說起漲工資,今年你調了嗎?截至目前,至少已有13個省份發布了2018年企業工資指導線,為企業給員工漲工資提供了參考依據。

6地基準線不及上半年GDP增速

企業工資指(zhi)導線(xian)(xian)制度是政府對企業工資分配進行宏觀調控(kong)的(de)一種制度,是企業開(kai)展工資集(ji)體協商(shang)的(de)基(ji)本依據(ju)。由基(ji)準線(xian)(xian)、上線(xian)(xian)(又(you)稱為(wei)預警線(xian)(xian))和下(xia)線(xian)(xian)構成。

據中(zhong)新經緯不(bu)完(wan)全統計,截(jie)至9月(yue)5日,至少(shao)已有上海(hai)、天津、山西(xi)(xi)、江(jiang)西(xi)(xi)、福建(jian)、內蒙古、山東、河南(nan)、四川、陜西(xi)(xi)、吉林、安徽、云南(nan)等13個省市公(gong)布了2018年企業工資指導線。

此外(wai),廣(guang)西發布了2018年(nian)企業工(gong)(gong)(gong)資(zi)指導線通(tong)知(征求意見(jian)稿),擬以貨幣(bi)平(ping)均(jun)工(gong)(gong)(gong)資(zi)增長(chang)率11%作(zuo)為(wei)企業工(gong)(gong)(gong)資(zi)增長(chang)的(de)上(shang)線,以貨幣(bi)平(ping)均(jun)工(gong)(gong)(gong)資(zi)增長(chang)率7%作(zuo)為(wei)企業工(gong)(gong)(gong)資(zi)增長(chang)的(de)基準線,以貨幣(bi)平(ping)均(jun)工(gong)(gong)(gong)資(zi)增長(chang)率2%作(zuo)為(wei)企業工(gong)(gong)(gong)資(zi)增長(chang)的(de)下(xia)線。

企業可按照當地的工資指(zhi)導線(xian)(xian)(xian)安排(pai)職工工資增長(chang)。從13省市的指(zhi)導線(xian)(xian)(xian)漲(zhang)幅(fu)來(lai)看(kan),在(zai)(zai)上(shang)(shang)線(xian)(xian)(xian)方(fang)面,多(duo)在(zai)(zai)10%以上(shang)(shang),上(shang)(shang)海(hai)、江西均(jun)沒(mei)有設上(shang)(shang)線(xian)(xian)(xian)。大部分地區基準線(xian)(xian)(xian)在(zai)(zai)7%左(zuo)右(you),下線(xian)(xian)(xian)則多(duo)在(zai)(zai)3%左(zuo)右(you)。

此外,中(zhong)新經(jing)緯(wei)梳理(li)上述13省(sheng)(sheng)份企業工資基(ji)準(zhun)線(xian)與各地上半年GDP增速數據發(fa)現(xian),江(jiang)西、福建、四(si)川、陜西、安徽、云(yun)南等(deng)6省(sheng)(sheng)基(ji)準(zhun)線(xian)不及當地上半年GDP增速。

“重點照顧”一線職工

中新經緯注(zhu)意到,多(duo)地(di)在2018年企業工資指導(dao)線的通知中要求,要著力提高一線職工工資水平。

上海要求(qiu),應(ying)當努力提(ti)高工(gong)資(zi)(zi)(zi)水平(ping)(ping)(ping)偏低的生(sheng)產服務一線(xian)崗位人員工(gong)資(zi)(zi)(zi)水平(ping)(ping)(ping),一線(xian)職(zhi)工(gong)工(gong)資(zi)(zi)(zi)增(zeng)長(chang)幅(fu)度(du)應(ying)當不低于本企業職(zhi)工(gong)工(gong)資(zi)(zi)(zi)的平(ping)(ping)(ping)均增(zeng)長(chang)幅(fu)度(du),企業高管的工(gong)資(zi)(zi)(zi)增(zeng)長(chang)幅(fu)度(du)應(ying)低于本企業職(zhi)工(gong)工(gong)資(zi)(zi)(zi)的平(ping)(ping)(ping)均增(zeng)長(chang)幅(fu)度(du)。

吉林提出,各用人單(dan)位(wei)(wei)(wei)要優先保證(zheng)普通職工(gong)(gong)特別是關鍵(jian)崗位(wei)(wei)(wei)、生(sheng)產(chan)一(yi)線崗位(wei)(wei)(wei)和緊缺(que)急(ji)需的高層次(ci)、高技(ji)能人才的工(gong)(gong)資(zi)增(zeng)(zeng)長,其平均工(gong)(gong)資(zi)增(zeng)(zeng)幅應(ying)不低于本單(dan)位(wei)(wei)(wei)管理人員平均工(gong)(gong)資(zi)增(zeng)(zeng)幅。

福(fu)建(jian)提出,企(qi)(qi)業在確定(ding)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)增長(chang)(chang)時,要注重提高工(gong)(gong)資(zi)(zi)(zi)水(shui)平(ping)偏低的(de)生(sheng)產(chan)一線(xian)職(zhi)工(gong)(gong)的(de)工(gong)(gong)資(zi)(zi)(zi)水(shui)平(ping),使生(sheng)產(chan)一線(xian)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)增長(chang)(chang)幅度不(bu)低于職(zhi)工(gong)(gong)平(ping)均(jun)工(gong)(gong)資(zi)(zi)(zi)增長(chang)(chang)幅度。同時,企(qi)(qi)業要實(shi)行生(sheng)產(chan)一線(xian)職(zhi)工(gong)(gong)與經(jing)營(ying)者工(gong)(gong)資(zi)(zi)(zi)增長(chang)(chang)掛鉤機制,生(sheng)產(chan)一線(xian)職(zhi)工(gong)(gong)平(ping)均(jun)工(gong)(gong)資(zi)(zi)(zi)水(shui)平(ping)不(bu)增長(chang)(chang)的(de)企(qi)(qi)業,經(jing)營(ying)者工(gong)(gong)資(zi)(zi)(zi)也不(bu)宜增長(chang)(chang)。

所有企業都要給職工漲工資嗎?

在企業工資指導線公(gong)布后(hou),有(you)人會問,是要求(qiu)所有(you)企業給職工漲一樣(yang)多的(de)工資嗎?

事實(shi)上并非如此。中新經(jing)緯發現,根據企業經(jing)營情(qing)況和(he)經(jing)濟效益(yi)的不同,各地(di)對(dui)企業給出了不同的職工(gong)工(gong)資(zi)增長指導意(yi)見。

如,福建(jian)要求,企(qi)業(ye)生產經(jing)(jing)營正常(chang)、經(jing)(jing)濟(ji)(ji)效(xiao)(xiao)益增(zeng)(zeng)長(chang)(chang)的(de),可(ke)圍繞基準(zhun)線安排(pai)工資(zi)(zi)(zi)增(zeng)(zeng)長(chang)(chang);企(qi)業(ye)經(jing)(jing)濟(ji)(ji)效(xiao)(xiao)益增(zeng)(zeng)長(chang)(chang)較(jiao)快、工資(zi)(zi)(zi)支付能(neng)力較(jiao)強,但(dan)(dan)職(zhi)工工資(zi)(zi)(zi)水(shui)平偏低(di)的(de),可(ke)以高于基準(zhun)線安排(pai)工資(zi)(zi)(zi)增(zeng)(zeng)長(chang)(chang),但(dan)(dan)不宜超(chao)過工資(zi)(zi)(zi)指導線上線;企(qi)業(ye)生產經(jing)(jing)營正常(chang)、經(jing)(jing)濟(ji)(ji)效(xiao)(xiao)益增(zeng)(zeng)長(chang)(chang)緩(huan)慢的(de),可(ke)在下(xia)線和基準(zhun)線之間(jian)安排(pai)工資(zi)(zi)(zi)增(zeng)(zeng)長(chang)(chang)。

多(duo)地(di)還明(ming)確(que),企業確(que)因生產(chan)經(jing)營困難,經(jing)與工(gong)會或(huo)職(zhi)工(gong)代表協商同(tong)意,可低(di)于工(gong)資(zi)指導(dao)下線(含零增長或(huo)負增長)確(que)定工(gong)資(zi)水平(ping),但其支付給在(zai)法定工(gong)作時間內(nei)提供(gong)了正常勞動(dong)的職(zhi)工(gong)工(gong)資(zi)不得(de)低(di)于當地(di)最低(di)工(gong)資(zi)標(biao)準。

多地指導線下調 是否意味工資負增長?

與2017年(nian)相比(bi),多地企業工資(zi)指導線(xian)(xian)的基(ji)準線(xian)(xian)和(he)上線(xian)(xian)有(you)所下調,如,天津今年(nian)基(ji)準線(xian)(xian)為(wei)7.5%,上線(xian)(xian)為(wei)12.0%,分別(bie)比(bi)2017年(nian)下調1.5和(he)2.0個(ge)百分點。

也有(you)地區的企業工資增長指導線上調。與2017年相(xiang)比,山(shan)西(xi)基準線從(cong)8.0%升至8.5%,上線從(cong)12%上調至12.5%,下線與去年持平(ping)。

企(qi)業工(gong)(gong)(gong)(gong)資(zi)指(zhi)(zhi)導(dao)線下降(jiang),是不(bu)是意(yi)味著工(gong)(gong)(gong)(gong)資(zi)會進入負增(zeng)長(chang)?當然不(bu)是。據經濟參考報報道(dao),有地方(fang)人社部門相關負責人表示,工(gong)(gong)(gong)(gong)資(zi)指(zhi)(zhi)導(dao)線制度(du)的(de)(de)重點在于引導(dao)企(qi)業建立職工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)正常增(zeng)長(chang)機制。只要三條指(zhi)(zhi)導(dao)線——基準線、下線、上(shang)線都不(bu)是負數,就意(yi)味著政府指(zhi)(zhi)導(dao)的(de)(de)職工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)增(zeng)幅都是呈(cheng)上(shang)漲趨勢的(de)(de)。

企業漲工資是強制性要求嗎?

很多人想知道,公布工資指導(dao)線,是強制要求企業給員工漲工資嗎(ma)?答案是否定(ding)的。

據(ju)悉,工資指(zhi)導(dao)(dao)線是政府向企(qi)業(ye)發布的年度工資增長水平(ping)的建議,屬于(yu)指(zhi)導(dao)(dao)性信(xin)息,并不具備強(qiang)制約(yue)束力(li),但工資指(zhi)導(dao)(dao)線可為企(qi)業(ye)與職工開展工資集(ji)體協商以及企(qi)業(ye)自(zi)身合理(li)確(que)定工資增長水平(ping)提供參(can)考(kao)依(yi)據(ju)。
