從(cong)6月(yue)30日(ri)泰安市(shi)(shi)政府新聞(wen)辦(ban)召開的(de)“學黨史 辦(ban)實(shi)(shi)事(shi) 人(ren)(ren)(ren)社(she)服務惠民生”群(qun)眾政策(ce)(ce)專場新聞(wen)發(fa)(fa)布會(hui)上了解(jie)到,人(ren)(ren)(ren)社(she)部門深入貫徹落(luo)實(shi)(shi)市(shi)(shi)委市(shi)(shi)政府要求,結合黨史學習(xi)教(jiao)育“我為群(qun)眾辦(ban)實(shi)(shi)事(shi)”實(shi)(shi)踐(jian)活動,聚焦群(qun)眾關心關注(zhu)的(de)人(ren)(ren)(ren)社(she)熱(re)點問題(ti),充分發(fa)(fa)揮就(jiu)業創業、社(she)會(hui)保障、人(ren)(ren)(ren)才引(yin)進、勞動關系等服務職能,簡化(hua)流程優化(hua)服務,不(bu)折不(bu)扣(kou)落(luo)實(shi)(shi)各項(xiang)人(ren)(ren)(ren)社(she)政策(ce)(ce),群(qun)眾幸(xing)福感和(he)獲得(de)感得(de)到明顯提(ti)升。

強化政策落實,保障群眾就業

優化(hua)公共(gong)就(jiu)業(ye)(ye)(ye)服務促就(jiu)業(ye)(ye)(ye),通(tong)過(guo)(guo)“線上+線下”相結合方(fang)式開展(zhan)各類招聘,確保(bao)就(jiu)業(ye)(ye)(ye)服務不打(da)烊(yang),網(wang)上招聘不停歇。落實創業(ye)(ye)(ye)帶動就(jiu)業(ye)(ye)(ye)政策(ce),大力(li)扶持各類群體(ti)創業(ye)(ye)(ye),截(jie)(jie)至5月底,全市發(fa)(fa)放(fang)一次性(xing)創業(ye)(ye)(ye)補(bu)貼(tie)513.9萬(wan)(wan)元(yuan)(yuan),創業(ye)(ye)(ye)擔保(bao)貸款1.37億元(yuan)(yuan)。強化(hua)職業(ye)(ye)(ye)技(ji)(ji)能(neng)提升培訓政策(ce),進一步提升勞動者就(jiu)業(ye)(ye)(ye)創業(ye)(ye)(ye)能(neng)力(li),截(jie)(jie)至5月底,全市共(gong)發(fa)(fa)放(fang)培訓補(bu)貼(tie)6039.76萬(wan)(wan)元(yuan)(yuan),職業(ye)(ye)(ye)技(ji)(ji)能(neng)鑒定補(bu)貼(tie)254.71萬(wan)(wan)元(yuan)(yuan)。聚焦(jiao)高校畢業(ye)(ye)(ye)生、農民(min)工等重點群體(ti),通(tong)過(guo)(guo)就(jiu)業(ye)(ye)(ye)見(jian)習(xi)、公益性(xing)崗位(wei)等形式幫助實現就(jiu)業(ye)(ye)(ye),截(jie)(jie)至5月底,共(gong)發(fa)(fa)放(fang)就(jiu)業(ye)(ye)(ye)見(jian)習(xi)補(bu)貼(tie)68.8萬(wan)(wan)元(yuan)(yuan),公益性(xing)崗位(wei)補(bu)貼(tie)51.23萬(wan)(wan)元(yuan)(yuan),靈活就(jiu)業(ye)(ye)(ye)社保(bao)補(bu)貼(tie)122.3萬(wan)(wan)元(yuan)(yuan)。

健全社保體系,增進民生福祉

社(she)保(bao)政策(ce)覆(fu)蓋(gai)面持續(xu)擴(kuo)大。明(ming)確無雇(gu)工(gong)的個體(ti)工(gong)商戶等靈(ling)活就業(ye)人員(yuan)可以(yi)參(can)加企業(ye)職(zhi)工(gong)基本養(yang)老(lao)(lao)(lao)保(bao)險(xian)。居(ju)民(min)養(yang)老(lao)(lao)(lao)保(bao)險(xian)比(bi)國家要求提前(qian)3年(nian)(nian)實現農村和城鎮(zhen)居(ju)民(min)的全覆(fu)蓋(gai)。財(cai)政投入力度(du)持續(xu)加大。完(wan)(wan)善(shan)居(ju)民(min)養(yang)老(lao)(lao)(lao)保(bao)險(xian)待遇確定(ding)機制(zhi),建立繳費年(nian)(nian)限養(yang)老(lao)(lao)(lao)金(jin)激勵(li)機制(zhi),完(wan)(wan)善(shan)居(ju)民(min)繳費補(bu)貼(tie)調整機制(zhi),政府(fu)對居(ju)保(bao)參(can)保(bao)人繳費給予適當補(bu)貼(tie),繳費即補(bu)。各項政府(fu)補(bu)貼(tie)及時足(zu)額發(fa)放。2020年(nian)(nian)全市居(ju)民(min)基本養(yang)老(lao)(lao)(lao)保(bao)險(xian)各項補(bu)助資(zi)金(jin)共計159410萬元。待遇水(shui)(shui)平穩步提高。2011年(nian)(nian)以(yi)來多次提高居(ju)民(min)基本養(yang)老(lao)(lao)(lao)保(bao)險(xian)基礎養(yang)老(lao)(lao)(lao)金(jin)最低(di)標(biao)準,基礎養(yang)老(lao)(lao)(lao)金(jin)從每人每月55元提高至142元。1-4級(ji)工(gong)傷(shang)職(zhi)工(gong)傷(shang)殘津貼(tie)等三項工(gong)傷(shang)保(bao)險(xian)待遇水(shui)(shui)平已連續(xu)16年(nian)(nian)提高。失(shi)業(ye)保(bao)險(xian)金(jin)標(biao)準自去年(nian)(nian)2月起上調至當地最低(di)工(gong)資(zi)標(biao)準的90%。

優化人才服務,提升人才活力

鼓(gu)(gu)勵青年(nian)人(ren)才(cai)(cai)(cai)(cai)引(yin)進(jin)(jin)(jin)。企業(ye)新引(yin)進(jin)(jin)(jin)的符(fu)合條(tiao)件的普通(tong)(tong)高校(xiao)全日制畢業(ye)生,每月發(fa)放(fang)(fang)租房和生活補(bu)貼(tie),為(wei)2949人(ren)發(fa)放(fang)(fang)補(bu)貼(tie)2282.28萬(wan)元(yuan)(yuan)。2020年(nian)來,共為(wei)工業(ye)企業(ye)引(yin)進(jin)(jin)(jin)的本科以上畢業(ye)生294人(ren)增發(fa)人(ren)才(cai)(cai)(cai)(cai)津貼(tie)21.72萬(wan)元(yuan)(yuan)。鼓(gu)(gu)勵技能(neng)人(ren)才(cai)(cai)(cai)(cai)培養。鼓(gu)(gu)勵我市(shi)符(fu)合條(tiao)件企業(ye)與 “金藍領(ling)培訓(xun)”基地合作,進(jin)(jin)(jin)行(xing)技師(shi)、高級技師(shi)等(deng)的培養。截至(zhi)目前,為(wei)713人(ren)發(fa)放(fang)(fang)補(bu)貼(tie)187.1萬(wan)元(yuan)(yuan)。提升高層次(ci)人(ren)才(cai)(cai)(cai)(cai)服務,全市(shi)發(fa)放(fang)(fang)高層次(ci)人(ren)才(cai)(cai)(cai)(cai)“山東惠才(cai)(cai)(cai)(cai)卡”113張、“泰山人(ren)才(cai)(cai)(cai)(cai)金卡”247張、“高層次(ci)人(ren)才(cai)(cai)(cai)(cai)證書”2093張,為(wei)人(ren)才(cai)(cai)(cai)(cai)提供子(zi)女入學、編(bian)制、交通(tong)(tong)、醫(yi)療等(deng)21項綠色(se)通(tong)(tong)道便利服務。

和諧勞動關系,維護職工權益

教(jiao)育和(he)(he)引導(dao)職工(gong)(gong)(gong)增(zeng)強簽訂勞動(dong)(dong)合同的主動(dong)(dong)性,全(quan)(quan)面實施勞動(dong)(dong)合同制(zhi)度,建(jian)立完善(shan)勞動(dong)(dong)用工(gong)(gong)(gong)備案信息(xi)數據庫,實現對勞動(dong)(dong)合同動(dong)(dong)態管理。強化(hua)(hua)工(gong)(gong)(gong)資(zi)(zi)(zi)收(shou)入分配指導(dao)。完善(shan)企(qi)業(ye)(ye)薪(xin)酬調(diao)查和(he)(he)信息(xi)發(fa)(fa)布(bu)制(zhi)度,及時發(fa)(fa)布(bu)企(qi)業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)指導(dao)線和(he)(he)人(ren)力(li)資(zi)(zi)(zi)源市(shi)場工(gong)(gong)(gong)資(zi)(zi)(zi)指導(dao)價位(wei),建(jian)立企(qi)業(ye)(ye)經(jing)濟效益與職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)最(zui)低(di)增(zeng)長(chang)比例掛鉤制(zhi)度。完善(shan)最(zui)低(di)工(gong)(gong)(gong)資(zi)(zi)(zi)保障(zhang)制(zhi)度,逐步調(diao)整(zheng)最(zui)低(di)工(gong)(gong)(gong)資(zi)(zi)(zi)標準,規范企(qi)業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)支(zhi)付(fu)(fu)行(xing)為(wei),維護職工(gong)(gong)(gong)的合法權益。提(ti)高防暑降溫(wen)費標準。今(jin)年我(wo)市(shi)企(qi)業(ye)(ye)從事室(shi)外作(zuo)業(ye)(ye)和(he)(he)高溫(wen)作(zuo)業(ye)(ye)人(ren)員防暑降溫(wen)費標準提(ti)高到(dao)每(mei)(mei)人(ren)每(mei)(mei)月300元(yuan)(yuan),其他作(zuo)業(ye)(ye)人(ren)員提(ti)高到(dao)每(mei)(mei)人(ren)每(mei)(mei)月180元(yuan)(yuan)。深(shen)化(hua)(hua)農民(min)(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)支(zhi)付(fu)(fu)專項(xiang)整(zheng)治。我(wo)市(shi)在建(jian)項(xiang)目實名制(zhi)實現全(quan)(quan)覆蓋,累計發(fa)(fa)放59.5萬人(ren)次30.8億元(yuan)(yuan)農民(min)(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi),銀行(xing)代(dai)發(fa)(fa)率100%,欠(qian)薪(xin)案件(jian)數連續兩年大幅(fu)度下(xia)降。2020年,我(wo)市(shi)在山東省保障(zhang)農民(min)(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)支(zhi)付(fu)(fu)工(gong)(gong)(gong)作(zuo)考(kao)核中獲得A級。

下一步,泰安(an)(an)市人(ren)社局將結(jie)合(he)黨史學(xue)習教育“我為(wei)群(qun)眾辦實事”實踐(jian)活動要求,瞄準群(qun)眾需求,主動服(fu)務(wu)(wu)、靠前服(fu)務(wu)(wu)、精準服(fu)務(wu)(wu),繼續優(you)化服(fu)務(wu)(wu)流(liu)程(cheng),大力精簡辦事材(cai)料,提升人(ren)社服(fu)務(wu)(wu)效能,為(wei)人(ren)民群(qun)眾打造更(geng)加“優(you)質(zhi)、高效、安(an)(an)全、滿意(yi)”的人(ren)社服(fu)務(wu)(wu)。
