自煙臺銀保(bao)監分(fen)局“行業(ye)規范建(jian)設深化年”活(huo)動通(tong)知下發以來,建(jian)行煙臺分(fen)行早動手(shou)、早謀劃、早布(bu)局,第一時間制定活(huo)動方案,打造“一二三”工作機制,全面開啟(qi)“行業(ye)規范建(jian)設深化年”新篇章。
明確“一(yi)條(tiao)主線(xian)”。堅持將“行業規(gui)范建(jian)設(she)深(shen)化年”活動,有(you)機(ji)嵌入打贏風險(xian)攻(gong)堅戰、鞏固(gu)治亂成果、回(hui)歸主業本源、實(shi)現高(gao)質(zhi)量發展等各(ge)項(xiang)工(gong)(gong)作,形成一(yi)體(ti)推動、一(yi)體(ti)落實(shi)的有(you)效工(gong)(gong)作機(ji)制,貫穿我行各(ge)項(xiang)重點工(gong)(gong)作始終。將“行業規(gui)范建(jian)設(she)深(shen)化年”細化為55項(xiang)具體(ti)工(gong)(gong)作任務,明確責任部門及(ji)責任人,實(shi)現有(you)機(ji)銜接和貫通。
突(tu)出“兩個關(guan)鍵”。一是突(tu)出高(gao)(gao)管(guan)人(ren)員(yuan)的關(guan)鍵。高(gao)(gao)度重(zhong)視各級分支機構(gou)“一把手”的規(gui)范執行(xing)情況(kuang),充(chong)分發(fa)揮其對(dui)(dui)基層員(yuan)工的表率(lv)作(zuo)用(yong)和影響力(li),通過(guo)以上率(lv)下,帶動(dong)從業人(ren)員(yuan)將合規(gui)要求轉變為(wei)行(xing)動(dong)自覺(jue)。加強對(dui)(dui)中高(gao)(gao)級管(guan)理人(ren)員(yuan)黨(dang)紀(ji)、政紀(ji)“雙重(zhong)約(yue)束(shu)”,嚴格落(luo)實被處罰黨(dang)員(yuan)信息通報機制。二是突(tu)出基層一線(xian)的關(guan)鍵。緊緊圍繞“三基工程”的主(zhu)基調,做實基礎、基本、基層,打通基層一線(xian)傳(chuan)導“神經末梢”,通過(guo)“地毯式(shi)”推進(jin),確(que)保業務、崗位、職責、人(ren)員(yuan)“全覆蓋”,規(gui)范建(jian)設不留(liu)死角。
明確(que)(que)“三個抓手”。一(yi)是(shi)抓牢(lao)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執(zhi)行(xing)力。全(quan)面排查(cha)“行(xing)業(ye)規(gui)范(fan)建(jian)設年”活動開(kai)(kai)展(zhan)以(yi)來制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執(zhi)行(xing)情況,找準短(duan)板(ban)弱項(xiang),完善(shan)優化(hua)(hua)(hua)(hua)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)規(gui)范(fan),確(que)(que)保(bao)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)科學合(he)(he)(he)(he)(he)理(li)(li)可執(zhi)行(xing),不斷鞏固(gu)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)建(jian)設成(cheng)果(guo),扎牢(lao)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)“防(fang)火墻”。把(ba)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執(zhi)行(xing)情況作為檢驗活動效(xiao)果(guo)的(de)(de)重(zhong)要標準,重(zhong)點發力制(zhi)(zhi)(zhi)度(du)(du)(du)(du)建(jian)設、管理(li)(li)責任、跟蹤(zong)評估、內部(bu)(bu)糾偏和執(zhi)行(xing)監督(du),形成(cheng)系(xi)統化(hua)(hua)(hua)(hua)的(de)(de)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)執(zhi)行(xing)機制(zhi)(zhi)(zhi),確(que)(que)保(bao)有部(bu)(bu)門落實(shi)、有部(bu)(bu)門督(du)促、有部(bu)(bu)門考核(he),推(tui)動“四大規(gui)范(fan)”落到實(shi)處。二是(shi)抓牢(lao)案(an)(an)(an)件(jian)防(fang)控機制(zhi)(zhi)(zhi)建(jian)設。堅(jian)持(chi)(chi)健全(quan)案(an)(an)(an)防(fang)長效(xiao)機制(zhi)(zhi)(zhi)與短(duan)期重(zhong)點懲治并重(zhong),對照《關(guan)于(yu)(yu)預防(fang)銀行(xing)業(ye)保(bao)險(xian)業(ye)從(cong)業(ye)人員金融違法犯(fan)罪的(de)(de)指(zhi)導(dao)意(yi)見》11個重(zhong)點領域(yu)和《關(guan)于(yu)(yu)建(jian)立(li)(li)員工(gong)(gong)異常行(xing)為排查(cha)常態化(hua)(hua)(hua)(hua)工(gong)(gong)作機制(zhi)(zhi)(zhi)的(de)(de)通知(zhi)》八個方面開(kai)(kai)展(zhan)員工(gong)(gong)行(xing)為排查(cha),建(jian)立(li)(li)風險(xian)清單,案(an)(an)(an)件(jian)臺賬、壓實(shi)責任,分(fen)類施(shi)策。持(chi)(chi)續完善(shan)案(an)(an)(an)件(jian)風險(xian)監測預警體系(xi),嚴格落實(shi)案(an)(an)(an)件(jian)風險(xian)信息報告制(zhi)(zhi)(zhi)度(du)(du)(du)(du),細化(hua)(hua)(hua)(hua)案(an)(an)(an)件(jian)責任追究體系(xi),強(qiang)化(hua)(hua)(hua)(hua)壓力傳導(dao)。三是(shi)抓牢(lao)合(he)(he)(he)(he)(he)規(gui)長效(xiao)機制(zhi)(zhi)(zhi)建(jian)設。研究制(zhi)(zhi)(zhi)定合(he)(he)(he)(he)(he)規(gui)培訓(xun)長期規(gui)劃,持(chi)(chi)續開(kai)(kai)展(zhan)“一(yi)把(ba)手”講合(he)(he)(he)(he)(he)規(gui)、高層帶頭推(tui)合(he)(he)(he)(he)(he)規(gui)等活動,堅(jian)持(chi)(chi)自上(shang)而下深(shen)化(hua)(hua)(hua)(hua)合(he)(he)(he)(he)(he)規(gui)理(li)(li)念,增強(qiang)全(quan)員合(he)(he)(he)(he)(he)規(gui)經(jing)營、規(gui)范(fan)操作的(de)(de)自覺性(xing)。開(kai)(kai)展(zhan)多樣化(hua)(hua)(hua)(hua)合(he)(he)(he)(he)(he)規(gui)宣導(dao),持(chi)(chi)續營造合(he)(he)(he)(he)(he)規(gui)文(wen)化(hua)(hua)(hua)(hua)濃厚氛(fen)圍,促進規(gui)范(fan)要求內化(hua)(hua)(hua)(hua)于(yu)(yu)心、外化(hua)(hua)(hua)(hua)于(yu)(yu)行(xing)。強(qiang)化(hua)(hua)(hua)(hua)合(he)(he)(he)(he)(he)規(gui)考核(he)結(jie)(jie)果(guo)運用(yong),將合(he)(he)(he)(he)(he)規(gui)考核(he)結(jie)(jie)果(guo)與績效(xiao)考核(he)、高管人員競聘(pin)結(jie)(jie)合(he)(he)(he)(he)(he)。在遵循規(gui)章(zhang)制(zhi)(zhi)(zhi)度(du)(du)(du)(du)的(de)(de)基礎上(shang),鼓勵員工(gong)(gong)對流(liu)程(cheng)、細節等進行(xing)再(zai)創造,以(yi)創新豐富合(he)(he)(he)(he)(he)規(gui)內涵,增強(qiang)合(he)(he)(he)(he)(he)規(gui)生命(ming)力。
