山東省啟動工資集體協商“集中要約”行動

自2月(yue)下(xia)旬至(zhi)5月(yue)下(xia)旬,全省(sheng)(sheng)將開展(zhan)工資集體(ti)協商(shang)“集中要(yao)約”行(xing)動。省(sheng)(sheng)總工會(hui)、省(sheng)(sheng)人力資源社會(hui)保障廳、省(sheng)(sheng)企(qi)業聯(lian)(lian)合會(hui)(企(qi)業家協會(hui))、省(sheng)(sheng)工商(shang)業聯(lian)(lian)合會(hui)近日聯(lian)(lian)合印發通知要(yao)求(qiu),為解決當前工資集體(ti)協商(shang)中存在的“不會(hui)協商(shang)”“不敢協商(shang)”等問題,市、縣(xian)兩級總工會(hui)盡(jin)快配齊專職(zhi)指導員。

專(zhuan)職(zhi)指(zhi)導(dao)員是工(gong)(gong)資(zi)集體協商工(gong)(gong)作(zuo)不可(ke)替代(dai)的專(zhuan)業(ye)力量。通(tong)知要求,各(ge)單(dan)位(wei)要充分借(jie)助專(zhuan)職(zhi)指(zhi)導(dao)員的專(zhuan)業(ye)優(you)勢,通(tong)過(guo)推行工(gong)(gong)作(zuo)日(ri)志等制(zhi)度,加(jia)強日(ri)常(chang)管理,組織他們開(kai)(kai)展(zhan)宣傳指(zhi)導(dao)、參(can)加(jia)協商、調查研(yan)究和監督檢查等活動。記者(zhe)從(cong)省總(zong)工(gong)(gong)會(hui)了解到,2016年省總(zong)工(gong)(gong)會(hui)列支(zhi)610多萬(wan)元專(zhuan)項經費,用(yong)于省級和縣級專(zhuan)職(zhi)指(zhi)導(dao)員的工(gong)(gong)作(zuo)補(bu)貼。其中,對縣級專(zhuan)職(zhi)指(zhi)導(dao)員每人每月補(bu)貼1000元,市、縣(區(qu)、市)也列支(zhi)相應的配套(tao)資(zi)金,有效保(bao)障(zhang)專(zhuan)職(zhi)指(zhi)導(dao)員開(kai)(kai)展(zhan)工(gong)(gong)作(zuo)。通(tong)過(guo)建立指(zhi)導(dao)員隊(dui)伍,我省工(gong)(gong)資(zi)集體合同實效有了明(ming)顯提高。

自1995年推行(xing)工(gong)資(zi)(zi)集(ji)體(ti)(ti)協(xie)(xie)商(shang)制(zhi)度以(yi)來,山東省建立工(gong)會(hui)企(qi)業(ye)(ye)工(gong)資(zi)(zi)集(ji)體(ti)(ti)協(xie)(xie)商(shang)建制(zhi)率已(yi)達80%以(yi)上。近年來,山東省中小企(qi)業(ye)(ye)數量激(ji)增(zeng),工(gong)業(ye)(ye)園區(qu)迅速崛起,尤(you)其(qi)是建筑、物流、餐(can)飲、服務外包等(deng)行(xing)業(ye)(ye),企(qi)業(ye)(ye)規模較小、職工(gong)人數少(shao),協(xie)(xie)商(shang)主體(ti)(ti)不健全,不具備單獨進(jin)行(xing)工(gong)資(zi)(zi)集(ji)體(ti)(ti)協(xie)(xie)商(shang)的條件。我省通過(guo)推行(xing)行(xing)業(ye)(ye)性、區(qu)域性工(gong)資(zi)(zi)集(ji)體(ti)(ti)協(xie)(xie)商(shang),有效穩定職工(gong)隊伍,遏制(zhi)企(qi)業(ye)(ye)間的無序競爭,促進(jin)勞動(dong)關系和諧穩定。

“工資(zi)調整幅度、最低工資(zi)標準(zhun)等職工普遍關心的問(wen)題,是行(xing)(xing)業(ye)(ye)性(xing)、區(qu)域性(xing)工資(zi)集(ji)體(ti)(ti)協(xie)(xie)商的核心內容。根據不同工種、不同崗位(wei),分(fen)類協(xie)(xie)商確定(ding)工資(zi)分(fen)配制度、崗位(wei)工資(zi)基數等事項。”省(sheng)總工會法律工作部部長盧國棟告訴(su)記(ji)者,今年(nian)要在持(chi)續推進餐飲、建(jian)筑行(xing)(xing)業(ye)(ye)等傳統行(xing)(xing)業(ye)(ye)開展集(ji)體(ti)(ti)協(xie)(xie)商的基礎(chu)上,推動(dong)行(xing)(xing)業(ye)(ye)集(ji)體(ti)(ti)協(xie)(xie)商領域逐(zhu)步向新興產業(ye)(ye)延伸。

去年(nian)底山(shan)東(dong)省(sheng)出臺(tai)《山(shan)東(dong)省(sheng)企業工(gong)(gong)資(zi)(zi)集體協商條例》,自2017年(nian)1月1日起(qi)施行。《條例》的(de)頒布施行,填補了我省(sheng)工(gong)(gong)資(zi)(zi)集體協商工(gong)(gong)作的(de)法規空白。通(tong)知要(yao)求,強化監督(du)(du)檢(jian)查,對(dui)拒(ju)絕或者變相拒(ju)絕等阻礙開(kai)展工(gong)(gong)資(zi)(zi)集體協商的(de),要(yao)及時介入,按(an)照《條例》規定督(du)(du)促責任(ren)方整改落實,直至追究相關單位和人員責任(ren);對(dui)拒(ju)不改正的(de),要(yao)及時在新聞媒體進行曝光(guang)。
