山東“人才政策落實年”要打通政策落實“最后一公里”

推動高(gao)質量發展(zhan),人(ren)才和(he)(he)載(zai)體(ti)是兩個關鍵。記者從1月(yue)9日(ri)召開(kai)的全省人(ren)力(li)資(zi)源(yuan)和(he)(he)社會(hui)保障(zhang)工作(zuo)會(hui)議上獲悉,2018年,山東要堅持以深化人(ren)才發展(zhan)體(ti)制(zhi)機(ji)制(zhi)改革為核心(xin),以更大(da)(da)的力(li)度引進(jin)人(ren)才、留住人(ren)才、用好用活人(ren)才,大(da)(da)力(li)打造(zao)人(ren)才的政策(ce)新優(you)勢、制(zhi)度新優(you)勢和(he)(he)服務(wu)新優(you)勢。

  近(jin)年(nian)來(lai),我省人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)隊伍規模不斷壯大(da)。圍繞產業鏈、科(ke)技鏈,實施重點人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)工程(cheng),培(pei)養選拔了一批(pi)突破(po)關(guan)鍵技術(shu)(shu)、引領學(xue)科(ke)發展、帶動(dong)產業轉型的領軍人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)。目(mu)前(qian),在魯(lu)兩院院士49人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),“”專家(jia)(jia)(jia)205人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),享受國(guo)務院政府特殊津貼專家(jia)(jia)(jia)3260人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),國(guo)家(jia)(jia)(jia)百千萬(wan)(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)工程(cheng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)選176人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),省有(you)突出貢(gong)獻(xian)的中(zhong)(zhong)(zhong)青年(nian)專家(jia)(jia)(jia)1297人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),獲得“高(gao)層次(ci)高(gao)技能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)服務綠卡”人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)選402人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)。5年(nian)來(lai),9萬(wan)(wan)名專業技術(shu)(shu)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)員通(tong)過評審取得高(gao)級職稱。組織實施國(guo)家(jia)(jia)(jia)級、省級高(gao)級研修項目(mu)322期,培(pei)訓各類專業技術(shu)(shu)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)2.2萬(wan)(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)。全省技能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)總量達1106.4萬(wan)(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),其中(zhong)(zhong)(zhong)高(gao)技能(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)290.6萬(wan)(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)。我省2名選手在第44屆(jie)世界技能(neng)(neng)大(da)賽中(zhong)(zhong)(zhong)分(fen)獲金牌和優勝獎,實現(xian)了歷(li)史性突破(po)。全省共有(you)國(guo)家(jia)(jia)(jia)“外(wai)專項目(mu)”專家(jia)(jia)(jia)36人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),獲中(zhong)(zhong)(zhong)國(guo)政府“友誼獎”專家(jia)(jia)(jia)66人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren),獲山東省政府“齊魯(lu)友誼獎”專家(jia)(jia)(jia)478人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren);每年(nian)來(lai)魯(lu)工作外(wai)國(guo)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)近(jin)4萬(wan)(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)(ren)次(ci)。

  今年人才工作亮點頻現――

  一是大力促進(jin)人才政(zheng)(zheng)策的落(luo)(luo)(luo)實(shi)(shi)(shi)。以開展“人才政(zheng)(zheng)策落(luo)(luo)(luo)實(shi)(shi)(shi)年”活動(dong)為抓(zhua)手,全面梳理已出臺的人才政(zheng)(zheng)策,加強督(du)查督(du)辦,加大宣傳力度,大力推進(jin)政(zheng)(zheng)策的落(luo)(luo)(luo)實(shi)(shi)(shi)落(luo)(luo)(luo)地(di),打通政(zheng)(zheng)策落(luo)(luo)(luo)實(shi)(shi)(shi)“最(zui)后一公里(li)”。落(luo)(luo)(luo)實(shi)(shi)(shi)近(jin)期出臺的《關于做(zuo)好人才支撐新舊動(dong)能轉換工作的實(shi)(shi)(shi)施(shi)意見(jian)》和(he)《關于深化(hua)職稱制度改革的實(shi)(shi)(shi)施(shi)意見(jian)》,細化(hua)、實(shi)(shi)(shi)化(hua)各項工作任務。

  二是推(tui)(tui)(tui)進高(gao)(gao)層次(ci)人(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建(jian)(jian)設(she)(she)。實(shi)(shi)施(shi)重大(da)人(ren)(ren)才(cai)工(gong)(gong)程(cheng),做(zuo)(zuo)好(hao)高(gao)(gao)端領(ling)(ling)軍(jun)人(ren)(ren)才(cai)的推(tui)(tui)(tui)薦(jian)選拔(ba)工(gong)(gong)作。聚焦高(gao)(gao)層次(ci)人(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建(jian)(jian)設(she)(she),繼續推(tui)(tui)(tui)進享受國務院政(zheng)府特殊津(jin)貼人(ren)(ren)員(yuan)、“國家(jia)百千萬人(ren)(ren)才(cai)工(gong)(gong)程(cheng)”人(ren)(ren)選、泰山學者攀登(deng)計(ji)劃、泰山產業領(ling)(ling)軍(jun)人(ren)(ren)才(cai)工(gong)(gong)程(cheng)、省(sheng)有突出(chu)貢獻的中青年專家(jia)、專業技(ji)術二級(ji)崗位人(ren)(ren)選、社(she)會建(jian)(jian)設(she)(she)領(ling)(ling)域(yu)智庫高(gao)(gao)端人(ren)(ren)才(cai)等人(ren)(ren)才(cai)工(gong)(gong)程(cheng),做(zuo)(zuo)好(hao)推(tui)(tui)(tui)薦(jian)選拔(ba)工(gong)(gong)作。扎實(shi)(shi)做(zuo)(zuo)好(hao)院士服務工(gong)(gong)作,加(jia)強(qiang)(qiang)博士后青年創(chuang)(chuang)新人(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建(jian)(jian)設(she)(she),出(chu)臺《山東省(sheng)支(zhi)持青年人(ren)(ren)才(cai)創(chuang)(chuang)新創(chuang)(chuang)業的若干措(cuo)施(shi)》,大(da)規模實(shi)(shi)施(shi)專業技(ji)術人(ren)(ren)才(cai)知識更(geng)新工(gong)(gong)程(cheng),培(pei)育一支(zhi)規模宏(hong)大(da)、結構(gou)合理、素(su)質優良的高(gao)(gao)層次(ci)人(ren)(ren)才(cai)隊(dui)伍(wu)(wu)。聚焦技(ji)能(neng)人(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建(jian)(jian)設(she)(she),創(chuang)(chuang)新政(zheng)策,加(jia)大(da)投入,強(qiang)(qiang)化(hua)載體,優化(hua)環境,推(tui)(tui)(tui)進技(ji)工(gong)(gong)院校(xiao)內涵建(jian)(jian)設(she)(she)、特色發展,打造“技(ji)能(neng)興魯”技(ji)能(neng)大(da)賽品牌,建(jian)(jian)設(she)(she)一支(zhi)適應(ying)山東經濟社(she)會發展需求的知識型、技(ji)能(neng)型、創(chuang)(chuang)新型高(gao)(gao)素(su)質技(ji)能(neng)大(da)軍(jun)。制定分(fen)類推(tui)(tui)(tui)進人(ren)(ren)才(cai)評價機(ji)制改革的實(shi)(shi)施(shi)意見(jian)。同時,加(jia)強(qiang)(qiang)基層人(ren)(ren)才(cai)隊(dui)伍(wu)(wu)建(jian)(jian)設(she)(she),不斷增強(qiang)(qiang)基層人(ren)(ren)才(cai)的生機(ji)和活力。

  三是(shi)提升人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)作(zuo)的(de)(de)國(guo)(guo)際(ji)化(hua)(hua)水(shui)(shui)平(ping)。舉(ju)辦第(di)十屆“海洽會”,按照“多(duo)元化(hua)(hua)、專(zhuan)(zhuan)(zhuan)業(ye)(ye)化(hua)(hua)、精準化(hua)(hua)、高端(duan)化(hua)(hua)”的(de)(de)辦會理(li)念(nian),吸(xi)引(yin)(yin)更多(duo)海內外(wai)高端(duan)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)來(lai)魯創(chuang)新(xin)創(chuang)業(ye)(ye)。實(shi)施(shi)(shi)“海創(chuang)山(shan)東(dong)”人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)發展計劃、“”外(wai)專(zhuan)(zhuan)(zhuan)項(xiang)目、“外(wai)專(zhuan)(zhuan)(zhuan)雙百計劃”等(deng)重(zhong)大引(yin)(yin)才(cai)(cai)(cai)(cai)工(gong)程,支持(chi)重(zhong)點產業(ye)(ye)、重(zhong)點學(xue)科引(yin)(yin)進(jin)(jin)高端(duan)外(wai)國(guo)(guo)專(zhuan)(zhuan)(zhuan)家及團隊。創(chuang)新(xin)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)引(yin)(yin)進(jin)(jin)政策(ce),認真組(zu)織(zhi)實(shi)施(shi)(shi)《關于加強新(xin)形勢下引(yin)(yin)進(jin)(jin)外(wai)國(guo)(guo)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工(gong)作(zuo)的(de)(de)實(shi)施(shi)(shi)意見》,研(yan)究制定《關于加快推進(jin)(jin)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)國(guo)(guo)際(ji)化(hua)(hua)的(de)(de)若干(gan)措(cuo)施(shi)(shi)》、《外(wai)國(guo)(guo)人(ren)(ren)(ren)在山(shan)東(dong)工(gong)作(zuo)管理(li)暫行辦法》等(deng)政策(ce),實(shi)施(shi)(shi)外(wai)國(guo)(guo)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)簽證制度(du),加快構建(jian)具有國(guo)(guo)際(ji)競爭力(li)、山(shan)東(dong)特色的(de)(de)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)引(yin)(yin)進(jin)(jin)政策(ce)體(ti)系。突(tu)出市場驅(qu)動力(li),充分發揮獵頭、專(zhuan)(zhuan)(zhuan)家組(zu)織(zhi)、協會、海外(wai)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)機構等(deng)作(zuo)用,打造靈活(huo)有效的(de)(de)引(yin)(yin)才(cai)(cai)(cai)(cai)用才(cai)(cai)(cai)(cai)機制。加強留學(xue)人(ren)(ren)(ren)員創(chuang)新(xin)創(chuang)業(ye)(ye)示范園、引(yin)(yin)智(zhi)試驗區建(jian)設,促進(jin)(jin)成果(guo)推廣轉(zhuan)化(hua)(hua)。做(zuo)好出國(guo)(guo)(境)培訓管理(li)服務工(gong)作(zuo),提高科學(xue)化(hua)(hua)水(shui)(shui)平(ping)。

  四是營造優質高(gao)效的(de)人(ren)(ren)才服務(wu)環境。加快高(gao)層次(ci)人(ren)(ren)才服務(wu)體系建設,修訂《山東省高(gao)層次(ci)人(ren)(ren)才服務(wu)綠色通道規定》,建立人(ren)(ren)才服務(wu)專(zhuan)(zhuan)員制度(du)(du),為高(gao)層次(ci)人(ren)(ren)才提供“保姆式(shi)”服務(wu)。加大外(wai)專(zhuan)(zhuan)工作(zuo)的(de)宣傳力(li)度(du)(du),優化外(wai)國(guo)專(zhuan)(zhuan)家(jia)表彰獎勵機(ji)制,提升(sheng)引進海外(wai)人(ren)(ren)才軟實力(li)。建立柔性引才機(ji)制,深入開展專(zhuan)(zhuan)家(jia)服務(wu)基層活動。圍繞(rao)促進產業集聚、園區(qu)建設、骨(gu)干企業培育(yu)、經營業態(tai)創新(xin)、人(ren)(ren)才支(zhi)撐,加快推動人(ren)(ren)力(li)資源服務(wu)業轉型升(sheng)級。
