為深入貫徹(che)落實黨(dang)中央、國務院(yuan)決(jue)策部署,推(tui)動實現更(geng)加充(chong)分更(geng)高質量就(jiu)(jiu)(jiu)(jiu)業(ye)(ye),現就(jiu)(jiu)(jiu)(jiu)進一步(bu)強化(hua)就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)優先政策、做好穩就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)保就(jiu)(jiu)(jiu)(jiu)業(ye)(ye)工作通知如下。

一、堅持經濟發展就業導向。將穩(wen)定(ding)和(he)(he)擴(kuo)大就(jiu)(jiu)業(ye)(ye)作(zuo)(zuo)為(wei)制(zhi)定(ding)經(jing)(jing)(jing)濟(ji)增(zeng)長(chang)目(mu)標的基準(zhun),強(qiang)化(hua)城鎮新(xin)增(zeng)就(jiu)(jiu)業(ye)(ye)、調查(cha)失業(ye)(ye)率剛性約(yue)束。構建以(yi)更加(jia)充分(fen)更高質量(liang)就(jiu)(jiu)業(ye)(ye)為(wei)取向的經(jing)(jing)(jing)濟(ji)增(zeng)長(chang)方(fang)式,推動財政(zheng)(zheng)、金融(rong)、投資(zi)、消費、產(chan)(chan)業(ye)(ye)、外貿等政(zheng)(zheng)策聚焦(jiao)穩(wen)就(jiu)(jiu)業(ye)(ye)綜合發力(li)。精準(zhun)謀劃(hua)實施補鏈延鏈強(qiang)鏈項目(mu),打造(zao)具有國(guo)際(ji)競爭力(li)的“十(shi)強(qiang)”現代優(you)勢(shi)產(chan)(chan)業(ye)(ye)集群,對帶動就(jiu)(jiu)業(ye)(ye)作(zuo)(zuo)用(yong)大的行(xing)業(ye)(ye)企業(ye)(ye)和(he)(he)重點(dian)項目(mu)實施差別化(hua)資(zi)源要素(su)配置。發揮開發區吸納(na)就(jiu)(jiu)業(ye)(ye)作(zuo)(zuo)用(yong),打造(zao)區域經(jing)(jing)(jing)濟(ji)發展和(he)(he)就(jiu)(jiu)業(ye)(ye)增(zeng)長(chang)極(ji)。擴(kuo)大短期出(chu)口信(xin)用(yong)保(bao)險(xian)承保(bao)規(gui)模,根據市場(chang)化(hua)原則適度(du)(du)降(jiang)低(di)保(bao)險(xian)費率。各級各類涉企評選表(biao)彰要把就(jiu)(jiu)業(ye)(ye)貢獻(xian)度(du)(du)、用(yong)工(gong)規(gui)范度(du)(du)、安置殘疾人(ren)就(jiu)(jiu)業(ye)(ye)作(zuo)(zuo)為(wei)重要參考。對就(jiu)(jiu)業(ye)(ye)與社會保(bao)障表(biao)現突出(chu)民營企業(ye)(ye)給予表(biao)揚激勵(li)。(省(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)工(gong)業(ye)(ye)和(he)(he)信(xin)息化(hua)廳(ting)、省(sheng)(sheng)財政(zheng)(zheng)廳(ting)、省(sheng)(sheng)人(ren)力(li)資(zi)源社會保(bao)障廳(ting)、省(sheng)(sheng)自(zi)然(ran)資(zi)源廳(ting)、省(sheng)(sheng)農業(ye)(ye)農村廳(ting)、省(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)國(guo)資(zi)委、省(sheng)(sheng)地(di)方(fang)金融(rong)監管局、人(ren)民銀行(xing)濟(ji)南分(fen)行(xing)、省(sheng)(sheng)工(gong)商聯等按職責分(fen)工(gong)負責)

二、延續穩崗擴崗政策。階段(duan)性(xing)降低失(shi)業(ye)(ye)、工(gong)傷保(bao)險費(fei)率政(zheng)策延續(xu)實(shi)(shi)施至(zhi)2022年(nian)4月(yue)(yue)30日。統籌地區2020年(nian)末失(shi)業(ye)(ye)保(bao)險基金滾存結(jie)余具備1年(nian)以上(shang)備付能力的(de)(de),繼續(xu)實(shi)(shi)施穩崗返還政(zheng)策,中小微(wei)企(qi)(qi)業(ye)(ye)按(an)(an)企(qi)(qi)業(ye)(ye)及其職工(gong)上(shang)年(nian)度(du)實(shi)(shi)際繳(jiao)納(na)(na)失(shi)業(ye)(ye)保(bao)險費(fei)的(de)(de)60%、大型(xing)企(qi)(qi)業(ye)(ye)按(an)(an)30%返還,社(she)會團體、基金會、社(she)會服務機構、律師事(shi)(shi)務所(suo)、會計師事(shi)(shi)務所(suo)、以單(dan)位形式(shi)參保(bao)的(de)(de)個(ge)體經濟組織參照實(shi)(shi)施,政(zheng)策受理期截至(zhi)2021年(nian)12月(yue)(yue)31日。對2021年(nian)1月(yue)(yue)至(zhi)12月(yue)(yue),新吸(xi)納(na)(na)就業(ye)(ye)(新吸(xi)納(na)(na)時(shi)間以本年(nian)度(du)首(shou)次(ci)在本企(qi)(qi)業(ye)(ye)繳(jiao)納(na)(na)社(she)會保(bao)險時(shi)間為(wei)準)并組織開展以工(gong)代訓的(de)(de)中小微(wei)企(qi)(qi)業(ye)(ye),按(an)(an)吸(xi)納(na)(na)人(ren)數給予企(qi)(qi)業(ye)(ye)每月(yue)(yue)500元/人(ren)、最(zui)長(chang)6個(ge)月(yue)(yue)的(de)(de)職業(ye)(ye)培訓補貼;受疫(yi)情影(ying)響(xiang)較大的(de)(de)外貿(mao)、住宿餐飲、文化旅游、交通運輸、批發零售行業(ye)(ye),補貼范圍擴大到大型(xing)企(qi)(qi)業(ye)(ye)。(省(sheng)工(gong)業(ye)(ye)和信息化廳、省(sheng)財政(zheng)廳、省(sheng)稅務局(ju)、省(sheng)人(ren)力資源社(she)會保(bao)障廳等按(an)(an)職責分(fen)工(gong)負責)

三、優化用工保障服務。開(kai)展企業用(yong)工(gong)(gong)(gong)(gong)保障(zhang)服(fu)(fu)(fu)務專項(xiang)行動,健全重點企業常態化用(yong)工(gong)(gong)(gong)(gong)服(fu)(fu)(fu)務機(ji)(ji)制,緩解企業用(yong)工(gong)(gong)(gong)(gong)難。組織人(ren)(ren)(ren)力(li)資(zi)源(yuan)(yuan)服(fu)(fu)(fu)務機(ji)(ji)構幫助企業解決用(yong)工(gong)(gong)(gong)(gong)問(wen)題,省(sheng)(sheng)(sheng)級對作(zuo)出(chu)突(tu)出(chu)貢獻的(de)人(ren)(ren)(ren)力(li)資(zi)源(yuan)(yuan)服(fu)(fu)(fu)務機(ji)(ji)構給(gei)予50萬元(yuan)獎(jiang)補。完善跨區(qu)域勞(lao)務協作(zuo)機(ji)(ji)制,加強(qiang)沿黃(huang)流(liu)域省(sheng)(sheng)(sheng)際人(ren)(ren)(ren)力(li)資(zi)源(yuan)(yuan)合作(zuo),吸引省(sheng)(sheng)(sheng)外勞(lao)動力(li)來魯(lu)就(jiu)業。加強(qiang)共(gong)享用(yong)工(gong)(gong)(gong)(gong)指導服(fu)(fu)(fu)務,促進用(yong)工(gong)(gong)(gong)(gong)余缺調劑合作(zuo)。優化企業用(yong)工(gong)(gong)(gong)(gong)生態,對勞(lao)動關系和諧企業開(kai)展聯合激勵。為符合條(tiao)(tiao)件(jian)的(de)新就(jiu)業無(wu)房(fang)職工(gong)(gong)(gong)(gong)發放住房(fang)租(zu)賃補貼。有條(tiao)(tiao)件(jian)的(de)市可在開(kai)發區(qu)、高新區(qu)等(deng)企業密集區(qu)域建設(she)人(ren)(ren)(ren)才公(gong)寓或(huo)青(qing)年公(gong)寓,以低(di)于市場租(zu)金標準向符合條(tiao)(tiao)件(jian)的(de)青(qing)年職工(gong)(gong)(gong)(gong)提供。(省(sheng)(sheng)(sheng)人(ren)(ren)(ren)力(li)資(zi)源(yuan)(yuan)社會(hui)保障(zhang)廳、省(sheng)(sheng)(sheng)工(gong)(gong)(gong)(gong)業和信息化廳、省(sheng)(sheng)(sheng)教育廳、省(sheng)(sheng)(sheng)財政廳、省(sheng)(sheng)(sheng)住房(fang)城鄉建設(she)廳、省(sheng)(sheng)(sheng)總工(gong)(gong)(gong)(gong)會(hui)等(deng)按職責分工(gong)(gong)(gong)(gong)負(fu)責)

四、加強重點群體就業支持。實(shi)(shi)施高(gao)(gao)校畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)(含海歸畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng),下同(tong))留魯(lu)(lu)來(lai)魯(lu)(lu)就(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)推進(jin)行動,提高(gao)(gao)應(ying)屆(jie)(jie)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)留魯(lu)(lu)率。國有企業(ye)(ye)(ye)(ye)新增崗(gang)(gang)位(wei)(wei)招(zhao)聘應(ying)屆(jie)(jie)高(gao)(gao)校畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)比例不低于50%。加大機(ji)關、事業(ye)(ye)(ye)(ye)單位(wei)(wei)應(ying)屆(jie)(jie)畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)招(zhao)錄(招(zhao)聘)力(li)(li)度。擴(kuo)大教(jiao)師特(te)崗(gang)(gang)計(ji)(ji)(ji)劃、“三支一扶”計(ji)(ji)(ji)劃、“西部計(ji)(ji)(ji)劃”等基層項(xiang)目(mu)招(zhao)募(mu)規模(mo)。2021年1月至12月,對(dui)(dui)見(jian)習(xi)期未滿與高(gao)(gao)校畢(bi)(bi)(bi)業(ye)(ye)(ye)(ye)生(sheng)簽訂勞動合(he)同(tong)的,給予(yu)見(jian)習(xi)單位(wei)(wei)剩余期限見(jian)習(xi)補貼。健全就(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難人(ren)(ren)員(yuan)即(ji)時援助、“零就(jiu)(jiu)業(ye)(ye)(ye)(ye)”家(jia)庭(ting)動態(tai)消零機(ji)制(zhi),擴(kuo)大城(cheng)市公益性崗(gang)(gang)位(wei)(wei)開發規模(mo)。使用專項(xiang)公益性崗(gang)(gang)位(wei)(wei)對(dui)(dui)符合(he)條(tiao)件的下崗(gang)(gang)失業(ye)(ye)(ye)(ye)、就(jiu)(jiu)業(ye)(ye)(ye)(ye)困(kun)難退(tui)役士(shi)兵提供幫扶。推動落實(shi)(shi)按比例安排殘(can)疾(ji)人(ren)(ren)就(jiu)(jiu)業(ye)(ye)(ye)(ye),加大對(dui)(dui)輔助性就(jiu)(jiu)業(ye)(ye)(ye)(ye)、集中就(jiu)(jiu)業(ye)(ye)(ye)(ye)和(he)殘(can)疾(ji)人(ren)(ren)自主創(chuang)業(ye)(ye)(ye)(ye)、靈(ling)活就(jiu)(jiu)業(ye)(ye)(ye)(ye)、居家(jia)就(jiu)(jiu)業(ye)(ye)(ye)(ye)扶持。(省(sheng)(sheng)委組織部、省(sheng)(sheng)人(ren)(ren)力(li)(li)資(zi)源社會保(bao)障(zhang)廳、省(sheng)(sheng)教(jiao)育廳、省(sheng)(sheng)財政廳、省(sheng)(sheng)國資(zi)委、省(sheng)(sheng)退(tui)役軍人(ren)(ren)廳、省(sheng)(sheng)殘(can)聯、團省(sheng)(sheng)委等按職責分工負責)

五、助力脫貧攻堅與鄉村振興有效銜接。在農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村(cun)(cun)(cun)基礎設施建設領域推廣以(yi)工代賑方(fang)式(shi),優先吸(xi)納脫貧人口(kou)、即時幫(bang)扶人口(kou)和農(nong)(nong)(nong)村(cun)(cun)(cun)低收(shou)入(ru)(ru)人口(kou)參與(yu)。開(kai)發一批(pi)農(nong)(nong)(nong)村(cun)(cun)(cun)護(hu)路、管水、保潔、治(zhi)安(an)、植樹造林等鄉(xiang)(xiang)村(cun)(cun)(cun)公益性崗位(wei),兜(dou)底安(an)置脫貧人口(kou)。優化對口(kou)支援和東西(xi)部(bu)協作勞務幫(bang)扶方(fang)式(shi),吸(xi)引中西(xi)部(bu)省(sheng)份脫貧人口(kou)到我省(sheng)就(jiu)(jiu)業(ye)(ye)。構建現代鄉(xiang)(xiang)村(cun)(cun)(cun)產(chan)業(ye)(ye)體系,培育家庭農(nong)(nong)(nong)場、農(nong)(nong)(nong)民(min)合作社,促(cu)進農(nong)(nong)(nong)村(cun)(cun)(cun)勞動力就(jiu)(jiu)地(di)就(jiu)(jiu)近就(jiu)(jiu)業(ye)(ye)。高(gao)質量(liang)建設一批(pi)縣(xian)域返鄉(xiang)(xiang)入(ru)(ru)鄉(xiang)(xiang)創業(ye)(ye)園,完(wan)善財政、稅(shui)費減免、金融保險、用地(di)保障等扶持政策,吸(xi)引農(nong)(nong)(nong)民(min)工、高(gao)校(xiao)畢業(ye)(ye)生和退役軍人等人員返鄉(xiang)(xiang)入(ru)(ru)鄉(xiang)(xiang)創業(ye)(ye)。(省(sheng)人力資源社會保障廳(ting)、省(sheng)農(nong)(nong)(nong)業(ye)(ye)農(nong)(nong)(nong)村(cun)(cun)(cun)廳(ting)、省(sheng)鄉(xiang)(xiang)村(cun)(cun)(cun)振(zhen)興局、省(sheng)發展改革委(wei)等按職責(ze)分工負(fu)責(ze))

六、完善創業帶動就業保障制度。圍繞(rao)企業(ye)(ye)(ye)(ye)(ye)全生命周(zhou)期,推(tui)(tui)出100件高頻事項(xiang)極簡辦(ban)、集成辦(ban)、全域辦(ban)。拓寬(kuan)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)擔保貸款擔保基金(jin)補充渠道,各(ge)市(shi)在控制風險前提(ti)下,可(ke)按(an)照擔保基金(jin)放(fang)大(da)5至10倍的規(gui)模提(ti)供(gong)擔保服務。逐步將創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)帶動就(jiu)業(ye)(ye)(ye)(ye)(ye)扶持(chi)資(zi)金(jin)納入(ru)財政預算(suan),優化(hua)支出方向。支持(chi)建設創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)載體,經認定的省(sheng)級創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)載體,應安排一定比例(li)的場地,向應屆(jie)高校畢業(ye)(ye)(ye)(ye)(ye)生、返鄉創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)農民工、殘疾人(ren)等(deng)群體免費提(ti)供(gong)。深化(hua)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)型城市(shi)、街道、社(she)區創(chuang)(chuang)(chuang)建,開展(zhan)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)服務展(zhan)示交流、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)大(da)賽(sai)、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)典型人(ren)物(wu)選樹活動。實(shi)施大(da)學(xue)生創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)引領計劃,每年扶持(chi)2萬名以上大(da)學(xue)生創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)。開發(fa)特色創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)實(shi)訓項(xiang)目(mu),健(jian)全省(sheng)、市(shi)、縣(xian)三級創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)導師隊伍,推(tui)(tui)進建設創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)診所(suo)、創(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)指導專家工作(zuo)室(shi)。(省(sheng)政府辦(ban)公廳(ting)、省(sheng)發(fa)展(zhan)改革委、省(sheng)市(shi)場監管局、省(sheng)財政廳(ting)、省(sheng)人(ren)力資(zi)源社(she)會保障廳(ting)、省(sheng)科技廳(ting)、人(ren)民銀行濟南分(fen)(fen)行等(deng)按(an)職責分(fen)(fen)工負責)

七、健全多層次職業技能提升體系。聚焦(jiao)“十強(qiang)”產(chan)業(ye)高質量發(fa)展,大力發(fa)展職(zhi)(zhi)業(ye)技(ji)術教(jiao)(jiao)育,擴大招生規模,深化職(zhi)(zhi)普(pu)融(rong)通、產(chan)教(jiao)(jiao)融(rong)合(he)、校(xiao)企合(he)作(zuo)(zuo)。支持各類(lei)企業(ye)特別是規模以上(shang)企業(ye)、職(zhi)(zhi)工(gong)(gong)規模較大企業(ye)設(she)立職(zhi)(zhi)工(gong)(gong)培(pei)訓(xun)中心,與職(zhi)(zhi)業(ye)院校(xiao)、技(ji)工(gong)(gong)院校(xiao)共建(jian)實訓(xun)中心、教(jiao)(jiao)學工(gong)(gong)廠。創新開展“行校(xiao)合(he)作(zuo)(zuo)”,按規定給予(yu)培(pei)訓(xun)補(bu)(bu)貼(tie)(tie)。實施(shi)行業(ye)性、群體性專項(xiang)培(pei)訓(xun)、新就(jiu)業(ye)形態(tai)技(ji)能提升培(pei)訓(xun)、專項(xiang)職(zhi)(zhi)業(ye)能力培(pei)訓(xun),加大培(pei)訓(xun)補(bu)(bu)貼(tie)(tie)資金直補(bu)(bu)企業(ye)力度。繼續實施(shi)困難人員培(pei)訓(xun)生活費補(bu)(bu)貼(tie)(tie),技(ji)能提升補(bu)(bu)貼(tie)(tie)申領條件繼續放寬至(zhi)企業(ye)在職(zhi)(zhi)職(zhi)(zhi)工(gong)(gong)參加失業(ye)保險1年以上(shang),政策受(shou)理期(qi)截至(zhi)2021年12月31日。(省(sheng)(sheng)人力資源社會(hui)保障廳(ting)(ting)(ting)、省(sheng)(sheng)教(jiao)(jiao)育廳(ting)(ting)(ting)、省(sheng)(sheng)工(gong)(gong)業(ye)和信息(xi)化廳(ting)(ting)(ting)、省(sheng)(sheng)財政廳(ting)(ting)(ting)等按職(zhi)(zhi)責分工(gong)(gong)負責)

八、提高人力資源市場化配置水平。發(fa)展(zhan)專業(ye)(ye)(ye)(ye)性、行(xing)業(ye)(ye)(ye)(ye)性人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)市場,暢(chang)通勞動(dong)力(li)(li)(li)要素流動(dong)渠道。實施人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務業(ye)(ye)(ye)(ye)高(gao)質(zhi)量(liang)(liang)發(fa)展(zhan)行(xing)動(dong),省(sheng)級安排專項扶持(chi)資(zi)金(jin),鼓勵有條件(jian)的(de)地方(fang)采取政府(fu)股權投(tou)入、建立(li)產業(ye)(ye)(ye)(ye)基金(jin)等(deng)方(fang)式加大資(zi)金(jin)支持(chi),培育引(yin)進一批人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務頭部(bu)企(qi)業(ye)(ye)(ye)(ye)、骨干(gan)企(qi)業(ye)(ye)(ye)(ye),推(tui)動(dong)人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務業(ye)(ye)(ye)(ye)集聚發(fa)展(zhan)。依托(tuo)知名高(gao)校、人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務企(qi)業(ye)(ye)(ye)(ye),多層次、多渠道培養人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務業(ye)(ye)(ye)(ye)急需人(ren)(ren)才。鼓勵政府(fu)向社(she)會力(li)(li)(li)量(liang)(liang)購買人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務。開(kai)展(zhan)人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務行(xing)業(ye)(ye)(ye)(ye)促(cu)就(jiu)業(ye)(ye)(ye)(ye)行(xing)動(dong)。探索運用大數據、云計算等(deng)現(xian)代技術創新(xin)監(jian)管(guan)(guan)方(fang)式,規范(fan)網(wang)絡招聘,構建人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)服務機構守(shou)信激勵和失(shi)信懲戒機制。(省(sheng)人(ren)(ren)力(li)(li)(li)資(zi)源(yuan)(yuan)社(she)會保障廳、省(sheng)財政廳、省(sheng)市場監(jian)管(guan)(guan)局等(deng)按職責分工負責)

九、增強失業風險防范治理能力。開展(zhan)(zhan)(zhan)省級(ji)月(yue)度調(diao)查(cha)(cha)失(shi)(shi)業(ye)率統計(ji),探索(suo)建立(li)市級(ji)調(diao)查(cha)(cha)失(shi)(shi)業(ye)率統計(ji)制度。將防(fang)范(fan)應對規(gui)模(mo)性失(shi)(shi)業(ye)風(feng)險列(lie)入經(jing)濟社會(hui)發展(zhan)(zhan)(zhan)綜合考核(he)。加強對產能調(diao)整、經(jing)貿摩擦、專項治理等對就(jiu)業(ye)影響和失(shi)(shi)業(ye)風(feng)險評估,對可能引發規(gui)模(mo)性失(shi)(shi)業(ye)風(feng)險的(de),提前制定工作預(yu)案和應對措施。一個(ge)企業(ye)一次性裁員超(chao)過100人(ren)以上的(de),市級(ji)政(zheng)府(fu)應及時向(xiang)省政(zheng)府(fu)報(bao)告。暢(chang)通線(xian)上線(xian)下失(shi)(shi)業(ye)登記,精(jing)準開展(zhan)(zhan)(zhan)崗(gang)位推薦(jian)和就(jiu)業(ye)服(fu)務(wu)。設立(li)一批基層就(jiu)業(ye)服(fu)務(wu)專員,緩解街道(鄉鎮(zhen))、社區(村)就(jiu)業(ye)服(fu)務(wu)力量薄(bo)弱問題,使用就(jiu)業(ye)補助資(zi)金給(gei)予補貼。繼續實施失(shi)(shi)業(ye)保(bao)險擴圍(wei)(wei)政(zheng)策(ce),保(bao)障范(fan)圍(wei)(wei)調(diao)整為(wei)2021年(nian)1月(yue)1日(ri)之后(hou)新(xin)發生的(de)參(can)保(bao)失(shi)(shi)業(ye)人(ren)員,政(zheng)策(ce)受理期(qi)截至2021年(nian)12月(yue)31日(ri)。(國家統計(ji)局山東調(diao)查(cha)(cha)總(zong)隊、省統計(ji)局、省發展(zhan)(zhan)(zhan)改革委、省工業(ye)和信息(xi)化廳、省商務(wu)廳、省財政(zheng)廳、省人(ren)力資(zi)源社會(hui)保(bao)障廳、省稅務(wu)局等按職責(ze)分工負(fu)責(ze))

十、強化就業優先保障。政府主要(yao)(yao)(yao)負責(ze)人要(yao)(yao)(yao)定期聽取情況匯報、開(kai)展調(diao)查研究,加(jia)(jia)(jia)強對(dui)就(jiu)業(ye)(ye)(ye)工(gong)(gong)作的組織領導(dao)和(he)統籌協(xie)調(diao)。健全省(sheng)市縣就(jiu)業(ye)(ye)(ye)和(he)農民工(gong)(gong)工(gong)(gong)作議事協(xie)調(diao)機制(zhi)(zhi),領導(dao)小組成員單位每(mei)年(nian)要(yao)(yao)(yao)推出(chu)一批穩就(jiu)業(ye)(ye)(ye)擴(kuo)就(jiu)業(ye)(ye)(ye)政策舉措(cuo)。加(jia)(jia)(jia)強就(jiu)業(ye)(ye)(ye)督(du)導(dao)考(kao)核,建立約(yue)談制(zhi)(zhi)度,推動解決就(jiu)業(ye)(ye)(ye)領域(yu)重大(da)(da)問題和(he)隱患風險(xian)。加(jia)(jia)(jia)大(da)(da)各(ge)級財政就(jiu)業(ye)(ye)(ye)補(bu)(bu)助(zhu)資金(jin)投入,健全完善就(jiu)業(ye)(ye)(ye)補(bu)(bu)助(zhu)資金(jin)直(zhi)達機制(zhi)(zhi)。加(jia)(jia)(jia)大(da)(da)失業(ye)(ye)(ye)保險(xian)基(ji)金(jin)省(sheng)級調(diao)劑,2023年(nian)年(nian)底前實現失業(ye)(ye)(ye)保險(xian)省(sheng)級統籌。開(kai)展就(jiu)業(ye)(ye)(ye)創(chuang)(chuang)業(ye)(ye)(ye)先(xian)進集體、個人表彰,加(jia)(jia)(jia)大(da)(da)正向激勵。各(ge)級新聞宣(xuan)傳部門要(yao)(yao)(yao)加(jia)(jia)(jia)大(da)(da)對(dui)基(ji)層就(jiu)業(ye)(ye)(ye)、自主創(chuang)(chuang)業(ye)(ye)(ye)、靈活就(jiu)業(ye)(ye)(ye)、技能成才(cai)典型人物(wu)宣(xuan)傳,引導(dao)勞動者特別是青年(nian)群體轉變就(jiu)業(ye)(ye)(ye)觀念。健全就(jiu)業(ye)(ye)(ye)政策、就(jiu)業(ye)(ye)(ye)形勢新聞發(fa)布制(zhi)(zhi)度,講好(hao)就(jiu)業(ye)(ye)(ye)優先(xian)“山東篇(pian)”。
