“工會組織通過面向社會公開招聘的方式錄用工會社會工作專業人才。”近日,山東省總工會、省民政廳、省人社廳聯合出臺關于加強工會社會工作專業人才隊伍建設的意見,為構建和諧勞動關系提供有力的人才支撐。

  工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)才(cai)主(zhu)要是指(zhi)在各級工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)核定編制之外,工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)通(tong)過(guo)公(gong)開招聘(pin)和購買(mai)服務等方式使(shi)(shi)用的(de)(de)(de)(de)具(ju)(ju)備(bei)社(she)(she)(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)業(ye)(ye)素(su)質能(neng)力(li)的(de)(de)(de)(de)專(zhuan)職(zhi)從事工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作的(de)(de)(de)(de)人(ren)員。工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)才(cai)應(ying)(ying)遵守國家法(fa)律法(fa)規,擁護(hu)黨的(de)(de)(de)(de)領導(dao);熱(re)愛工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作,責任(ren)心強;具(ju)(ju)有較強的(de)(de)(de)(de)組織協調能(neng)力(li)、分析(xi)解決問題(ti)能(neng)力(li)和語言(yan)文字(zi)表達能(neng)力(li);一般(ban)應(ying)(ying)具(ju)(ju)有大(da)專(zhuan)及以上(shang)學歷(li),年(nian)齡40周歲(sui)以下(xia),品德優(you)良,身體健康。工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)才(cai)原則上(shang)由市(shi)、縣(市(shi)、區)總工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)統籌配置使(shi)(shi)用。未經聘(pin)用單位同(tong)意(yi),工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)社(she)(she)(she)會(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)業(ye)(ye)人(ren)才(cai)不得兼任(ren)其他職(zhi)務。

  主要的工作內容有哪些?

  1.參與推動各(ge)類單位組建(jian)(jian)工(gong)會(hui)和發展(zhan)會(hui)員工(gong)作,幫助指導所(suo)屬(shu)基層(ceng)工(gong)會(hui)組織規范化(hua)建(jian)(jian)設,協助做好收繳工(gong)會(hui)經費工(gong)作。

  2.幫助指導職工簽訂勞(lao)動合同、開展集體(ti)協商、參與(yu)企(qi)事業單(dan)位民(min)主管理,維(wei)護(hu)職工的勞(lao)動經濟權益和民(min)主權利(li)。

  3.向(xiang)職(zhi)工(gong)普(pu)及勞(lao)(lao)動(dong)法律知(zhi)識和(he)政策法規,為職(zhi)工(gong)提供法律援助(zhu),接(jie)受職(zhi)工(gong)委托參與勞(lao)(lao)動(dong)爭議案件的(de)協商和(he)調解,代理勞(lao)(lao)動(dong)仲裁和(he)訴(su)訟。

  4.促進企(qi)事業單位(wei)不斷(duan)改善勞動(dong)條件,加強勞動(dong)保護;協調(diao)推進職工后勤(qin)保障(zhang)服務(wu),提(ti)高職工生(sheng)活保障(zhang)水平。

  5.開(kai)展(zhan)困難職(zhi)工幫扶救助工作,幫助職(zhi)工規劃職(zhi)業(ye)發展(zhan),為職(zhi)工辦實事(shi)、做好事(shi)、解難事(shi)。

  6.收(shou)集基(ji)層工會和職(zhi)工會員的問題和意見建(jian)議,掌握職(zhi)工思想動態,及(ji)時(shi)反(fan)映職(zhi)工訴求。

  7.運用信(xin)息化手(shou)段(duan),開展“互聯網+”工會普(pu)惠性服務。

  8.完(wan)成上級工(gong)會交辦的其他(ta)工(gong)作(zuo)。

  工(gong)會(hui)(hui)(hui)(hui)也可通過(guo)購(gou)買(mai)服務(wu)統(tong)籌配置工(gong)會(hui)(hui)(hui)(hui)社(she)會(hui)(hui)(hui)(hui)工(gong)作(zuo)專業人才。用(yong)人單位面向(xiang)具有專業資質的(de)社(she)會(hui)(hui)(hui)(hui)組(zu)(zu)織(包括工(gong)會(hui)(hui)(hui)(hui)培育孵化的(de)社(she)會(hui)(hui)(hui)(hui)組(zu)(zu)織)購(gou)買(mai)服務(wu),由社(she)會(hui)(hui)(hui)(hui)組(zu)(zu)織聘用(yong)社(she)會(hui)(hui)(hui)(hui)工(gong)作(zuo)專業人才并向(xiang)工(gong)會(hui)(hui)(hui)(hui)提供(gong)服務(wu)。購(gou)買(mai)服務(wu)應依(yi)法依(yi)規,原則上應通過(guo)公開招標方式進行。

  各(ge)市、縣(市、區)總工會(hui)也可(ke)根據實(shi)際情況使用(yong)返(fan)聘人(ren)(ren)員。用(yong)人(ren)(ren)單位(wei)須與返(fan)聘人(ren)(ren)員簽訂(ding)勞(lao)務(wu)協議(yi),協商確定(ding)勞(lao)務(wu)費用(yong)和(he)相應崗位(wei),必(bi)須為(wei)返(fan)聘人(ren)(ren)員購買(mai)商業意外險。返(fan)聘人(ren)(ren)員不(bu)執行公開招聘和(he)購買(mai)服務(wu)人(ren)(ren)員的(de)薪酬(chou)標準、職業發展(zhan)及激勵保(bao)障等制度。

  1.發揮(hui)山(shan)東管(guan)理學院作(zuo)用,通過開(kai)設(she)社(she)會工(gong)作(zuo)專(zhuan)業、承辦(ban)資格考試培訓(xun)等方式,為各級(ji)工(gong)會組織(zhi)培養專(zhuan)業人才。
