山東明確工會社會工作專業人才待遇

日前,山東省總工會、民政廳、人社廳聯合出臺《關于加強工會社會工作專業人才隊伍建設的意見》(以下簡稱《意見》),明確規定工會社會工作專業人才隊伍招聘錄用、薪酬保障、考核管理、激勵保障等方面的具體要求。

據山(shan)東省總工(gong)(gong)(gong)會(hui)相關負責人介紹,根據工(gong)(gong)(gong)作需要,可為職工(gong)(gong)(gong)人數超過2000人的鄉鎮(街道)、開發區(qu)(工(gong)(gong)(gong)業(ye)園區(qu))、特色小鎮、村(cun)級工(gong)(gong)(gong)會(hui)、行業(ye)(區(qu)域)性工(gong)(gong)(gong)會(hui)聯合會(hui)和(he)市、縣(xian)(市、區(qu))產業(ye)工(gong)(gong)(gong)會(hui)等,至(zhi)少(shao)各配(pei)備1名工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作專業(ye)人才。力爭到(dao)2020年,全省工(gong)(gong)(gong)會(hui)社會(hui)工(gong)(gong)(gong)作專業(ye)人才隊伍達到(dao)4000人以上。

工會組織(zhi)(zhi)可以通(tong)過面向社(she)(she)會公開(kai)招聘的(de)(de)方式錄用工會社(she)(she)會工作(zuo)(zuo)專業(ye)人才,也可通(tong)過購買服(fu)務(wu)統籌配置工會社(she)(she)會工作(zuo)(zuo)專業(ye)人才。用人單位(wei)面向具有專業(ye)資質(zhi)的(de)(de)社(she)(she)會組織(zhi)(zhi)(包括工會培(pei)育(yu)孵化的(de)(de)社(she)(she)會組織(zhi)(zhi))購買服(fu)務(wu),由社(she)(she)會組織(zhi)(zhi)聘用社(she)(she)會工作(zuo)(zuo)專業(ye)人才并(bing)向工會提(ti)供服(fu)務(wu)。

《意見》明確,工(gong)(gong)會(hui)社會(hui)工(gong)(gong)作專業人才的(de)工(gong)(gong)資(zi)由全總(zong)和(he)省、市(shi)、縣(市(shi)、區(qu))總(zong)工(gong)(gong)會(hui)及鄉鎮(街(jie)道)財政共同承擔,并參(can)照當地事業單位工(gong)(gong)資(zi)標(biao)準,結(jie)合工(gong)(gong)作業績(ji)、崗位、資(zi)歷、學歷等(deng)條件,采取基本工(gong)(gong)資(zi)和(he)績(ji)效(xiao)工(gong)(gong)資(zi)相結(jie)合的(de)方式(shi)確定(ding)。用(yong)人單位要按照國家有關規定(ding),為工(gong)(gong)會(hui)社會(hui)工(gong)(gong)作專業人才辦理社會(hui)保險和(he)住房(fang)公積金,享受帶薪(xin)年休假、會(hui)員福利等(deng)待遇(yu)。

在(zai)職業發(fa)展機制方面,《意見》明確,工(gong)(gong)(gong)(gong)(gong)會社(she)(she)會工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)專業人(ren)(ren)才(cai)(cai)崗(gang)位設(she)置由(you)見習干(gan)事(shi)、初(chu)級(ji)(ji)干(gan)事(shi)、中(zhong)級(ji)(ji)干(gan)事(shi)、高級(ji)(ji)干(gan)事(shi)構成,中(zhong)級(ji)(ji)干(gan)事(shi)和(he)高級(ji)(ji)干(gan)事(shi)要按所在(zai)縣(xian)(市、區)總工(gong)(gong)(gong)(gong)(gong)會社(she)(she)會工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)專業人(ren)(ren)才(cai)(cai)的一定比例設(she)定。工(gong)(gong)(gong)(gong)(gong)會社(she)(she)會工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)專業人(ren)(ren)才(cai)(cai)實行(xing)動態管(guan)理、逐步晉升,在(zai)同一崗(gang)位工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)滿(man)3年,且近3年年度考(kao)核合格等次(ci)以(yi)上(shang)的,方可(ke)具備晉升上(shang)一級(ji)(ji)崗(gang)位資格。考(kao)核結果將作(zuo)(zuo)(zuo)為對工(gong)(gong)(gong)(gong)(gong)會社(she)(she)會工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)專業人(ren)(ren)才(cai)(cai)落(luo)實工(gong)(gong)(gong)(gong)(gong)資待(dai)遇(yu)、續聘、解聘和(he)獎懲的主要依據。

《意見》還提出(chu),積極(ji)推薦(jian)優(you)秀(xiu)工(gong)(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業(ye)人(ren)才作(zuo)(zuo)為(wei)鄉鎮(街道(dao))、開發區(qu)(qu)(工(gong)(gong)業(ye)園區(qu)(qu))工(gong)(gong)會(hui)(hui)(hui)專職(zhi)副主席候(hou)選人(ren)。工(gong)(gong)會(hui)(hui)(hui)要會(hui)(hui)(hui)同相(xiang)關部門將(jiang)工(gong)(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業(ye)人(ren)才納入(ru)(ru)社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業(ye)人(ren)才評(ping)(ping)價體(ti)系,鼓勵(li)社(she)(she)會(hui)(hui)(hui)化工(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)者參加全(quan)國社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)者職(zhi)業(ye)水平考試,將(jiang)取得國家社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)者職(zhi)業(ye)資格證書的納入(ru)(ru)專業(ye)技術人(ren)員(yuan)(yuan)管理范圍。工(gong)(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業(ye)人(ren)才表現突出(chu)的,可優(you)先向(xiang)黨組織推薦(jian),作(zuo)(zuo)為(wei)黨員(yuan)(yuan)培養發展或評(ping)(ping)先評(ping)(ping)優(you)對象。推薦(jian)優(you)秀(xiu)工(gong)(gong)會(hui)(hui)(hui)社(she)(she)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)專業(ye)人(ren)才參評(ping)(ping)“齊(qi)魯和諧使(shi)者”、各級(ji)“優(you)秀(xiu)工(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)者”和“優(you)秀(xiu)工(gong)(gong)會(hui)(hui)(hui)積極(ji)分(fen)子”等。

據統計(ji),截至今年(nian)6月底(di),山東各(ge)級工(gong)會(hui)已配置社會(hui)化工(gong)會(hui)工(gong)作者1108名(ming)。
