全力塑(su)造推動高(gao)質量發展新優(you)勢(shi),努(nu)力為(wei)開創現代化高(gao)品質城(cheng)市建設新局面(mian)貢獻新力量。連日來,濰坊市人社局聚(ju)焦改革攻堅重點任務,圍繞穩(wen)就業(ye)、強保(bao)障、聚(ju)人才、促改革、保(bao)穩(wen)定、惠民(min)生六大重點工作,深化改革創新,加快(kuai)攻堅突破(po),為(wei)建設現代化高(gao)品質城(cheng)市提供堅強支(zhi)撐。

聚焦減(jian)(jian)負擔,在全力(li)(li)穩(wen)定就(jiu)業(ye)(ye)(ye)(ye)(ye)局勢上(shang)(shang)攻(gong)堅突(tu)破。強化穩(wen)就(jiu)業(ye)(ye)(ye)(ye)(ye)政策扶持,以(yi)(yi)全面(mian)落實(shi)(shi)市(shi)政府穩(wen)就(jiu)業(ye)(ye)(ye)(ye)(ye)28條(tiao)意見為抓(zhua)手,綜(zong)(zong)合運用免(mian)、緩、返(fan)、補政策手段(duan),減(jian)(jian)輕企業(ye)(ye)(ye)(ye)(ye)負擔,多渠道開發就(jiu)業(ye)(ye)(ye)(ye)(ye)崗(gang)位,保障企業(ye)(ye)(ye)(ye)(ye)復工達產(chan)用工需求,努力(li)(li)把疫情(qing)對就(jiu)業(ye)(ye)(ye)(ye)(ye)的影響降到最低,確保實(shi)(shi)現(xian)(xian)年內(nei)城鎮(zhen)新(xin)增就(jiu)業(ye)(ye)(ye)(ye)(ye)10萬(wan)人以(yi)(yi)上(shang)(shang),就(jiu)業(ye)(ye)(ye)(ye)(ye)局勢保持總體(ti)(ti)穩(wen)定。突(tu)出(chu)重點群體(ti)(ti)就(jiu)業(ye)(ye)(ye)(ye)(ye),實(shi)(shi)施高(gao)校(xiao)(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)生集聚工程,開展困(kun)難(nan)群體(ti)(ti)就(jiu)業(ye)(ye)(ye)(ye)(ye)援助行動,強化線上(shang)(shang)招聘措施,適時恢復現(xian)(xian)場招聘,拓(tuo)寬勞動者就(jiu)業(ye)(ye)(ye)(ye)(ye)渠道,促進年內(nei)吸納大學生來濰(wei)就(jiu)業(ye)(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)(ye)3萬(wan)人,城鎮(zhen)“零就(jiu)業(ye)(ye)(ye)(ye)(ye)”家庭實(shi)(shi)現(xian)(xian)動態消零。強化職(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)培訓,深化“互聯網+職(zhi)業(ye)(ye)(ye)(ye)(ye)培訓”改革,加快(kuai)將全市(shi)技工院(yuan)校(xiao)(xiao)(xiao)、高(gao)職(zhi)院(yuan)校(xiao)(xiao)(xiao)全部納入(ru)職(zhi)業(ye)(ye)(ye)(ye)(ye)技能(neng)培訓范(fan)(fan)圍,組織培訓各類(lei)勞動者10萬(wan)人以(yi)(yi)上(shang)(shang)。推進創(chuang)業(ye)(ye)(ye)(ye)(ye)帶動就(jiu)業(ye)(ye)(ye)(ye)(ye),探索推進“雙創(chuang)”示范(fan)(fan)綜(zong)(zong)合體(ti)(ti)建(jian)(jian)設(she),深化創(chuang)業(ye)(ye)(ye)(ye)(ye)型示范(fan)(fan)鎮(zhen)街、示范(fan)(fan)社(she)區創(chuang)建(jian)(jian),舉辦第六屆濰(wei)坊創(chuang)業(ye)(ye)(ye)(ye)(ye)大賽,充分激發創(chuang)新(xin)創(chuang)業(ye)(ye)(ye)(ye)(ye)活(huo)力(li)(li)。

聚(ju)焦強保(bao)(bao)障,在完善社(she)會保(bao)(bao)險體系上攻(gong)堅突破。持續擴(kuo)大保(bao)(bao)障范圍(wei),突出中小企(qi)業(ye)(ye)、新(xin)業(ye)(ye)態從業(ye)(ye)人員和靈活(huo)就業(ye)(ye)人員等重點,實施全(quan)民(min)(min)參保(bao)(bao)計(ji)劃擴(kuo)面(mian)專(zhuan)項行動(dong)。完善社(she)會保(bao)(bao)險制(zhi)(zhi)度,推動(dong)實施企(qi)業(ye)(ye)養老保(bao)(bao)險基(ji)金省級(ji)統收統支,健全(quan)基(ji)金缺口責任(ren)分擔機制(zhi)(zhi),構建多級(ji)審核(he)基(ji)金監督(du)機制(zhi)(zhi),確保(bao)(bao)社(she)保(bao)(bao)基(ji)金安(an)全(quan)。穩步提(ti)(ti)升保(bao)(bao)障能力和待(dai)遇水平,繼續調整提(ti)(ti)高企(qi)業(ye)(ye)退休人員養老金水平,提(ti)(ti)高居民(min)(min)基(ji)本(ben)養老保(bao)(bao)險待(dai)遇,基(ji)礎(chu)養老金由(you)每人每月(yue)(yue)118元提(ti)(ti)高到(dao)130元,65-74歲(sui)、75歲(sui)(含)以上居民(min)(min)由(you)每人每月(yue)(yue)130元分別提(ti)(ti)高到(dao)135元、140元。

聚焦強支撐,在激發人(ren)(ren)才(cai)創新活(huo)力(li)(li)上(shang)攻堅突破。完(wan)善靈(ling)活(huo)有(you)效的引(yin)才(cai)機制,持續提升(sheng)“才(cai)聚鳶都”品牌影響力(li)(li),深入開展直通名校(xiao)、專(zhuan)家(jia)博士(shi)(shi)濰坊行、專(zhuan)家(jia)服(fu)務基層等特色引(yin)才(cai)活(huo)動,推進國(guo)內人(ren)(ren)才(cai)工(gong)作(zuo)站建設,加快(kuai)引(yin)進聚集“高精尖缺(que)”人(ren)(ren)才(cai)和創新團隊,力(li)(li)爭年(nian)內引(yin)進碩士(shi)(shi)以上(shang)高層次(ci)人(ren)(ren)才(cai)3600人(ren)(ren)以上(shang)。加強專(zhuan)業技術人(ren)(ren)才(cai)隊伍建設,選拔(ba)第三批(pi)濰坊市有(you)突出貢獻中青年(nian)專(zhuan)家(jia),做好國(guo)家(jia)政府(fu)特殊津貼專(zhuan)家(jia)、百千萬人(ren)(ren)才(cai)工(gong)程、泰山產業領軍人(ren)(ren)才(cai)、省(sheng)“突貢專(zhuan)家(jia)”等高端人(ren)(ren)才(cai)項目(mu)選拔(ba)推薦工(gong)作(zuo)。

加強高技(ji)(ji)(ji)能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍建設,深入開展“才(cai)(cai)(cai)聚鳶都、技(ji)(ji)(ji)能興濰”職業技(ji)(ji)(ji)能競(jing)賽活動(dong),加快職業資格和職業等級(ji)雙證并軌,全面推行企業技(ji)(ji)(ji)能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)自主(zhu)評價(jia)(jia)和技(ji)(ji)(ji)工院校過程化(hua)評價(jia)(jia),培養高技(ji)(ji)(ji)能人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)5000人(ren)(ren)(ren)(ren)以(yi)上。統籌(chou)完善人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)務體(ti)系,大力推行電子“鳶都惠(hui)才(cai)(cai)(cai)卡”,探索建立人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)服(fu)(fu)務網絡(luo)直通車,推進流動(dong)人(ren)(ren)(ren)(ren)才(cai)(cai)(cai)檔案信息網絡(luo)化(hua)管理。

聚焦增活力,在深(shen)化(hua)人(ren)事(shi)制(zhi)(zhi)度(du)(du)(du)(du)改(gai)革上攻堅突破(po)。深(shen)化(hua)事(shi)業單位(wei)(wei)(wei)(wei)選人(ren)用人(ren)制(zhi)(zhi)度(du)(du)(du)(du)改(gai)革,推行事(shi)業單位(wei)(wei)(wei)(wei)公(gong)開招(zhao)聘(pin)年度(du)(du)(du)(du)備案(an)制(zhi)(zhi)改(gai)革,創新分(fen)類考試(shi)考核(he)辦法,不斷提高(gao)公(gong)開招(zhao)聘(pin)科學化(hua)水平(ping)。積極探(tan)索高(gao)層(ceng)次急需(xu)緊缺人(ren)才特聘(pin)引進(jin)機制(zhi)(zhi),打造區(qu)域競爭人(ren)事(shi)制(zhi)(zhi)度(du)(du)(du)(du)優勢。深(shen)入實施(shi)崗位(wei)(wei)(wei)(wei)設(she)置管理(li)制(zhi)(zhi)度(du)(du)(du)(du),落實基層(ceng)事(shi)業單位(wei)(wei)(wei)(wei)“直評直聘(pin)”制(zhi)(zhi)度(du)(du)(du)(du),設(she)置“定(ding)向評價、定(ding)向使用”的基層(ceng)專業技術崗位(wei)(wei)(wei)(wei)。深(shen)化(hua)事(shi)業單位(wei)(wei)(wei)(wei)收入分(fen)配制(zhi)(zhi)度(du)(du)(du)(du)改(gai)革,科學核(he)定(ding)績效(xiao)工資總(zong)(zong)量(liang),合理(li)確定(ding)總(zong)(zong)量(liang)浮(fu)動比例,推動績效(xiao)工資制(zhi)(zhi)度(du)(du)(du)(du)和績效(xiao)工資總(zong)(zong)量(liang)核(he)定(ding)全覆(fu)蓋(gai)。

聚焦保穩定,在構(gou)建和諧勞(lao)(lao)動(dong)(dong)(dong)關系(xi)上攻堅(jian)(jian)突破。強(qiang)化(hua)疫情期(qi)間(jian)(jian)勞(lao)(lao)動(dong)(dong)(dong)關系(xi)調處,加強(qiang)企(qi)(qi)業用工指導服務,完(wan)善(shan)勞(lao)(lao)動(dong)(dong)(dong)關系(xi)雙(shuang)方協調協商機(ji)(ji)制(zhi),穩妥化(hua)解疫情期(qi)間(jian)(jian)勞(lao)(lao)動(dong)(dong)(dong)爭(zheng)議(yi)糾紛,堅(jian)(jian)決防止企(qi)(qi)業違(wei)規裁員(yuan)。完(wan)善(shan)勞(lao)(lao)動(dong)(dong)(dong)人事爭(zheng)議(yi)多元(yuan)化(hua)處理機(ji)(ji)制(zhi),推(tui)(tui)進立(li)案(an)登記(ji)制(zhi)改(gai)革試點,積(ji)極探索要(yao)素式辦案(an)方式,當期(qi)勞(lao)(lao)動(dong)(dong)(dong)爭(zheng)議(yi)仲裁結案(an)率達(da)到93%以上。全面提升勞(lao)(lao)動(dong)(dong)(dong)保障監(jian)察執法效能,推(tui)(tui)廣應用省農民工工資(zi)支付監(jian)管平臺,落實重(zhong)大勞(lao)(lao)動(dong)(dong)(dong)保障違(wei)法行為公(gong)布制(zhi)度(du)和拖欠農民工工資(zi)“黑名單”管理制(zhi)度(du),加大勞(lao)(lao)動(dong)(dong)(dong)違(wei)法行為聯合(he)(he)懲戒力(li)度(du),依法推(tui)(tui)進勞(lao)(lao)動(dong)(dong)(dong)保障監(jian)察機(ji)(ji)構(gou)全面履職,維護(hu)勞(lao)(lao)動(dong)(dong)(dong)者合(he)(he)法權益(yi)。

聚焦惠民生,在強(qiang)化人(ren)(ren)社公(gong)共服(fu)務(wu)(wu)(wu)上(shang)(shang)(shang)(shang)攻堅(jian)突破。深(shen)化“一窗(chuang)受理一次辦(ban)(ban)(ban)好”改革,實施全口徑流(liu)程再造(zao),推動人(ren)(ren)社政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)線上(shang)(shang)(shang)(shang)線下無(wu)縫(feng)銜(xian)接(jie)。加快智慧人(ren)(ren)社政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)平臺(tai)建設,開(kai)發應(ying)用綜窗(chuang)受理、協同審(shen)批、風險防控、電子監察、網(wang)上(shang)(shang)(shang)(shang)服(fu)務(wu)(wu)(wu)和決策支持六大核心業務(wu)(wu)(wu)系統,加快推進人(ren)(ren)社政務(wu)(wu)(wu)服(fu)務(wu)(wu)(wu)全程網(wang)辦(ban)(ban)(ban),確(que)保年(nian)內(nei)實現60%以上(shang)(shang)(shang)(shang)的(de)群眾依申請服(fu)務(wu)(wu)(wu)事項憑(ping)身(shen)份證或社保卡“一證通辦(ban)(ban)(ban)”、90%以上(shang)(shang)(shang)(shang)的(de)依申請服(fu)務(wu)(wu)(wu)事項“網(wang)上(shang)(shang)(shang)(shang)辦(ban)(ban)(ban)”“掌上(shang)(shang)(shang)(shang)辦(ban)(ban)(ban)”。
