9日,山東省人社廳召開全省人力資源和社會保障工作會議,總結部署山東社保、就業創業、人事人才等工作。從會上獲悉,去年全省城鎮新增就業128.28萬人,就業形勢持續穩定向好,社保基金累計結余4489.9億元。今年,山東將健全與中央調劑辦法相銜接的企業養老保險省級調劑制度,做好全國統籌的銜接準備。此前,山東降低社會保險費率,五年累計為企業減負679.2億元。
今年,山(shan)東將(jiang)(jiang)繼續完善(shan)社(she)會保(bao)(bao)障(zhang)制度。其(qi)中,針對養(yang)老(lao)保(bao)(bao)險(xian),將(jiang)(jiang)健全與(yu)中央調劑(ji)辦法相銜接的(de)企業(ye)養(yang)老(lao)保(bao)(bao)險(xian)省級調劑(ji)制度,完善(shan)企業(ye)養(yang)老(lao)保(bao)(bao)險(xian)省級統(tong)籌,推行基金(jin)市級統(tong)收統(tong)支(zhi)。調整(zheng)退休人員養(yang)老(lao)保(bao)(bao)險(xian)待遇和(he)居民基礎養(yang)老(lao)金(jin)標(biao)準,努力形(xing)成兼(jian)顧公平與(yu)效率(lv)、企業(ye)與(yu)機(ji)關事業(ye)單位相統(tong)一的(de)調整(zheng)機(ji)制。
此外,完(wan)善職(zhi)工(gong)、居(ju)民大(da)(da)病保險(xian)制(zhi)(zhi)度,擴大(da)(da)職(zhi)工(gong)長期護理保險(xian)制(zhi)(zhi)度實施范(fan)圍(wei),完(wan)善職(zhi)工(gong)生(sheng)育保險(xian)制(zhi)(zhi)度。啟動工(gong)傷(shang)保險(xian)基(ji)金省級統(tong)籌(chou),全面推(tui)進(jin)工(gong)傷(shang)預防。推(tui)行居(ju)民養老(lao)保險(xian)費、醫療保險(xian)費統(tong)一(yi)征繳,提高參保續保率。健全居(ju)民門診(zhen)保障制(zhi)(zhi)度,建立籌(chou)資動態調整機制(zhi)(zhi)。建立工(gong)傷(shang)保險(xian)待遇調整確定機制(zhi)(zhi)。推(tui)進(jin)劃轉部(bu)分國(guo)有(you)資本充(chong)實社(she)保基(ji)金。
就業(ye)(ye)(ye)(ye)(ye)是最大的(de)民生,是經濟(ji)發(fa)展(zhan)最基(ji)本的(de)支撐。去(qu)年,山東(dong)就業(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)政策(ce)紅(hong)利持(chi)續釋放(fang),城鎮新增就業(ye)(ye)(ye)(ye)(ye)128.28萬人(ren),就業(ye)(ye)(ye)(ye)(ye)形(xing)勢持(chi)續穩定向好(hao)。其中,高(gao)校畢業(ye)(ye)(ye)(ye)(ye)生、農(nong)民工、就業(ye)(ye)(ye)(ye)(ye)困難人(ren)員等重(zhong)點群體就業(ye)(ye)(ye)(ye)(ye)保持(chi)穩定,應屆高(gao)校畢業(ye)(ye)(ye)(ye)(ye)生總體就業(ye)(ye)(ye)(ye)(ye)率連(lian)續5年超過(guo)90%,高(gao)于全國平(ping)均(jun)水平(ping);順利分流(liu)安置去(qu)產(chan)能企(qi)業(ye)(ye)(ye)(ye)(ye)職(zhi)工和濟(ji)鋼(gang)產(chan)能調整職(zhi)工10.8萬人(ren)。
針(zhen)對當前存在的問題,今年山東(dong)力爭城鎮(zhen)新增就業(ye)(ye)110萬人(ren)以上(shang),全省城鎮(zhen)登(deng)記失(shi)業(ye)(ye)率(lv)控制在4%以內。同時,研究(jiu)制定高(gao)校畢(bi)業(ye)(ye)生基層成長(chang)計劃(hua)和(he)創(chuang)新創(chuang)業(ye)(ye)指導意(yi)見(jian),促(cu)進高(gao)校畢(bi)業(ye)(ye)生更好(hao)就業(ye)(ye)創(chuang)業(ye)(ye)。深入研究(jiu)新興就業(ye)(ye)創(chuang)業(ye)(ye)形態,探(tan)索建立新興就業(ye)(ye)創(chuang)業(ye)(ye)業(ye)(ye)態的政策服務體系(xi)。啟動長(chang)期失(shi)業(ye)(ye)青年的青年就業(ye)(ye)啟航計劃(hua),促(cu)進青年多渠道就業(ye)(ye)創(chuang)業(ye)(ye)。
此外,作(zuo)為民生之(zhi)源的收(shou)(shou)入(ru)分配也將(jiang)有所調(diao)整完(wan)善。從總體收(shou)(shou)入(ru)水平看,山東人均工(gong)(gong)(gong)資(zi)在(zai)全國處(chu)于中游水平,與(yu)山東經濟發(fa)(fa)展水平有一(yi)定差(cha)距。對此,山東將(jiang)加(jia)強企業(ye)(ye)工(gong)(gong)(gong)資(zi)宏觀指導(dao)調(diao)控。完(wan)善企業(ye)(ye)薪酬調(diao)查和(he)信息發(fa)(fa)布(bu)制度,發(fa)(fa)布(bu)市(shi)場工(gong)(gong)(gong)資(zi)價位和(he)行業(ye)(ye)人工(gong)(gong)(gong)成本信息,引導(dao)企業(ye)(ye)、職(zhi)工(gong)(gong)(gong)對標市(shi)場動態。適時調(diao)整最低工(gong)(gong)(gong)資(zi)標準,科(ke)學(xue)發(fa)(fa)布(bu)企業(ye)(ye)工(gong)(gong)(gong)資(zi)指導(dao)線,適度提高企業(ye)(ye)一(yi)線職(zhi)工(gong)(gong)(gong)特別(bie)是技(ji)能(neng)人才的收(shou)(shou)入(ru)水平。
