從濟寧市政府新(xin)聞辦組織(zhi)召開的“優(you)化(hua)人(ren)社領域營商環境(jing)”新(xin)聞發(fa)布會上了解到,2021年,濟寧人(ren)社部(bu)門將繼(ji)續統(tong)籌推進就業、人(ren)才、勞動關系等(deng)業務領域工作(zuo),深(shen)化(hua)“放管服(fu)(fu)”改革,進一步提高服(fu)(fu)務水平和(he)服(fu)(fu)務質量,優(you)化(hua)營商環境(jing)。

穩就業保就業方面

就業(ye)(ye)是(shi)最(zui)大的民生,為企業(ye)(ye)和勞動(dong)者提供高質量的公共(gong)就業(ye)(ye)服(fu)務是(shi)優化人社領(ling)域(yu)營(ying)商環境的重要內容(rong)。

今年(nian),濟寧(ning)人(ren)(ren)(ren)(ren)社部門將以實(shi)施“就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)三(san)年(nian)行動計(ji)劃”為(wei)抓手(shou),全(quan)(quan)(quan)力(li)做好(hao)(hao)(hao)穩就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)保就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)各項工(gong)(gong)作(zuo)。一是(shi)保障重點(dian)(dian)群(qun)體(ti)(ti)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。針(zhen)對就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難(nan)人(ren)(ren)(ren)(ren)員、高校畢業(ye)(ye)(ye)(ye)生(sheng)、農民(min)工(gong)(gong)等(deng)3類重點(dian)(dian)群(qun)體(ti)(ti),提(ti)供(gong)政策對接、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)指導(dao)、免(mian)費培訓(xun)(xun)、崗位(wei)推(tui)(tui)薦等(deng)4方面全(quan)(quan)(quan)鏈(lian)條幫扶(fu),精(jing)準促(cu)進(jin)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。擴大青(qing)年(nian)見(jian)習和“三(san)支一扶(fu)”招募規模,引領1250名以上大學生(sheng)實(shi)現自主創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye),組織青(qing)年(nian)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)見(jian)習2100人(ren)(ren)(ren)(ren)以上。強化(hua)(hua)失業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)員再就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務,實(shi)行“登記一人(ren)(ren)(ren)(ren)、跟蹤一人(ren)(ren)(ren)(ren)”,及時跟上培訓(xun)(xun)、推(tui)(tui)薦就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。新(xin)開(kai)(kai)發(fa)儲備(bei)不少(shao)于1000個公(gong)益(yi)性崗位(wei),實(shi)現就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難(nan)人(ren)(ren)(ren)(ren)員就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)3500人(ren)(ren)(ren)(ren)以上,確(que)保“零就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)”家庭(ting)動態(tai)清零。對法定(ding)年(nian)齡內(nei)有就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)意愿(yuan)的農民(min)工(gong)(gong),全(quan)(quan)(quan)部按(an)需組織開(kai)(kai)展技能培訓(xun)(xun),使人(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)至少(shao)掌握1項技能,促(cu)進(jin)農民(min)工(gong)(gong)就(jiu)(jiu)(jiu)近就(jiu)(jiu)(jiu)地(di)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。二是(shi)強化(hua)(hua)職業(ye)(ye)(ye)(ye)技能培訓(xun)(xun)。面向農村勞動者(zhe)、下崗失業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)(ren)員、退役軍人(ren)(ren)(ren)(ren)、就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難(nan)人(ren)(ren)(ren)(ren)員、殘疾人(ren)(ren)(ren)(ren)等(deng)群(qun)體(ti)(ti),精(jing)準開(kai)(kai)展“點(dian)(dian)單式”式培訓(xun)(xun)和定(ding)崗定(ding)向培訓(xun)(xun),提(ti)升(sheng)(sheng)(sheng)重點(dian)(dian)群(qun)體(ti)(ti)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)能力(li)。積極爭(zheng)創(chuang)(chuang)(chuang)“全(quan)(quan)(quan)省(sheng)新(xin)業(ye)(ye)(ye)(ye)態(tai)職業(ye)(ye)(ye)(ye)技能提(ti)升(sheng)(sheng)(sheng)”改革(ge)試點(dian)(dian),促(cu)進(jin)更(geng)(geng)多勞動者(zhe)靈活就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。年(nian)內(nei)培訓(xun)(xun)8萬人(ren)(ren)(ren)(ren)以上。三(san)是(shi)支持創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)帶動就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)。深化(hua)(hua)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)擔保貸款“一站式”服(fu)(fu)(fu)務改革(ge),優化(hua)(hua)提(ti)升(sheng)(sheng)(sheng)“電(dian)子地(di)圖”服(fu)(fu)(fu)務功能,推(tui)(tui)廣銀(yin)行直(zhi)貸模式,全(quan)(quan)(quan)市直(zhi)貸網點(dian)(dian)達到(dao)300家,發(fa)放(fang)貸款不少(shao)于12億元,扶(fu)持創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)8000人(ren)(ren)(ren)(ren)以上。舉(ju)辦創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)訓(xun)(xun)練營、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)師資(zi)培訓(xun)(xun)班,組織開(kai)(kai)展“十大返鄉創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)農民(min)工(gong)(gong)”評(ping)選(xuan)活動,爭(zheng)創(chuang)(chuang)(chuang)一批省(sheng)級創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)型城市(縣區)和創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)型街道(鄉鎮(zhen))。發(fa)揮好(hao)(hao)(hao)“省(sheng)級雙創(chuang)(chuang)(chuang)示范體(ti)(ti)”輻(fu)射(she)帶動作(zuo)用(yong),更(geng)(geng)大力(li)度支持初創(chuang)(chuang)(chuang)實(shi)體(ti)(ti)、小微企業(ye)(ye)(ye)(ye)更(geng)(geng)好(hao)(hao)(hao)發(fa)展,創(chuang)(chuang)(chuang)造更(geng)(geng)多就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)崗位(wei)。四是(shi)打造“就(jiu)(jiu)(jiu)好(hao)(hao)(hao)辦”公(gong)共(gong)(gong)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務品(pin)牌。充分利用(yong)物聯(lian)網、云計(ji)算(suan)、大數據分析等(deng)信息技術,構(gou)建“線上+線下”的全(quan)(quan)(quan)方位(wei)智慧就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務平(ping)臺,實(shi)現公(gong)共(gong)(gong)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務智能化(hua)(hua)、精(jing)準化(hua)(hua)和高效化(hua)(hua),力(li)爭(zheng)用(yong)2年(nian)時間,推(tui)(tui)動全(quan)(quan)(quan)市公(gong)共(gong)(gong)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)服(fu)(fu)(fu)務走到(dao)全(quan)(quan)(quan)省(sheng)前列。

人才服務方面

人才(cai)是推動企業(ye)發展(zhan)的核心要素,濟寧人社(she)部門將(jiang)進(jin)(jin)一步加大人才(cai)引進(jin)(jin),強化人才(cai)培養,營造良好人才(cai)發展(zhan)環(huan)境,助力企業(ye)發展(zhan)。

一是(shi)開展青年(nian)(nian)人(ren)(ren)才(cai)(cai)集(ji)聚行動(dong)。持(chi)續(xu)(xu)(xu)實施(shi)“優才(cai)(cai)計(ji)劃”,穩(wen)步推進(jin)“人(ren)(ren)才(cai)(cai)回引(yin)計(ji)劃”,推行精(jing)準(zhun)校園(yuan)招(zhao)聘,年(nian)(nian)內引(yin)進(jin)重點緊(jin)缺人(ren)(ren)才(cai)(cai)3000人(ren)(ren)以上。實施(shi)“高(gao)(gao)(gao)技(ji)能(neng)人(ren)(ren)才(cai)(cai)振(zhen)興(xing)三(san)年(nian)(nian)行動(dong)計(ji)劃”,持(chi)續(xu)(xu)(xu)推進(jin)“技(ji)工(gong)教育集(ji)團化發(fa)展”,技(ji)工(gong)院校招(zhao)生(sheng)(sheng)規(gui)模穩(wen)定在7000人(ren)(ren)以上,全年(nian)(nian)新增高(gao)(gao)(gao)技(ji)能(neng)人(ren)(ren)才(cai)(cai)5000人(ren)(ren)以上。二是(shi)扎實推進(jin)人(ren)(ren)才(cai)(cai)服務質效提(ti)升(sheng)行動(dong)。推行“線下一窗”辦(ban)理,實現高(gao)(gao)(gao)校畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)求職登(deng)(deng)記、職業(ye)(ye)(ye)(ye)指導、就(jiu)(jiu)業(ye)(ye)(ye)(ye)手續(xu)(xu)(xu)辦(ban)理等高(gao)(gao)(gao)頻服務事(shi)項“打包辦(ban)”和“無申請辦(ban)理”。建立高(gao)(gao)(gao)校畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)動(dong)態數(shu)據庫,對未就(jiu)(jiu)業(ye)(ye)(ye)(ye)畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)“點對點”跟蹤服務,1年(nian)(nian)內至(zhi)少開展2次政(zheng)策對接(jie)、提(ti)供3次職業(ye)(ye)(ye)(ye)指導、推薦3次崗位信息、提(ti)供3次免(mian)費技(ji)能(neng)培訓,精(jing)準(zhun)幫扶(fu)高(gao)(gao)(gao)校畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)順(shun)利實現就(jiu)(jiu)業(ye)(ye)(ye)(ye)。三(san)是(shi)全面落實引(yin)才(cai)(cai)政(zheng)策。持(chi)續(xu)(xu)(xu)強化人(ren)(ren)才(cai)(cai)政(zheng)策宣傳,推行人(ren)(ren)才(cai)(cai)補(bu)貼線上申報,依托(tuo)人(ren)(ren)才(cai)(cai)引(yin)進(jin)實名登(deng)(deng)記系(xi)統(tong),精(jing)準(zhun)鎖定引(yin)進(jin)的人(ren)(ren)才(cai)(cai),不定期與人(ren)(ren)才(cai)(cai)對接(jie)聯系(xi),摸清政(zheng)策享(xiang)受情況,確保生(sheng)(sheng)活補(bu)貼、購房補(bu)貼、引(yin)才(cai)(cai)補(bu)貼等引(yin)才(cai)(cai)政(zheng)策“應納盡納、應享(xiang)盡享(xiang)”。

構建(jian)和諧勞(lao)動(dong)關系方面(mian)

2019年(nian)(nian),濟寧市被列為(wei)全國8個深化構建(jian)和諧勞(lao)動(dong)(dong)關系綜合(he)配套改革試點地(di)區之一。自2020年(nian)(nian)試點工作啟動(dong)(dong)以來,通過(guo)不斷探索(suo)勞(lao)動(dong)(dong)關系治理體(ti)制(zhi)機制(zhi)創新,和諧勞(lao)動(dong)(dong)關系建(jian)設取得明顯成效。去年(nian)(nian),濟寧市成立了(le)全省(sheng)首家“樓宇(yu)勞(lao)動(dong)(dong)關系綜合(he)服(fu)務站”、全省(sheng)首個“勞(lao)動(dong)(dong)爭議預防調(diao)解宣(xuan)講團”,市勞(lao)動(dong)(dong)爭議人民(min)調(diao)解委(wei)員會(hui)被評為(wei)“全國模范人民(min)調(diao)解委(wei)員會(hui)”。

今年(nian),市人社局將(jiang)繼續深(shen)化(hua)和(he)(he)諧勞(lao)動(dong)關系(xi)構建工(gong)作(zuo),重點(dian)推進四個方(fang)面工(gong)作(zuo):一是在全(quan)市企業集中(zhong)的(de)園區(qu)、樓宇普遍建立基層勞(lao)動(dong)關系(xi)服務組織,為企業和(he)(he)職工(gong)提供一站式服務。二是發(fa)揮我市文(wen)化(hua)資源優勢,深(shen)入挖掘優秀傳統(tong)文(wen)化(hua)中(zhong)“和(he)(he)合(he)共生”理(li)念,在企業建立勞(lao)動(dong)關系(xi)“和(he)(he)諧驛站”,探索(suo)優秀傳統(tong)文(wen)化(hua)與(yu)和(he)(he)諧勞(lao)動(dong)關系(xi)融合(he)發(fa)展(zhan)新路徑。三(san)是打(da)造“和(he)(he)為貴”調(diao)解(jie)品(pin)牌。在園區(qu)(社區(qu)、樓宇)建立勞(lao)動(dong)爭議(yi)預防調(diao)解(jie)中(zhong)心(xin),在企業普遍建立“和(he)(he)為貴”調(diao)解(jie)室和(he)(he)文(wen)化(hua)中(zhong)心(xin),開展(zhan)企業勞(lao)動(dong)爭議(yi)預防責(ze)任制(zhi)試(shi)點(dian),有效預防和(he)(he)化(hua)解(jie)勞(lao)動(dong)爭議(yi)。四是實施勞(lao)動(dong)關系(xi)“和(he)(he)諧同行(xing)”能(neng)力提升三(san)年(nian)行(xing)動(dong)計劃,加強基層協調(diao)勞(lao)動(dong)關系(xi)能(neng)力建設,為各(ge)類企業提供政策咨詢和(he)(he)用(yong)工(gong)指導服務。
