聊城公開選聘14名市屬國企領導人員并公布薪酬待遇

6月(yue)15日,聊城市(shi)(shi)人民政府新聞(wen)辦公(gong)室召(zhao)開(kai)(kai)新聞(wen)發(fa)布會(hui),市(shi)(shi)委(wei)組織部、市(shi)(shi)國資委(wei)、市(shi)(shi)商務局相關負責人介紹(shao)聊城市(shi)(shi)公(gong)開(kai)(kai)選聘市(shi)(shi)屬(shu)(shu)國有企業領導人員及市(shi)(shi)縣開(kai)(kai)發(fa)區(qu)工作人員情(qing)況。記者從(cong)會(hui)上獲悉,聊城決定(ding)面向(xiang)全(quan)國公(gong)開(kai)(kai)選聘14名市(shi)(shi)屬(shu)(shu)國有企業領導人員。

據介紹,這次面向全國公開選聘的14名市屬國有企業領導人員,分為3個類別。一是總經理5名。分別是聊城市財金建設發展有限公司、聊城市土地儲備開發集團有限公司、聊城市財信投資有限公司、昌潤投資控股集團有限公司、聊城市公共交通集團有限公司等5家市屬國有企業總經理各1名。二是副總經理3名。分別是聊城市財金建設發展有限公司、聊城市公共交通集團有限公司、聊城市城市水務集團有限公司等3家市屬國有企業副總經理各1名。三是市屬國有企業專職外部董事6名。

市(shi)(shi)國資(zi)(zi)委(wei)二級調研員劉娟在回答記者提問時介紹(shao),根據干部(bu)(bu)管理(li)(li)權限,市(shi)(shi)屬(shu)國有(you)企業(ye)總(zong)經(jing)理(li)(li)由市(shi)(shi)委(wei)管理(li)(li),副(fu)總(zong)經(jing)理(li)(li)、專(zhuan)(zhuan)(zhuan)職外(wai)部(bu)(bu)董事(shi)(shi)(shi)由市(shi)(shi)國資(zi)(zi)委(wei)黨(dang)委(wei)管理(li)(li)。總(zong)經(jing)理(li)(li)、副(fu)總(zong)經(jing)理(li)(li)人選需(xu)將人事(shi)(shi)(shi)、工(gong)(gong)資(zi)(zi)等關(guan)系轉入任職企業(ye)。專(zhuan)(zhuan)(zhuan)職外(wai)部(bu)(bu)董事(shi)(shi)(shi)的(de)日(ri)常管理(li)(li)服務事(shi)(shi)(shi)項由市(shi)(shi)國資(zi)(zi)委(wei)委(wei)托1家市(shi)(shi)屬(shu)企業(ye)具體負責。受(shou)托企業(ye)設(she)立專(zhuan)(zhuan)(zhuan)職外(wai)部(bu)(bu)董事(shi)(shi)(shi)工(gong)(gong)作部(bu)(bu)門(men),負責保障(zhang)辦(ban)公條(tiao)件、管理(li)(li)工(gong)(gong)作檔案、發放薪酬、辦(ban)理(li)(li)社會保險(xian)等事(shi)(shi)(shi)項。總(zong)經(jing)理(li)(li)、副(fu)總(zong)經(jing)理(li)(li)、專(zhuan)(zhuan)(zhuan)職外(wai)部(bu)(bu)董事(shi)(shi)(shi)均(jun)實行任期(qi)(qi)制,每(mei)屆任期(qi)(qi)三(san)年。任期(qi)(qi)期(qi)(qi)滿,經(jing)考核合格的(de),可以連任。

總(zong)經理(li)、副(fu)總(zong)經理(li)、專職外部董(dong)(dong)事(shi)均實行年(nian)薪(xin)(xin)(xin)制(zhi),薪(xin)(xin)(xin)酬(chou)由(you)基(ji)本薪(xin)(xin)(xin)酬(chou)、績(ji)(ji)效(xiao)薪(xin)(xin)(xin)酬(chou)和(he)任(ren)期激(ji)勵(li)收入構(gou)成,基(ji)本薪(xin)(xin)(xin)酬(chou)按(an)月支(zhi)付,績(ji)(ji)效(xiao)薪(xin)(xin)(xin)酬(chou)和(he)任(ren)期激(ji)勵(li)收入根據履職評(ping)價(jia)結(jie)果確定(ding)。基(ji)本薪(xin)(xin)(xin)酬(chou)是職工(gong)平均工(gong)資的(de)2倍(bei),績(ji)(ji)效(xiao)薪(xin)(xin)(xin)酬(chou)不高(gao)于職工(gong)平均工(gong)資的(de)6倍(bei),任(ren)期激(ji)勵(li)不高(gao)于基(ji)本薪(xin)(xin)(xin)酬(chou)與績(ji)(ji)效(xiao)薪(xin)(xin)(xin)酬(chou)之(zhi)和(he)的(de)30%。其中(zhong)總(zong)經理(li)、副(fu)總(zong)經理(li)薪(xin)(xin)(xin)酬(chou)標準按(an)《聊城市(shi)市(shi)屬國(guo)有企業負(fu)責人薪(xin)(xin)(xin)酬(chou)制(zhi)度改革實施方案》及(ji)相(xiang)關的(de)考(kao)核辦法并經考(kao)核后執行,專職外部董(dong)(dong)事(shi)薪(xin)(xin)(xin)酬(chou)標準原則上按(an)市(shi)屬國(guo)有企業副(fu)職年(nian)薪(xin)(xin)(xin)確定(ding),費(fei)用從(cong)市(shi)級國(guo)有資本經營預算中(zhong)列支(zhi)。

劉娟表(biao)示(shi),專(zhuan)(zhuan)職(zhi)外(wai)(wai)部(bu)(bu)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi),是(shi)指(zhi)市國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委委派到(dao)市屬國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)業(ye)專(zhuan)(zhuan)門擔(dan)任(ren)(ren)(ren)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)人(ren)員,每名專(zhuan)(zhuan)職(zhi)外(wai)(wai)部(bu)(bu)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)擔(dan)任(ren)(ren)(ren)不(bu)超過4家市屬國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)(qi)業(ye)的(de)(de)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi),任(ren)(ren)(ren)期(qi)內(nei)不(bu)在任(ren)(ren)(ren)職(zhi)企(qi)(qi)(qi)業(ye)任(ren)(ren)(ren)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)以(yi)外(wai)(wai)的(de)(de)其他職(zhi)務。外(wai)(wai)部(bu)(bu)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)主要履(lv)行(xing):一(yi)是(shi)貫徹執行(xing)國(guo)(guo)(guo)(guo)(guo)(guo)家和(he)(he)(he)省、市關于企(qi)(qi)(qi)業(ye)改革發(fa)展的(de)(de)方針(zhen)、政策、決(jue)議(yi)和(he)(he)(he)規(gui)定(ding);二是(shi)忠實履(lv)行(xing)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)職(zhi)責(ze)(ze),積(ji)極維護(hu)出資(zi)人(ren)和(he)(he)(he)任(ren)(ren)(ren)職(zhi)企(qi)(qi)(qi)業(ye)的(de)(de)合法權益,確保國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)產保值增值;三是(shi)依(yi)法參加任(ren)(ren)(ren)職(zhi)企(qi)(qi)(qi)業(ye)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)會(hui)議(yi),就會(hui)議(yi)討論決(jue)定(ding)事(shi)(shi)(shi)(shi)(shi)(shi)項(xiang)(xiang)獨立(li)發(fa)表(biao)意(yi)見,承(cheng)擔(dan)責(ze)(ze)任(ren)(ren)(ren);四(si)是(shi)參與任(ren)(ren)(ren)職(zhi)企(qi)(qi)(qi)業(ye)的(de)(de)戰略決(jue)策和(he)(he)(he)運行(xing)監控,規(gui)避企(qi)(qi)(qi)業(ye)經營風(feng)險(xian)與財(cai)務風(feng)險(xian),及時如實向市國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委報告任(ren)(ren)(ren)職(zhi)企(qi)(qi)(qi)業(ye)關系國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)本運作(zuo)的(de)(de)決(jue)策、經營等重大事(shi)(shi)(shi)(shi)(shi)(shi)項(xiang)(xiang),依(yi)法維護(hu)出資(zi)人(ren)的(de)(de)知情權;五是(shi)《公司法》和(he)(he)(he)公司章程(cheng)規(gui)定(ding)的(de)(de)、市國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委授予的(de)(de)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)其他職(zhi)責(ze)(ze)。專(zhuan)(zhuan)職(zhi)外(wai)(wai)部(bu)(bu)董(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)每半年(nian)向市國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委報告一(yi)次工作(zuo),重大事(shi)(shi)(shi)(shi)(shi)(shi)項(xiang)(xiang)及時報告,年(nian)度和(he)(he)(he)任(ren)(ren)(ren)期(qi)結束后需就年(nian)度和(he)(he)(he)任(ren)(ren)(ren)期(qi)履(lv)行(xing)職(zhi)責(ze)(ze)情況(kuang)向市國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委述職(zhi)。

據悉,此次(ci)公開選聘的(de)主要程序有:網上(shang)報(bao)名(ming)(ming)、資格審查、履歷(li)業績分析、面(mian)談面(mian)試、組(zu)織考察、體檢、研究任職等(deng)。報(bao)名(ming)(ming)時間(jian)自公告發布之日起至2020年6月(yue)30日截止。同(tong)時,為方(fang)便(bian)全國各地(di)應(ying)聘人(ren)員報(bao)名(ming)(ming),采用網上(shang)報(bao)名(ming)(ming)的(de)方(fang)式(shi),應(ying)聘人(ren)員可在燈塔-聊城組(zu)工網、聊城市(shi)國資委網站(zhan)下載報(bao)名(ming)(ming)登(deng)記表,填寫報(bao)名(ming)(ming)信息(xi)后(hou)與報(bao)名(ming)(ming)材料一并發送至報(bao)名(ming)(ming)郵箱即可,不(bu)需要現(xian)場報(bao)名(ming)(ming)。
