從12月(yue)11日市(shi)政府新聞辦(ban)召開(kai)的泰(tai)安(an)(an)市(shi)“‘十三(san)五(wu)’成(cheng)就巡禮”主題系(xi)列(lie)新聞發(fa)布會(hui)(hui)(hui)上了解到(dao),泰(tai)安(an)(an)市(shi)“十三(san)五(wu)”人(ren)(ren)社(she)(she)(she)事業取得長足發(fa)展。“十三(san)五(wu)”時期,全(quan)市(shi)各級人(ren)(ren)力資(zi)源社(she)(she)(she)會(hui)(hui)(hui)保障(zhang)部門(men)堅持“優質(zhi)、高效、安(an)(an)全(quan)、滿意”的目標定位,傾(qing)力打造(zao)“真情人(ren)(ren)社(she)(she)(she)”“陽(yang)光人(ren)(ren)社(she)(she)(she)”“和諧人(ren)(ren)社(she)(she)(she)”“幸(xing)福人(ren)(ren)社(she)(she)(she)”服務(wu)品牌,全(quan)市(shi)人(ren)(ren)力資(zi)源社(she)(she)(she)會(hui)(hui)(hui)保障(zhang)事業實(shi)現高質(zhi)量(liang)發(fa)展,取得了明顯成(cheng)效。
全(quan)市(shi)就(jiu)業(ye)(ye)(ye)(ye)局(ju)勢(shi)保持穩(wen)(wen)定。“十三五”以(yi)來,截至2020年10月底,全(quan)市(shi)累計(ji)(ji)實(shi)現城(cheng)鎮新(xin)增就(jiu)業(ye)(ye)(ye)(ye)再就(jiu)業(ye)(ye)(ye)(ye)26.8萬人(ren)(ren),提前(qian)完成(cheng)規劃(hua)目標;期末城(cheng)鎮登記失業(ye)(ye)(ye)(ye)率(lv)2.13%,低于規劃(hua)控制目標。落實(shi)“六(liu)穩(wen)(wen)”“六(liu)保”要求,全(quan)市(shi)就(jiu)業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)環境進一(yi)步優化。“十三五”期間共(gong)發放(fang)(fang)創業(ye)(ye)(ye)(ye)擔保貸款20.03億元(yuan)、一(yi)次性(xing)創業(ye)(ye)(ye)(ye)補(bu)貼844.3萬元(yuan)、社保補(bu)貼1.79億元(yuan)、公(gong)益(yi)性(xing)崗位(wei)補(bu)貼9744.39萬元(yuan)。全(quan)市(shi)招募“三支一(yi)扶”人(ren)(ren)員489名,累計(ji)(ji)為(wei)5801名困難人(ren)(ren)員提供(gong)公(gong)益(yi)性(xing)崗位(wei)安(an)置,高(gao)校畢業(ye)(ye)(ye)(ye)生總體就(jiu)業(ye)(ye)(ye)(ye)率(lv)達98%以(yi)上(shang),引(yin)領大學生自(zi)主(zhu)創業(ye)(ye)(ye)(ye)5897人(ren)(ren)。共(gong)為(wei)8911名各類創業(ye)(ye)(ye)(ye)者發放(fang)(fang)貸款20.33億元(yuan),共(gong)建(jian)成(cheng)省級(ji)創業(ye)(ye)(ye)(ye)示(shi)范平臺5家、市(shi)級(ji)創業(ye)(ye)(ye)(ye)示(shi)范平臺34家、創業(ye)(ye)(ye)(ye)型街道(鄉(xiang)鎮)48個、創業(ye)(ye)(ye)(ye)型社區120個。
社會(hui)(hui)(hui)保(bao)(bao)險制(zhi)度(du)健康(kang)運(yun)行。“十(shi)三五”期間,養(yang)老(lao)、工(gong)(gong)(gong)傷、失(shi)業(ye)三項(xiang)(xiang)社會(hui)(hui)(hui)保(bao)(bao)險費(fei)應收盡收,各(ge)項(xiang)(xiang)社會(hui)(hui)(hui)保(bao)(bao)險待遇按(an)時足額發放,社會(hui)(hui)(hui)保(bao)(bao)險制(zhi)度(du)健康(kang)平穩運(yun)行。積極(ji)(ji)應對(dui)新冠肺炎疫情影(ying)響,落(luo)實各(ge)級社會(hui)(hui)(hui)保(bao)(bao)險減(jian)免(mian)緩政策(ce),共(gong)為13887家企業(ye)減(jian)免(mian)社會(hui)(hui)(hui)保(bao)(bao)險費(fei)17.71億(yi)元。連續(xu)第5次同步調整企業(ye)和機關事業(ye)單位退(tui)休(xiu)人(ren)(ren)(ren)員(yuan)養(yang)老(lao)金,惠及我(wo)市退(tui)休(xiu)人(ren)(ren)(ren)員(yuan)30.69萬(wan)人(ren)(ren)(ren)。持續(xu)推進建(jian)筑工(gong)(gong)(gong)程(cheng)(cheng)、交通水利(li)工(gong)(gong)(gong)程(cheng)(cheng)按(an)項(xiang)(xiang)目參(can)保(bao)(bao)工(gong)(gong)(gong)作,參(can)保(bao)(bao)率持續(xu)保(bao)(bao)持100%。截至10月底,全(quan)市參(can)加(jia)(jia)職工(gong)(gong)(gong)基本養(yang)老(lao)保(bao)(bao)險人(ren)(ren)(ren)數達到145.88萬(wan)人(ren)(ren)(ren),參(can)加(jia)(jia)居(ju)民基本養(yang)老(lao)保(bao)(bao)險人(ren)(ren)(ren)數達到276.7萬(wan)人(ren)(ren)(ren),參(can)加(jia)(jia)失(shi)業(ye)保(bao)(bao)險人(ren)(ren)(ren)數達到65.59萬(wan)人(ren)(ren)(ren),參(can)加(jia)(jia)工(gong)(gong)(gong)傷保(bao)(bao)險人(ren)(ren)(ren)數達到89.3萬(wan)人(ren)(ren)(ren)。積極(ji)(ji)推進制(zhi)度(du)創新流(liu)程(cheng)(cheng)再造,打造人(ren)(ren)(ren)社公共(gong)服務(wu)(wu)“4S”服務(wu)(wu)品牌,創新“四精八(ba)同”服務(wu)(wu)模(mo)式,168項(xiang)(xiang)服務(wu)(wu)事項(xiang)(xiang)辦理實現(xian)“只進一扇(shan)門”,155項(xiang)(xiang)業(ye)務(wu)(wu)實現(xian)一窗受(shou)理。
人(ren)(ren)(ren)才(cai)隊(dui)伍建(jian)設創新(xin)(xin)(xin)突破。出臺人(ren)(ren)(ren)才(cai)新(xin)(xin)(xin)政“金十條”“泰(tai)汶專(zhuan)(zhuan)(zhuan)(zhuan)才(cai)計劃”等系(xi)列人(ren)(ren)(ren)才(cai)政策,人(ren)(ren)(ren)才(cai)培養、使(shi)用(yong)、評價、激勵的體(ti)制(zhi)(zhi)機制(zhi)(zhi)進一(yi)步完善。“十三(san)五”期(qi)間,全市(shi)(shi)新(xin)(xin)(xin)增國務院特貼專(zhuan)(zhuan)(zhuan)(zhuan)家(jia)(jia)4名、省(sheng)突貢專(zhuan)(zhuan)(zhuan)(zhuan)家(jia)(jia)4名、省(sheng)博(bo)士后創新(xin)(xin)(xin)實踐基(ji)地5家(jia)(jia)、省(sheng)級(ji)(ji)(ji)專(zhuan)(zhuan)(zhuan)(zhuan)家(jia)(jia)服務基(ji)地3個(ge),省(sheng)級(ji)(ji)(ji)鄉村振興專(zhuan)(zhuan)(zhuan)(zhuan)家(jia)(jia)服務基(ji)地5個(ge)。全市(shi)(shi)共(gong)有(you)94人(ren)(ren)(ren)獲得山(shan)東(dong)“惠才(cai)卡”、210人(ren)(ren)(ren)獲得“泰(tai)山(shan)人(ren)(ren)(ren)才(cai)金卡”,1900人(ren)(ren)(ren)獲得高(gao)(gao)層次人(ren)(ren)(ren)才(cai)認定證書。將我(wo)市(shi)(shi)全部23個(ge)系(xi)列(專(zhuan)(zhuan)(zhuan)(zhuan)業)中級(ji)(ji)(ji)職(zhi)稱(cheng)(cheng)評審(shen)權限下放(fang)至六個(ge)縣市(shi)(shi)區。2016年以來,評審(shen)通(tong)過高(gao)(gao)級(ji)(ji)(ji)職(zhi)稱(cheng)(cheng)3198人(ren)(ren)(ren),中級(ji)(ji)(ji)職(zhi)稱(cheng)(cheng)7513人(ren)(ren)(ren)。推薦評選(xuan)齊魯首席技(ji)師39人(ren)(ren)(ren),泰(tai)山(shan)產業領(ling)軍人(ren)(ren)(ren)才(cai)產業技(ji)能(neng)類(lei)1人(ren)(ren)(ren),泰(tai)山(shan)英才(cai)領(ling)軍人(ren)(ren)(ren)才(cai)1人(ren)(ren)(ren),評選(xuan)表彰“泰(tai)安市(shi)(shi)首席技(ji)師”100人(ren)(ren)(ren),新(xin)(xin)(xin)增泰(tai)安市(shi)(shi)技(ji)師工作站(zhan)50個(ge)。
勞動(dong)(dong)(dong)(dong)關系(xi)和諧穩定。強化系(xi)統治理(li)、依法治理(li)、綜合(he)治理(li)、源頭(tou)治理(li),切(qie)實維護勞動(dong)(dong)(dong)(dong)者合(he)法權益(yi),提升(sheng)了勞動(dong)(dong)(dong)(dong)關系(xi)和諧水平(ping)(ping)。全面推進(jin)勞動(dong)(dong)(dong)(dong)用工(gong)備案(an)(an)制(zhi)度(du),網上(shang)(shang)開戶企(qi)業(ye)備案(an)(an)率(lv)100%,企(qi)業(ye)勞動(dong)(dong)(dong)(dong)合(he)同簽(qian)訂(ding)率(lv)達97%。落實最低(di)工(gong)資(zi)保(bao)障制(zhi)度(du),逐步(bu)提高最低(di)工(gong)資(zi)標(biao)(biao)準,月(yue)(yue)最低(di)工(gong)資(zi)標(biao)(biao)準由(you)2015年的1450、1300元(yuan)/月(yue)(yue)提高到1730、1550元(yuan)/月(yue)(yue),小(xiao)時(shi)(shi)最低(di)工(gong)資(zi)標(biao)(biao)準由(you)14.5、13元(yuan)/小(xiao)時(shi)(shi)提高到17.3、15.5元(yuan)/小(xiao)時(shi)(shi),平(ping)(ping)均增幅19.3%。充分發揮(hui)調(diao)解(jie)仲裁在(zai)多元(yuan)化解(jie)矛盾糾紛中的作用,不斷加大案(an)(an)件調(diao)解(jie)力度(du),提升(sheng)仲裁辦(ban)案(an)(an)精準化水平(ping)(ping),“十三五”期間(jian),當(dang)期結(jie)案(an)(an)率(lv)保(bao)持95%以(yi)上(shang)(shang),按期結(jie)案(an)(an)率(lv)均保(bao)持在(zai)100%,調(diao)解(jie)結(jie)案(an)(an)率(lv)達到60%以(yi)上(shang)(shang)。持續深入(ru)開展農民工(gong)工(gong)資(zi)治欠保(bao)支工(gong)作,加大專(zhuan)項檢(jian)查力度(du),累計檢(jian)查用人單位(wei)(wei)1.6萬余戶。我市保(bao)障農民工(gong)工(gong)資(zi)支付工(gong)作榮獲省考(kao)核“A”等次,位(wei)(wei)列全省第三名。
