山東打出人才政策創新“組合拳” 吸引青年人才就業

記者12月26日從山東省人力資源和社會保障廳獲悉,山東實施“人才興魯”戰略,推進人才制度改革攻堅,打出一套人才政策創新“組合拳”,吸引青年人才在魯就業。

“我們把培養(yang)、引進青(qing)年(nian)人(ren)(ren)(ren)才(cai)作(zuo)為重(zhong)中(zhong)之(zhi)重(zhong),進一(yi)步拓崗(gang)位(wei)、搭載體、強支持,努力(li)實(shi)現青(qing)年(nian)人(ren)(ren)(ren)才(cai)能(neng)留(liu)盡留(liu)、能(neng)引盡引。”山東(dong)省(sheng)人(ren)(ren)(ren)力(li)資(zi)源和(he)社會保(bao)障廳黨組書記、廳長梅(mei)建華表示,山東(dong)加(jia)大博(bo)(bo)士(shi)后(hou)(hou)(hou)等青(qing)年(nian)人(ren)(ren)(ren)才(cai)培養(yang)力(li)度,加(jia)快博(bo)(bo)士(shi)后(hou)(hou)(hou)工作(zuo)站建設(she),集聚優(you)秀青(qing)年(nian)人(ren)(ren)(ren)才(cai),該省(sheng)博(bo)(bo)士(shi)后(hou)(hou)(hou)站達504個,累計招(zhao)收博(bo)(bo)士(shi)后(hou)(hou)(hou)1.3萬人(ren)(ren)(ren),在站博(bo)(bo)士(shi)后(hou)(hou)(hou)達5400余(yu)人(ren)(ren)(ren),出站6600余(yu)人(ren)(ren)(ren),博(bo)(bo)士(shi)后(hou)(hou)(hou)設(she)站數量及招(zhao)收人(ren)(ren)(ren)數均居全國(guo)前列(lie)。

梅建華表(biao)示(shi),山(shan)(shan)東統籌推進就業、人(ren)(ren)(ren)(ren)才(cai)(cai)政策(ce)集成(cheng)創新(xin),暢(chang)通青(qing)年(nian)(nian)優(you)秀(xiu)人(ren)(ren)(ren)(ren)才(cai)(cai)引進渠道,深入實施(shi)“萬名(ming)博(bo)士(shi)、十(shi)萬碩士(shi)、百萬大(da)學生創業齊魯(lu)計(ji)劃”,推進博(bo)士(shi)后(hou)“兩站一基地(di)”擴量提(ti)質,提(ti)升“海洽(qia)會”“山(shan)(shan)東—名(ming)校人(ren)(ren)(ren)(ren)才(cai)(cai)直通車”品牌影響力,讓更(geng)多青(qing)年(nian)(nian)人(ren)(ren)(ren)(ren)才(cai)(cai)匯聚齊魯(lu);發揮(hui)人(ren)(ren)(ren)(ren)才(cai)(cai)工(gong)程牽(qian)引作用,建立梯次(ci)人(ren)(ren)(ren)(ren)才(cai)(cai)培(pei)養模式(shi),形成(cheng)從青(qing)年(nian)(nian)人(ren)(ren)(ren)(ren)才(cai)(cai)到(dao)領(ling)軍人(ren)(ren)(ren)(ren)才(cai)(cai)、再到(dao)頂(ding)尖人(ren)(ren)(ren)(ren)才(cai)(cai)的完整培(pei)養鏈條。“建立青(qing)年(nian)(nian)人(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價綠色通道,完善青(qing)年(nian)(nian)人(ren)(ren)(ren)(ren)才(cai)(cai)激(ji)勵機制,讓更(geng)多青(qing)年(nian)(nian)人(ren)(ren)(ren)(ren)才(cai)(cai)挑大(da)梁、當主角。”

“堅(jian)持優化服(fu)(fu)(fu)務(wu)(wu)(wu),打(da)造有溫度的人(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)(fu)務(wu)(wu)(wu)品牌(pai)。”梅建華說,山東提升服(fu)(fu)(fu)務(wu)(wu)(wu)功能,改進(jin)服(fu)(fu)(fu)務(wu)(wu)(wu)方(fang)式,推進(jin)人(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)(fu)務(wu)(wu)(wu)從“有沒有”“等上(shang)(shang)門”向“好不好”“送上(shang)(shang)門”轉變;對標國(guo)際領先水(shui)平,在全國(guo)率(lv)先制定高(gao)層次人(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)(fu)務(wu)(wu)(wu)規(gui)范;建成省(sheng)、市(shi)、縣(xian)一(yi)體化的人(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)(fu)務(wu)(wu)(wu)窗口,推行(xing)全過(guo)(guo)程(cheng)(cheng)(cheng)人(ren)(ren)(ren)才(cai)(cai)(cai)專員服(fu)(fu)(fu)務(wu)(wu)(wu)模式,服(fu)(fu)(fu)務(wu)(wu)(wu)專員總數超過(guo)(guo)1.2萬名(ming);引進(jin)社會化人(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)(fu)務(wu)(wu)(wu),以(yi)“市(shi)場+公(gong)益”方(fang)式,委托社會機構為(wei)180余(yu)位高(gao)層次人(ren)(ren)(ren)才(cai)(cai)(cai)提供融資(zi)、上(shang)(shang)市(shi)等專屬服(fu)(fu)(fu)務(wu)(wu)(wu);優化人(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)(fu)務(wu)(wu)(wu)流程(cheng)(cheng)(cheng),推行(xing)過(guo)(guo)程(cheng)(cheng)(cheng)服(fu)(fu)(fu)務(wu)(wu)(wu)“一(yi)對一(yi)”,關(guan)鍵小事“打(da)包辦(ban)”,年均服(fu)(fu)(fu)務(wu)(wu)(wu)人(ren)(ren)(ren)才(cai)(cai)(cai)5萬余(yu)次。

梅建(jian)(jian)華表示,下(xia)一步山東(dong)將實(shi)施人(ren)才(cai)服(fu)(fu)務(wu)(wu)提(ti)升行動,發(fa)布高層次(ci)人(ren)才(cai)服(fu)(fu)務(wu)(wu)規范,擴大“山東(dong)惠才(cai)卡”品牌影(ying)響力(li),提(ti)升高層次(ci)人(ren)才(cai)服(fu)(fu)務(wu)(wu)的標(biao)準化(hua)、精細化(hua)水平;建(jian)(jian)設山東(dong)省一站式人(ren)才(cai)服(fu)(fu)務(wu)(wu)政(zheng)策(ce)落實(shi)平臺,大力(li)推廣(guang)無形認證、政(zheng)策(ce)找人(ren),推動更(geng)多服(fu)(fu)務(wu)(wu)事項實(shi)現“免申(shen)即(ji)享”;組建(jian)(jian)山東(dong)省高層次(ci)人(ren)才(cai)服(fu)(fu)務(wu)(wu)聯盟,鼓勵支持(chi)社(she)會力(li)量引才(cai)薦才(cai),不斷提(ti)升人(ren)才(cai)配置服(fu)(fu)務(wu)(wu)市(shi)場化(hua)水平。

據悉,2017年(nian)以來(lai)(lai),山(shan)東(dong)集(ji)聚高(gao)校(xiao)畢業生(sheng)227.48萬(wan)人,其中(zhong)省外來(lai)(lai)魯(lu)高(gao)校(xiao)畢業生(sheng)人數年(nian)均增幅23.5%;截至(zhi)今(jin)年(nian)10月,該省高(gao)校(xiao)畢業生(sheng)留魯(lu)就業率為83.05%,高(gao)于前(qian)四年(nian)水平(ping)。
