日前,山東省總工會、民政廳、人社廳聯合出臺《關于加強工會社會工作專業人才隊伍建設的意見》(以下簡稱《意見》),明確規定工會社會工作專業人才隊伍招聘錄用、薪酬保障、考核管理、激勵保障等方面的具體要求。
據(ju)山東省(sheng)總工(gong)(gong)(gong)(gong)會(hui)相關負責(ze)人介紹,根據(ju)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)需要,可為職工(gong)(gong)(gong)(gong)人數超過(guo)2000人的鄉鎮(街道(dao))、開發區(qu)(工(gong)(gong)(gong)(gong)業園區(qu))、特色小鎮、村級工(gong)(gong)(gong)(gong)會(hui)、行(xing)業(區(qu)域(yu))性工(gong)(gong)(gong)(gong)會(hui)聯合會(hui)和市(shi)、縣(市(shi)、區(qu))產業工(gong)(gong)(gong)(gong)會(hui)等,至少各配備(bei)1名工(gong)(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)專業人才(cai)。力爭(zheng)到(dao)2020年(nian),全省(sheng)工(gong)(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)專業人才(cai)隊伍達到(dao)4000人以上。
工(gong)(gong)會(hui)(hui)組織可以(yi)通過面向社(she)會(hui)(hui)公開招聘的方(fang)式錄(lu)用工(gong)(gong)會(hui)(hui)社(she)會(hui)(hui)工(gong)(gong)作(zuo)專(zhuan)業人才,也可通過購買(mai)服務(wu)統籌配(pei)置(zhi)工(gong)(gong)會(hui)(hui)社(she)會(hui)(hui)工(gong)(gong)作(zuo)專(zhuan)業人才。用人單位面向具(ju)有專(zhuan)業資(zi)質的社(she)會(hui)(hui)組織(包(bao)括工(gong)(gong)會(hui)(hui)培(pei)育孵化的社(she)會(hui)(hui)組織)購買(mai)服務(wu),由社(she)會(hui)(hui)組織聘用社(she)會(hui)(hui)工(gong)(gong)作(zuo)專(zhuan)業人才并(bing)向工(gong)(gong)會(hui)(hui)提(ti)供服務(wu)。
《意見》明確,工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)社會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作專業(ye)人才的工(gong)(gong)(gong)資(zi)(zi)由全總和(he)省、市、縣(市、區)總工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)及鄉(xiang)鎮(街道(dao))財(cai)政(zheng)共(gong)同承擔,并參照(zhao)當地(di)事業(ye)單(dan)位工(gong)(gong)(gong)資(zi)(zi)標準(zhun),結合(he)工(gong)(gong)(gong)作業(ye)績、崗位、資(zi)(zi)歷、學(xue)歷等(deng)條(tiao)件,采取基本工(gong)(gong)(gong)資(zi)(zi)和(he)績效工(gong)(gong)(gong)資(zi)(zi)相結合(he)的方(fang)式確定。用人單(dan)位要(yao)按照(zhao)國家有關(guan)規定,為工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)社會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作專業(ye)人才辦理(li)社會(hui)(hui)(hui)(hui)保險和(he)住房公(gong)積金,享受帶薪(xin)年休假、會(hui)(hui)(hui)(hui)員福利等(deng)待遇。
在(zai)職(zhi)業(ye)發展(zhan)機制方面,《意(yi)見(jian)》明確,工(gong)會(hui)社(she)會(hui)工(gong)作(zuo)專(zhuan)業(ye)人(ren)才崗位設(she)置由見(jian)習(xi)干事、初級(ji)(ji)干事、中級(ji)(ji)干事、高級(ji)(ji)干事構成,中級(ji)(ji)干事和高級(ji)(ji)干事要(yao)按所(suo)在(zai)縣(市(shi)、區)總工(gong)會(hui)社(she)會(hui)工(gong)作(zuo)專(zhuan)業(ye)人(ren)才的一定比例設(she)定。工(gong)會(hui)社(she)會(hui)工(gong)作(zuo)專(zhuan)業(ye)人(ren)才實(shi)行動態(tai)管理、逐步晉升,在(zai)同(tong)一崗位工(gong)作(zuo)滿3年,且近3年年度考核合格等次以上的,方可具備晉升上一級(ji)(ji)崗位資格。考核結果將作(zuo)為對工(gong)會(hui)社(she)會(hui)工(gong)作(zuo)專(zhuan)業(ye)人(ren)才落實(shi)工(gong)資待遇、續聘、解聘和獎懲的主要(yao)依據。
《意見》還提出,積(ji)極(ji)推(tui)薦(jian)優(you)秀工(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)(zhuan)(zhuan)業(ye)(ye)人才作為(wei)鄉(xiang)鎮(街道)、開發區(qu)(工(gong)(gong)業(ye)(ye)園區(qu))工(gong)(gong)會(hui)(hui)(hui)(hui)專(zhuan)(zhuan)(zhuan)職(zhi)副主席候選(xuan)人。工(gong)(gong)會(hui)(hui)(hui)(hui)要會(hui)(hui)(hui)(hui)同相關部門(men)將(jiang)工(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)(zhuan)(zhuan)業(ye)(ye)人才納(na)入社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)(zhuan)(zhuan)業(ye)(ye)人才評(ping)價體(ti)系,鼓勵社(she)(she)會(hui)(hui)(hui)(hui)化工(gong)(gong)會(hui)(hui)(hui)(hui)工(gong)(gong)作者參加全(quan)國(guo)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作者職(zhi)業(ye)(ye)水(shui)平(ping)考試,將(jiang)取得國(guo)家社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作者職(zhi)業(ye)(ye)資格證(zheng)書(shu)的納(na)入專(zhuan)(zhuan)(zhuan)業(ye)(ye)技術人員管理范圍。工(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)(zhuan)(zhuan)業(ye)(ye)人才表(biao)現(xian)突出的,可優(you)先向黨(dang)組織推(tui)薦(jian),作為(wei)黨(dang)員培(pei)養發展(zhan)或評(ping)先評(ping)優(you)對象(xiang)。推(tui)薦(jian)優(you)秀工(gong)(gong)會(hui)(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)(hui)工(gong)(gong)作專(zhuan)(zhuan)(zhuan)業(ye)(ye)人才參評(ping)“齊魯和(he)諧使者”、各級“優(you)秀工(gong)(gong)會(hui)(hui)(hui)(hui)工(gong)(gong)作者”和(he)“優(you)秀工(gong)(gong)會(hui)(hui)(hui)(hui)積(ji)極(ji)分子”等。
據統(tong)計(ji),截(jie)至今年6月(yue)底,山東各級工(gong)(gong)(gong)會(hui)已配置社(she)會(hui)化工(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)作者1108名(ming)。
