“工會組織通過面向社會公開招聘的方式錄用工會社會工作專業人才。”近日,山東省總工會、省民政廳、省人社廳聯合出臺關于加強工會社會工作專業人才隊伍建設的意見,為構建和諧勞動關系提供有力的人才支撐。
工(gong)(gong)(gong)會(hui)(hui)社(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專業(ye)(ye)人(ren)才(cai)主要(yao)是指在各級工(gong)(gong)(gong)會(hui)(hui)核定編制之(zhi)外,工(gong)(gong)(gong)會(hui)(hui)通過公開招聘(pin)和購買服務等方式使用的具(ju)備(bei)社(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專業(ye)(ye)素(su)質(zhi)能(neng)力(li)的專職(zhi)(zhi)從事工(gong)(gong)(gong)會(hui)(hui)工(gong)(gong)(gong)作(zuo)的人(ren)員。工(gong)(gong)(gong)會(hui)(hui)社(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專業(ye)(ye)人(ren)才(cai)應遵守(shou)國家(jia)法律法規,擁(yong)護黨(dang)的領導;熱愛工(gong)(gong)(gong)會(hui)(hui)工(gong)(gong)(gong)作(zuo),責任(ren)心強;具(ju)有較強的組織協調能(neng)力(li)、分析(xi)解決問(wen)題(ti)能(neng)力(li)和語言文字表達(da)能(neng)力(li);一(yi)般應具(ju)有大專及以(yi)(yi)上學歷,年齡40周歲以(yi)(yi)下,品德優(you)良,身(shen)體健康。工(gong)(gong)(gong)會(hui)(hui)社(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專業(ye)(ye)人(ren)才(cai)原則上由市、縣(市、區(qu))總工(gong)(gong)(gong)會(hui)(hui)統籌配置使用。未經聘(pin)用單位同意(yi),工(gong)(gong)(gong)會(hui)(hui)社(she)會(hui)(hui)工(gong)(gong)(gong)作(zuo)專業(ye)(ye)人(ren)才(cai)不得兼任(ren)其他職(zhi)(zhi)務。
主要的工作內容有哪些?
1.參與(yu)推動各類單位組建工會(hui)和(he)發展會(hui)員工作(zuo)(zuo),幫助指(zhi)導(dao)所屬基(ji)層(ceng)工會(hui)組織(zhi)規(gui)范(fan)化(hua)建設,協(xie)助做好(hao)收繳工會(hui)經費(fei)工作(zuo)(zuo)。
2.幫助指(zhi)導(dao)職工簽訂勞動(dong)合同、開展集體協商、參(can)與企(qi)事業單位民主管理,維(wei)護職工的(de)勞動(dong)經濟權益和民主權利。
3.向職工(gong)普及勞動法(fa)律知識和政策法(fa)規,為職工(gong)提供法(fa)律援助(zhu),接(jie)受職工(gong)委托參與勞動爭議案(an)件的協商和調(diao)解,代理勞動仲裁和訴訟。
4.促(cu)進企事業單位不斷(duan)改善勞動條(tiao)件,加強(qiang)勞動保(bao)護;協調推進職工后勤保(bao)障(zhang)(zhang)服務(wu),提高(gao)職工生活保(bao)障(zhang)(zhang)水平。
5.開展困難(nan)職(zhi)工(gong)幫扶救(jiu)助工(gong)作,幫助職(zhi)工(gong)規劃(hua)職(zhi)業發展,為職(zhi)工(gong)辦實(shi)事(shi)、做好事(shi)、解難(nan)事(shi)。
6.收集基(ji)層(ceng)工會和(he)(he)職(zhi)工會員的問題和(he)(he)意見(jian)建議(yi),掌握職(zhi)工思想動態,及時反映職(zhi)工訴求(qiu)。
7.運用信息化(hua)手段,開展“互聯網(wang)+”工(gong)會普惠性(xing)服務。
8.完成上級工會交辦(ban)的其他工作。

工(gong)會(hui)也可(ke)通過(guo)購買(mai)服(fu)(fu)(fu)務統(tong)籌(chou)配(pei)置工(gong)會(hui)社會(hui)工(gong)作(zuo)專(zhuan)業人才。用人單位(wei)面(mian)向(xiang)具有專(zhuan)業資質的社會(hui)組(zu)(zu)織(zhi)(包括(kuo)工(gong)會(hui)培育孵(fu)化(hua)的社會(hui)組(zu)(zu)織(zhi))購買(mai)服(fu)(fu)(fu)務,由社會(hui)組(zu)(zu)織(zhi)聘用社會(hui)工(gong)作(zuo)專(zhuan)業人才并(bing)向(xiang)工(gong)會(hui)提供(gong)服(fu)(fu)(fu)務。購買(mai)服(fu)(fu)(fu)務應依法(fa)依規,原則上應通過(guo)公開招標方式進(jin)行(xing)。
各市、縣(市、區)總工會也可根據實(shi)際情況使(shi)用(yong)返聘人(ren)員。用(yong)人(ren)單(dan)位(wei)須與返聘人(ren)員簽訂勞務協(xie)議,協(xie)商確定勞務費用(yong)和相應(ying)崗(gang)位(wei),必須為返聘人(ren)員購買商業意外險(xian)。返聘人(ren)員不執行公開招聘和購買服(fu)務人(ren)員的薪酬標準、職業發(fa)展及激勵(li)保障等(deng)制度。

1.工(gong)會社會工(gong)作(zuo)專(zhuan)業(ye)(ye)人(ren)(ren)才的(de)工(gong)資(zi)(zi)(zi)(zi)(zi),參照(zhao)當(dang)地事(shi)業(ye)(ye)單(dan)位(wei)工(gong)資(zi)(zi)(zi)(zi)(zi)標準,結(jie)合工(gong)作(zuo)業(ye)(ye)績、崗(gang)位(wei)、資(zi)(zi)(zi)(zi)(zi)歷、學歷等(deng)條件,采取基(ji)本工(gong)資(zi)(zi)(zi)(zi)(zi)和績效工(gong)資(zi)(zi)(zi)(zi)(zi)相結(jie)合的(de)方式(shi)確定(ding)。基(ji)本工(gong)資(zi)(zi)(zi)(zi)(zi)由崗(gang)位(wei)工(gong)資(zi)(zi)(zi)(zi)(zi)和薪(xin)(xin)級(ji)(ji)工(gong)資(zi)(zi)(zi)(zi)(zi)構成。崗(gang)位(wei)工(gong)資(zi)(zi)(zi)(zi)(zi)按見(jian)習干(gan)事(shi)、初級(ji)(ji)干(gan)事(shi)、中級(ji)(ji)干(gan)事(shi)、高級(ji)(ji)干(gan)事(shi)分為四個(ge)等(deng)次(ci),其工(gong)資(zi)(zi)(zi)(zi)(zi)分別對應事(shi)業(ye)(ye)單(dan)位(wei)管理(li)崗(gang)位(wei)的(de)十(shi)級(ji)(ji)、九級(ji)(ji)、八級(ji)(ji)、七級(ji)(ji)。薪(xin)(xin)級(ji)(ji)工(gong)資(zi)(zi)(zi)(zi)(zi)可結(jie)合工(gong)會社會工(gong)作(zuo)專(zhuan)業(ye)(ye)人(ren)(ren)才個(ge)人(ren)(ren)實際情況(kuang),比(bi)照(zhao)當(dang)地事(shi)業(ye)(ye)單(dan)位(wei)同等(deng)條件人(ren)(ren)員(yuan)確定(ding)。績效工(gong)資(zi)(zi)(zi)(zi)(zi)視(shi)當(dang)地經濟(ji)發展水平,按照(zhao)基(ji)本工(gong)資(zi)(zi)(zi)(zi)(zi)70%至100%的(de)比(bi)例(li)確定(ding)。
2.用人單位(wei)要按(an)照國家有關規定,為工會社會工作專(zhuan)業(ye)人才(cai)辦理社會保險和(he)住房公積金(jin),享受帶薪年休假、會員福利等待遇(yu)。
3.工(gong)會(hui)(hui)社會(hui)(hui)工(gong)作專(zhuan)業人才的工(gong)資(zi)由(you)全總和省(sheng)、市、縣(市、區(qu))總工(gong)會(hui)(hui)、鄉鎮(街(jie)道)財政共同承擔(dan)。
如何考核管理?
工會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工作(zuo)專業人(ren)才的日(ri)常管(guan)理(li)、工作(zuo)安(an)排和(he)(he)年(nian)度(du)考(kao)核等由縣(xian)(市(shi)、區)總(zong)(zong)工會(hui)(hui)(hui)(hui)負責。縣(xian)(市(shi)、區)總(zong)(zong)工會(hui)(hui)(hui)(hui)要制(zhi)定具體的管(guan)理(li)辦法和(he)(he)考(kao)核制(zhi)度(du),明確考(kao)核項目,量化考(kao)核內容,考(kao)核結果(guo)(guo)公開透(tou)明,考(kao)核結果(guo)(guo)作(zuo)為對(dui)工會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工作(zuo)專業人(ren)才落實工資待遇、續(xu)聘(pin)、解聘(pin)和(he)(he)獎(jiang)懲的主要依據。

工(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)作專(zhuan)業(ye)人才(cai)崗位(wei)設(she)置由(you)見習干(gan)事(shi)、初級(ji)干(gan)事(shi)、中級(ji)干(gan)事(shi)、高(gao)(gao)級(ji)干(gan)事(shi)構成,中級(ji)干(gan)事(shi)和高(gao)(gao)級(ji)干(gan)事(shi)要(yao)按所在(zai)縣(xian)(市(shi)、區(qu)(qu))總(zong)工(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)作專(zhuan)業(ye)人才(cai)的一(yi)(yi)定(ding)比(bi)例設(she)定(ding),原則上(shang)中級(ji)干(gan)事(shi)和高(gao)(gao)級(ji)干(gan)事(shi)崗位(wei)人數(shu)分別(bie)不(bu)超過總(zong)數(shu)的20%和10%,具(ju)(ju)體由(you)所在(zai)縣(xian)(市(shi)、區(qu)(qu))總(zong)工(gong)會(hui)(hui)(hui)統籌(chou)。工(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)作專(zhuan)業(ye)人才(cai)實行動態(tai)管理(li)、逐步(bu)晉升(sheng),在(zai)同一(yi)(yi)崗位(wei)工(gong)作滿三(san)年(nian),且(qie)近三(san)年(nian)年(nian)度考(kao)核合格等次以上(shang)的,方可(ke)具(ju)(ju)備晉升(sheng)上(shang)一(yi)(yi)級(ji)崗位(wei)資(zi)格。
