濰坊市日前出臺2014年企業工資指導線

6月5日(ri),記者從濰坊市人(ren)力資(zi)源和社會(hui)保障局獲(huo)悉(xi),我市日(ri)前出臺了2014年(nian)企業工資(zi)指(zhi)導線(xian)。

濰(wei)坊市確定2014年企(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)指(zhi)導線(xian)(xian)(xian)為:(一)企(qi)業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)長基(ji)準線(xian)(xian)(xian):12%。(二)企(qi)業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)長上(shang)線(xian)(xian)(xian)(預(yu)警線(xian)(xian)(xian)):20%。(三)企(qi)業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增(zeng)長下線(xian)(xian)(xian):4%。企(qi)業(ye)可以(yi)2013年全市城(cheng)鎮非私營企(qi)業(ye)在(zai)崗職工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)44190元為基(ji)數,也可以(yi)本企(qi)業(ye)2013年在(zai)崗職工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)為基(ji)數。

對(dui)于(yu)(yu)經(jing)濟效益較(jiao)(jiao)好、支付(fu)能力(li)較(jiao)(jiao)強的(de)(de)企業,可(ke)在(zai)基準線與(yu)上(shang)線之間(jian)安排(pai)(pai)工(gong)(gong)資(zi)增(zeng)長。生產(chan)經(jing)營正(zheng)常(chang)(chang)、經(jing)濟效益一般的(de)(de)企業可(ke)在(zai)基準線和下(xia)線之間(jian)安排(pai)(pai)工(gong)(gong)資(zi)增(zeng)長。生產(chan)經(jing)營較(jiao)(jiao)困難(nan)、上(shang)年(nian)虧(kui)(kui)損且當年(nian)可(ke)能出現虧(kui)(kui)損的(de)(de)企業,可(ke)暫不增(zeng)加工(gong)(gong)資(zi)。各類企業對(dui)提供正(zheng)常(chang)(chang)勞動(dong)的(de)(de)職工(gong)(gong)支付(fu)的(de)(de)工(gong)(gong)資(zi)不得低于(yu)(yu)我市最低工(gong)(gong)資(zi)標準。

對(dui)于競(jing)爭性(xing)國(guo)有(you)(you)和國(guo)有(you)(you)控股企(qi)業(含國(guo)有(you)(you)相對(dui)控股企(qi)業,下同),本年(nian)度職(zhi)工(gong)工(gong)資增(zeng)長不得突(tu)破上線(預警線)。職(zhi)工(gong)平均工(gong)資低于2013年(nian)全市城鎮非私營(ying)企(qi)業在崗(gang)職(zhi)工(gong)平均工(gong)資的,在效益等條件允許的前提下,可(ke)按照上線增(zeng)加職(zhi)工(gong)工(gong)資。

壟斷企(qi)(qi)業(ye)及國(guo)家財政(zheng)補貼的國(guo)有(you)和國(guo)有(you)控股企(qi)(qi)業(ye),職(zhi)(zhi)工(gong)(gong)平(ping)(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi)增(zeng)(zeng)長幅度不得突破基準(zhun)(zhun)(zhun)線。上年(nian)工(gong)(gong)資(zi)(zi)水平(ping)(ping)(ping)高(gao)于全市城(cheng)鎮(zhen)非私(si)(si)營企(qi)(qi)業(ye)在(zai)崗職(zhi)(zhi)工(gong)(gong)平(ping)(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi)3倍的,職(zhi)(zhi)工(gong)(gong)平(ping)(ping)(ping)均(jun)工(gong)(gong)資(zi)(zi)增(zeng)(zeng)長必須在(zai)基準(zhun)(zhun)(zhun)線以下安排。上年(nian)工(gong)(gong)資(zi)(zi)水平(ping)(ping)(ping)高(gao)于全市城(cheng)鎮(zhen)非私(si)(si)營企(qi)(qi)業(ye)在(zai)崗職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)3倍且(qie)經濟效(xiao)益下降幅度較大或虧損的,職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)增(zeng)(zeng)長不得突破下線。職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)水平(ping)(ping)(ping)相對偏低(di)的企(qi)(qi)業(ye)且(qie)連續2年(nian)實(shi)現利(li)潤增(zeng)(zeng)長并贏利(li),預計2014年(nian)經濟效(xiao)益有(you)一定增(zeng)(zeng)長的,職(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)增(zeng)(zeng)長不應低(di)于基準(zhun)(zhun)(zhun)線。

國有(you)(you)和國有(you)(you)控股企業(ye)(ye)經營管(guan)理人(ren)員(yuan)收入(ru)要與企業(ye)(ye)效(xiao)益、規(gui)模和職(zhi)(zhi)工(gong)工(gong)資增長幅度掛鉤。企業(ye)(ye)工(gong)資增長達不到(dao)工(gong)資指導線要求的,要同(tong)比(bi)例扣(kou)減企業(ye)(ye)負(fu)責(ze)人(ren)收入(ru)。企業(ye)(ye)在崗職(zhi)(zhi)工(gong)平均工(gong)資低于我(wo)市城鎮非(fei)私營企業(ye)(ye)在崗職(zhi)(zhi)工(gong)平均工(gong)資的,企業(ye)(ye)負(fu)責(ze)人(ren)收入(ru)增幅不得高于本企業(ye)(ye)職(zhi)(zhi)工(gong)平均工(gong)資增幅。
