威海市通(tong)(tong)過發(fa)展(zhan)“大姐工坊”“巾幗電商”等(deng)扶貧示范項(xiang)目,積(ji)極推(tui)進(jin)“巾幗居家(jia)創業就業脫(tuo)(tuo)貧行動”,打通(tong)(tong)居家(jia)就業全鏈條,提升(sheng)貧困婦女自我發(fa)展(zhan)能(neng)力(li),穩步實現就業增收(shou)、脫(tuo)(tuo)貧致富。
立足“大姐工坊”做足就業文章
實(shi)施巾幗扶貧(pin)項(xiang)目(mu)“大(da)姐(jie)(jie)工(gong)(gong)(gong)(gong)坊”,將農(nong)村有(you)務(wu)工(gong)(gong)(gong)(gong)意愿(yuan)和勞(lao)動能力但不便離家務(wu)工(gong)(gong)(gong)(gong)的貧(pin)困(kun)婦(fu)(fu)女(nv)與當地特色產業(ye)(ye)有(you)效對(dui)接,實(shi)現居家靈活(huo)就業(ye)(ye)、持續穩定(ding)增(zeng)收。一是(shi)強(qiang)化龍頭引(yin)領。依(yi)托20處產業(ye)(ye)化、規模化、品(pin)牌化示范(fan)項(xiang)目(mu),輻射帶(dai)動全市建(jian)成“大(da)姐(jie)(jie)工(gong)(gong)(gong)(gong)坊”552處,涉及家紡(fang)、海(hai)產品(pin)、特色民(min)俗(su)加工(gong)(gong)(gong)(gong)、電子元(yuan)件等多個行(xing)(xing)業(ye)(ye),幫(bang)助706名(ming)貧(pin)困(kun)婦(fu)(fu)女(nv)人均月增(zeng)收2000余元(yuan)。二是(shi)規范(fan)經營管理。“大(da)姐(jie)(jie)工(gong)(gong)(gong)(gong)坊”實(shi)行(xing)(xing)與總(zong)公司(si)統一工(gong)(gong)(gong)(gong)作服裝、統一工(gong)(gong)(gong)(gong)資標準、統一發放時間(jian)、統一勞(lao)動強(qiang)度“四統一”規范(fan)化管理,提升(sheng)管理水平(ping)和經營效益。三是(shi)激(ji)發發展(zhan)活(huo)力。優選(xuan)116處“大(da)姐(jie)(jie)工(gong)(gong)(gong)(gong)坊”組(zu)建(jian)“婦(fu)(fu)女(nv)微(wei)家”,開辟思(si)想引(yin)領、婦(fu)(fu)女(nv)議事、女(nv)性創業(ye)(ye)、志愿(yuan)服務(wu)、婦(fu)(fu)女(nv)維權、家庭(ting)文(wen)明等“六大(da)模塊”,增(zeng)強(qiang)工(gong)(gong)(gong)(gong)坊職工(gong)(gong)(gong)(gong)歸屬感和凝(ning)聚(ju)力,帶(dai)動更多貧(pin)困(kun)婦(fu)(fu)女(nv)實(shi)干興家、發展(zhan)立家。
依托電商平臺拓寬增收渠道
深入實施“互(hu)聯網+服(fu)務婦(fu)(fu)(fu)女(nv)(nv)”巾(jin)幗創(chuang)富工程,采(cai)用(yong)“線上+線下”“產業扶貧+電(dian)(dian)(dian)商(shang)(shang)(shang)助力”一(yi)體推進方式,幫助貧困(kun)(kun)(kun)婦(fu)(fu)(fu)女(nv)(nv)搭上電(dian)(dian)(dian)商(shang)(shang)(shang)快車增收(shou)致富。一(yi)是構建(jian)電(dian)(dian)(dian)商(shang)(shang)(shang)銷售網絡。市(shi)婦(fu)(fu)(fu)聯聯合專業電(dian)(dian)(dian)商(shang)(shang)(shang)機構,依(yi)托(tuo)各類(lei)創(chuang)業孵化(hua)基地,組建(jian)巾(jin)幗電(dian)(dian)(dian)商(shang)(shang)(shang)創(chuang)業團隊,從平臺搭建(jian)、人員培訓(xun)、渠道(dao)拓(tuo)展(zhan)、品牌(pai)打造(zao),金融支持等方面提供全(quan)鏈(lian)條服(fu)務,引(yin)領270名(ming)巾(jin)幗致富帶頭人“觸網”發(fa)(fa)(fa)展(zhan)、帶動貧困(kun)(kun)(kun)婦(fu)(fu)(fu)女(nv)(nv)網上創(chuang)收(shou)。二是搭建(jian)產銷對接平臺。篩(shai)選有(you)創(chuang)業意愿、有(you)發(fa)(fa)(fa)展(zhan)能力的農(nong)村貧困(kun)(kun)(kun)婦(fu)(fu)(fu)女(nv)(nv),培養(yang)巾(jin)幗電(dian)(dian)(dian)商(shang)(shang)(shang)女(nv)(nv)經紀(ji)人,發(fa)(fa)(fa)展(zhan)現代網銷營銷,實現貧困(kun)(kun)(kun)婦(fu)(fu)(fu)女(nv)(nv)、商(shang)(shang)(shang)家與消費者互(hu)利共贏(ying)。三(san)是打造(zao)特色電(dian)(dian)(dian)商(shang)(shang)(shang)品牌(pai)。先后打造(zao)環翠“原產遞”、文登(deng)“巾(jin)幗創(chuang)富網”、榮成(cheng)“巾(jin)幗創(chuang)客”等特色電(dian)(dian)(dian)商(shang)(shang)(shang)品牌(pai),其中,榮成(cheng)“巾(jin)幗創(chuang)客”成(cheng)功帶動156名(ming)貧困(kun)(kun)(kun)婦(fu)(fu)(fu)女(nv)(nv)參與創(chuang)新創(chuang)業。
完善服務體系增強發展能力
強化對貧困婦(fu)(fu)女(nv)的(de)特(te)色培訓,先后開展“手拉手·送(song)技(ji)能-失業、無業女(nv)性(xing)群(qun)體(ti)技(ji)能培訓及再就業”“非遺手工部落-社區(qu)婦(fu)(fu)女(nv)增能計劃”“關(guan)愛母(mu)嬰,陽光(guang)育嬰送(song)技(ji)能”等婦(fu)(fu)女(nv)創(chuang)業技(ji)能培訓示(shi)范(fan)項(xiang)目,同(tong)步開設“空中課堂”。舉(ju)辦“膠東花餑(bo)餑(bo)”專題(ti)培訓暨巾幗好產(chan)(chan)品展銷活動,通(tong)過培訓指導、現(xian)場推介等方式(shi),對400余(yu)種(zhong)特(te)色民俗產(chan)(chan)品進行推介展銷。廣泛吸納現(xian)代農業經營主體(ti)的(de)巾幗人才(cai),組建巾幗返(fan)鄉(xiang)下鄉(xiang)創(chuang)業聯盟(meng),充分(fen)發揮(hui)示(shi)范(fan)引領(ling)作用,帶動更多有(you)志創(chuang)業女(nv)性(xing)返(fan)鄉(xiang)下鄉(xiang)創(chuang)業創(chuang)新,幫助更多農村貧困婦(fu)(fu)女(nv)脫貧致富。
