山東煙臺生育津貼由一次性撥付改為按月發放

隨著國家二孩政策的放開,山東煙臺越來越多家庭存在生育保險待遇的疑問。為此,記者就生育津貼、生育醫療待遇結算等問題采訪了市社保中心的有關工作人員。

  須連續繳納生育保險費一年以上

  市社保(bao)中(zhong)心有(you)關工(gong)作(zuo)人(ren)員告訴記者(zhe),生(sheng)(sheng)育(yu)津(jin)貼,是國家法律法規規定(ding)對職(zhi)場女性(xing)因生(sheng)(sheng)育(yu)而(er)離開工(gong)作(zuo)崗(gang)位(wei)期間,給(gei)予的生(sheng)(sheng)活(huo)費(fei)(fei)補(bu)貼(即生(sheng)(sheng)育(yu)金補(bu)貼)。生(sheng)(sheng)育(yu)保(bao)險(xian)屬(shu)于社會(hui)保(bao)險(xian)險(xian)種(zhong)之一,生(sheng)(sheng)育(yu)保(bao)險(xian)費(fei)(fei)由用人(ren)單位(wei)繳納,職(zhi)工(gong)個人(ren)不繳費(fei)(fei)。

  “領取生(sheng)育保(bao)(bao)險待遇(yu)須滿足(zu)兩個(ge)條件。”據市社保(bao)(bao)中心有關工作(zuo)人員(yuan)介紹,一是(shi),符合國家人口(kou)和計劃生(sheng)育政策(ce)生(sheng)育或者(zhe)實施(shi)計劃生(sheng)育手術的;二是(shi),所在用(yong)人單位按照規定參加生(sheng)育保(bao)(bao)險并為該(gai)職工連(lian)續(xu)足(zu)額繳納生(sheng)育保(bao)(bao)險費一年以上的。

  生(sheng)(sheng)育(yu)(yu)津(jin)貼(tie)(tie)的計(ji)算方法,女職(zhi)工(gong)生(sheng)(sheng)育(yu)(yu)津(jin)貼(tie)(tie)為所在用人單位上年度職(zhi)工(gong)月平(ping)均工(gong)資除以30天(tian)(tian)(tian)乘以產(chan)(chan)(chan)假天(tian)(tian)(tian)數。產(chan)(chan)(chan)假天(tian)(tian)(tian)數按照下列標準確定(ding):女職(zhi)工(gong)正常(chang)生(sheng)(sheng)育(yu)(yu)的產(chan)(chan)(chan)假為98天(tian)(tian)(tian),其中產(chan)(chan)(chan)前休假15天(tian)(tian)(tian);難產(chan)(chan)(chan)的增(zeng)加(jia)15天(tian)(tian)(tian);多胞胎生(sheng)(sheng)育(yu)(yu)的每多生(sheng)(sheng)育(yu)(yu)一個嬰兒增(zeng)加(jia)15天(tian)(tian)(tian);晚(wan)育(yu)(yu)的增(zeng)加(jia)60天(tian)(tian)(tian)。

  女職(zhi)工(gong)妊(ren)(ren)娠不滿2個(ge)月流(liu)產(chan)(chan)(chan)的,產(chan)(chan)(chan)假為15天(tian)(tian);妊(ren)(ren)娠2個(ge)月以(yi)上不滿3個(ge)月流(liu)產(chan)(chan)(chan)的,產(chan)(chan)(chan)假為20天(tian)(tian);妊(ren)(ren)娠3個(ge)月以(yi)上不滿4個(ge)月流(liu)產(chan)(chan)(chan)的,產(chan)(chan)(chan)假為30天(tian)(tian);妊(ren)(ren)娠4個(ge)月以(yi)上流(liu)產(chan)(chan)(chan)、引產(chan)(chan)(chan)的,產(chan)(chan)(chan)假為42天(tian)(tian)。

  機關(guan)事業(ye)單位女(nv)職工(gong)產假(jia)期間的(de)(de)工(gong)資照(zhao)發,福利(li)待遇(yu)不變。參加(jia)生(sheng)(sheng)育保險(xian)男職工(gong)的(de)(de)配(pei)偶無(wu)(wu)工(gong)作單位,其生(sheng)(sheng)育符(fu)合計劃(hua)生(sheng)(sheng)育政策規(gui)定的(de)(de),按(an)(an)照(zhao)女(nv)職工(gong)生(sheng)(sheng)育醫療(liao)費標準的(de)(de)50%享受(shou)生(sheng)(sheng)育補助金,無(wu)(wu)生(sheng)(sheng)育津貼。女(nv)職工(gong)生(sheng)(sheng)育二胎增加(jia)的(de)(de)產假(jia),由用人單位按(an)(an)照(zhao)相關(guan)規(gui)定工(gong)資照(zhao)發,福利(li)待遇(yu)不變。

  生育津貼由一次性撥付改為按月發放

  參保(bao)(bao)女職工在生(sheng)育保(bao)(bao)險定點醫院即(ji)時(shi)結算醫療費的次月,生(sheng)育保(bao)(bao)險經(jing)辦機構(gou)復核生(sheng)育結算信息無誤后,生(sheng)育津貼按月發放至(zhi)參保(bao)(bao)職工本(ben)(ben)人的社(she)會(hui)保(bao)(bao)障卡中,參保(bao)(bao)職工本(ben)(ben)人可持身份證、社(she)保(bao)(bao)卡到所屬(shu)銀行柜臺取現生(sheng)育津貼。

  社(she)會保(bao)障卡未(wei)發(fa)放(fang)或(huo)丟失的(de),女(nv)職(zhi)工需到(dao)參保(bao)地(di)生育保(bao)險(xian)經(jing)辦(ban)(ban)機構申請(qing)維護代發(fa)機構,并到(dao)指定(ding)的(de)銀(yin)行開立(li)賬(zhang)戶(hu),生育津貼直接發(fa)放(fang)至(zhi)該銀(yin)行賬(zhang)戶(hu)中(zhong)。工作(zuo)人員說:“實行此(ci)種發(fa)放(fang)方式,不僅(jin)簡化經(jing)辦(ban)(ban)流(liu)程,而且有效杜絕部分企業克扣女(nv)職(zhi)工生育津貼的(de)違法(fa)行為,保(bao)護了女(nv)職(zhi)工合法(fa)權(quan)益。”

  那(nei)么,參保(bao)(bao)女職工生(sheng)育(yu)寶寶,具體在生(sheng)育(yu)保(bao)(bao)險定點醫院(yuan)如何(he)結(jie)算呢?為此,記者咨詢了(le)市社會保(bao)(bao)險服務中心生(sheng)育(yu)保(bao)(bao)險科(ke)的工作人員(yuan),并(bing)對結(jie)算流程和相關條件(jian)進(jin)行了(le)深入(ru)了(le)解。

  “參(can)保(bao)(bao)(bao)女(nv)職(zhi)工(gong)(gong)應選(xuan)擇(ze)煙臺公(gong)布的(de)生育(yu)保(bao)(bao)(bao)險定點醫(yi)院(yuan)生育(yu)或實(shi)施(shi)計劃生育(yu)手術,住(zhu)院(yuan)時持社(she)會(hui)保(bao)(bao)(bao)障卡或身(shen)份證(zheng)到定點醫(yi)院(yuan)醫(yi)保(bao)(bao)(bao)辦進(jin)行登(deng)記(ji)。”市社(she)保(bao)(bao)(bao)中(zhong)心有關(guan)工(gong)(gong)作人員表示(shi),進(jin)行生育(yu)保(bao)(bao)(bao)險登(deng)記(ji)既是對(dui)參(can)保(bao)(bao)(bao)職(zhi)工(gong)(gong)身(shen)份的(de)確(que)認(ren),又能保(bao)(bao)(bao)證(zheng)參(can)保(bao)(bao)(bao)職(zhi)工(gong)(gong)獲得協(xie)議(yi)規(gui)定的(de)良好的(de)醫(yi)療服務。

  出(chu)院辦理(li)結(jie)算手(shou)續需出(chu)具本(ben)人社會保障卡或身份證(zheng)、生(sheng)育服務手(shou)冊或生(sheng)育證(zheng)、出(chu)生(sheng)醫學證(zheng)明(ming)或死亡醫學證(zheng)明(ming)、出(chu)院記錄、住院收(shou)費票據等證(zheng)明(ming)材(cai)料。
