德州市人社系統啟動企業用工保障服務專項行動

4月7日,市人社局印發企業用工保障服務專項行動實施方案,將聚焦“541”產業體系,以“雙50強”企業、智能制造業為重點,深入開展企業用工保障服務專項行動,服務企業發展,保障居民就業。

根據(ju)方案,人社部門將迅速開展摸底(di)調查活動,在4月10日前建(jian)立(li)缺工企業清(qing)單(dan)、人力資源供給清(qing)單(dan)和用工服(fu)務(wu)專(zhuan)員清(qing)單(dan)。并在此基礎(chu)上,采取動態(tai)管理(li)模式(shi),定(ding)期更新(xin)清(qing)單(dan),建(jian)立(li)共建(jian)共享機制,一企一策解決用工難題。

具體(ti)工(gong)(gong)(gong)作中(zhong),將實施六項助(zhu)企(qi)(qi)(qi)(qi)計(ji)劃(hua):大(da)(da)(da)規模(mo)開(kai)展(zhan)招(zhao)聘活動(dong),面向(xiang)社會(hui)求職者、應往屆高(gao)校(xiao)畢(bi)業(ye)(ye)(ye)生(sheng)、失(shi)業(ye)(ye)(ye)人(ren)(ren)員等(deng)(deng)重點就業(ye)(ye)(ye)群體(ti),利用(yong)(yong)(yong)100天時間,分(fen)地區(qu)、分(fen)行業(ye)(ye)(ye)、分(fen)專業(ye)(ye)(ye)、分(fen)工(gong)(gong)(gong)種,采取“線上+線下”多(duo)種方式,舉辦60場以上招(zhao)聘會(hui),幫助(zhu)至(zhi)少600家重點缺(que)(que)工(gong)(gong)(gong)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)解決急(ji)需用(yong)(yong)(yong)工(gong)(gong)(gong);大(da)(da)(da)規模(mo)對接(jie)(jie)服(fu)(fu)務(wu)(wu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),計(ji)劃(hua)組(zu)(zu)(zu)織(zhi)20家以上知(zhi)名人(ren)(ren)力(li)(li)資(zi)(zi)源服(fu)(fu)務(wu)(wu)機構,對接(jie)(jie)50家企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),通過(guo)提供用(yong)(yong)(yong)工(gong)(gong)(gong)招(zhao)聘、勞務(wu)(wu)派遣、人(ren)(ren)力(li)(li)資(zi)(zi)源服(fu)(fu)務(wu)(wu)外(wai)包等(deng)(deng)服(fu)(fu)務(wu)(wu),多(duo)渠道(dao)幫助(zhu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)解決缺(que)(que)工(gong)(gong)(gong)問題;大(da)(da)(da)規模(mo)組(zu)(zu)(zu)織(zhi)在(zai)校(xiao)生(sheng)實習(xi)(xi),按照地域就近、專業(ye)(ye)(ye)相近原則(ze),根(gen)據(ju)教學(xue)(xue)計(ji)劃(hua),組(zu)(zu)(zu)織(zhi)進入實習(xi)(xi)階段(duan)的技工(gong)(gong)(gong)院校(xiao)學(xue)(xue)生(sheng),通過(guo)到企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)頂(ding)崗實習(xi)(xi)、實踐(jian)教學(xue)(xue),階段(duan)性幫助(zhu)重點企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)解決用(yong)(yong)(yong)工(gong)(gong)(gong)缺(que)(que)口;大(da)(da)(da)規模(mo)引進優質(zhi)(zhi)勞動(dong)力(li)(li)資(zi)(zi)源,鼓勵(li)有能力(li)(li)的人(ren)(ren)力(li)(li)資(zi)(zi)源服(fu)(fu)務(wu)(wu)機構,積極對接(jie)(jie)勞務(wu)(wu)輸出重點地區(qu)、職業(ye)(ye)(ye)院校(xiao)、技工(gong)(gong)(gong)學(xue)(xue)校(xiao)等(deng)(deng),支持設立招(zhao)工(gong)(gong)(gong)服(fu)(fu)務(wu)(wu)站,通過(guo)簽訂合作協議、開(kai)展(zhan)駐(zhu)點招(zhao)工(gong)(gong)(gong),更大(da)(da)(da)規模(mo)引進優質(zhi)(zhi)勞動(dong)力(li)(li)資(zi)(zi)源;大(da)(da)(da)規模(mo)開(kai)展(zhan)緊(jin)缺(que)(que)技能人(ren)(ren)才(cai)培(pei)養,力(li)(li)爭全年完成6.12萬人(ren)(ren)的職業(ye)(ye)(ye)技能培(pei)訓(xun),提高(gao)勞動(dong)者技能就業(ye)(ye)(ye)水平,開(kai)展(zhan)緊(jin)缺(que)(que)技能人(ren)(ren)才(cai)培(pei)養,做大(da)(da)(da)“金藍領”培(pei)訓(xun)項目,全年力(li)(li)爭完成培(pei)訓(xun)1500人(ren)(ren);大(da)(da)(da)力(li)(li)支持企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)共(gong)享(xiang)用(yong)(yong)(yong)工(gong)(gong)(gong),開(kai)展(zhan)用(yong)(yong)(yong)工(gong)(gong)(gong)余(yu)缺(que)(que)調劑合作,并借助(zhu)小(xiao)程(cheng)序、云平臺等(deng)(deng),按需組(zu)(zu)(zu)織(zhi)專場招(zhao)聘,搭建共(gong)享(xiang)用(yong)(yong)(yong)工(gong)(gong)(gong)服(fu)(fu)務(wu)(wu)平臺。

為(wei)推(tui)動(dong)專項(xiang)行動(dong)取得扎實成效,方案還建立(li)健全人力資源市場、技能人才培養、用(yong)工環境提(ti)(ti)升三項(xiang)保障機(ji)制,提(ti)(ti)出加強組織(zhi)領導、完善(shan)工作(zuo)機(ji)制、注重綜合施策(ce)、加強宣傳引(yin)導四項(xiang)工作(zuo)要求(qiu),助力市場主體青(qing)山(shan)常在、生(sheng)機(ji)盎然。
