hui)保障(zhang)會(hui)議(yi)上了解到,濟寧市人(ren)(ren)社局2014年(nian)將(jiang)在(zai)(zai)就業、社保、人(ren)(ren)才(cai)等多個方面推出(chu)多項惠民工程。

就業:離校未就業高校畢業生實名制登記

今年,全市將新(xin)增城鎮就業(ye)(ye)6萬人(ren)(ren)、新(xin)增農村勞動力轉(zhuan)移就業(ye)(ye)7.5萬人(ren)(ren)。統籌高校(xiao)畢(bi)業(ye)(ye)生(sheng)、農村勞動力等重點就業(ye)(ye)對象就業(ye)(ye),實施萬人(ren)(ren)創業(ye)(ye)助推工程,開展創業(ye)(ye)型(xing)(xing)鄉鎮(街道)和(he)創業(ye)(ye)型(xing)(xing)社(she)區創建活動。

落實離校(xiao)(xiao)未(wei)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)高(gao)校(xiao)(xiao)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)實名(ming)制登(deng)記管理,統籌實施高(gao)校(xiao)(xiao)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)崗位(wei)拓(tuo)展、基(ji)層項目服(fu)務(wu)、創業(ye)(ye)(ye)(ye)引領、就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)務(wu)、就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)習(xi)“五項計劃”,年(nian)內扶持300名(ming)以(yi)上(shang)(shang)(shang)高(gao)校(xiao)(xiao)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)成功創業(ye)(ye)(ye)(ye),組織2000名(ming)以(yi)上(shang)(shang)(shang)高(gao)校(xiao)(xiao)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)參加(jia)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)習(xi)、見(jian)習(xi)留(liu)用率(lv)達到70%以(yi)上(shang)(shang)(shang),高(gao)校(xiao)(xiao)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)總體就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)率(lv)穩定(ding)在(zai)85%以(yi)上(shang)(shang)(shang)。同時,實行(xing)城(cheng)鄉統一(yi)的就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)失業(ye)(ye)(ye)(ye)登(deng)記制度,積極推進農(nong)民工(gong)融入城(cheng)市(shi)、享受均等化的基(ji)本公共服(fu)務(wu)。而且(qie),加(jia)大就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)(kun)難群體幫扶力度,開展“充(chong)分(fen)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)縣(市(shi)、區(qu))”和(he)“充(chong)分(fen)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)社區(qu)”創建工(gong)作,對就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)(kun)難人員進行(xing)托(tuo)底安置(zhi),城(cheng)鎮“零就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)”家庭實現動態(tai)消零。

同時,助(zhu)推創(chuang)業“1+3”活動(dong)(dong),實(shi)施(shi)萬(wan)人創(chuang)業助(zhu)推工程,利(li)用擴(kuo)大失業保(bao)險金(jin)支(zhi)出范圍政策,進一步(bu)擴(kuo)大小(xiao)額(e)貸款擔(dan)保(bao)基金(jin)規(gui)模,2014年發放(fang)小(xiao)額(e)擔(dan)保(bao)貸款4億元,扶持1萬(wan)人創(chuang)業,帶(dai)動(dong)(dong)就業5萬(wan)人。并深入(ru)開(kai)展(zhan)創(chuang)業型(xing)鄉(xiang)鎮(街道)和(he)創(chuang)業型(xing)社區(qu)創(chuang)建活動(dong)(dong),到2014年底評選(xuan)認定10個創(chuang)業型(xing)鄉(xiang)鎮(街道)和(he)20個創(chuang)業型(xing)社區(qu)。

繼續實施全民就業(ye)創業(ye)大培訓,開展就業(ye)技(ji)能培訓6萬(wan)人、創業(ye)培訓1.6萬(wan)人。完善(shan)“一刻鐘就業(ye)服(fu)務圈”,大力推進公共就業(ye)服(fu)務業(ye)務下沉。

社保:“4050”困難群體助保工程

到(dao)2014年年底(di),濟寧(ning)市將(jiang)建立全市統一、城鄉一體的居(ju)民(min)基本養(yang)老(lao)和(he)基本醫療保(bao)(bao)險制度(du)。并(bing)將(jiang)被征地農民(min)全部納入(ru)居(ju)民(min)養(yang)老(lao)保(bao)(bao)險統籌范(fan)圍。同時,實施(shi)“4050”困難群(qun)體助保(bao)(bao)工(gong)程。另外(wai),還將(jiang)機(ji)關(guan)公務員納入(ru)工(gong)傷保(bao)(bao)險實施(shi)范(fan)圍,啟動機(ji)關(guan)事業單位職工(gong)生育保(bao)(bao)險,進一步擴(kuo)大社會保(bao)(bao)險制度(du)覆蓋(gai)范(fan)圍。

今年,濟寧(ning)市將(jiang)實(shi)施“4050”困難群體(ti)助保(bao)(bao)(bao)(bao)(bao)工(gong)程,解決下崗失業困難群體(ti)的養(yang)(yang)老、醫療保(bao)(bao)(bao)(bao)(bao)險(xian)“續(xu)保(bao)(bao)(bao)(bao)(bao)”問(wen)題,讓他們(men)老有(you)所養(yang)(yang),老有(you)所醫。將(jiang)被征地農民(min)全部納入(ru)居民(min)養(yang)(yang)老保(bao)(bao)(bao)(bao)(bao)險(xian)統籌(chou)范(fan)(fan)圍(wei)(wei),并解決不(bu)同養(yang)(yang)老保(bao)(bao)(bao)(bao)(bao)險(xian)制(zhi)度(du)之間的接續(xu)問(wen)題,制(zhi)定(ding)職工(gong)與居民(min)養(yang)(yang)老保(bao)(bao)(bao)(bao)(bao)險(xian)接續(xu)轉移(yi)辦法,促進參保(bao)(bao)(bao)(bao)(bao)人(ren)員在城鄉之間順暢流動,而且,機關(guan)公務員將(jiang)納入(ru)工(gong)傷保(bao)(bao)(bao)(bao)(bao)險(xian)實(shi)施范(fan)(fan)圍(wei)(wei),并啟動機關(guan)事業單位職工(gong)生育保(bao)(bao)(bao)(bao)(bao)險(xian),實(shi)現生育保(bao)(bao)(bao)(bao)(bao)險(xian)制(zhi)度(du)全覆蓋(gai)。

2014年(nian)(nian)年(nian)(nian)末,所(suo)有縣市區將實現“一票征(zheng)(zheng)繳(jiao)”或集(ji)中(zhong)征(zheng)(zheng)繳(jiao),加快推(tui)進(jin)社會(hui)保(bao)險(xian)(xian)人(ren)(ren)(ren)(ren)(ren)員(yuan)全(quan)覆蓋。力(li)爭到年(nian)(nian)底全(quan)市職工(gong)基(ji)本養(yang)老(lao)保(bao)險(xian)(xian)參保(bao)人(ren)(ren)(ren)(ren)(ren)數達到110.4萬(wan)人(ren)(ren)(ren)(ren)(ren)、居(ju)民基(ji)本養(yang)老(lao)保(bao)險(xian)(xian)447萬(wan)人(ren)(ren)(ren)(ren)(ren)、職工(gong)基(ji)本醫療保(bao)險(xian)(xian)113.2萬(wan)人(ren)(ren)(ren)(ren)(ren)、居(ju)民基(ji)本醫療保(bao)險(xian)(xian)137.1萬(wan)人(ren)(ren)(ren)(ren)(ren)、工(gong)傷(shang)保(bao)險(xian)(xian)90.8萬(wan)人(ren)(ren)(ren)(ren)(ren)、失業保(bao)險(xian)(xian)71.5萬(wan)人(ren)(ren)(ren)(ren)(ren)、生(sheng)育保(bao)險(xian)(xian)67.3萬(wan)人(ren)(ren)(ren)(ren)(ren)。

在社(she)保待遇方面,濟寧市今(jin)年將城鄉居民(min)基礎養(yang)老金標準(zhun)(zhun)提高到每人(ren)(ren)每月70元以(yi)上(shang)。統籌實施城鄉居民(min)大病保險(xian),確保城鎮職工和居民(min)政策范圍內住院費(fei)用報銷比例穩定在80%和75%以(yi)上(shang)。推進(jin)社(she)會保障卡發放,年底持卡人(ren)(ren)數有望(wang)達到360萬人(ren)(ren)。并(bing)繼續提高企業(ye)退休人(ren)(ren)員養(yang)老金、失業(ye)人(ren)(ren)員失業(ye)保險(xian)金和工傷(shang)職工傷(shang)殘津貼、生活護理費(fei)、工亡職工供(gong)養(yang)親屬撫恤金標準(zhun)(zhun)。

人才:技工、高職院校聯姻 “雙證互通”

分行(xing)業(ye)、按(an)類別推(tui)進“孔孟文化圣地、創新創業(ye)之城———山東濟寧”校(xiao)園(yuan)組團招聘活動(dong)(dong),實施留學人員科技活動(dong)(dong)項目(mu)(mu)擇優資助(zhu)等人才項目(mu)(mu),力爭2014年引進國(guo)內外高層次人才2500名以(yi)上(shang)、高水平創新創業(ye)團隊5個。

同(tong)時,深(shen)化中(zhong)小學(xue)(xue)教師職(zhi)稱(cheng)制度(du)(du)改(gai)革,啟動工(gong)程(cheng)類等專(zhuan)(zhuan)業職(zhi)稱(cheng)制度(du)(du)改(gai)革,推進中(zhong)等職(zhi)業學(xue)(xue)校、技(ji)工(gong)院校、高等職(zhi)業學(xue)(xue)校職(zhi)稱(cheng)制度(du)(du)改(gai)革。并(bing)深(shen)入(ru)實(shi)施(shi)專(zhuan)(zhuan)業技(ji)術人才(cai)知識更新工(gong)程(cheng),加快網(wang)上(shang)培訓中(zhong)心建設,力爭年內培訓9萬人。

另外,加強高技(ji)能人才(cai)隊伍建(jian)設,開展技(ji)工院校(xiao)與高職(zhi)院校(xiao)合作培養試點,搭建(jian)統一招生平臺(tai),實現(xian)“雙證(zheng)互通(tong)”。開展“職(zhi)業技(ji)能鑒定(ding)質(zhi)量年(nian)”活動,探(tan)索實施(shi)專項職(zhi)業能力考核鑒定(ding),不斷擴大(da)職(zhi)業工種鑒定(ding)范(fan)圍(wei),到2014年(nian)底職(zhi)業技(ji)能鑒定(ding)3.6萬人。

加(jia)快推進高技(ji)(ji)能(neng)(neng)人才(cai)培(pei)養(yang)示(shi)范基(ji)(ji)地、技(ji)(ji)師(shi)工(gong)作站、公共實訓(xun)基(ji)(ji)地等技(ji)(ji)能(neng)(neng)人才(cai)培(pei)養(yang)平(ping)臺建設,年內新增市(shi)級(ji)高技(ji)(ji)能(neng)(neng)人才(cai)培(pei)養(yang)示(shi)范基(ji)(ji)地和市(shi)級(ji)技(ji)(ji)師(shi)工(gong)作站各10家(jia),助推濟寧市(shi)技(ji)(ji)師(shi)學(xue)院創建國(guo)家(jia)級(ji)高技(ji)(ji)能(neng)(neng)人才(cai)培(pei)養(yang)示(shi)范基(ji)(ji)地。

深化校(xiao)(xiao)地企合(he)作,組(zu)織(zhi)國內知名高校(xiao)(xiao)來濟寧市開(kai)展項(xiang)目推介、人才洽談活(huo)動(dong),加強清華大(da)學(xue)研究生(sheng)實踐(jian)基地建設(she)。

收入:基層事業單位工資待遇或提高

完善機(ji)(ji)關事(shi)業單位(wei)工資收入分配制度,縮小工資收入差(cha)距。按照國家(jia)、省(sheng)統一部(bu)署,推進實(shi)施干部(bu)職務與職級并行、職級與待遇掛(gua)鉤(gou)制度,優化(hua)機(ji)(ji)關事(shi)業單位(wei)工資結構,規范津(jin)貼補貼制度,推進落實(shi)待遇適當向鄉(xiang)鎮(zhen)一線傾斜的(de)政策。

同時(shi),合理確定事業單(dan)位績效(xiao)(xiao)工資(zi)(zi)控制(zhi)線(xian),實(shi)行事業單(dan)位績效(xiao)(xiao)工資(zi)(zi)調節金制(zhi)度(du),推動事業單(dan)位實(shi)施績效(xiao)(xiao)工資(zi)(zi)全面入軌(gui)運行。

勞務:建農民工“一書兩金一卡”制度

建農民(min)工(gong)工(gong)資支付保障(zhang)“一(yi)(yi)書兩金一(yi)(yi)卡”制(zhi)度(du),力爭農民(min)工(gong)工(gong)資基本無拖欠。全面推行勞(lao)動(dong)合(he)同(tong)制(zhi)度(du)和勞(lao)動(dong)用工(gong)備案制(zhi)度(du),提高企(qi)業特別是(shi)非公(gong)企(qi)業、小微企(qi)業勞(lao)動(dong)合(he)同(tong)簽訂率,企(qi)業勞(lao)動(dong)合(he)同(tong)和企(qi)業集(ji)體合(he)同(tong)簽訂率均達到90%以上。同(tong)時,推進實施“一(yi)(yi)體執法(fa)”制(zhi)度(du),完善勞(lao)動(dong)監察執法(fa)與刑事司(si)法(fa)聯動(dong)機制(zhi)。
