山東省啟動工資集體協商“集中要約”行動

自2月下(xia)旬至5月下(xia)旬,全省(sheng)將開展(zhan)工(gong)(gong)資集體協商“集中要約(yue)”行動。省(sheng)總工(gong)(gong)會(hui)(hui)(hui)、省(sheng)人(ren)力(li)資源社會(hui)(hui)(hui)保障廳、省(sheng)企業(ye)聯合(he)會(hui)(hui)(hui)(企業(ye)家協會(hui)(hui)(hui))、省(sheng)工(gong)(gong)商業(ye)聯合(he)會(hui)(hui)(hui)近(jin)日聯合(he)印發通知要求(qiu),為解決(jue)當前工(gong)(gong)資集體協商中存在的(de)“不會(hui)(hui)(hui)協商”“不敢協商”等問題(ti),市、縣兩級總工(gong)(gong)會(hui)(hui)(hui)盡快配齊(qi)專職指(zhi)導員(yuan)。

專職指(zhi)導(dao)(dao)(dao)員(yuan)(yuan)(yuan)是工資(zi)集體(ti)協商(shang)工作(zuo)(zuo)(zuo)(zuo)不可替代的專業力量。通(tong)知要求,各單位要充分借助專職指(zhi)導(dao)(dao)(dao)員(yuan)(yuan)(yuan)的專業優勢(shi),通(tong)過推行(xing)工作(zuo)(zuo)(zuo)(zuo)日(ri)志等制(zhi)度,加(jia)強日(ri)常管理,組織他們(men)開展宣傳指(zhi)導(dao)(dao)(dao)、參加(jia)協商(shang)、調查研(yan)究(jiu)和(he)監督檢查等活動。記者(zhe)從省(sheng)總工會(hui)了解到,2016年省(sheng)總工會(hui)列(lie)支(zhi)610多萬元專項經費,用于(yu)省(sheng)級(ji)和(he)縣(xian)(xian)級(ji)專職指(zhi)導(dao)(dao)(dao)員(yuan)(yuan)(yuan)的工作(zuo)(zuo)(zuo)(zuo)補貼(tie)。其(qi)中,對(dui)縣(xian)(xian)級(ji)專職指(zhi)導(dao)(dao)(dao)員(yuan)(yuan)(yuan)每人每月補貼(tie)1000元,市(shi)、縣(xian)(xian)(區、市(shi))也列(lie)支(zhi)相應的配套資(zi)金,有效保障專職指(zhi)導(dao)(dao)(dao)員(yuan)(yuan)(yuan)開展工作(zuo)(zuo)(zuo)(zuo)。通(tong)過建立指(zhi)導(dao)(dao)(dao)員(yuan)(yuan)(yuan)隊伍,我省(sheng)工資(zi)集體(ti)合同實效有了明顯提高。

自1995年推行工(gong)(gong)資集體協商制(zhi)(zhi)度以來,山東(dong)省(sheng)建(jian)(jian)立(li)工(gong)(gong)會企(qi)業(ye)工(gong)(gong)資集體協商建(jian)(jian)制(zhi)(zhi)率(lv)已達80%以上。近年來,山東(dong)省(sheng)中小企(qi)業(ye)數(shu)量激增,工(gong)(gong)業(ye)園(yuan)區(qu)迅(xun)速崛(jue)起(qi),尤其(qi)是建(jian)(jian)筑、物(wu)流、餐飲(yin)、服務外包(bao)等行業(ye),企(qi)業(ye)規模較小、職(zhi)工(gong)(gong)人(ren)數(shu)少(shao),協商主體不(bu)(bu)健全,不(bu)(bu)具備單(dan)獨進(jin)行工(gong)(gong)資集體協商的(de)條件。我(wo)省(sheng)通過推行行業(ye)性(xing)、區(qu)域性(xing)工(gong)(gong)資集體協商,有效穩定職(zhi)工(gong)(gong)隊伍,遏制(zhi)(zhi)企(qi)業(ye)間的(de)無序競爭(zheng),促進(jin)勞(lao)動關系(xi)和諧(xie)穩定。

“工(gong)(gong)(gong)資調(diao)整幅(fu)度、最低(di)工(gong)(gong)(gong)資標準等(deng)職工(gong)(gong)(gong)普遍關心的問題,是行(xing)業(ye)性(xing)、區域(yu)性(xing)工(gong)(gong)(gong)資集(ji)體協商的核心內容。根據不同(tong)工(gong)(gong)(gong)種、不同(tong)崗位(wei),分類協商確(que)定工(gong)(gong)(gong)資分配制度、崗位(wei)工(gong)(gong)(gong)資基(ji)數等(deng)事項。”省(sheng)總(zong)工(gong)(gong)(gong)會法律工(gong)(gong)(gong)作部部長盧國(guo)棟告訴記(ji)者,今(jin)年要在持(chi)續推(tui)進餐(can)飲、建筑行(xing)業(ye)等(deng)傳統(tong)行(xing)業(ye)開展集(ji)體協商的基(ji)礎上,推(tui)動行(xing)業(ye)集(ji)體協商領域(yu)逐步向(xiang)新(xin)興產業(ye)延(yan)伸。

去(qu)年(nian)底(di)山東省(sheng)出臺《山東省(sheng)企業(ye)工資集(ji)體協商條(tiao)(tiao)(tiao)例》,自2017年(nian)1月1日起施(shi)行。《條(tiao)(tiao)(tiao)例》的(de)頒布施(shi)行,填補了(le)我省(sheng)工資集(ji)體協商工作的(de)法(fa)規空白(bai)。通(tong)知(zhi)要(yao)(yao)求,強化監督檢查,對(dui)拒(ju)絕或(huo)者變(bian)相拒(ju)絕等阻礙開(kai)展工資集(ji)體協商的(de),要(yao)(yao)及(ji)時介入,按照《條(tiao)(tiao)(tiao)例》規定督促責(ze)任方整改(gai)落實,直(zhi)至追(zhui)究相關(guan)單位和人員責(ze)任;對(dui)拒(ju)不改(gai)正的(de),要(yao)(yao)及(ji)時在新聞媒體進行曝光。
