“破解(jie)企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)才用(yong)工(gong)(gong)(gong)難題(ti)是(shi)增強企(qi)(qi)(qi)業(ye)(ye)(ye)發(fa)展動(dong)能(neng)、促進轉型(xing)升級(ji)的(de)關(guan)鍵措施(shi)。”市人(ren)(ren)力資源(yuan)和社會保障局(ju)(ju)黨組書(shu)記(ji)、局(ju)(ju)長陳勇(yong)在接受(shou)記(ji)者采訪時(shi)表示,市人(ren)(ren)社局(ju)(ju)聚焦民(min)生領域,關(guan)注企(qi)(qi)(qi)業(ye)(ye)(ye)普遍反映的(de)“招工(gong)(gong)(gong)難、缺人(ren)(ren)才”等(deng)共性(xing)問(wen)(wen)題(ti),通過現場調研、座談交(jiao)流、問(wen)(wen)卷調查等(deng)方(fang)式全面摸清企(qi)(qi)(qi)業(ye)(ye)(ye)缺工(gong)(gong)(gong)情況,制定實(shi)施(shi)了《關(guan)于做好(hao)(hao)企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)才用(yong)工(gong)(gong)(gong)服務(wu)保障工(gong)(gong)(gong)作的(de)10條措施(shi)》,為全市企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)才用(yong)工(gong)(gong)(gong)提供“個性(xing)化”“精準式”服務(wu)保障,在切實(shi)做好(hao)(hao)企(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)(ren)才用(yong)工(gong)(gong)(gong)服務(wu)保障工(gong)(gong)(gong)作的(de)同時(shi),幫(bang)助更多的(de)求職者能(neng)夠盡快找(zhao)到工(gong)(gong)(gong)作,全力推進“六(liu)穩”“六(liu)保”工(gong)(gong)(gong)作任務(wu)落實(shi)。
持續“輸血”,四項(xiang)舉措推動企業招工用工
開展“雙百(bai)招(zhao)聘(pin)”活動。集中利(li)用(yong)100天(tian)時(shi)間(jian),發動全市公共就業人(ren)才服務機構,分(fen)(fen)地區、分(fen)(fen)行業、分(fen)(fen)專業、分(fen)(fen)工(gong)種策劃舉辦(ban)100場次以(yi)上(shang)企(qi)業用(yong)工(gong)招(zhao)聘(pin)會,幫助至少3000家次缺(que)工(gong)企(qi)業解決急需(xu)用(yong)工(gong)問題。
實施“百家(jia)(jia)(jia)機(ji)構(gou)助企(qi)用(yong)工(gong)(gong)”行動。組織全市100家(jia)(jia)(jia)以上人(ren)力資源服(fu)務(wu)機(ji)構(gou),對接1000家(jia)(jia)(jia)次以上缺工(gong)(gong)規模較大的重(zhong)點骨干企(qi)業、重(zhong)大項目,提供用(yong)工(gong)(gong)招聘(pin)、勞務(wu)派遣(qian)、服(fu)務(wu)外包(bao)等(deng)用(yong)工(gong)(gong)服(fu)務(wu)。
深入拓(tuo)展跨(kua)地(di)區(qu)勞(lao)務協作。加快推進(jin)我(wo)市(shi)(shi)與重(zhong)慶市(shi)(shi)開(kai)州(zhou)區(qu)、云南省德宏州(zhou)、貴(gui)州(zhou)省畢節市(shi)(shi)、陜西省安康市(shi)(shi)、榆林市(shi)(shi)等地(di)區(qu)的(de)勞(lao)務協作工作,開(kai)發一批勞(lao)務合作基(ji)地(di),動(dong)態(tai)發布(bu)企業招聘用工信(xin)息,組織開(kai)展駐點(dian)招工、定點(dian)招工,更大規(gui)模(mo)引進(jin)優質勞(lao)動(dong)力資(zi)源來濰就業。
促進人(ren)(ren)(ren)力(li)(li)(li)資(zi)源(yuan)服務業發(fa)(fa)展壯大。充分發(fa)(fa)揮人(ren)(ren)(ren)力(li)(li)(li)資(zi)源(yuan)市(shi)(shi)(shi)場(chang)(chang)服務企業人(ren)(ren)(ren)才(cai)用工的主渠道(dao)作用。出臺支(zhi)持人(ren)(ren)(ren)力(li)(li)(li)資(zi)源(yuan)服務業發(fa)(fa)展的政策措施(shi),在財政、稅(shui)收、金融、場(chang)(chang)地等(deng)方面(mian)給予扶(fu)持,培育(yu)提(ti)升人(ren)(ren)(ren)力(li)(li)(li)資(zi)源(yuan)市(shi)(shi)(shi)場(chang)(chang)功能(neng),促進人(ren)(ren)(ren)力(li)(li)(li)資(zi)源(yuan)優化配置,為全市(shi)(shi)(shi)產業和企業發(fa)(fa)展提(ti)供有力(li)(li)(li)的人(ren)(ren)(ren)力(li)(li)(li)資(zi)源(yuan)支(zhi)撐和服務。
精準(zhun)“配型(xing)”,三項服務助力企業靶向引才
開(kai)(kai)展“多會(hui)合(he)一”院校(xiao)(xiao)攬才系列活動。圍繞(rao)全(quan)市經濟轉型發展和重點企(qi)(qi)業(ye)人(ren)(ren)才需求,組織企(qi)(qi)業(ye)到駐(zhu)濰高(gao)校(xiao)(xiao)集中開(kai)(kai)展就業(ye)招聘會(hui)、創業(ye)招商會(hui)、政策(ce)宣講會(hui)等“多會(hui)合(he)一”進校(xiao)(xiao)園活動不少(shao)于20場次(ci),服務企(qi)(qi)業(ye)不少(shao)于1000家次(ci),提升“才聚鳶都”品牌影響(xiang)力。根據(ju)不同行業(ye)、企(qi)(qi)業(ye)對“高(gao)精尖缺”人(ren)(ren)才和本科(ke)以上(shang)畢業(ye)生需求情況(kuang),赴省內外(wai)高(gao)校(xiao)(xiao)開(kai)(kai)展定向引(yin)才活動不少(shao)于50場次(ci),引(yin)進碩士(shi)以上(shang)高(gao)層次(ci)人(ren)(ren)才3600人(ren)(ren)以上(shang)。
推進“云上招(zhao)聘”擴容增效。加快“濰(wei)坊全球引才(cai)平(ping)臺(人(ren)才(cai)熱力圖)”建設,通過服務(wu)企業(ye)專員(yuan)和(he)“濰(wei)企通”摸清企業(ye)人(ren)才(cai)需(xu)求,以“專屬”“精準(zhun)”與“共(gong)享”為理念,利用平(ping)臺對(dui)全市企業(ye)人(ren)才(cai)需(xu)求和(he)人(ren)才(cai)流(liu)向等方面進行(xing)數(shu)據統計分(fen)析,制定精準(zhun)引才(cai)崗位信息,幫助(zhu)企業(ye)和(he)求職者解決信息不對(dui)稱引發的(de)“用工難”與“求職難”問(wen)題。
實施“星(xing)期日工(gong)(gong)程師(shi)”等幫扶行動。鼓勵各(ge)類(lei)專業技(ji)術人才、高技(ji)能人才利(li)用星(xing)期天或節假日等業余時間(jian),在完成本職工(gong)(gong)作(zuo)、不侵害國家(jia)和所在單位技(ji)術、經(jing)濟利(li)益的前提下,為各(ge)類(lei)小微(wei)企業提供各(ge)種無償(chang)或有(you)償(chang)服務。引導同(tong)類(lei)企業之間(jian)共享技(ji)工(gong)(gong),開展技(ji)工(gong)(gong)余缺調劑合作(zuo),加強共享技(ji)工(gong)(gong)人才指導服務,及時匯集發布供需信息,按(an)需組織(zhi)專場對(dui)接(jie)。
主動“造血(xue)”,三項措施提(ti)升企業用工質量
實施“重點群體就業(ye)(ye)(ye)創業(ye)(ye)(ye)培(pei)訓(xun)”行動(dong)。針(zhen)對(dui)城鄉(xiang)“三后生(sheng)”(初中(zhong)畢業(ye)(ye)(ye)生(sheng)、高中(zhong)畢業(ye)(ye)(ye)生(sheng)和(he)高校(xiao)離(li)校(xiao)未(wei)就業(ye)(ye)(ye)畢業(ye)(ye)(ye)生(sheng))、失業(ye)(ye)(ye)人員、農村勞動(dong)力(li)等,年內(nei)開展6.6萬人次以上(shang)的(de)就業(ye)(ye)(ye)培(pei)訓(xun),提高就業(ye)(ye)(ye)技(ji)(ji)能素質和(he)職業(ye)(ye)(ye)能力(li);開展2.5萬人次以上(shang)創業(ye)(ye)(ye)培(pei)訓(xun),促進創業(ye)(ye)(ye)帶(dai)動(dong)就業(ye)(ye)(ye)。有效化解重點群體技(ji)(ji)術技(ji)(ji)能與企(qi)業(ye)(ye)(ye)崗(gang)位需求不匹配引發的(de)求職就業(ye)(ye)(ye)難與招(zhao)工難并(bing)存的(de)矛盾,為企(qi)業(ye)(ye)(ye)提供并(bing)儲(chu)備合格(ge)用工資源。
強化企(qi)業(ye)(ye)職(zhi)工(gong)“職(zhi)業(ye)(ye)技(ji)能提升(sheng)(sheng)培訓”。通過崗(gang)前培訓和在崗(gang)培訓,提升(sheng)(sheng)1.5萬名(ming)以上企(qi)業(ye)(ye)職(zhi)工(gong)的技(ji)能技(ji)術水平(ping),開展3000名(ming)企(qi)業(ye)(ye)新型學徒制培訓,做好“金藍(lan)領技(ji)師(shi)(高(gao)級技(ji)師(shi))”等培訓項目,加強高(gao)技(ji)能人(ren)(ren)才梯隊建設。充分調動企(qi)業(ye)(ye)積極性,全面(mian)推進企(qi)業(ye)(ye)技(ji)能人(ren)(ren)才自主評(ping)價(jia),幫助企(qi)業(ye)(ye)全面(mian)提升(sheng)(sheng)員工(gong)技(ji)能素質,穩定就業(ye)(ye)崗(gang)位。
推(tui)進(jin)技(ji)工(gong)(gong)(gong)院(yuan)校(xiao)學(xue)(xue)生(sheng)進(jin)企(qi)(qi)業(ye)跟(gen)崗(gang)頂崗(gang)實習。積極聯(lian)系市內外技(ji)工(gong)(gong)(gong)院(yuan)校(xiao)與本地(di)企(qi)(qi)業(ye)對接(jie)(jie),按(an)照地(di)域就近、專(zhuan)業(ye)相(xiang)近原則,搭建學(xue)(xue)校(xiao)、企(qi)(qi)業(ye)、學(xue)(xue)生(sheng)三方對接(jie)(jie)機制,把技(ji)工(gong)(gong)(gong)院(yuan)校(xiao)學(xue)(xue)生(sheng)跟(gen)崗(gang)頂崗(gang)實習、實踐教(jiao)(jiao)學(xue)(xue)與階段性幫助重點(dian)企(qi)(qi)業(ye)解決用工(gong)(gong)(gong)缺口結合起來(lai),提(ti)高實習人(ren)員與企(qi)(qi)業(ye)需求崗(gang)位(wei)匹(pi)配(pei)度。持續深(shen)化產教(jiao)(jiao)融合、校(xiao)企(qi)(qi)合作(zuo)(zuo)、訂單(dan)培養,發揮技(ji)工(gong)(gong)(gong)教(jiao)(jiao)育聯(lian)盟作(zuo)(zuo)用,打造技(ji)工(gong)(gong)(gong)學(xue)(xue)校(xiao)、高級技(ji)工(gong)(gong)(gong)學(xue)(xue)校(xiao)、技(ji)師學(xue)(xue)院(yuan)全(quan)鏈條培養的技(ji)工(gong)(gong)(gong)教(jiao)(jiao)育體(ti)系,為企(qi)(qi)業(ye)提(ti)供全(quan)方位(wei)技(ji)能人(ren)才培養服(fu)務。
