一手統(tong)計(ji)企(qi)業(ye)用(yong)工(gong)(gong)需求。發揮(hui)人社(she)服(fu)務專員(yuan)作用(yong),開展(zhan)企(qi)業(ye)用(yong)工(gong)(gong)專項(xiang)(xiang)調查(cha),實行市、縣、鄉鎮(街道)三級(ji)聯動,分級(ji)對(dui)接服(fu)務重(zhong)點企(qi)業(ye)、重(zhong)點項(xiang)(xiang)目(mu)和(he)中小(xiao)企(qi)業(ye),摸清(qing)企(qi)業(ye)老員(yuan)工(gong)(gong)返崗、新(xin)員(yuan)工(gong)(gong)入(ru)職(zhi)和(he)用(yong)工(gong)(gong)需求情況。設計(ji)開發“碼上(shang)就業(ye)(復(fu)工(gong)(gong))”小(xiao)程序(xu),依托社(she)會保險網上(shang)申報平臺和(he)短信(xin)點對(dui)點推送(song)“碼上(shang)就業(ye)(復(fu)工(gong)(gong))”小(xiao)程序(xu)鏈接,引導全市參保企(qi)業(ye)、個(ge)體工(gong)(gong)商戶登錄系統(tong)填報崗位缺工(gong)(gong)信(xin)息,引導企(qi)業(ye)登錄“泰山集結(jie)號”等網絡招(zhao)聘平臺參與復(fu)工(gong)(gong)企(qi)業(ye)專場招(zhao)聘,登記、發布(bu)用(yong)工(gong)(gong)需求。
一手(shou)征集勞動(dong)(dong)者求(qiu)職信(xin)(xin)息。面向(xiang)城鄉勞動(dong)(dong)力(li)(li),以社區(村(cun))為單(dan)位,調(diao)動(dong)(dong)社區(村(cun))干部、駐(zhu)村(cun)第一書記(ji)、網格(ge)員(yuan)(yuan)、樓(lou)長等基層力(li)(li)量積極性,通(tong)過多(duo)種方式向(xiang)城鄉居民發(fa)布求(qiu)職渠道,征集求(qiu)職意向(xiang)。動(dong)(dong)員(yuan)(yuan)市內各大人力(li)(li)資源服(fu)務機構(gou)、職業(ye)中(zhong)介(jie)機構(gou),共(gong)享所掌(zhang)握(wo)的求(qiu)職人員(yuan)(yuan)信(xin)(xin)息,不(bu)斷挖掘人力(li)(li)資源潛力(li)(li),積極引導閑(xian)賦在家勞動(dong)(dong)力(li)(li)進行(xing)登(deng)記(ji)求(qiu)職。依托(tuo)人社公益短信(xin)(xin)平(ping)臺(tai),精準發(fa)送點對點手(shou)機短信(xin)(xin),動(dong)(dong)員(yuan)(yuan)登(deng)記(ji)失業(ye)人員(yuan)(yuan)、駐(zhu)泰(tai)高校(技(ji)工院校)畢(bi)業(ye)生登(deng)陸招聘網或“泰(tai)山集結號”登(deng)記(ji)求(qiu)職信(xin)(xin)息,引導其留泰(tai)就業(ye)。

聯合(he)中(zhong)介(jie)(jie)(jie)拓渠道。積極協調市(shi)人(ren)(ren)力(li)資源(yuan)協會,組(zu)織(zhi)(zhi)發動全市(shi)大(da)型(xing)(xing)人(ren)(ren)力(li)資源(yuan)服務(wu)機(ji)構、職業(ye)中(zhong)介(jie)(jie)(jie)機(ji)構,通(tong)過本地挖(wa)潛、余(yu)缺(que)調劑、靈活用(yong)工和勞務(wu)派(pai)遣等方式,滿足企業(ye)階段(duan)性用(yong)工急需(xu)。與萬(wan)寶(bao)盛華、前程似錦等人(ren)(ren)力(li)資源(yuan)服務(wu)機(ji)構、獵(lie)頭公司、職業(ye)中(zhong)介(jie)(jie)(jie)組(zu)織(zhi)(zhi)建立合(he)作關(guan)系,多(duo)(duo)渠道、多(duo)(duo)形式推送招(zhao)聘、求職意(yi)愿,對介(jie)(jie)(jie)紹技能型(xing)(xing)人(ren)(ren)才和職業(ye)技工院校、高校畢業(ye)生就業(ye)的中(zhong)介(jie)(jie)(jie)機(ji)構,按每人(ren)(ren)120元標(biao)準給予職業(ye)介(jie)(jie)(jie)紹補(bu)貼(tie)。截至(zhi)3月26日,通(tong)過勞務(wu)派(pai)遣形式為企業(ye)解決急缺(que)用(yong)工700余(yu)人(ren)(ren)。
專(zhuan)員推介優服(fu)(fu)務。印發《關于在全市人(ren)(ren)(ren)社(she)(she)系統(tong)集中開(kai)展“企(qi)(qi)業(ye)用工(gong)(gong)專(zhuan)項服(fu)(fu)務行動(dong)”的通(tong)知》、《關于建(jian)立完善“1235人(ren)(ren)(ren)社(she)(she)服(fu)(fu)務專(zhuan)員”工(gong)(gong)作機制的通(tong)知》,發動(dong)人(ren)(ren)(ren)社(she)(she)系統(tong)干部職工(gong)(gong)服(fu)(fu)務企(qi)(qi)業(ye)復(fu)工(gong)(gong)用工(gong)(gong),全市共(gong)為1044家重點企(qi)(qi)業(ye)(項目)配備170名人(ren)(ren)(ren)社(she)(she)服(fu)(fu)務專(zhuan)員。發揮人(ren)(ren)(ren)社(she)(she)服(fu)(fu)務專(zhuan)員、“四進”工(gong)(gong)作組(zu)作用,深入企(qi)(qi)業(ye)、社(she)(she)區(村)匯(hui)總統(tong)計企(qi)(qi)業(ye)、勞動(dong)者(zhe)復(fu)工(gong)(gong)用工(gong)(gong)需求,經篩選比對后,精(jing)準(zhun)推薦匹(pi)配就業(ye)。通(tong)過88個基層(ceng)人(ren)(ren)(ren)社(she)(she)所和3450家農商行網點等基層(ceng)平(ping)臺,及時、準(zhun)確地(di)向特定勞動(dong)者(zhe)推送普工(gong)(gong)招聘崗位(wei)4747個,截至3月26日,已(yi)為服(fu)(fu)務企(qi)(qi)業(ye)解決普工(gong)(gong)缺口(kou)2032人(ren)(ren)(ren)。精(jing)選2287個技能專(zhuan)業(ye)崗位(wei),定向精(jing)準(zhun)推送至駐(zhu)泰高校(xiao)、技工(gong)(gong)院校(xiao)對口(kou)專(zhuan)業(ye),成功為企(qi)(qi)業(ye)吸納緊缺人(ren)(ren)(ren)才970余人(ren)(ren)(ren)。
校(xiao)企(qi)(qi)結對搞合作。組(zu)(zu)織市(shi)內重點企(qi)(qi)業,與駐泰(tai)高(gao)校(xiao)、技(ji)工院校(xiao)開(kai)(kai)展校(xiao)企(qi)(qi)合作對接活(huo)動。組(zu)(zu)織實施(shi)高(gao)校(xiao)畢業生見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)計劃(hua),增設一批見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)基地,開(kai)(kai)發更多見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)崗位,提(ti)供(gong)見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)指導和職業介紹,提(ti)升見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)匹配效率。截(jie)至3月25日,280家就(jiu)(jiu)業見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)基地提(ti)供(gong)就(jiu)(jiu)業見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)崗位1200余(yu)個,參加就(jiu)(jiu)業見(jian)(jian)(jian)(jian)習(xi)(xi)(xi)人數700余(yu)人。落實省(sheng)人社(she)廳《關于做好(hao)技(ji)工院校(xiao)學(xue)生工作助力企(qi)(qi)業復(fu)工復(fu)產的通(tong)知(zhi)》要求,組(zu)(zu)織市(shi)內3所技(ji)工院校(xiao)283名(ming)學(xue)生到大型企(qi)(qi)業頂崗實習(xi)(xi)(xi),緩(huan)解疫(yi)情期間企(qi)(qi)業用(yong)工緊張問題。
線(xian)(xian)上培(pei)訓(xun)提技(ji)(ji)能(neng)(neng)(neng)(neng)。按照(zhao)(zhao)規定(ding)全面停(ting)止聚集性(xing)的線(xian)(xian)下(xia)(xia)職(zhi)業(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)培(pei)訓(xun)活動,理論培(pei)訓(xun)轉到線(xian)(xian)上網(wang)絡平臺進(jin)行,擇優推薦一批(pi)線(xian)(xian)上培(pei)訓(xun)平臺供廣大勞(lao)動者(zhe)(zhe)選擇使用(yong)。制(zhi)定(ding)出臺相關(guan)補(bu)(bu)貼(tie)政策,動員(yuan)組(zu)織有培(pei)訓(xun)意愿勞(lao)動者(zhe)(zhe)特(te)別是農民工(gong)、貧困人員(yuan)等(deng)重點(dian)群體(ti)積極參加技(ji)(ji)能(neng)(neng)(neng)(neng)線(xian)(xian)上理論培(pei)訓(xun),培(pei)訓(xun)期間按照(zhao)(zhao)5元/學時標準給予生活費補(bu)(bu)貼(tie)。待疫情結束后再(zai)全面開(kai)展線(xian)(xian)下(xia)(xia)實(shi)操培(pei)訓(xun),實(shi)現技(ji)(ji)能(neng)(neng)(neng)(neng)勞(lao)動力儲備,促進(jin)勞(lao)動者(zhe)(zhe)就(jiu)地就(jiu)近(jin)就(jiu)業(ye)。截(jie)至3月26日,共有6808名農民工(gong)參加職(zhi)業(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)線(xian)(xian)上理論培(pei)訓(xun)。
“三式”強保障 提質效
公共服(fu)(fu)務(wu)托底。加(jia)強企業(ye)(ye)用(yong)工(gong)(gong)和(he)勞(lao)動力動態監測(ce),及(ji)時(shi)(shi)了解和(he)掌握企業(ye)(ye)崗位和(he)用(yong)工(gong)(gong)需求的變(bian)化(hua)情況,準確分析就業(ye)(ye)形勢(shi)和(he)需求,提(ti)高服(fu)(fu)務(wu)針對(dui)(dui)性。依據求職(zhi)勞(lao)動者就業(ye)(ye)意愿和(he)能力素質,分級分類精準提(ti)供職(zhi)業(ye)(ye)介紹和(he)職(zhi)業(ye)(ye)指(zhi)導服(fu)(fu)務(wu)。強化(hua)調(diao)度(du)指(zhi)導,定期召開人(ren)(ren)社服(fu)(fu)務(wu)專員(yuan)對(dui)(dui)接企業(ye)(ye)用(yong)工(gong)(gong)需求調(diao)度(du)會,從市(shi)層(ceng)面統籌研究措施,確保(bao)實(shi)時(shi)(shi)反饋,及(ji)時(shi)(shi)解決。通(tong)過(guo)分析利用(yong)“碼上(shang)就業(ye)(ye)(復(fu)工(gong)(gong))”程序、人(ren)(ren)社部點對(dui)(dui)點對(dui)(dui)接服(fu)(fu)務(wu)系統以及(ji)各(ge)相關(guan)部門共享的復(fu)工(gong)(gong)人(ren)(ren)員(yuan)信息,協同交通(tong)運(yun)(yun)輸、衛生(sheng)健康、公安(an)等相關(guan)部門,累(lei)計指(zhi)導發出運(yun)(yun)輸專車294輛,“點對(dui)(dui)點”運(yun)(yun)送復(fu)工(gong)(gong)勞(lao)動者6700余人(ren)(ren)。
就業(ye)(ye)政(zheng)(zheng)策(ce)(ce)(ce)支撐。代市政(zheng)(zheng)府起(qi)草印發《關于積極應對新冠肺炎疫情做好穩就業(ye)(ye)工作的實施意見》,會同(tong)發改(gai)、工信(xin)、財政(zheng)(zheng)、扶(fu)貧等5部門(men)單位聯(lian)合出(chu)臺《泰(tai)安市應對疫情穩就業(ye)(ye)政(zheng)(zheng)策(ce)(ce)(ce)實施細(xi)則(ze)》,牽頭制定(ding)《關于做好疫情防(fang)控期(qi)間(jian)企(qi)業(ye)(ye)用工保障(zhang)的工作方案》。全面梳理各項(xiang)就業(ye)(ye)保障(zhang)政(zheng)(zheng)策(ce)(ce)(ce),分(fen)(fen)類別、分(fen)(fen)群體(ti)編制政(zheng)(zheng)策(ce)(ce)(ce)“大禮包(bao)”,充分(fen)(fen)發揮各類媒體(ti)作用,采(cai)取多種形式加大宣傳。組(zu)織開展“五進(jin)五送”活動(dong)、“敲門(men)”行動(dong)、政(zheng)(zheng)策(ce)(ce)(ce)落實服務落地專(zhuan)項(xiang)行動(dong),變“人(ren)找(zhao)政(zheng)(zheng)策(ce)(ce)(ce)”為“政(zheng)(zheng)策(ce)(ce)(ce)找(zhao)人(ren)”,改(gai)進(jin)工作作風,深入(ru)基層一線,瞄準政(zheng)(zheng)策(ce)(ce)(ce)受惠(hui)群體(ti),提升(sheng)政(zheng)(zheng)策(ce)(ce)(ce)落實的知曉度(du)、普惠(hui)度(du)和滿意度(du)。
勞(lao)動保(bao)障(zhang)護航(hang)。建立人社(she)、工(gong)(gong)(gong)(gong)會(hui)(hui)、企(qi)業與企(qi)業家(jia)聯合會(hui)(hui)、工(gong)(gong)(gong)(gong)商聯等部門聯絡(luo)員(yuan)制度(du)(du),定期(qi)會(hui)(hui)商勞(lao)動關系(xi)情況,研究討論勞(lao)動關系(xi)領域存在(zai)的(de)困難和問題(ti)。指(zhi)導(dao)(dao)企(qi)業規范用(yong)(yong)工(gong)(gong)(gong)(gong)制度(du)(du),落實實名(ming)制、工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)專(zhuan)用(yong)(yong)賬(zhang)戶管理制度(du)(du),采取調整(zheng)薪酬、輪崗輪休、縮(suo)短(duan)工(gong)(gong)(gong)(gong)時(shi)、在(zai)崗培訓等方式,穩定勞(lao)動關系(xi)和工(gong)(gong)(gong)(gong)作崗位。加(jia)大農民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)支(zhi)付(fu)監管平臺推廣應用(yong)(yong)力度(du)(du),組織開(kai)展清理欠薪專(zhuan)項檢(jian)查,嚴肅(su)查處拖欠工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)案件(jian),確保(bao)農民工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)按(an)時(shi)足(zu)額發放,防止(zhi)因拖欠工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)引發的(de)群體(ti)性(xing)事件(jian)和極(ji)端(duan)事件(jian)。截(jie)至3月26日,全市共(gong)辦理各類(lei)勞(lao)動保(bao)障(zhang)舉報投訴案件(jian)84件(jian),督導(dao)(dao)檢(jian)查用(yong)(yong)人單(dan)位405家(jia),為(wei)170人追討工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)待遇188萬余元。
