泰安殘保金今年起分檔征收,30人及以下企業暫免征收

近日(ri),泰安市殘(can)(can)疾(ji)(ji)人(ren)(ren)就業保(bao)障(zhang)金工作領(ling)導(dao)小組(zu)辦公室下發關(guan)(guan)于繳(jiao)納殘(can)(can)疾(ji)(ji)人(ren)(ren)就業保(bao)障(zhang)金的告(gao)知函,要求(qiu)各有關(guan)(guan)單位應按《關(guan)(guan)于落(luo)實殘(can)(can)疾(ji)(ji)人(ren)(ren)就業保(bao)障(zhang)金制度更好促進殘(can)(can)疾(ji)(ji)人(ren)(ren)就業有關(guan)(guan)問題的通(tong)知》(泰發改價格〔2020〕275號)規(gui)(gui)定,于年底前(qian)向(xiang)泰安市稅務局(ju)申報(bao)繳(jiao)納2020年度殘(can)(can)疾(ji)(ji)人(ren)(ren)就業保(bao)障(zhang)金。對逾(yu)期未按比(bi)例(li)安排殘(can)(can)疾(ji)(ji)人(ren)(ren)就業且拒(ju)繳(jiao)、少繳(jiao)殘(can)(can)保(bao)金的單位,經領(ling)導(dao)小組(zu)研究確定后(hou),將通(tong)過信(xin)用中(zhong)國(guo)(山東泰安)網站公示,對嚴重(zhong)失信(xin)主體,依(yi)法依(yi)規(gui)(gui)實施(shi)聯(lian)合懲戒。

部(bu)分用人(ren)單位按規定應繳費額的50%繳納殘保金

11月24日,齊(qi)魯晚報·齊(qi)魯壹點記(ji)者從泰安市發改委獲(huo)悉,為切實做好(hao)殘(can)疾(ji)(ji)(ji)人(ren)就業(ye)(ye)(ye)保障工作,根據省發展改革委等6部(bu)門關(guan)(guan)于(yu)完(wan)善殘(can)疾(ji)(ji)(ji)人(ren)就業(ye)(ye)(ye)保障金(jin)制(zhi)度更(geng)好(hao)促進殘(can)疾(ji)(ji)(ji)人(ren)就業(ye)(ye)(ye)的有關(guan)(guan)部(bu)署和要求(qiu),泰安市于(yu)今年8月份(fen)印(yin)發了《關(guan)(guan)于(yu)落(luo)實殘(can)疾(ji)(ji)(ji)人(ren)就業(ye)(ye)(ye)保障金(jin)制(zhi)度更(geng)好(hao)促進殘(can)疾(ji)(ji)(ji)人(ren)就業(ye)(ye)(ye)有關(guan)(guan)問題的通(tong)知》(泰發改價格〔2020〕275號)(以下(xia)簡稱《通(tong)知》)。《通(tong)知》明確,2020年殘(can)保金(jin)繳費申報時間(jian)延長至2020年12月31日。

《通知(zhi)》優(you)化了殘(can)保(bao)(bao)(bao)金(jin)征(zheng)收(shou)辦(ban)法,實行分檔征(zheng)收(shou)。自2020年(nian)(nian)1月(yue)1日至(zhi)2022年(nian)(nian)12月(yue)31日,用人(ren)單位安排殘(can)疾人(ren)就業的(de)(de)比例達到(dao)1%(含(han))以上,但(dan)未達到(dao)1.5%的(de)(de),按(an)(an)規定應(ying)繳(jiao)費額(e)的(de)(de)50%繳(jiao)納殘(can)保(bao)(bao)(bao)金(jin);用人(ren)單位安排殘(can)疾人(ren)就業比例在1%以下的(de)(de),按(an)(an)規定應(ying)繳(jiao)費額(e)的(de)(de)90%繳(jiao)納殘(can)保(bao)(bao)(bao)金(jin)。用人(ren)單位依法以勞務派(pai)遣方(fang)式(shi)接受殘(can)疾人(ren)在本單位就業的(de)(de),按(an)(an)照《財政部關于調整殘(can)疾人(ren)就業保(bao)(bao)(bao)障金(jin)征(zheng)收(shou)政策的(de)(de)公(gong)告(gao)》(財政部公(gong)告(gao)2019年(nian)(nian)第98號)規定執(zhi)行。自2020年(nian)(nian)1月(yue)1日至(zhi)2022年(nian)(nian)12月(yue)31日,在職職工人(ren)數在30人(ren)(含(han))以下的(de)(de)企業,暫免征(zheng)收(shou)殘(can)保(bao)(bao)(bao)金(jin)。

用(yong)人(ren)單(dan)位在(zai)(zai)職職工(gong)(gong)(gong)(gong)(gong)(gong)年平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)未(wei)超過當(dang)(dang)地社會(hui)平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)2倍(bei)(含(han))的,按用(yong)人(ren)單(dan)位在(zai)(zai)職職工(gong)(gong)(gong)(gong)(gong)(gong)年平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)計(ji)征殘保(bao)金(jin);超過當(dang)(dang)地社會(hui)平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)2倍(bei)的,按當(dang)(dang)地社會(hui)平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)2倍(bei)計(ji)征殘保(bao)金(jin)。當(dang)(dang)地社會(hui)平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)是指各設(she)區市統計(ji)部門(men)向社會(hui)公布的本市范圍(wei)內的社會(hui)平(ping)均(jun)(jun)(jun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)。

《通(tong)知》指出,各縣(xian)(xian)市(shi)區要(yao)充分利用(yong)“全省按比例安排(pai)殘疾人就業審(shen)核系統”,引導和鼓勵用(yong)人單位在線辦(ban)理按比例安排(pai)殘疾人就業審(shen)核業務。各縣(xian)(xian)市(shi)區要(yao)加強殘聯、稅(shui)務、人力資源(yuan)社會(hui)保障等(deng)部(bu)門(men)的(de)流程對接(jie),減少相(xiang)關(guan)證明(ming)材料(liao)的(de)提交,實現審(shen)核、繳費“零跑腿”辦(ban)理。

殘(can)保金(jin)將優(you)先(xian)用于支持殘(can)疾人(ren)就業

《通知》還明確了(le)殘保(bao)金(jin)使用問(wen)題。殘保(bao)金(jin)優先用于支持(chi)各種形式的殘疾(ji)(ji)人就(jiu)業(ye)(ye)(ye),并用于加(jia)大對(dui)用人單(dan)(dan)位安排殘疾(ji)(ji)人的激勵(li)力度。全市要(yao)制定(ding)殘疾(ji)(ji)人就(jiu)業(ye)(ye)(ye)崗(gang)位補(bu)(bu)貼、保(bao)險(xian)(xian)補(bu)(bu)貼、設施(shi)設備購置改(gai)造補(bu)(bu)貼等補(bu)(bu)貼標準。用人單(dan)(dan)位招用就(jiu)業(ye)(ye)(ye)困難殘疾(ji)(ji)人、畢(bi)業(ye)(ye)(ye)年(nian)度內高校(xiao)殘疾(ji)(ji)人畢(bi)業(ye)(ye)(ye)生或者(zhe)通過(guo)公益性崗(gang)位安置殘疾(ji)(ji)人并為其繳納(na)職工社(she)會保(bao)險(xian)(xian)費的,按(an)規定(ding)給予社(she)會保(bao)險(xian)(xian)補(bu)(bu)貼。對(dui)2013年(nian)10月1日以(yi)后注(zhu)冊成立的小微企業(ye)(ye)(ye),吸納(na)登記失業(ye)(ye)(ye)殘疾(ji)(ji)人和畢(bi)業(ye)(ye)(ye)年(nian)度高校(xiao)殘疾(ji)(ji)人畢(bi)業(ye)(ye)(ye)生(不含創業(ye)(ye)(ye)者(zhe)本(ben)人)就(jiu)業(ye)(ye)(ye)符合條(tiao)件的,按(an)規定(ding)給予一(yi)次性創業(ye)(ye)(ye)崗(gang)位開發補(bu)(bu)貼。全市將加(jia)大對(dui)超比例安排殘疾(ji)(ji)人就(jiu)業(ye)(ye)(ye)單(dan)(dan)位的直接獎(jiang)勵(li)力度,具(ju)體(ti)獎(jiang)勵(li)辦法、標準由市殘聯會同有(you)關部門制定(ding)。

殘保金還用于支持殘疾人(ren)自主就(jiu)業(ye)創業(ye)和提升(sheng)職(zhi)業(ye)培(pei)訓質量。企(qi)業(ye)和職(zhi)業(ye)院(yuan)校將(jiang)充分發揮培(pei)訓殘疾人(ren)的主體和骨干(gan)作用,依(yi)托殘疾人(ren)有就(jiu)業(ye)意向(xiang)的用人(ren)單位(wei)、專業(ye)培(pei)訓機(ji)構開展(zhan)“師帶徒”及(ji)定崗式培(pei)訓,采取階段式付(fu)(fu)費(fei)辦法,逐步形(xing)成按培(pei)訓效果付(fu)(fu)費(fei),將(jiang)就(jiu)業(ye)轉化率作為付(fu)(fu)費(fei)依(yi)據的付(fu)(fu)費(fei)模式,進一步提升(sheng)資金使用效率。

此外,對推(tui)薦就(jiu)業(ye)年(nian)齡(ling)段未就(jiu)業(ye)殘疾人實現(xian)穩定就(jiu)業(ye)一(yi)年(nian)以上、簽訂(ding)勞動合(he)同、按(an)(an)月(yue)支付不(bu)低于當地最低工資(zi)標(biao)準(zhun)工資(zi)報(bao)酬并繳納社會保(bao)險的就(jiu)業(ye)服(fu)務平臺、殘疾人就(jiu)業(ye)創業(ye)網(wang)絡服(fu)務平臺,根據實現(xian)新增就(jiu)業(ye)人數(shu),泰安市將按(an)(an)照(zhao)每人不(bu)高于上年(nian)度(du)當地社會平均工資(zi)1%的標(biao)準(zhun)給予一(yi)次性獎勵。
