“工會組織通過面向社會公開招聘的方式錄用工會社會工作專業人才。”近日,山東省總工會、省民政廳、省人社廳聯合出臺關于加強工會社會工作專業人才隊伍建設的意見,為構建和諧勞動關系提供有力的人才支撐。

  工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人(ren)(ren)才主要是(shi)指在各級工(gong)(gong)(gong)會(hui)核定編制(zhi)之外,工(gong)(gong)(gong)會(hui)通過(guo)公開招聘(pin)和購買(mai)服務等方式(shi)使用(yong)的具備社會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)素質能力(li)的專(zhuan)(zhuan)(zhuan)職從事工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作(zuo)的人(ren)(ren)員(yuan)。工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人(ren)(ren)才應(ying)遵守國家法律法規,擁護黨的領導;熱愛(ai)工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作(zuo),責任心強(qiang)(qiang);具有(you)較強(qiang)(qiang)的組(zu)織協(xie)調(diao)能力(li)、分(fen)析解(jie)決問題能力(li)和語言(yan)文(wen)字表(biao)達能力(li);一般應(ying)具有(you)大專(zhuan)(zhuan)(zhuan)及以上(shang)(shang)學歷,年齡40周歲以下,品(pin)德優良,身體(ti)健康。工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人(ren)(ren)才原則上(shang)(shang)由市、縣(市、區)總工(gong)(gong)(gong)會(hui)統(tong)籌配置使用(yong)。未經聘(pin)用(yong)單(dan)位同意,工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)(zhuan)(zhuan)業(ye)人(ren)(ren)才不(bu)得兼任其(qi)他職務。

  主要的工作內容有哪些?

  1.參與(yu)推(tui)動各類單位(wei)組建(jian)工(gong)(gong)會(hui)和發展會(hui)員(yuan)工(gong)(gong)作(zuo),幫(bang)助指(zhi)導所屬基層工(gong)(gong)會(hui)組織規范化建(jian)設,協助做好收繳工(gong)(gong)會(hui)經(jing)費工(gong)(gong)作(zuo)。

  2.幫(bang)助指導職工(gong)簽訂勞動合(he)同、開(kai)展集體協商、參(can)與企事業單位民主(zhu)管(guan)理(li),維護職工(gong)的(de)勞動經濟權(quan)(quan)益和民主(zhu)權(quan)(quan)利。

  3.向職(zhi)工(gong)普及勞動(dong)法(fa)律(lv)知識(shi)和政(zheng)策法(fa)規,為職(zhi)工(gong)提供法(fa)律(lv)援助(zhu),接(jie)受職(zhi)工(gong)委托參與(yu)勞動(dong)爭議案件(jian)的協(xie)商和調解,代理勞動(dong)仲裁(cai)和訴訟(song)。

  4.促進企事業單位不斷改(gai)善勞(lao)動(dong)條件,加強(qiang)勞(lao)動(dong)保護;協調推進職工后勤保障(zhang)服務(wu),提高職工生活保障(zhang)水平(ping)。

  5.開(kai)展困難職(zhi)工(gong)幫(bang)扶救助工(gong)作,幫(bang)助職(zhi)工(gong)規劃職(zhi)業發(fa)展,為職(zhi)工(gong)辦實事(shi)、做好事(shi)、解難事(shi)。

  6.收(shou)集基層工會和職(zhi)(zhi)工會員的問題和意見建議,掌(zhang)握職(zhi)(zhi)工思想動態(tai),及時反映職(zhi)(zhi)工訴求。

  7.運用信息化手段(duan),開展“互聯網+”工會普惠(hui)性服務。

  8.完成上級工會交辦的其(qi)他工作。

  工(gong)(gong)(gong)會(hui)組織(zhi)(zhi)通過(guo)面向社(she)會(hui)公(gong)開招(zhao)聘的方式錄用(yong)工(gong)(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)(ren)才。招(zhao)錄計劃(hua)由(you)(you)縣(xian)(市(shi)、區(qu))總(zong)(zong)工(gong)(gong)(gong)會(hui)提出需求,市(shi)總(zong)(zong)工(gong)(gong)(gong)會(hui)審(shen)核(he)批準,報省(sheng)(sheng)總(zong)(zong)工(gong)(gong)(gong)會(hui)備案,具體招(zhao)聘工(gong)(gong)(gong)作由(you)(you)各(ge)(ge)市(shi)、縣(xian)(市(shi)、區(qu))總(zong)(zong)工(gong)(gong)(gong)會(hui)負(fu)責組織(zhi)(zhi)實施(shi)。市(shi)級產業(ye)(ye)工(gong)(gong)(gong)會(hui)配(pei)備的工(gong)(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)(ren)才的錄用(yong)、管(guan)理、考核(he)等相關(guan)工(gong)(gong)(gong)作由(you)(you)各(ge)(ge)市(shi)總(zong)(zong)工(gong)(gong)(gong)會(hui)負(fu)責。未向省(sheng)(sheng)總(zong)(zong)工(gong)(gong)(gong)會(hui)備案的工(gong)(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)(ren)才,一(yi)概不納入全省(sheng)(sheng)統一(yi)管(guan)理。招(zhao)聘工(gong)(gong)(gong)作應堅持公(gong)開、平等、競爭、擇優(you)(you)的原則,一(yi)般應經公(gong)告、報名、資格審(shen)查、筆試、面試、體檢、考察、公(gong)示(shi)、備案、簽訂(ding)勞(lao)動合(he)(he)同等程序,具有社(she)會(hui)工(gong)(gong)(gong)作者職業(ye)(ye)水(shui)平證書的人(ren)(ren)員在同等條件下優(you)(you)先(xian)錄用(yong)。勞(lao)動合(he)(he)同的簽訂(ding)、終止(zhi)、變(bian)更、續簽、爭議(yi)和解除(chu),要(yao)按照《勞(lao)動合(he)(he)同法》相關(guan)規定,由(you)(you)各(ge)(ge)縣(xian)(市(shi)、區(qu))總(zong)(zong)工(gong)(gong)(gong)會(hui)組織(zhi)(zhi)實施(shi),市(shi)總(zong)(zong)工(gong)(gong)(gong)會(hui)進行督查。要(yao)建立和完善個人(ren)(ren)檔案,由(you)(you)縣(xian)(市(shi)、區(qu))總(zong)(zong)工(gong)(gong)(gong)會(hui)或委托(tuo)專(zhuan)業(ye)(ye)機構統一(yi)管(guan)理。

  工(gong)(gong)(gong)會(hui)也(ye)可通(tong)過購(gou)買(mai)服務統籌(chou)配置(zhi)工(gong)(gong)(gong)會(hui)社(she)(she)會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)才。用人(ren)單位(wei)面向具有(you)專(zhuan)業(ye)資質的社(she)(she)會(hui)組(zu)(zu)織(包括工(gong)(gong)(gong)會(hui)培育孵化(hua)的社(she)(she)會(hui)組(zu)(zu)織)購(gou)買(mai)服務,由社(she)(she)會(hui)組(zu)(zu)織聘用社(she)(she)會(hui)工(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人(ren)才并(bing)向工(gong)(gong)(gong)會(hui)提供服務。購(gou)買(mai)服務應依法(fa)依規,原則上應通(tong)過公開招標方式進行。

  各(ge)市、縣(市、區)總工會(hui)也可根據實(shi)際(ji)情況使用返聘(pin)人員(yuan)(yuan)(yuan)。用人單位(wei)須(xu)與返聘(pin)人員(yuan)(yuan)(yuan)簽訂勞務協議,協商確定(ding)勞務費(fei)用和(he)相應(ying)崗位(wei),必須(xu)為返聘(pin)人員(yuan)(yuan)(yuan)購(gou)買商業(ye)意外險。返聘(pin)人員(yuan)(yuan)(yuan)不執行公(gong)開招聘(pin)和(he)購(gou)買服(fu)務人員(yuan)(yuan)(yuan)的薪酬標準、職業(ye)發展及激勵(li)保(bao)障等制度。

  1.工(gong)(gong)(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人才(cai)(cai)的工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi),參照(zhao)當地(di)(di)事業(ye)單(dan)位工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)標準(zhun),結合(he)工(gong)(gong)(gong)(gong)作(zuo)業(ye)績(ji)、崗位、資(zi)(zi)(zi)(zi)歷、學(xue)歷等條件,采取基本工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)和績(ji)效(xiao)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)相結合(he)的方式確定(ding)。基本工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)由崗位工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)和薪(xin)級工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)構(gou)成。崗位工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)按見習干事、初(chu)級干事、中級干事、高級干事分為四個(ge)等次,其(qi)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)分別對應事業(ye)單(dan)位管(guan)理崗位的十級、九級、八級、七(qi)級。薪(xin)級工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)可結合(he)工(gong)(gong)(gong)(gong)會(hui)社(she)會(hui)工(gong)(gong)(gong)(gong)作(zuo)專(zhuan)業(ye)人才(cai)(cai)個(ge)人實際情況,比(bi)照(zhao)當地(di)(di)事業(ye)單(dan)位同等條件人員確定(ding)。績(ji)效(xiao)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)視當地(di)(di)經(jing)濟發展水平,按照(zhao)基本工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)(zi)70%至100%的比(bi)例確定(ding)。

  2.用人單位(wei)要按照國家有關規定,為(wei)工(gong)會(hui)(hui)(hui)社會(hui)(hui)(hui)工(gong)作專業人才(cai)辦理社會(hui)(hui)(hui)保險和(he)住房(fang)公積(ji)金,享(xiang)受(shou)帶(dai)薪年休(xiu)假、會(hui)(hui)(hui)員福(fu)利等待遇。

  3.工(gong)會(hui)社會(hui)工(gong)作(zuo)專業人才的工(gong)資由全(quan)總和省(sheng)、市(shi)、縣(市(shi)、區)總工(gong)會(hui)、鄉鎮(zhen)(街(jie)道)財政共(gong)同(tong)承擔。

  如何考核管理?

  工(gong)會(hui)社(she)(she)會(hui)工(gong)作專(zhuan)業人(ren)才的(de)日(ri)常(chang)管(guan)理(li)、工(gong)作安排和(he)年度考核等由縣(市(shi)、區)總(zong)工(gong)會(hui)負(fu)責。縣(市(shi)、區)總(zong)工(gong)會(hui)要制定具(ju)體的(de)管(guan)理(li)辦(ban)法和(he)考核制度,明確(que)考核項目,量化考核內容(rong),考核結果公(gong)開透明,考核結果作為對工(gong)會(hui)社(she)(she)會(hui)工(gong)作專(zhuan)業人(ren)才落實工(gong)資待遇、續(xu)聘、解聘和(he)獎懲的(de)主要依據(ju)。

  激勵保障措施有哪些?

  1.發揮山東管(guan)理學(xue)院作(zuo)用,通過開設社會工作(zuo)專業、承辦(ban)資(zi)格考(kao)試培(pei)訓等(deng)方式,為各級工會組織(zhi)培(pei)養專業人才(cai)。
