說起漲工資,今年你調了嗎?截至目前,至少已有13個省份發布了2018年企業工資指導線,為企業給員工漲工資提供了參考依據。
6地基準線不及上半年GDP增速
企(qi)(qi)業工(gong)(gong)資(zi)指導線制(zhi)度是政(zheng)府(fu)對企(qi)(qi)業工(gong)(gong)資(zi)分配(pei)進行宏觀調控的一種制(zhi)度,是企(qi)(qi)業開展工(gong)(gong)資(zi)集體協商(shang)的基本依據。由基準線、上線(又稱為預警(jing)線)和下線構成。
據中(zhong)新經緯不完全(quan)統(tong)計,截至9月5日,至少已有上海(hai)、天(tian)津(jin)、山西、江西、福建、內蒙古、山東、河南、四川、陜西、吉林、安徽、云南等13個省市(shi)公布(bu)了2018年企業(ye)工(gong)資指導線(xian)。
此外,廣(guang)西發布(bu)了2018年企業工資(zi)指導線(xian)通知(征求意(yi)見稿),擬以(yi)貨幣平均工資(zi)增長率11%作為企業工資(zi)增長的(de)上(shang)線(xian),以(yi)貨幣平均工資(zi)增長率7%作為企業工資(zi)增長的(de)基準線(xian),以(yi)貨幣平均工資(zi)增長率2%作為企業工資(zi)增長的(de)下線(xian)。
企(qi)業可按照當地的(de)工(gong)資指(zhi)導線(xian)安(an)排職工(gong)工(gong)資增(zeng)長。從(cong)13省市的(de)指(zhi)導線(xian)漲(zhang)幅來看,在(zai)上(shang)(shang)線(xian)方面,多在(zai)10%以上(shang)(shang),上(shang)(shang)海、江西均沒有(you)設上(shang)(shang)線(xian)。大部分地區基準線(xian)在(zai)7%左右(you),下線(xian)則(ze)多在(zai)3%左右(you)。
此外,中新經緯(wei)梳理上述(shu)13省(sheng)份企業工(gong)資(zi)基(ji)準線與各(ge)地上半(ban)年(nian)GDP增(zeng)速(su)數據(ju)發現,江西(xi)、福(fu)建、四川、陜西(xi)、安徽、云(yun)南等6省(sheng)基(ji)準線不及當地上半(ban)年(nian)GDP增(zeng)速(su)。
“重點照顧”一線職工
中(zhong)新經緯注意到,多地在2018年企業工(gong)(gong)資指導線的通(tong)知中(zhong)要(yao)求(qiu),要(yao)著力提高一(yi)線職(zhi)工(gong)(gong)工(gong)(gong)資水(shui)平。
上海要求,應(ying)當努(nu)力提高(gao)工(gong)資水平偏低(di)的生產服務一(yi)線崗(gang)位(wei)人員工(gong)資水平,一(yi)線職(zhi)工(gong)工(gong)資增(zeng)長幅(fu)度(du)(du)應(ying)當不低(di)于本(ben)企(qi)業(ye)職(zhi)工(gong)工(gong)資的平均(jun)增(zeng)長幅(fu)度(du)(du),企(qi)業(ye)高(gao)管的工(gong)資增(zeng)長幅(fu)度(du)(du)應(ying)低(di)于本(ben)企(qi)業(ye)職(zhi)工(gong)工(gong)資的平均(jun)增(zeng)長幅(fu)度(du)(du)。
吉(ji)林提出,各用人(ren)單位要優(you)先保證普通職工(gong)特別是關鍵崗位、生產(chan)一(yi)線崗位和緊(jin)缺急需(xu)的(de)高(gao)層次(ci)、高(gao)技(ji)能人(ren)才的(de)工(gong)資增長(chang),其平均(jun)工(gong)資增幅(fu)應不低(di)于本(ben)單位管理人(ren)員平均(jun)工(gong)資增幅(fu)。
福建提(ti)出(chu),企業(ye)在確定職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)長時,要(yao)注重提(ti)高工(gong)(gong)(gong)資(zi)水(shui)平(ping)偏(pian)低的(de)生產(chan)一線職(zhi)(zhi)工(gong)(gong)(gong)的(de)工(gong)(gong)(gong)資(zi)水(shui)平(ping),使生產(chan)一線職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增(zeng)長幅(fu)度(du)不低于(yu)職(zhi)(zhi)工(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)資(zi)增(zeng)長幅(fu)度(du)。同時,企業(ye)要(yao)實行生產(chan)一線職(zhi)(zhi)工(gong)(gong)(gong)與經(jing)營(ying)者(zhe)工(gong)(gong)(gong)資(zi)增(zeng)長掛(gua)鉤機制,生產(chan)一線職(zhi)(zhi)工(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)資(zi)水(shui)平(ping)不增(zeng)長的(de)企業(ye),經(jing)營(ying)者(zhe)工(gong)(gong)(gong)資(zi)也不宜(yi)增(zeng)長。
所有企業都要給職工漲工資嗎?
在(zai)企業工資指導線公布后,有人會問,是要求所有企業給職工漲一(yi)樣多的工資嗎?
事實上并非如此。中新經緯(wei)發現,根據(ju)企業經營情況和經濟效益的(de)(de)不(bu)同,各地對企業給出(chu)了不(bu)同的(de)(de)職(zhi)工工資增長(chang)指導意見。
如,福建要求,企(qi)業生產經營正常、經濟(ji)效(xiao)益增(zeng)(zeng)長(chang)的(de)(de)(de),可圍繞基(ji)準線(xian)(xian)安(an)(an)排工(gong)(gong)資增(zeng)(zeng)長(chang);企(qi)業經濟(ji)效(xiao)益增(zeng)(zeng)長(chang)較快、工(gong)(gong)資支付能力(li)較強(qiang),但(dan)職工(gong)(gong)工(gong)(gong)資水平偏低的(de)(de)(de),可以高于基(ji)準線(xian)(xian)安(an)(an)排工(gong)(gong)資增(zeng)(zeng)長(chang),但(dan)不宜超過(guo)工(gong)(gong)資指(zhi)導線(xian)(xian)上線(xian)(xian);企(qi)業生產經營正常、經濟(ji)效(xiao)益增(zeng)(zeng)長(chang)緩慢(man)的(de)(de)(de),可在下線(xian)(xian)和(he)基(ji)準線(xian)(xian)之間(jian)安(an)(an)排工(gong)(gong)資增(zeng)(zeng)長(chang)。
多地(di)還明確,企(qi)業確因生產經營困(kun)難,經與工(gong)(gong)會或職工(gong)(gong)代表協(xie)商同意,可低于工(gong)(gong)資(zi)(zi)指導下線(xian)(含零增(zeng)長(chang)或負增(zeng)長(chang))確定(ding)工(gong)(gong)資(zi)(zi)水平,但其支(zhi)付(fu)給在法定(ding)工(gong)(gong)作時(shi)間內(nei)提供了正常勞動的職工(gong)(gong)工(gong)(gong)資(zi)(zi)不得低于當地(di)最低工(gong)(gong)資(zi)(zi)標準。
多地指導線下調 是否意味工資負增長?
與2017年相(xiang)比(bi),多地企業工資指(zhi)導(dao)線的基準(zhun)線和(he)上線有所下調,如,天津今年基準(zhun)線為7.5%,上線為12.0%,分(fen)別(bie)比(bi)2017年下調1.5和(he)2.0個百(bai)分(fen)點。
也(ye)有(you)地區的企業工(gong)資增長指導(dao)線上(shang)(shang)調。與(yu)2017年相(xiang)比,山西(xi)基(ji)準線從8.0%升(sheng)至(zhi)8.5%,上(shang)(shang)線從12%上(shang)(shang)調至(zhi)12.5%,下線與(yu)去(qu)年持平(ping)。
企業(ye)工(gong)資(zi)(zi)指導(dao)(dao)線下降,是(shi)(shi)不是(shi)(shi)意味著(zhu)工(gong)資(zi)(zi)會進入負增(zeng)長?當然不是(shi)(shi)。據經濟參考報報道,有地方人社(she)部門相關負責人表示(shi),工(gong)資(zi)(zi)指導(dao)(dao)線制度的(de)重點在于引導(dao)(dao)企業(ye)建立職工(gong)工(gong)資(zi)(zi)正常增(zeng)長機(ji)制。只(zhi)要三(san)條指導(dao)(dao)線——基準線、下線、上(shang)線都不是(shi)(shi)負數,就意味著(zhu)政府(fu)指導(dao)(dao)的(de)職工(gong)工(gong)資(zi)(zi)增(zeng)幅都是(shi)(shi)呈上(shang)漲趨勢的(de)。
企業漲工資是強制性要求嗎?
