山東打出人才政策創新“組合拳” 吸引青年人才就業

記者12月26日從山東省人力資源和社會保障廳獲悉,山東實施“人才興魯”戰略,推進人才制度改革攻堅,打出一套人才政策創新“組合拳”,吸引青年人才在魯就業。

“我(wo)們把培(pei)養(yang)、引進青(qing)年(nian)人(ren)(ren)才作為重(zhong)中之重(zhong),進一步拓崗位、搭載(zai)體(ti)、強支持,努力(li)(li)實現青(qing)年(nian)人(ren)(ren)才能留盡留、能引盡引。”山東省人(ren)(ren)力(li)(li)資源(yuan)和社會保障廳黨組書(shu)記(ji)、廳長梅建(jian)(jian)華表(biao)示,山東加大博(bo)(bo)士(shi)(shi)(shi)后(hou)(hou)等青(qing)年(nian)人(ren)(ren)才培(pei)養(yang)力(li)(li)度,加快博(bo)(bo)士(shi)(shi)(shi)后(hou)(hou)工(gong)作站(zhan)建(jian)(jian)設(she),集(ji)聚優(you)秀青(qing)年(nian)人(ren)(ren)才,該省博(bo)(bo)士(shi)(shi)(shi)后(hou)(hou)站(zhan)達504個,累計招收(shou)(shou)博(bo)(bo)士(shi)(shi)(shi)后(hou)(hou)1.3萬人(ren)(ren),在(zai)站(zhan)博(bo)(bo)士(shi)(shi)(shi)后(hou)(hou)達5400余人(ren)(ren),出站(zhan)6600余人(ren)(ren),博(bo)(bo)士(shi)(shi)(shi)后(hou)(hou)設(she)站(zhan)數(shu)量及(ji)招收(shou)(shou)人(ren)(ren)數(shu)均(jun)居全國前列。

梅(mei)建(jian)(jian)華表示,山東統籌推進就業(ye)、人(ren)(ren)(ren)才(cai)(cai)政策(ce)集成創(chuang)新,暢通(tong)青(qing)(qing)年優(you)秀人(ren)(ren)(ren)才(cai)(cai)引(yin)進渠(qu)道,深入實施“萬(wan)名(ming)博士、十萬(wan)碩士、百萬(wan)大(da)學(xue)生創(chuang)業(ye)齊(qi)(qi)魯計(ji)劃”,推進博士后“兩(liang)站一基地”擴量提質,提升(sheng)“海(hai)洽會”“山東—名(ming)校人(ren)(ren)(ren)才(cai)(cai)直通(tong)車”品牌影響(xiang)力,讓(rang)更多青(qing)(qing)年人(ren)(ren)(ren)才(cai)(cai)匯聚齊(qi)(qi)魯;發(fa)揮人(ren)(ren)(ren)才(cai)(cai)工程牽引(yin)作用,建(jian)(jian)立梯次人(ren)(ren)(ren)才(cai)(cai)培養模式,形成從青(qing)(qing)年人(ren)(ren)(ren)才(cai)(cai)到領軍人(ren)(ren)(ren)才(cai)(cai)、再到頂尖人(ren)(ren)(ren)才(cai)(cai)的完(wan)整培養鏈條。“建(jian)(jian)立青(qing)(qing)年人(ren)(ren)(ren)才(cai)(cai)評價綠色通(tong)道,完(wan)善青(qing)(qing)年人(ren)(ren)(ren)才(cai)(cai)激勵(li)機制(zhi),讓(rang)更多青(qing)(qing)年人(ren)(ren)(ren)才(cai)(cai)挑大(da)梁、當主(zhu)角。”

“堅持優化(hua)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu),打(da)造有(you)溫(wen)度的人(ren)(ren)才(cai)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)品(pin)牌(pai)。”梅建(jian)華說,山東提升(sheng)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)功(gong)能,改進服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)方式(shi),推(tui)進人(ren)(ren)才(cai)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)從“有(you)沒有(you)”“等上(shang)門(men)”向(xiang)“好(hao)不好(hao)”“送上(shang)門(men)”轉變;對(dui)(dui)標(biao)國(guo)際領(ling)先(xian)水平,在全(quan)國(guo)率先(xian)制定高(gao)層次(ci)(ci)人(ren)(ren)才(cai)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)規范;建(jian)成(cheng)省、市、縣一(yi)體化(hua)的人(ren)(ren)才(cai)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)窗(chuang)口,推(tui)行全(quan)過(guo)(guo)程(cheng)人(ren)(ren)才(cai)專(zhuan)員服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)模式(shi),服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)專(zhuan)員總數超過(guo)(guo)1.2萬名(ming);引進社(she)會(hui)化(hua)人(ren)(ren)才(cai)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu),以“市場+公(gong)益”方式(shi),委托社(she)會(hui)機(ji)構為180余(yu)位高(gao)層次(ci)(ci)人(ren)(ren)才(cai)提供融資、上(shang)市等專(zhuan)屬(shu)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu);優化(hua)人(ren)(ren)才(cai)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)流程(cheng),推(tui)行過(guo)(guo)程(cheng)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)“一(yi)對(dui)(dui)一(yi)”,關鍵小事“打(da)包辦”,年均(jun)服(fu)(fu)(fu)(fu)務(wu)(wu)(wu)(wu)人(ren)(ren)才(cai)5萬余(yu)次(ci)(ci)。

梅建(jian)華表(biao)示,下一步(bu)山東將實施人(ren)才(cai)服(fu)(fu)(fu)(fu)(fu)務(wu)提(ti)升行動,發布高(gao)層次(ci)人(ren)才(cai)服(fu)(fu)(fu)(fu)(fu)務(wu)規范(fan),擴大(da)“山東惠才(cai)卡”品(pin)牌影響力,提(ti)升高(gao)層次(ci)人(ren)才(cai)服(fu)(fu)(fu)(fu)(fu)務(wu)的標準(zhun)化(hua)、精(jing)細化(hua)水平(ping);建(jian)設山東省一站式人(ren)才(cai)服(fu)(fu)(fu)(fu)(fu)務(wu)政(zheng)(zheng)策(ce)(ce)落實平(ping)臺(tai),大(da)力推廣無形認證、政(zheng)(zheng)策(ce)(ce)找(zhao)人(ren),推動更多服(fu)(fu)(fu)(fu)(fu)務(wu)事項實現“免(mian)申即享”;組建(jian)山東省高(gao)層次(ci)人(ren)才(cai)服(fu)(fu)(fu)(fu)(fu)務(wu)聯盟,鼓勵支持社會力量引(yin)才(cai)薦才(cai),不斷提(ti)升人(ren)才(cai)配置(zhi)服(fu)(fu)(fu)(fu)(fu)務(wu)市場(chang)化(hua)水平(ping)。

據悉,2017年(nian)(nian)以來,山東集聚高校(xiao)畢(bi)(bi)業生(sheng)227.48萬人,其中省(sheng)外(wai)來魯(lu)高校(xiao)畢(bi)(bi)業生(sheng)人數年(nian)(nian)均增幅23.5%;截至(zhi)今年(nian)(nian)10月,該(gai)省(sheng)高校(xiao)畢(bi)(bi)業生(sheng)留魯(lu)就(jiu)業率為83.05%,高于(yu)前四年(nian)(nian)水平(ping)。
