今天上午,山東省人力資源社會保障廳召開全省人力資源社會保障工作情況新聞通報會,介紹今年以來全省就業、社保、人才、勞動關系等方面工作情況并回答記者提問。
發布會上,山東省人(ren)力資源(yuan)社會保障廳(ting)副廳(ting)長侯(hou)復東首先介紹了今年(nian)以來全省人(ren)社工作(zuo)(zuo)整體情況。他表示,今年(nian)以來,面對(dui)突(tu)如其來的(de)新(xin)冠肺炎疫(yi)情,各級人(ren)社部門在常態化疫(yi)情防控條(tiao)件下,打出一(yi)套防疫(yi)情、強應急、保復工、助企(qi)業、惠民生的(de)“組合拳”,各項人(ren)社工作(zuo)(zuo)不(bu)斷(duan)取得(de)新(xin)進(jin)展(zhan)(zhan)新(xin)成效,為(wei)經(jing)濟社會發展(zhan)(zhan)大(da)局(ju)作(zuo)(zuo)出了積極貢獻。

扎(zha)實(shi)(shi)推進社保(bao)(bao)(bao)(bao)(bao)制度(du)改革。實(shi)(shi)施企(qi)(qi)業(ye)(ye)(ye)養(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)險基(ji)(ji)金省(sheng)級統收(shou)統支,山東省(sheng)撥付費用868.7億元,均衡(heng)各地負擔(dan)。完(wan)善工(gong)(gong)傷(shang)保(bao)(bao)(bao)(bao)(bao)險省(sheng)級統籌,統一(yi)住院伙食補助和異地就醫交通(tong)食宿標準,夯實(shi)(shi)建筑業(ye)(ye)(ye)按項(xiang)(xiang)目參(can)加(jia)工(gong)(gong)傷(shang)保(bao)(bao)(bao)(bao)(bao)險長(chang)(chang)(chang)效(xiao)機制。穩妥(tuo)做好企(qi)(qi)業(ye)(ye)(ye)養(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)險基(ji)(ji)金投(tou)(tou)資運營工(gong)(gong)作(zuo),及(ji)時收(shou)回到期基(ji)(ji)金,5年投(tou)(tou)資收(shou)益達35%以(yi)上,取得良好回報。著力實(shi)(shi)現“擴面(mian)”“提(ti)待”。實(shi)(shi)施全民(min)參(can)保(bao)(bao)(bao)(bao)(bao)計劃(hua),企(qi)(qi)業(ye)(ye)(ye)養(yang)(yang)老(lao)(lao)(lao)、機關(guan)事(shi)(shi)業(ye)(ye)(ye)單位(wei)養(yang)(yang)老(lao)(lao)(lao)、居民(min)養(yang)(yang)老(lao)(lao)(lao)、失業(ye)(ye)(ye)、工(gong)(gong)傷(shang)保(bao)(bao)(bao)(bao)(bao)險參(can)保(bao)(bao)(bao)(bao)(bao)分別達2568.2萬(wan)人、384萬(wan)人、4569萬(wan)人、1405.6萬(wan)人、1749.4萬(wan)人,保(bao)(bao)(bao)(bao)(bao)持穩步(bu)增(zeng)長(chang)(chang)(chang)態(tai)勢。提(ti)高養(yang)(yang)老(lao)(lao)(lao)金待遇,總體調整水平5%,其(qi)中(zhong)企(qi)(qi)業(ye)(ye)(ye)5.4%,機關(guan)事(shi)(shi)業(ye)(ye)(ye)單位(wei)3.9%,7月(yue)底已足額(e)發放到位(wei)。優化(hua)企(qi)(qi)業(ye)(ye)(ye)養(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)險關(guan)系(xi)轉移接續辦法,省(sheng)內只轉關(guan)系(xi)不轉基(ji)(ji)金,壓縮退休審(shen)批時限至20個工(gong)(gong)作(zuo)日。在東營市試點企(qi)(qi)業(ye)(ye)(ye)職工(gong)(gong)退休25個關(guan)聯事(shi)(shi)項(xiang)(xiang)集成(cheng)“一(yi)件事(shi)(shi)”,實(shi)(shi)現“一(yi)窗辦理”“一(yi)次辦結”,得到人社部推廣(guang)。落(luo)實(shi)(shi)企(qi)(qi)事(shi)(shi)業(ye)(ye)(ye)單位(wei)高級專家延(yan)長(chang)(chang)(chang)退休年齡(ling)政策,159名高級專家“延(yan)退”,同比增(zeng)長(chang)(chang)(chang)269%。將新冠疫情(qing)感染工(gong)(gong)作(zuo)人員及(ji)時納入工(gong)(gong)傷(shang)保(bao)(bao)(bao)(bao)(bao)障范圍(wei),開辟綠色通(tong)道(dao),快(kuai)速兌現工(gong)(gong)傷(shang)待遇。
