不給開離職證明的做法是否合理啊?

我(wo)怕最近想離職,但是(shi)我(wo)經手(shou)的(de)工(gong)作尚未完成(cheng),公司要(yao)求我(wo)承擔費用(yong)是(shi)否合理?
