6月(yue)5日,記者(zhe)從濰坊市人力資(zi)源和社會保障局(ju)獲(huo)悉,我市日前出(chu)臺了2014年(nian)企(qi)業工(gong)資(zi)指導線。
濰坊市確定2014年(nian)(nian)企(qi)業(ye)(ye)(ye)工資(zi)(zi)指導線(xian)為(wei):(一)企(qi)業(ye)(ye)(ye)職(zhi)工貨幣(bi)工資(zi)(zi)增(zeng)長(chang)基準(zhun)線(xian):12%。(二)企(qi)業(ye)(ye)(ye)職(zhi)工貨幣(bi)工資(zi)(zi)增(zeng)長(chang)上線(xian)(預警線(xian)):20%。(三)企(qi)業(ye)(ye)(ye)職(zhi)工貨幣(bi)工資(zi)(zi)增(zeng)長(chang)下線(xian):4%。企(qi)業(ye)(ye)(ye)可(ke)以(yi)2013年(nian)(nian)全(quan)市城鎮非私營企(qi)業(ye)(ye)(ye)在崗職(zhi)工平均工資(zi)(zi)44190元為(wei)基數(shu),也可(ke)以(yi)本企(qi)業(ye)(ye)(ye)2013年(nian)(nian)在崗職(zhi)工平均工資(zi)(zi)為(wei)基數(shu)。
對于經(jing)(jing)濟(ji)效益較(jiao)好、支付(fu)能(neng)力較(jiao)強的(de)企業,可(ke)(ke)在(zai)基(ji)準(zhun)(zhun)線與上(shang)線之(zhi)間安排(pai)工資(zi)增(zeng)長(chang)。生(sheng)(sheng)產經(jing)(jing)營正常、經(jing)(jing)濟(ji)效益一(yi)般的(de)企業可(ke)(ke)在(zai)基(ji)準(zhun)(zhun)線和下線之(zhi)間安排(pai)工資(zi)增(zeng)長(chang)。生(sheng)(sheng)產經(jing)(jing)營較(jiao)困(kun)難(nan)、上(shang)年虧(kui)損且(qie)當年可(ke)(ke)能(neng)出(chu)現虧(kui)損的(de)企業,可(ke)(ke)暫(zan)不(bu)增(zeng)加工資(zi)。各類企業對提供正常勞動的(de)職工支付(fu)的(de)工資(zi)不(bu)得(de)低(di)于我市最低(di)工資(zi)標準(zhun)(zhun)。
對于(yu)競爭性國(guo)有和國(guo)有控股企(qi)(qi)業(含國(guo)有相對控股企(qi)(qi)業,下(xia)同),本年度職(zhi)(zhi)工(gong)工(gong)資(zi)(zi)增長不得突破上線(預警(jing)線)。職(zhi)(zhi)工(gong)平均(jun)工(gong)資(zi)(zi)低于(yu)2013年全市(shi)城鎮非私營企(qi)(qi)業在(zai)崗職(zhi)(zhi)工(gong)平均(jun)工(gong)資(zi)(zi)的(de),在(zai)效益等(deng)條件(jian)允許的(de)前(qian)提下(xia),可按照上線增加職(zhi)(zhi)工(gong)工(gong)資(zi)(zi)。
壟(long)斷企(qi)業(ye)及國家財政補貼(tie)的(de)國有和國有控股企(qi)業(ye),職(zhi)工(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長(chang)(chang)幅度不(bu)得突(tu)破基(ji)準線(xian)。上(shang)(shang)年工(gong)(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)高于(yu)(yu)全(quan)市城鎮非私(si)營企(qi)業(ye)在(zai)崗職(zhi)工(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)3倍的(de),職(zhi)工(gong)(gong)(gong)(gong)平(ping)均(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長(chang)(chang)必須(xu)在(zai)基(ji)準線(xian)以下(xia)安排。上(shang)(shang)年工(gong)(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)高于(yu)(yu)全(quan)市城鎮非私(si)營企(qi)業(ye)在(zai)崗職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)3倍且經濟(ji)效益下(xia)降幅度較(jiao)大或虧損的(de),職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長(chang)(chang)不(bu)得突(tu)破下(xia)線(xian)。職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)水(shui)平(ping)相對偏低的(de)企(qi)業(ye)且連續2年實(shi)現(xian)利(li)潤增(zeng)長(chang)(chang)并(bing)贏利(li),預(yu)計2014年經濟(ji)效益有一定增(zeng)長(chang)(chang)的(de),職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)增(zeng)長(chang)(chang)不(bu)應低于(yu)(yu)基(ji)準線(xian)。
國有和國有控股(gu)企(qi)業經營管(guan)理人員收(shou)入要與(yu)企(qi)業效益、規模和職(zhi)(zhi)(zhi)工(gong)工(gong)資(zi)增(zeng)長(chang)幅度(du)掛(gua)鉤。企(qi)業工(gong)資(zi)增(zeng)長(chang)達不到工(gong)資(zi)指導線(xian)要求的,要同比例扣減(jian)企(qi)業負(fu)責(ze)人收(shou)入。企(qi)業在崗(gang)職(zhi)(zhi)(zhi)工(gong)平(ping)(ping)均工(gong)資(zi)低(di)于我市城鎮非私營企(qi)業在崗(gang)職(zhi)(zhi)(zhi)工(gong)平(ping)(ping)均工(gong)資(zi)的,企(qi)業負(fu)責(ze)人收(shou)入增(zeng)幅不得高于本企(qi)業職(zhi)(zhi)(zhi)工(gong)平(ping)(ping)均工(gong)資(zi)增(zeng)幅。
