建行煙臺分行打造“一二三”工作,深化行業規范建設

自煙(yan)臺(tai)(tai)銀保監分局“行(xing)業規范建設深化年”活動(dong)通知下發(fa)以來,建行(xing)煙(yan)臺(tai)(tai)分行(xing)早(zao)動(dong)手、早(zao)謀劃、早(zao)布局,第一(yi)時間(jian)制(zhi)定活動(dong)方(fang)案,打造“一(yi)二三”工作(zuo)機制(zhi),全面開啟“行(xing)業規范建設深化年”新篇(pian)章。

明確(que)“一條主線”。堅持將“行(xing)業(ye)規范建設深化(hua)年(nian)”活動,有(you)機嵌入打贏(ying)風(feng)險攻堅戰、鞏固治亂(luan)成果(guo)、回(hui)歸主業(ye)本(ben)源、實現高(gao)質量發(fa)展等各項(xiang)(xiang)工作(zuo)(zuo),形成一體(ti)推(tui)動、一體(ti)落實的有(you)效工作(zuo)(zuo)機制,貫(guan)穿我行(xing)各項(xiang)(xiang)重(zhong)點工作(zuo)(zuo)始(shi)終(zhong)。將“行(xing)業(ye)規范建設深化(hua)年(nian)”細化(hua)為55項(xiang)(xiang)具體(ti)工作(zuo)(zuo)任務(wu),明確(que)責任部門(men)及責任人,實現有(you)機銜接和貫(guan)通(tong)。

突(tu)(tu)出“兩個關(guan)(guan)鍵”。一(yi)是突(tu)(tu)出高管(guan)(guan)人(ren)(ren)員(yuan)(yuan)的(de)關(guan)(guan)鍵。高度(du)重視(shi)各級(ji)(ji)分支(zhi)機(ji)構“一(yi)把手”的(de)規(gui)范(fan)執行情況,充分發揮其對基(ji)(ji)層員(yuan)(yuan)工(gong)的(de)表率作(zuo)用和影響(xiang)力,通(tong)過(guo)以上率下,帶動從業人(ren)(ren)員(yuan)(yuan)將合規(gui)要求轉變(bian)為行動自(zi)覺(jue)。加強對中高級(ji)(ji)管(guan)(guan)理人(ren)(ren)員(yuan)(yuan)黨(dang)紀(ji)、政紀(ji)“雙(shuang)重約束”,嚴(yan)格落實(shi)被處罰黨(dang)員(yuan)(yuan)信息通(tong)報機(ji)制。二是突(tu)(tu)出基(ji)(ji)層一(yi)線(xian)的(de)關(guan)(guan)鍵。緊緊圍繞“三基(ji)(ji)工(gong)程”的(de)主基(ji)(ji)調,做實(shi)基(ji)(ji)礎、基(ji)(ji)本、基(ji)(ji)層,打通(tong)基(ji)(ji)層一(yi)線(xian)傳(chuan)導“神經末梢”,通(tong)過(guo)“地(di)毯式”推進,確保業務、崗位、職責、人(ren)(ren)員(yuan)(yuan)“全覆蓋”,規(gui)范(fan)建(jian)設不留(liu)死角(jiao)。

明(ming)確(que)(que)“三個抓手”。一是抓牢(lao)(lao)制(zhi)(zhi)度(du)(du)執(zhi)(zhi)行力(li)(li)。全面(mian)排查(cha)“行業規(gui)(gui)(gui)(gui)范建設(she)(she)(she)年”活動(dong)開展(zhan)(zhan)以(yi)來制(zhi)(zhi)度(du)(du)執(zhi)(zhi)行情(qing)況(kuang),找準(zhun)短(duan)板弱項,完(wan)善優化(hua)(hua)(hua)(hua)制(zhi)(zhi)度(du)(du)規(gui)(gui)(gui)(gui)范,確(que)(que)保制(zhi)(zhi)度(du)(du)科(ke)學合(he)(he)(he)理可執(zhi)(zhi)行,不(bu)斷鞏(gong)固制(zhi)(zhi)度(du)(du)建設(she)(she)(she)成(cheng)果(guo)(guo),扎(zha)牢(lao)(lao)制(zhi)(zhi)度(du)(du)“防火墻”。把制(zhi)(zhi)度(du)(du)執(zhi)(zhi)行情(qing)況(kuang)作為(wei)檢驗活動(dong)效(xiao)果(guo)(guo)的(de)(de)重(zhong)(zhong)要標(biao)準(zhun),重(zhong)(zhong)點(dian)發(fa)力(li)(li)制(zhi)(zhi)度(du)(du)建設(she)(she)(she)、管(guan)理責(ze)任、跟蹤評估、內(nei)(nei)部(bu)糾偏和(he)執(zhi)(zhi)行監督,形成(cheng)系統(tong)化(hua)(hua)(hua)(hua)的(de)(de)制(zhi)(zhi)度(du)(du)執(zhi)(zhi)行機(ji)(ji)(ji)制(zhi)(zhi),確(que)(que)保有(you)部(bu)門(men)(men)(men)落實、有(you)部(bu)門(men)(men)(men)督促、有(you)部(bu)門(men)(men)(men)考核(he),推(tui)(tui)動(dong)“四大規(gui)(gui)(gui)(gui)范”落到實處。二是抓牢(lao)(lao)案(an)(an)件(jian)防控(kong)機(ji)(ji)(ji)制(zhi)(zhi)建設(she)(she)(she)。堅(jian)(jian)持(chi)(chi)健全案(an)(an)防長(chang)效(xiao)機(ji)(ji)(ji)制(zhi)(zhi)與短(duan)期重(zhong)(zhong)點(dian)懲(cheng)治并重(zhong)(zhong),對照《關于(yu)(yu)預(yu)防銀(yin)行業保險(xian)業從業人(ren)員金(jin)融違法犯罪(zui)的(de)(de)指(zhi)導意見》11個重(zhong)(zhong)點(dian)領域和(he)《關于(yu)(yu)建立員工(gong)(gong)異常行為(wei)排查(cha)常態化(hua)(hua)(hua)(hua)工(gong)(gong)作機(ji)(ji)(ji)制(zhi)(zhi)的(de)(de)通知》八個方面(mian)開展(zhan)(zhan)員工(gong)(gong)行為(wei)排查(cha),建立風險(xian)清(qing)單,案(an)(an)件(jian)臺賬、壓實責(ze)任,分類施策(ce)。持(chi)(chi)續完(wan)善案(an)(an)件(jian)風險(xian)監測預(yu)警體(ti)系,嚴(yan)格落實案(an)(an)件(jian)風險(xian)信(xin)息報(bao)告制(zhi)(zhi)度(du)(du),細化(hua)(hua)(hua)(hua)案(an)(an)件(jian)責(ze)任追究(jiu)(jiu)體(ti)系,強(qiang)化(hua)(hua)(hua)(hua)壓力(li)(li)傳(chuan)導。三是抓牢(lao)(lao)合(he)(he)(he)規(gui)(gui)(gui)(gui)長(chang)效(xiao)機(ji)(ji)(ji)制(zhi)(zhi)建設(she)(she)(she)。研(yan)究(jiu)(jiu)制(zhi)(zhi)定(ding)合(he)(he)(he)規(gui)(gui)(gui)(gui)培(pei)訓(xun)長(chang)期規(gui)(gui)(gui)(gui)劃,持(chi)(chi)續開展(zhan)(zhan)“一把手”講合(he)(he)(he)規(gui)(gui)(gui)(gui)、高層(ceng)帶(dai)頭(tou)推(tui)(tui)合(he)(he)(he)規(gui)(gui)(gui)(gui)等活動(dong),堅(jian)(jian)持(chi)(chi)自(zi)上而下深(shen)化(hua)(hua)(hua)(hua)合(he)(he)(he)規(gui)(gui)(gui)(gui)理念,增強(qiang)全員合(he)(he)(he)規(gui)(gui)(gui)(gui)經營、規(gui)(gui)(gui)(gui)范操作的(de)(de)自(zi)覺(jue)性。開展(zhan)(zhan)多樣化(hua)(hua)(hua)(hua)合(he)(he)(he)規(gui)(gui)(gui)(gui)宣導,持(chi)(chi)續營造(zao)合(he)(he)(he)規(gui)(gui)(gui)(gui)文化(hua)(hua)(hua)(hua)濃厚氛圍,促進規(gui)(gui)(gui)(gui)范要求(qiu)內(nei)(nei)化(hua)(hua)(hua)(hua)于(yu)(yu)心、外化(hua)(hua)(hua)(hua)于(yu)(yu)行。強(qiang)化(hua)(hua)(hua)(hua)合(he)(he)(he)規(gui)(gui)(gui)(gui)考核(he)結(jie)果(guo)(guo)運用,將(jiang)合(he)(he)(he)規(gui)(gui)(gui)(gui)考核(he)結(jie)果(guo)(guo)與績效(xiao)考核(he)、高管(guan)人(ren)員競(jing)聘結(jie)合(he)(he)(he)。在遵循(xun)規(gui)(gui)(gui)(gui)章制(zhi)(zhi)度(du)(du)的(de)(de)基(ji)礎上,鼓勵員工(gong)(gong)對流程(cheng)、細節等進行再創造(zao),以(yi)創新(xin)豐(feng)富合(he)(he)(he)規(gui)(gui)(gui)(gui)內(nei)(nei)涵(han),增強(qiang)合(he)(he)(he)規(gui)(gui)(gui)(gui)生(sheng)命(ming)力(li)(li)。
