從(cong)6月(yue)30日泰安市政府(fu)新(xin)聞辦(ban)召開(kai)的(de)“學(xue)黨(dang)史 辦(ban)實(shi)事 人社服(fu)務(wu)(wu)惠民生”群眾(zhong)政策(ce)專場新(xin)聞發(fa)布會上了(le)解(jie)到,人社部門深入貫徹落(luo)實(shi)市委(wei)市政府(fu)要求(qiu),結合黨(dang)史學(xue)習教(jiao)育“我為群眾(zhong)辦(ban)實(shi)事”實(shi)踐(jian)活動,聚焦群眾(zhong)關(guan)心關(guan)注的(de)人社熱點問(wen)題(ti),充分發(fa)揮就業(ye)(ye)創業(ye)(ye)、社會保障(zhang)、人才引進、勞動關(guan)系(xi)等服(fu)務(wu)(wu)職能,簡化(hua)(hua)流程(cheng)優化(hua)(hua)服(fu)務(wu)(wu),不折不扣落(luo)實(shi)各項人社政策(ce),群眾(zhong)幸福感(gan)和獲得感(gan)得到明顯提(ti)升。

強化政策落實,保障群眾就業

優化公共就(jiu)(jiu)業(ye)服(fu)務促(cu)就(jiu)(jiu)業(ye),通過(guo)“線上+線下”相結合(he)方式開展(zhan)各類招聘(pin),確保就(jiu)(jiu)業(ye)服(fu)務不(bu)打烊,網上招聘(pin)不(bu)停歇。落實(shi)創(chuang)(chuang)業(ye)帶動就(jiu)(jiu)業(ye)政(zheng)策(ce),大力扶持各類群體(ti)創(chuang)(chuang)業(ye),截(jie)至5月底(di)(di),全市(shi)(shi)發(fa)放(fang)(fang)一次性(xing)創(chuang)(chuang)業(ye)補(bu)貼513.9萬(wan)元(yuan)(yuan),創(chuang)(chuang)業(ye)擔(dan)保貸款1.37億元(yuan)(yuan)。強化職業(ye)技能(neng)(neng)提升培訓(xun)政(zheng)策(ce),進一步提升勞動者就(jiu)(jiu)業(ye)創(chuang)(chuang)業(ye)能(neng)(neng)力,截(jie)至5月底(di)(di),全市(shi)(shi)共發(fa)放(fang)(fang)培訓(xun)補(bu)貼6039.76萬(wan)元(yuan)(yuan),職業(ye)技能(neng)(neng)鑒定補(bu)貼254.71萬(wan)元(yuan)(yuan)。聚(ju)焦(jiao)高校畢業(ye)生、農民工等重點群體(ti),通過(guo)就(jiu)(jiu)業(ye)見(jian)習、公益(yi)性(xing)崗位等形(xing)式幫助實(shi)現就(jiu)(jiu)業(ye),截(jie)至5月底(di)(di),共發(fa)放(fang)(fang)就(jiu)(jiu)業(ye)見(jian)習補(bu)貼68.8萬(wan)元(yuan)(yuan),公益(yi)性(xing)崗位補(bu)貼51.23萬(wan)元(yuan)(yuan),靈活(huo)就(jiu)(jiu)業(ye)社保補(bu)貼122.3萬(wan)元(yuan)(yuan)。

健全社保體系,增進民生福祉

社(she)保(bao)(bao)政策(ce)覆蓋面持續(xu)擴大。明確無雇工(gong)(gong)的個體工(gong)(gong)商戶等靈活就業人(ren)員可以參加企業職工(gong)(gong)基(ji)(ji)本養(yang)(yang)(yang)老保(bao)(bao)險(xian)(xian)。居(ju)民(min)(min)(min)養(yang)(yang)(yang)老保(bao)(bao)險(xian)(xian)比國家要求提(ti)前3年(nian)實現農村(cun)和城鎮居(ju)民(min)(min)(min)的全覆蓋。財(cai)政投入力(li)度持續(xu)加大。完善(shan)居(ju)民(min)(min)(min)養(yang)(yang)(yang)老保(bao)(bao)險(xian)(xian)待遇確定機(ji)制,建(jian)立(li)繳(jiao)(jiao)費(fei)年(nian)限養(yang)(yang)(yang)老金(jin)激勵機(ji)制,完善(shan)居(ju)民(min)(min)(min)繳(jiao)(jiao)費(fei)補貼調(diao)整機(ji)制,政府(fu)對居(ju)保(bao)(bao)參保(bao)(bao)人(ren)繳(jiao)(jiao)費(fei)給(gei)予適當(dang)(dang)補貼,繳(jiao)(jiao)費(fei)即補。各(ge)項政府(fu)補貼及時足額發(fa)放。2020年(nian)全市居(ju)民(min)(min)(min)基(ji)(ji)本養(yang)(yang)(yang)老保(bao)(bao)險(xian)(xian)各(ge)項補助資(zi)金(jin)共(gong)計159410萬元。待遇水(shui)平穩步提(ti)高(gao)。2011年(nian)以來多次提(ti)高(gao)居(ju)民(min)(min)(min)基(ji)(ji)本養(yang)(yang)(yang)老保(bao)(bao)險(xian)(xian)基(ji)(ji)礎養(yang)(yang)(yang)老金(jin)最低(di)標(biao)(biao)準(zhun),基(ji)(ji)礎養(yang)(yang)(yang)老金(jin)從每(mei)人(ren)每(mei)月55元提(ti)高(gao)至142元。1-4級(ji)工(gong)(gong)傷職工(gong)(gong)傷殘津貼等三(san)項工(gong)(gong)傷保(bao)(bao)險(xian)(xian)待遇水(shui)平已連(lian)續(xu)16年(nian)提(ti)高(gao)。失業保(bao)(bao)險(xian)(xian)金(jin)標(biao)(biao)準(zhun)自去年(nian)2月起上調(diao)至當(dang)(dang)地(di)最低(di)工(gong)(gong)資(zi)標(biao)(biao)準(zhun)的90%。

優化人才服務,提升人才活力

鼓勵青年(nian)人(ren)(ren)才(cai)(cai)(cai)引進。企業(ye)新引進的(de)符(fu)合(he)(he)條(tiao)件的(de)普通高校(xiao)全日制(zhi)畢(bi)業(ye)生,每月發(fa)(fa)(fa)放(fang)(fang)租房和生活補貼(tie)(tie),為(wei)2949人(ren)(ren)發(fa)(fa)(fa)放(fang)(fang)補貼(tie)(tie)2282.28萬(wan)元。2020年(nian)來(lai),共為(wei)工業(ye)企業(ye)引進的(de)本科以上(shang)畢(bi)業(ye)生294人(ren)(ren)增(zeng)發(fa)(fa)(fa)人(ren)(ren)才(cai)(cai)(cai)津貼(tie)(tie)21.72萬(wan)元。鼓勵技能人(ren)(ren)才(cai)(cai)(cai)培養。鼓勵我市(shi)符(fu)合(he)(he)條(tiao)件企業(ye)與 “金藍領培訓”基地合(he)(he)作(zuo),進行技師(shi)、高級技師(shi)等的(de)培養。截至目前,為(wei)713人(ren)(ren)發(fa)(fa)(fa)放(fang)(fang)補貼(tie)(tie)187.1萬(wan)元。提升高層次(ci)人(ren)(ren)才(cai)(cai)(cai)服(fu)務,全市(shi)發(fa)(fa)(fa)放(fang)(fang)高層次(ci)人(ren)(ren)才(cai)(cai)(cai)“山(shan)東惠(hui)才(cai)(cai)(cai)卡(ka)”113張(zhang)、“泰山(shan)人(ren)(ren)才(cai)(cai)(cai)金卡(ka)”247張(zhang)、“高層次(ci)人(ren)(ren)才(cai)(cai)(cai)證書”2093張(zhang),為(wei)人(ren)(ren)才(cai)(cai)(cai)提供子女入學、編(bian)制(zhi)、交(jiao)通、醫療等21項綠色通道便利(li)服(fu)務。

和諧勞動關系,維護職工權益

教育(yu)和引導職(zhi)工(gong)(gong)(gong)增強(qiang)簽訂勞(lao)動(dong)(dong)合同(tong)的(de)主(zhu)動(dong)(dong)性,全(quan)面實(shi)施(shi)勞(lao)動(dong)(dong)合同(tong)制(zhi)(zhi)度(du),建(jian)立完善(shan)勞(lao)動(dong)(dong)用(yong)工(gong)(gong)(gong)備案(an)信息(xi)數據(ju)庫,實(shi)現對勞(lao)動(dong)(dong)合同(tong)動(dong)(dong)態管理。強(qiang)化工(gong)(gong)(gong)資收入分配指導。完善(shan)企(qi)業(ye)(ye)薪(xin)酬(chou)調(diao)查(cha)和信息(xi)發(fa)布制(zhi)(zhi)度(du),及(ji)時發(fa)布企(qi)業(ye)(ye)工(gong)(gong)(gong)資指導線和人(ren)力資源市(shi)場工(gong)(gong)(gong)資指導價(jia)位,建(jian)立企(qi)業(ye)(ye)經濟效益與職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資最低增長比例掛(gua)鉤制(zhi)(zhi)度(du)。完善(shan)最低工(gong)(gong)(gong)資保障制(zhi)(zhi)度(du),逐步(bu)調(diao)整最低工(gong)(gong)(gong)資標準,規范企(qi)業(ye)(ye)工(gong)(gong)(gong)資支付行為,維(wei)護職(zhi)工(gong)(gong)(gong)的(de)合法權(quan)益。提(ti)高(gao)防暑(shu)降溫(wen)費標準。今年(nian)我市(shi)企(qi)業(ye)(ye)從事室外作業(ye)(ye)和高(gao)溫(wen)作業(ye)(ye)人(ren)員防暑(shu)降溫(wen)費標準提(ti)高(gao)到(dao)每人(ren)每月300元(yuan)(yuan),其他(ta)作業(ye)(ye)人(ren)員提(ti)高(gao)到(dao)每人(ren)每月180元(yuan)(yuan)。深化農民工(gong)(gong)(gong)工(gong)(gong)(gong)資支付專項(xiang)整治。我市(shi)在建(jian)項(xiang)目實(shi)名制(zhi)(zhi)實(shi)現全(quan)覆蓋,累計(ji)發(fa)放59.5萬人(ren)次30.8億元(yuan)(yuan)農民工(gong)(gong)(gong)工(gong)(gong)(gong)資,銀行代(dai)發(fa)率100%,欠(qian)薪(xin)案(an)件數連續(xu)兩年(nian)大幅(fu)度(du)下降。2020年(nian),我市(shi)在山東(dong)省(sheng)保障農民工(gong)(gong)(gong)工(gong)(gong)(gong)資支付工(gong)(gong)(gong)作考核中獲得A級。

下一步,泰安(an)市人(ren)社局(ju)將結合黨史學習教育(yu)“我為群(qun)眾辦(ban)(ban)實事”實踐(jian)活動要求,瞄準(zhun)群(qun)眾需求,主動服務、靠前服務、精準(zhun)服務,繼(ji)續優(you)化服務流程(cheng),大力精簡辦(ban)(ban)事材(cai)料,提升人(ren)社服務效(xiao)能,為人(ren)民群(qun)眾打(da)造更加“優(you)質、高(gao)效(xiao)、安(an)全、滿意”的人(ren)社服務。
