煙臺社保率先實行“交叉稽核” 企業足不出戶繳費

記者昨(zuo)日從(cong)煙臺市社(she)(she)保(bao)(bao)中心(xin)獲悉(xi),煙臺在省內率(lv)先實(shi)行社(she)(she)保(bao)(bao)“交叉稽核(he)”,讓(rang)企業(ye)不敢逃繳(jiao)(jiao)社(she)(she)保(bao)(bao)。市社(she)(she)保(bao)(bao)中心(xin)有關(guan)工作人員提(ti)醒,企業(ye)職工切勿忽(hu)視(shi)社(she)(she)保(bao)(bao)繳(jiao)(jiao)費金(jin)額,社(she)(she)保(bao)(bao)繳(jiao)(jiao)費基數(shu)越(yue)高,將來計算退(tui)休(xiu)金(jin)的平均指數(shu)越(yue)高,養老保(bao)(bao)險個人賬戶儲存額也(ye)越(yue)多,退(tui)休(xiu)金(jin)領(ling)取的就越(yue)多。

省內率先實行社保“交叉稽核”

目前,市社保中心改變以往由縣級經辦機構自行組織本轄區稽核的傳統工作模(mo)式,在(zai)(zai)省內率先提(ti)出了“交叉稽(ji)核”的(de)工作模(mo)式。“科學完善的(de)稽(ji)核制度設計,不僅能有(you)效稽(ji)核應(ying)參未參的(de)情況,更重要的(de)作用在(zai)(zai)于督促用人單位自覺繳社保”。

交叉(cha)稽(ji)(ji)核中(zhong)(zhong),稽(ji)(ji)核小組由市中(zhong)(zhong)心統一(yi)調(diao)度、統一(yi)標(biao)準、統一(yi)流程,在統一(yi)時間(jian)內(nei),集中(zhong)(zhong)對全市各(ge)(ge)縣市區的企業開展交叉(cha)式稽(ji)(ji)核。稽(ji)(ji)核人員(yuan)(yuan)異地(di)互(hu)查,各(ge)(ge)縣市區經(jing)辦機構指定一(yi)名聯絡員(yuan)(yuan),負(fu)責當(dang)地(di)稽(ji)(ji)核工作(zuo)的協調(diao)和保(bao)(bao)障(zhang)工作(zuo),但不參與稽(ji)(ji)核。“這種模式改變(bian)了以(yi)往(wang)縣市區關起門來搞稽(ji)(ji)核的情(qing)況(kuang)。”煙(yan)臺(tai)市社保(bao)(bao)經(jing)辦機構工作(zuo)人員(yuan)(yuan)表示(shi)。

工資總額的組成有哪些?

社(she)保繳(jiao)費基(ji)(ji)數(shu)怎樣(yang)確(que)定(ding)?工(gong)(gong)(gong)資總額的(de)(de)組成(cheng)有哪些?據(ju)了解(jie),按(an)照(zhao)相關文件規定(ding),我(wo)市(shi)職工(gong)(gong)(gong)當年月繳(jiao)費基(ji)(ji)數(shu)為上(shang)年度月均工(gong)(gong)(gong)資收(shou)入(ru)(ru)。月工(gong)(gong)(gong)資收(shou)入(ru)(ru)按(an)照(zhao)山東(dong)省統計局規定(ding)列入(ru)(ru)工(gong)(gong)(gong)資總額統計的(de)(de)項目計算(suan)。職工(gong)(gong)(gong)月工(gong)(gong)(gong)資收(shou)入(ru)(ru)低于我(wo)省上(shang)年月社(she)會平均工(gong)(gong)(gong)資60%的(de)(de),按(an)60%計算(suan)繳(jiao)費工(gong)(gong)(gong)資基(ji)(ji)數(shu);超過(guo)我(wo)省上(shang)年月社(she)會平均工(gong)(gong)(gong)資300%以上(shang)的(de)(de)部(bu)分(fen),不計入(ru)(ru)繳(jiao)費工(gong)(gong)(gong)資基(ji)(ji)數(shu)。職工(gong)(gong)(gong)“工(gong)(gong)(gong)資總額”是繳(jiao)納各項社(she)會保險費的(de)(de)依據(ju),也是對用(yong)人單位稽核、防止基(ji)(ji)金流失的(de)(de)重要內(nei)容之一。

所謂工(gong)(gong)(gong)(gong)(gong)資(zi)總額(e),即用(yong)人單(dan)位在一定時期內(nei)支付(fu)給(gei)本單(dan)位全部(bu)職(zhi)工(gong)(gong)(gong)(gong)(gong)的勞(lao)動報酬的總額(e)。職(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)總額(e)一般(ban)由六部(bu)分組(zu)成:計(ji)(ji)時工(gong)(gong)(gong)(gong)(gong)資(zi)、計(ji)(ji)件工(gong)(gong)(gong)(gong)(gong)資(zi)、獎金、津(jin)貼(tie)(tie)和(he)補(bu)貼(tie)(tie)、加班(ban)加點工(gong)(gong)(gong)(gong)(gong)資(zi)、特殊情況下支付(fu)的工(gong)(gong)(gong)(gong)(gong)資(zi)(職(zhi)工(gong)(gong)(gong)(gong)(gong)住(zhu)房(fang)補(bu)貼(tie)(tie)應(ying)計(ji)(ji)入工(gong)(gong)(gong)(gong)(gong)資(zi)總額(e))。

記者在采訪中了解到,繳(jiao)費基數越(yue)高(gao),將(jiang)來計算退(tui)休金的平(ping)均指數越(yue)高(gao),養老保(bao)險個人賬戶儲存額也越(yue)多,退(tui)休金領取(qu)的就(jiu)越(yue)多。

六成以上企業足不出戶繳社保

目前(qian),傳統的(de)柜臺打單、窗口繳費(fei)的(de)現場征(zheng)繳模(mo)(mo)式已難(nan)以滿(man)足便捷高效的(de)社保經辦要求。為適應(ying)企業需求,市社保中(zhong)心推進征(zheng)繳模(mo)(mo)式改革,利用中(zhong)國人民銀(yin)行的(de)“財稅庫銀(yin)”平臺,征(zheng)繳社會(hui)保險費(fei)。

參保(bao)企(qi)(qi)業(ye)(ye)(ye)、社保(bao)中心、開(kai)戶銀行(xing)三方簽訂《基(ji)金(jin)委(wei)托收(shou)款協議書》,企(qi)(qi)業(ye)(ye)(ye)不(bu)必重新開(kai)設銀行(xing)賬戶,只需每月(yue)按時(shi)(shi)在(zai)協議賬戶中存(cun)入足(zu)額社會(hui)保(bao)險費(fei),社保(bao)經(jing)辦(ban)機構每月(yue)按預定時(shi)(shi)間通過系統(tong)(tong)在(zai)指定賬戶劃繳(jiao)社保(bao)費(fei)。扣費(fei)成功(gong)后(hou),經(jing)辦(ban)機構將《山(shan)東省社會(hui)保(bao)險費(fei)專用收(shou)款票據》以掛號信形式(shi)郵寄給(gei)企(qi)(qi)業(ye)(ye)(ye)。通過安全、準(zhun)確、快(kuai)捷的(de)(de)電(dian)子(zi)處理手(shou)段,為參保(bao)企(qi)(qi)業(ye)(ye)(ye)提供便(bian)利、高效的(de)(de)社保(bao)繳(jiao)費(fei)服務,實現(xian)保(bao)費(fei)資(zi)金(jin)的(de)(de)快(kuai)速劃繳(jiao)、高效對(dui)賬、全程(cheng)監控。目(mu)前(qian),該系統(tong)(tong)現(xian)已覆蓋14家銀行(xing),全市通過“財稅庫(ku)銀”系統(tong)(tong)繳(jiao)費(fei)的(de)(de)企(qi)(qi)業(ye)(ye)(ye)占(zhan)全部正常(chang)繳(jiao)費(fei)企(qi)(qi)業(ye)(ye)(ye)單(dan)位的(de)(de)60%以上。
