青島今年將引進人才25萬人以上、扶持3萬人創業!

2月15日(ri),青(qing)島市人力資源社會(hui)保障工(gong)作會(hui)議召開。2022年(nian),青(qing)島市要確(que)保實現(xian)(xian)城鎮新增就業35萬(wan)(wan)人以(yi)(yi)上(shang)、政策性扶持創業3萬(wan)(wan)人、開發(fa)公益性崗位3.7萬(wan)(wan)個以(yi)(yi)上(shang)。同(tong)時,全年(nian)計劃引(yin)進集聚(ju)人才(cai)25萬(wan)(wan)人以(yi)(yi)上(shang)、開展補(bu)貼性職業技能培訓10萬(wan)(wan)人次、實現(xian)(xian)新增技能人才(cai)5萬(wan)(wan)人。并持續優化“無感知、免打擾”大數據認(ren)證體系,實現(xian)(xian)認(ren)證通過率94.8%以(yi)(yi)上(shang)。

城鎮就業增加35萬人以上

政策性扶持創業3萬人

在推進就(jiu)(jiu)(jiu)業(ye)(ye)創(chuang)(chuang)業(ye)(ye)工作方(fang)面(mian),重(zhong)點(dian)是“強(qiang)化兩(liang)個導(dao)(dao)向、聚(ju)焦三方(fang)面(mian)精(jing)準發力”。強(qiang)化經濟發展的就(jiu)(jiu)(jiu)業(ye)(ye)導(dao)(dao)向和創(chuang)(chuang)業(ye)(ye)帶動就(jiu)(jiu)(jiu)業(ye)(ye)導(dao)(dao)向。青(qing)(qing)島市將實(shi)施新(xin)一輪就(jiu)(jiu)(jiu)業(ye)(ye)優先政策(ce)(ce),并(bing)聚(ju)焦重(zhong)點(dian)產業(ye)(ye)領域、重(zhong)大(da)民生(sheng)項(xiang)目分類施策(ce)(ce),確保實(shi)現城鎮新(xin)增就(jiu)(jiu)(jiu)業(ye)(ye)35萬人以(yi)上。并(bing)將打造青(qing)(qing)島創(chuang)(chuang)業(ye)(ye)總部、高效能落(luo)實(shi)創(chuang)(chuang)業(ye)(ye)扶持政策(ce)(ce)、高水平(ping)舉辦創(chuang)(chuang)業(ye)(ye)創(chuang)(chuang)新(xin)活動,實(shi)現全(quan)年政策(ce)(ce)性(xing)扶持創(chuang)(chuang)業(ye)(ye)3萬人。

青(qing)島市將在穩就(jiu)(jiu)業(ye)、保居民(min)(min)就(jiu)(jiu)業(ye)上聚焦三方面發(fa)力(li)。首先,抓(zhua)好(hao)高校畢(bi)業(ye)生(sheng)、農民(min)(min)工(gong)(gong)(gong)、新業(ye)態等重(zhong)點群體(ti)就(jiu)(jiu)業(ye)。圍繞提(ti)(ti)升高校畢(bi)業(ye)生(sheng)留(liu)青(qing)、來(lai)青(qing)和(he)回青(qing)率,實施(shi)高校畢(bi)業(ye)生(sheng)見習實習擴圍、大學生(sheng)就(jiu)(jiu)業(ye)競爭力(li)提(ti)(ti)升和(he)“青(qing)雁(yan)歸(gui)巢”三項(xiang)計劃(hua),穩定總體(ti)就(jiu)(jiu)業(ye)率;完(wan)善(shan)農民(min)(min)工(gong)(gong)(gong)就(jiu)(jiu)業(ye)服務(wu)保障體(ti)系;支持和(he)規范(fan)發(fa)展新就(jiu)(jiu)業(ye)形態。其次,加強兜底(di)幫扶。實施(shi)城鄉公(gong)益性崗位擴容提(ti)(ti)質(zhi)行(xing)(xing)動(dong)(dong),開發(fa)公(gong)益性崗位3.7萬個以上;推進(jin)(jin)家庭(ting)服務(wu)業(ye)“領跑(pao)者”行(xing)(xing)動(dong)(dong),推廣(guang)鄉村大齡困難人員再就(jiu)(jiu)業(ye)試(shi)點,推進(jin)(jin)東西部勞(lao)務(wu)協作(zuo),托底(di)安置(zhi)就(jiu)(jiu)業(ye)困難人員、脫貧勞(lao)動(dong)(dong)力(li)。此外,促進(jin)(jin)就(jiu)(jiu)業(ye)服務(wu)質(zhi)量提(ti)(ti)升。實施(shi)公(gong)共就(jiu)(jiu)業(ye)服務(wu)質(zhi)量提(ti)(ti)升工(gong)(gong)(gong)程,完(wan)善(shan)就(jiu)(jiu)業(ye)服務(wu)專(zhuan)員和(he)重(zhong)點企(qi)業(ye)用工(gong)(gong)(gong)常(chang)態化服務(wu)機制;健(jian)全失業(ye)風(feng)險監(jian)測預(yu)警和(he)應對處置(zhi)機制,建立勞(lao)動(dong)(dong)用工(gong)(gong)(gong)余缺調劑機制,全力(li)防(fang)范(fan)規模性失業(ye)風(feng)險。

引才聚才25萬人以上

技能人才新增5萬人

在(zai)深(shen)化(hua)人才人事(shi)制(zhi)度改(gai)革方面,重點是“抓好兩支隊伍、深(shen)化(hua)三項創(chuang)(chuang)(chuang)新(xin)(xin)(xin)”,計(ji)劃2022年(nian)引進集(ji)聚(ju)人才25萬(wan)人以上。青(qing)島市將著力加強技(ji)能(neng)人才隊伍建設。全面推(tui)行終身職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)培(pei)訓(xun)制(zhi)度,開展(zhan)補貼性(xing)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)培(pei)訓(xun)10萬(wan)人次(ci)、實(shi)現新(xin)(xin)(xin)增技(ji)能(neng)人才5萬(wan)人;拓展(zhan)企業(ye)(ye)(ye)技(ji)能(neng)人才自主評價,并穩步實(shi)施技(ji)工(gong)教(jiao)(jiao)育擴容行動;全力做好第46屆世界技(ji)能(neng)大(da)(da)賽(sai)備戰和首(shou)屆省職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)技(ji)能(neng)大(da)(da)賽(sai)承辦工(gong)作(zuo)。同時,持(chi)續壯大(da)(da)專(zhuan)業(ye)(ye)(ye)技(ji)術(shu)人才隊伍。積極開展(zhan)工(gong)業(ye)(ye)(ye)互聯網、大(da)(da)數據、快遞等(deng)新(xin)(xin)(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)稱申報評審,加快教(jiao)(jiao)育、衛生等(deng)領域職(zhi)(zhi)(zhi)(zhi)稱改(gai)革;還將完善博士(shi)后聚(ju)青(qing)創(chuang)(chuang)(chuang)新(xin)(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)促(cu)進政策,舉辦博士(shi)后創(chuang)(chuang)(chuang)新(xin)(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)成果大(da)(da)賽(sai),升級青(qing)島國際博士(shi)后創(chuang)(chuang)(chuang)新(xin)(xin)(xin)創(chuang)(chuang)(chuang)業(ye)(ye)(ye)園(yuan)。

青島(dao)(dao)市(shi)將深化三項政策制(zhi)(zhi)(zhi)度(du)創新(xin),即創新(xin)事業(ye)(ye)(ye)單(dan)位(wei)(wei)選(xuan)人(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)機(ji)(ji)制(zhi)(zhi)(zhi)、人(ren)(ren)(ren)才(cai)招(zhao)引機(ji)(ji)制(zhi)(zhi)(zhi)和人(ren)(ren)(ren)才(cai)服(fu)(fu)務(wu)(wu)模式(shi)。針對(dui)事業(ye)(ye)(ye)單(dan)位(wei)(wei)選(xuan)人(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)機(ji)(ji)制(zhi)(zhi)(zhi),制(zhi)(zhi)(zhi)定事業(ye)(ye)(ye)單(dan)位(wei)(wei)工作人(ren)(ren)(ren)員越級晉升、縮短年(nian)限和特(te)(te)聘(pin)(pin)崗位(wei)(wei)實施(shi)辦法;推(tui)進事業(ye)(ye)(ye)單(dan)位(wei)(wei)多元化多層(ceng)次招(zhao)聘(pin)(pin)體(ti)系建(jian)(jian)設;探索建(jian)(jian)立體(ti)現(xian)行(xing)業(ye)(ye)(ye)特(te)(te)點(dian)的事業(ye)(ye)(ye)單(dan)位(wei)(wei)績(ji)效(xiao)工資(zi)分配管(guan)理制(zhi)(zhi)(zhi)度(du);深化公立醫院薪酬(chou)制(zhi)(zhi)(zhi)度(du)改革,還將全面(mian)落(luo)實義務(wu)(wu)教育教師工資(zi)待遇(yu)政策。針對(dui)人(ren)(ren)(ren)才(cai)招(zhao)引機(ji)(ji)制(zhi)(zhi)(zhi),青島(dao)(dao)市(shi)不僅將舉辦“招(zhao)才(cai)引智(zhi)名校行(xing)”等(deng)引才(cai)活動,推(tui)進千名專家“三進”行(xing)動,還將打(da)造自貿區科(ke)創島(dao)(dao)、高新(xin)區創業(ye)(ye)(ye)谷等(deng)高端留學(xue)人(ren)(ren)(ren)員平臺,制(zhi)(zhi)(zhi)定人(ren)(ren)(ren)才(cai)服(fu)(fu)務(wu)(wu)鄉村振興激勵(li)辦法,促進人(ren)(ren)(ren)才(cai)向鄉村基層(ceng)一線流動。針對(dui)人(ren)(ren)(ren)才(cai)服(fu)(fu)務(wu)(wu)模式(shi),青島(dao)(dao)市(shi)將出臺加(jia)(jia)強人(ren)(ren)(ren)才(cai)服(fu)(fu)務(wu)(wu)體(ti)系建(jian)(jian)設的實施(shi)意見(jian),建(jian)(jian)立重點(dian)項目(mu)人(ren)(ren)(ren)才(cai)服(fu)(fu)務(wu)(wu)專員定期駐點(dian)服(fu)(fu)務(wu)(wu)機(ji)(ji)制(zhi)(zhi)(zhi),升級高層(ceng)次人(ren)(ren)(ren)才(cai)服(fu)(fu)務(wu)(wu)綠(lv)卡制(zhi)(zhi)(zhi)度(du),加(jia)(jia)快(kuai)完善(shan)全市(shi)人(ren)(ren)(ren)力資(zi)源產業(ye)(ye)(ye)園發展(zhan)布局。

大數據認證通過率超過94.8%

打造人社服務品牌

在完善社會保(bao)(bao)障體系(xi)方面(mian),青島市(shi)將做到(dao)“四個提(ti)升”。一是提(ti)升改革落地效果。提(ti)高企業年金(jin)(jin)覆(fu)蓋面(mian),推動個人養老金(jin)(jin)制(zhi)度(du)落地實(shi)施;探索建(jian)立補(bu)充工(gong)(gong)(gong)(gong)傷保(bao)(bao)險(xian)制(zhi)度(du)和(he)工(gong)(gong)(gong)(gong)傷職工(gong)(gong)(gong)(gong)長期醫(yi)療護理(li)(li)制(zhi)度(du),推進快(kuai)遞員群體參(can)加(jia)工(gong)(gong)(gong)(gong)傷保(bao)(bao)險(xian)工(gong)(gong)(gong)(gong)作;還將按照國家和(he)省部署,調整退休人員基本養老金(jin)(jin)。二是提(ti)升社會保(bao)(bao)險(xian)覆(fu)蓋面(mian)。以農(nong)民(min)工(gong)(gong)(gong)(gong)、新業態人員等群體為重點(dian),開展精準(zhun)參(can)保(bao)(bao)擴面(mian)專項行(xing)(xing)動,還將完善工(gong)(gong)(gong)(gong)程建(jian)設(she)領域按項目參(can)保(bao)(bao)機制(zhi),實(shi)現重點(dian)行(xing)(xing)業企業工(gong)(gong)(gong)(gong)傷保(bao)(bao)險(xian)應保(bao)(bao)盡保(bao)(bao)。三是提(ti)升社保(bao)(bao)經(jing)辦(ban)服務水(shui)平(ping)。加(jia)快(kuai)推進社保(bao)(bao)卡居民(min)服務“一卡通(tong)”建(jian)設(she),并持續優化“無感知、免打擾”大數據(ju)認證體系(xi),實(shi)現認證通(tong)過率94.8%以上。四是提(ti)升社保(bao)(bao)基金(jin)(jin)風(feng)險(xian)防控(kong)水(shui)平(ping),制(zhi)定全市(shi)人社系(xi)統基金(jin)(jin)資金(jin)(jin)監督(du)管理(li)(li)暫(zan)行(xing)(xing)辦(ban)法。

在構(gou)建(jian)和(he)諧(xie)勞(lao)動(dong)(dong)關(guan)系方面(mian),青島市(shi)將重(zhong)點健全勞(lao)動(dong)(dong)關(guan)系協調(diao)機(ji)制(zhi)、勞(lao)動(dong)(dong)人(ren)事爭議調(diao)解(jie)仲(zhong)裁(cai)機(ji)制(zhi)、根(gen)治欠薪長效機(ji)制(zhi)“三(san)項機(ji)制(zhi)”。持續開展勞(lao)動(dong)(dong)關(guan)系“和(he)諧(xie)同(tong)(tong)行(xing)”能力(li)提升行(xing)動(dong)(dong),規范和(he)引導電子勞(lao)動(dong)(dong)合同(tong)(tong)發展。并開展“重(zhong)點企業、重(zhong)點園區、重(zhong)點樓宇(yu)”預防調(diao)解(jie)平臺建(jian)設(she),深化調(diao)解(jie)仲(zhong)裁(cai)“互聯(lian)網+”平臺建(jian)設(she)。此(ci)外,還將修訂市(shi)勞(lao)動(dong)(dong)保障監察(cha)條例,開展“根(gen)治欠薪攻(gong)堅(jian)年”行(xing)動(dong)(dong),推進(jin)工(gong)程建(jian)設(she)領(ling)域(yu)農民工(gong)工(gong)資保證金制(zhi)度落實。

在(zai)打(da)造人(ren)(ren)(ren)社(she)(she)服(fu)務(wu)品牌方面,青島市將制(zhi)定人(ren)(ren)(ren)社(she)(she)數(shu)字化(hua)轉型升級(ji)三年行動方案,整合(he)智(zhi)慧人(ren)(ren)(ren)才和公共(gong)就(jiu)業(ye)大數(shu)據監控(kong)平臺,提(ti)升數(shu)據治理和服(fu)務(wu)能力,還將創新(xin)(xin)幫辦(ban)(ban)代辦(ban)(ban)服(fu)務(wu)機制(zhi)。并將持續推(tui)進人(ren)(ren)(ren)社(she)(she)服(fu)務(wu)快(kuai)辦(ban)(ban)行動,拓展人(ren)(ren)(ren)社(she)(she)服(fu)務(wu)一件(jian)事打(da)包辦(ban)(ban)、高頻事項提(ti)速辦(ban)(ban)、所有(you)事項簡(jian)便辦(ban)(ban)。此外,還將推(tui)廣“政策找人(ren)(ren)(ren)”“免申即享”服(fu)務(wu)新(xin)(xin)模式(shi),推(tui)進膠東五市人(ren)(ren)(ren)才服(fu)務(wu)協作、社(she)(she)保卡“一卡通”等合(he)作事項落實(shi)落地。
