從(cong)6月30日泰安市政(zheng)府新聞辦召開(kai)的“學(xue)(xue)黨史 辦實(shi)事(shi) 人社(she)服(fu)務惠民生”群(qun)眾(zhong)政(zheng)策專場新聞發布會上了解到,人社(she)部(bu)門深入貫徹(che)落實(shi)市委市政(zheng)府要求,結合(he)黨史學(xue)(xue)習教(jiao)育“我為群(qun)眾(zhong)辦實(shi)事(shi)”實(shi)踐活動,聚焦群(qun)眾(zhong)關(guan)心關(guan)注的人社(she)熱點問題,充分發揮就業創業、社(she)會保(bao)障、人才引進、勞動關(guan)系等服(fu)務職能,簡化流程(cheng)優(you)化服(fu)務,不(bu)折不(bu)扣落實(shi)各(ge)項人社(she)政(zheng)策,群(qun)眾(zhong)幸福感和獲(huo)得感得到明顯(xian)提升。
強化政策落實,保障群眾就業
優(you)化(hua)公(gong)共(gong)就(jiu)業(ye)(ye)服務(wu)促(cu)就(jiu)業(ye)(ye),通過(guo)“線(xian)上(shang)(shang)+線(xian)下”相結合方式(shi)開展各類(lei)招(zhao)聘,確保(bao)就(jiu)業(ye)(ye)服務(wu)不(bu)打烊,網上(shang)(shang)招(zhao)聘不(bu)停歇。落(luo)實創(chuang)業(ye)(ye)帶動就(jiu)業(ye)(ye)政(zheng)策(ce),大力(li)(li)扶持各類(lei)群體創(chuang)業(ye)(ye),截至(zhi)(zhi)5月(yue)底(di),全(quan)市發(fa)放(fang)一次性(xing)創(chuang)業(ye)(ye)補貼(tie)513.9萬元(yuan)(yuan),創(chuang)業(ye)(ye)擔保(bao)貸款1.37億元(yuan)(yuan)。強化(hua)職業(ye)(ye)技能提升(sheng)培(pei)訓(xun)政(zheng)策(ce),進一步提升(sheng)勞動者(zhe)就(jiu)業(ye)(ye)創(chuang)業(ye)(ye)能力(li)(li),截至(zhi)(zhi)5月(yue)底(di),全(quan)市共(gong)發(fa)放(fang)培(pei)訓(xun)補貼(tie)6039.76萬元(yuan)(yuan),職業(ye)(ye)技能鑒定補貼(tie)254.71萬元(yuan)(yuan)。聚焦高校(xiao)畢業(ye)(ye)生、農民工等重點群體,通過(guo)就(jiu)業(ye)(ye)見習、公(gong)益(yi)性(xing)崗位等形式(shi)幫助實現就(jiu)業(ye)(ye),截至(zhi)(zhi)5月(yue)底(di),共(gong)發(fa)放(fang)就(jiu)業(ye)(ye)見習補貼(tie)68.8萬元(yuan)(yuan),公(gong)益(yi)性(xing)崗位補貼(tie)51.23萬元(yuan)(yuan),靈活就(jiu)業(ye)(ye)社保(bao)補貼(tie)122.3萬元(yuan)(yuan)。
健全社保體系,增進民生福祉
社保(bao)(bao)(bao)(bao)(bao)(bao)(bao)政策(ce)覆蓋(gai)面持(chi)續(xu)擴大(da)。明確(que)無雇工(gong)的個體工(gong)商戶等靈(ling)活就業(ye)人員可以參加企(qi)業(ye)職工(gong)基本(ben)養(yang)(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)。居(ju)民(min)養(yang)(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)比國家要求提(ti)(ti)前3年(nian)實現農村和城鎮居(ju)民(min)的全覆蓋(gai)。財政投(tou)入(ru)力度持(chi)續(xu)加大(da)。完(wan)善(shan)居(ju)民(min)養(yang)(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)待遇確(que)定機(ji)制(zhi),建立繳費年(nian)限養(yang)(yang)(yang)老(lao)(lao)(lao)金(jin)激(ji)勵機(ji)制(zhi),完(wan)善(shan)居(ju)民(min)繳費補(bu)貼調(diao)整機(ji)制(zhi),政府對居(ju)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)參保(bao)(bao)(bao)(bao)(bao)(bao)(bao)人繳費給予適(shi)當(dang)補(bu)貼,繳費即補(bu)。各(ge)項(xiang)(xiang)政府補(bu)貼及時足額發放(fang)。2020年(nian)全市(shi)居(ju)民(min)基本(ben)養(yang)(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)各(ge)項(xiang)(xiang)補(bu)助(zhu)資(zi)金(jin)共計159410萬元(yuan)。待遇水平(ping)穩步(bu)提(ti)(ti)高。2011年(nian)以來多次(ci)提(ti)(ti)高居(ju)民(min)基本(ben)養(yang)(yang)(yang)老(lao)(lao)(lao)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)基礎養(yang)(yang)(yang)老(lao)(lao)(lao)金(jin)最(zui)低標準(zhun),基礎養(yang)(yang)(yang)老(lao)(lao)(lao)金(jin)從(cong)每人每月55元(yuan)提(ti)(ti)高至(zhi)142元(yuan)。1-4級工(gong)傷(shang)職工(gong)傷(shang)殘(can)津(jin)貼等三項(xiang)(xiang)工(gong)傷(shang)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)待遇水平(ping)已連續(xu)16年(nian)提(ti)(ti)高。失業(ye)保(bao)(bao)(bao)(bao)(bao)(bao)(bao)險(xian)(xian)(xian)金(jin)標準(zhun)自去(qu)年(nian)2月起上(shang)調(diao)至(zhi)當(dang)地最(zui)低工(gong)資(zi)標準(zhun)的90%。
優化人才服務,提升人才活力
鼓勵青年(nian)人(ren)(ren)才(cai)引進(jin)(jin)。企業(ye)(ye)(ye)新引進(jin)(jin)的(de)符(fu)合(he)條(tiao)件(jian)的(de)普(pu)通(tong)高(gao)校全日制畢(bi)業(ye)(ye)(ye)生,每月發放(fang)租房(fang)和(he)生活補貼(tie)(tie),為(wei)2949人(ren)(ren)發放(fang)補貼(tie)(tie)2282.28萬(wan)元(yuan)。2020年(nian)來,共(gong)為(wei)工業(ye)(ye)(ye)企業(ye)(ye)(ye)引進(jin)(jin)的(de)本科(ke)以上畢(bi)業(ye)(ye)(ye)生294人(ren)(ren)增發人(ren)(ren)才(cai)津(jin)貼(tie)(tie)21.72萬(wan)元(yuan)。鼓勵技(ji)(ji)能人(ren)(ren)才(cai)培(pei)養。鼓勵我市符(fu)合(he)條(tiao)件(jian)企業(ye)(ye)(ye)與 “金藍領培(pei)訓”基地合(he)作,進(jin)(jin)行技(ji)(ji)師、高(gao)級技(ji)(ji)師等的(de)培(pei)養。截至目前(qian),為(wei)713人(ren)(ren)發放(fang)補貼(tie)(tie)187.1萬(wan)元(yuan)。提升高(gao)層次(ci)人(ren)(ren)才(cai)服務,全市發放(fang)高(gao)層次(ci)人(ren)(ren)才(cai)“山東惠才(cai)卡”113張(zhang)、“泰山人(ren)(ren)才(cai)金卡”247張(zhang)、“高(gao)層次(ci)人(ren)(ren)才(cai)證書”2093張(zhang),為(wei)人(ren)(ren)才(cai)提供子女入學(xue)、編制、交通(tong)、醫(yi)療等21項綠色(se)通(tong)道便(bian)利(li)服務。
和諧勞動關系,維護職工權益
教育和引導(dao)職工(gong)(gong)(gong)增強簽訂勞動(dong)合同的(de)主動(dong)性(xing),全(quan)面實施勞動(dong)合同制(zhi)(zhi)度(du),建立完(wan)(wan)善勞動(dong)用工(gong)(gong)(gong)備(bei)案(an)信息數據庫,實現對勞動(dong)合同動(dong)態管理(li)。強化工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)收入分(fen)配指(zhi)(zhi)導(dao)。完(wan)(wan)善企業(ye)(ye)薪酬(chou)調查和信息發(fa)布制(zhi)(zhi)度(du),及(ji)時(shi)發(fa)布企業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)(zhi)導(dao)線(xian)和人(ren)力資(zi)(zi)(zi)(zi)源市場工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)指(zhi)(zhi)導(dao)價(jia)位,建立企業(ye)(ye)經濟效(xiao)益與職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)最低(di)增長比例(li)掛(gua)鉤制(zhi)(zhi)度(du)。完(wan)(wan)善最低(di)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)保障制(zhi)(zhi)度(du),逐步(bu)調整最低(di)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)標準,規范企業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)支付(fu)行為,維護職工(gong)(gong)(gong)的(de)合法權益。提(ti)高防(fang)暑降(jiang)溫費(fei)標準。今年我市企業(ye)(ye)從(cong)事室(shi)外作業(ye)(ye)和高溫作業(ye)(ye)人(ren)員防(fang)暑降(jiang)溫費(fei)標準提(ti)高到每人(ren)每月(yue)(yue)300元,其他作業(ye)(ye)人(ren)員提(ti)高到每人(ren)每月(yue)(yue)180元。深化農(nong)民(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)支付(fu)專項整治。我市在建項目實名(ming)制(zhi)(zhi)實現全(quan)覆(fu)蓋,累計發(fa)放(fang)59.5萬人(ren)次30.8億(yi)元農(nong)民(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi),銀行代發(fa)率(lv)100%,欠薪案(an)件數連續(xu)兩年大(da)幅度(du)下(xia)降(jiang)。2020年,我市在山(shan)東(dong)省保障農(nong)民(min)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)支付(fu)工(gong)(gong)(gong)作考核中(zhong)獲得A級(ji)。
下一步,泰安市人(ren)社(she)局將結合黨(dang)史(shi)學(xue)習教育“我為(wei)群(qun)眾辦實事”實踐活動(dong)要求(qiu),瞄準群(qun)眾需求(qiu),主動(dong)服(fu)務(wu)(wu)、靠(kao)前服(fu)務(wu)(wu)、精(jing)準服(fu)務(wu)(wu),繼(ji)續優化服(fu)務(wu)(wu)流程,大力精(jing)簡辦事材料,提升(sheng)人(ren)社(she)服(fu)務(wu)(wu)效能,為(wei)人(ren)民(min)群(qun)眾打造更加“優質、高(gao)效、安全(quan)、滿意(yi)”的(de)人(ren)社(she)服(fu)務(wu)(wu)。
