全省保居民就業工作調度會在泰安召開

7月(yue)17日下午,省(sheng)人社廳(ting)(ting)在泰安市(shi)召開保居民就(jiu)業(ye)工作(zuo)(zuo)調度會(hui)(hui),總結交(jiao)流上半年(nian)人社工作(zuo)(zuo),特別是穩就(jiu)業(ye)、保居民就(jiu)業(ye)工作(zuo)(zuo)進展情(qing)況,分析面臨的形勢和(he)問(wen)題,部署推進下半年(nian)人社重(zhong)點工作(zuo)(zuo)。省(sheng)委(wei)組(zu)織部副部長,省(sheng)人力資源(yuan)社會(hui)(hui)保障廳(ting)(ting)黨組(zu)書記(ji)、廳(ting)(ting)長梅建華出席會(hui)(hui)議(yi)(yi)并(bing)(bing)講(jiang)話,廳(ting)(ting)領導夏(xia)魯青、梁永軍、侯復東、徐國鈞參(can)(can)加(jia)會(hui)(hui)議(yi)(yi)并(bing)(bing)做點評發言,各市(shi)人社局主要負責(ze)人參(can)(can)加(jia)會(hui)(hui)議(yi)(yi)并(bing)(bing)做交(jiao)流發言,省(sheng)廳(ting)(ting)部分處室、單(dan)位主要負責(ze)人參(can)(can)加(jia)會(hui)(hui)議(yi)(yi)。會(hui)(hui)議(yi)(yi)由廳(ting)(ting)黨組(zu)副書記(ji)、副廳(ting)(ting)長、一級巡(xun)視員夏(xia)魯青主持。

會(hui)議指出,面(mian)對突如其來(lai)的(de)疫情,各(ge)級(ji)人(ren)(ren)(ren)(ren)(ren)社(she)(she)(she)部(bu)門聞(wen)令(ling)而動(dong)(dong)(dong)(dong),沖鋒在前,奮勇攻堅,扎實(shi)推動(dong)(dong)(dong)(dong)各(ge)項人(ren)(ren)(ren)(ren)(ren)社(she)(she)(she)工(gong)(gong)作,為統(tong)籌(chou)推進(jin)疫情防控(kong)和(he)(he)經濟社(she)(she)(she)會(hui)發(fa)展(zhan)(zhan)貢獻了“人(ren)(ren)(ren)(ren)(ren)社(she)(she)(she)力(li)量”。聚(ju)(ju)(ju)焦穩(wen)(wen)(wen)就業(ye)(ye)(ye)(ye),堅持減負、穩(wen)(wen)(wen)崗(gang)、擴就業(ye)(ye)(ye)(ye)并舉,落實(shi)社(she)(she)(she)保(bao)(bao)費“減免(mian)緩補”政策,發(fa)放穩(wen)(wen)(wen)崗(gang)返還,推出保(bao)(bao)障(zhang)復工(gong)(gong)復產(chan)用工(gong)(gong)需(xu)求“五種模式”,實(shi)現城鎮新(xin)增就業(ye)(ye)(ye)(ye)51.8萬人(ren)(ren)(ren)(ren)(ren),就業(ye)(ye)(ye)(ye)局(ju)勢保(bao)(bao)持總體(ti)穩(wen)(wen)(wen)定。聚(ju)(ju)(ju)焦社(she)(she)(she)會(hui)保(bao)(bao)障(zhang),啟動(dong)(dong)(dong)(dong)企業(ye)(ye)(ye)(ye)職工(gong)(gong)養老(lao)(lao)保(bao)(bao)險基(ji)金(jin)省級(ji)統(tong)收統(tong)支(zhi)(zhi),規范企事業(ye)(ye)(ye)(ye)單位(wei)高級(ji)專家延(yan)長(chang)退(tui)休(xiu)年齡,優(you)化企業(ye)(ye)(ye)(ye)養老(lao)(lao)保(bao)(bao)險關系(xi)轉(zhuan)移接續辦法,完(wan)善(shan)工(gong)(gong)傷保(bao)(bao)險省級(ji)統(tong)籌(chou),有效(xiao)扎牢社(she)(she)(she)會(hui)保(bao)(bao)障(zhang)安全網(wang)。聚(ju)(ju)(ju)焦人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)人(ren)(ren)(ren)(ren)(ren)事制度(du)改(gai)(gai)革創(chuang)新(xin),推動(dong)(dong)(dong)(dong)頒布實(shi)施人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)發(fa)展(zhan)(zhan)促進(jin)條例,舉辦“山(shan)東—名(ming)校人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)直(zhi)通車”線上(shang)線下(xia)活動(dong)(dong)(dong)(dong),創(chuang)新(xin)基(ji)層(ceng)職稱(cheng)制度(du),深(shen)化事業(ye)(ye)(ye)(ye)單位(wei)人(ren)(ren)(ren)(ren)(ren)事制度(du)改(gai)(gai)革,全面(mian)推開(kai)企業(ye)(ye)(ye)(ye)技能人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)評(ping)價,有效(xiao)激發(fa)了企事業(ye)(ye)(ye)(ye)單位(wei)發(fa)展(zhan)(zhan)活力(li)。聚(ju)(ju)(ju)焦構建和(he)(he)諧勞(lao)動(dong)(dong)(dong)(dong)關系(xi),完(wan)善(shan)農民工(gong)(gong)工(gong)(gong)資支(zhi)(zhi)付監(jian)管平臺(tai),開(kai)展(zhan)(zhan)根治欠薪冬季攻堅行動(dong)(dong)(dong)(dong),加(jia)大勞(lao)動(dong)(dong)(dong)(dong)人(ren)(ren)(ren)(ren)(ren)事爭(zheng)議調解仲裁(cai)力(li)度(du),勞(lao)動(dong)(dong)(dong)(dong)關系(xi)保(bao)(bao)持總體(ti)和(he)(he)諧穩(wen)(wen)(wen)定。聚(ju)(ju)(ju)焦人(ren)(ren)(ren)(ren)(ren)社(she)(she)(she)扶貧,深(shen)化魯渝勞(lao)務(wu)扶貧協作,率先(xian)與湖(hu)北啟動(dong)(dong)(dong)(dong)“6+1”勞(lao)務(wu)協作行動(dong)(dong)(dong)(dong)。聚(ju)(ju)(ju)焦行風(feng)建設及放管服改(gai)(gai)革,加(jia)快人(ren)(ren)(ren)(ren)(ren)社(she)(she)(she)領域(yu)“四個(ge)一”建設,開(kai)展(zhan)(zhan)練(lian)兵比武(wu),群眾的(de)獲得感(gan)和(he)(he)滿(man)意度(du)不斷提升。

會議(yi)強(qiang)調,“六穩(wen)”工作(zuo)、“六保(bao)”任務,就(jiu)(jiu)業(ye)(ye)都擺在首位。疫情影響下,穩(wen)就(jiu)(jiu)業(ye)(ye)、保(bao)居(ju)民就(jiu)(jiu)業(ye)(ye)面臨(lin)的困(kun)難(nan)和挑戰前所未有。各級人社(she)(she)部門要(yao)強(qiang)化憂患意識,筑(zhu)牢底線(xian)思維(wei),堅決把(ba)就(jiu)(jiu)業(ye)(ye)這件民生(sheng)大(da)事(shi)辦實、辦好。要(yao)扭住就(jiu)(jiu)業(ye)(ye)目標(biao)(biao)不(bu)(bu)松(song)勁,加(jia)(jia)強(qiang)分類(lei)施策,強(qiang)化督導考核,提高(gao)數據統計質量,力(li)爭最(zui)佳(jia)效果。要(yao)扭住政策落實不(bu)(bu)松(song)勁,加(jia)(jia)大(da)社(she)(she)保(bao)費“減(jian)免緩降”力(li)度,落實穩(wen)崗(gang)返(fan)還提標(biao)(biao)政策,加(jia)(jia)大(da)援企穩(wen)崗(gang)力(li)度。要(yao)扭住重(zhong)點群體(ti)不(bu)(bu)松(song)勁,千方百計促(cu)進高(gao)校畢(bi)業(ye)(ye)生(sheng)、農(nong)民工就(jiu)(jiu)業(ye)(ye),加(jia)(jia)大(da)困(kun)難(nan)人員(yuan)(yuan)就(jiu)(jiu)業(ye)(ye)援助,有效拓展就(jiu)(jiu)業(ye)(ye)容量。要(yao)扭住創(chuang)業(ye)(ye)扶(fu)持(chi)不(bu)(bu)松(song)勁,擴大(da)創(chuang)業(ye)(ye)擔保(bao)貸款(kuan)發(fa)放,注(zhu)重(zhong)培育創(chuang)業(ye)(ye)載體(ti),促(cu)進返(fan)鄉入鄉創(chuang)業(ye)(ye),不(bu)(bu)斷激(ji)活就(jiu)(jiu)業(ye)(ye)動(dong)力(li)。要(yao)扭住風(feng)險(xian)防范不(bu)(bu)松(song)勁,全(quan)力(li)防范失(shi)業(ye)(ye)風(feng)險(xian),擴大(da)失(shi)業(ye)(ye)保(bao)險(xian)保(bao)障范圍,保(bao)障失(shi)業(ye)(ye)人員(yuan)(yuan)生(sheng)活,確保(bao)基(ji)金安全(quan),堅決兜牢民生(sheng)底線(xian)。

會(hui)議要求,在(zai)做好就業(ye)工作的同(tong)時,要全面落實企業(ye)養老(lao)保險基金省級統收統支,嚴格執行基金缺口政府責任分(fen)擔機制,確保社(she)(she)保待遇按(an)時足額發(fa)放。要把引進“雙一流”高(gao)校畢業(ye)生作為雙招雙引重點,開辟優秀青年人才(cai)引進“綠(lv)色通(tong)道”,為事(shi)業(ye)發(fa)展(zhan)補(bu)充(chong)新鮮血液(ye)。要加(jia)(jia)(jia)大(da)放權松綁(bang)力(li)(li)度(du),全面落實創新人才(cai)薪酬激(ji)勵若干措施,激(ji)發(fa)高(gao)校院所(suo)等事(shi)業(ye)單位創新活力(li)(li)。要完善農民(min)工工資(zi)支付監管(guan)平臺功能,加(jia)(jia)(jia)大(da)監察執法力(li)(li)度(du),保障農民(min)工工資(zi)支付制度(du)落實。要堅決打(da)好人社(she)(she)扶貧(pin)攻堅戰,發(fa)展(zhan)“互聯網(wang)+就業(ye)扶貧(pin)”,開展(zhan)“魯力(li)(li)同(tong)新新經濟促(cu)就業(ye)助脫貧(pin)行動”,深化魯渝勞務扶貧(pin)協作,幫助湖(hu)北籍勞動者特(te)別是貧(pin)困勞動者來魯就業(ye)。要加(jia)(jia)(jia)強(qiang)人社(she)(she)領域 “四個一”建(jian)設(she),推進人社(she)(she)領域數據(ju)共享和工作協同(tong),加(jia)(jia)(jia)快高(gao)頻事(shi)項“一鏈(lian)辦理”,讓數據(ju)多跑路、群眾少跑腿。

會議強調(diao),全省(sheng)各(ge)(ge)級人(ren)社部門要在省(sheng)委、省(sheng)政府的堅強領(ling)導下,努力(li)在危機(ji)中(zhong)育新(xin)機(ji),于變局中(zhong)開新(xin)局,全面完成各(ge)(ge)項目標任(ren)務,為統(tong)籌推(tui)進疫情(qing)防控(kong)和經濟(ji)社會發(fa)展,作(zuo)出人(ren)社部門應有的貢獻。

會(hui)上,播放了(le)全省企(qi)業(ye)技能人(ren)才(cai)自主(zhu)評價工作宣傳片,泰(tai)安市人(ren)社(she)局介紹了(le)做好企(qi)業(ye)技能人(ren)才(cai)培訓(xun)和自主(zhu)評價融合發展工作的(de)經(jing)驗做法。
