青島今年將引進人才25萬人以上、扶持3萬人創業!

2月15日,青島(dao)市(shi)人(ren)力(li)資(zi)源社會保(bao)障工作會議召開(kai)。2022年,青島(dao)市(shi)要(yao)確保(bao)實(shi)現(xian)城鎮新增(zeng)就業(ye)35萬(wan)人(ren)以上、政策性(xing)扶持(chi)創(chuang)業(ye)3萬(wan)人(ren)、開(kai)發公益性(xing)崗位(wei)3.7萬(wan)個以上。同(tong)時,全年計劃引進集聚人(ren)才25萬(wan)人(ren)以上、開(kai)展補(bu)貼(tie)性(xing)職業(ye)技能(neng)培訓(xun)10萬(wan)人(ren)次、實(shi)現(xian)新增(zeng)技能(neng)人(ren)才5萬(wan)人(ren)。并持(chi)續(xu)優化“無感知、免打擾”大數據認(ren)證(zheng)體(ti)系,實(shi)現(xian)認(ren)證(zheng)通過率94.8%以上。

城鎮就業增加35萬人以上

政策性扶持創業3萬人

在推進就(jiu)業(ye)(ye)創(chuang)業(ye)(ye)工作(zuo)方(fang)面,重(zhong)點(dian)是“強化(hua)兩個(ge)導(dao)向、聚焦三方(fang)面精準發力”。強化(hua)經濟發展的(de)就(jiu)業(ye)(ye)導(dao)向和創(chuang)業(ye)(ye)帶動(dong)就(jiu)業(ye)(ye)導(dao)向。青島市將實施(shi)新一輪就(jiu)業(ye)(ye)優先政策(ce),并聚焦重(zhong)點(dian)產業(ye)(ye)領域(yu)、重(zhong)大民生項目分類施(shi)策(ce),確保實現城鎮新增就(jiu)業(ye)(ye)35萬人(ren)以上。并將打造青島創(chuang)業(ye)(ye)總部、高效能(neng)落實創(chuang)業(ye)(ye)扶持政策(ce)、高水平舉辦創(chuang)業(ye)(ye)創(chuang)新活動(dong),實現全年政策(ce)性扶持創(chuang)業(ye)(ye)3萬人(ren)。

青島市將(jiang)在(zai)穩就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)、保(bao)居(ju)民就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)上聚(ju)焦三方面發力(li)。首先(xian),抓(zhua)好高(gao)(gao)校(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)(ye)生、農(nong)民工(gong)、新業(ye)(ye)(ye)(ye)(ye)(ye)態等(deng)重點(dian)(dian)群體(ti)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)。圍(wei)繞(rao)提(ti)(ti)升(sheng)(sheng)高(gao)(gao)校(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)(ye)生留(liu)青、來(lai)青和回青率(lv)(lv),實施(shi)高(gao)(gao)校(xiao)(xiao)畢(bi)業(ye)(ye)(ye)(ye)(ye)(ye)生見習實習擴(kuo)圍(wei)、大學生就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)競爭力(li)提(ti)(ti)升(sheng)(sheng)和“青雁歸巢”三項計劃,穩定總體(ti)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)率(lv)(lv);完善農(nong)民工(gong)就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)服務保(bao)障體(ti)系;支持和規范發展新就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)形態。其次,加強兜底幫扶。實施(shi)城鄉(xiang)公益性崗位(wei)擴(kuo)容提(ti)(ti)質行動,開發公益性崗位(wei)3.7萬個以上;推進家庭服務業(ye)(ye)(ye)(ye)(ye)(ye)“領跑者”行動,推廣鄉(xiang)村大齡困(kun)難人(ren)員(yuan)再就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)試點(dian)(dian),推進東西部勞務協作,托底安置就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)困(kun)難人(ren)員(yuan)、脫(tuo)貧勞動力(li)。此外,促(cu)進就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)服務質量提(ti)(ti)升(sheng)(sheng)。實施(shi)公共就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)服務質量提(ti)(ti)升(sheng)(sheng)工(gong)程(cheng),完善就(jiu)(jiu)(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)服務專員(yuan)和重點(dian)(dian)企業(ye)(ye)(ye)(ye)(ye)(ye)用(yong)工(gong)常(chang)態化服務機(ji)制;健全失業(ye)(ye)(ye)(ye)(ye)(ye)風險監測預警和應(ying)對處(chu)置機(ji)制,建(jian)立勞動用(yong)工(gong)余缺調(diao)劑機(ji)制,全力(li)防范規模性失業(ye)(ye)(ye)(ye)(ye)(ye)風險。

引才聚才25萬人以上

技能人才新增5萬人

在深化(hua)人(ren)(ren)(ren)才(cai)(cai)(cai)人(ren)(ren)(ren)事(shi)制度改(gai)革(ge)(ge)方面(mian),重點是“抓好兩支隊(dui)伍(wu)、深化(hua)三(san)項(xiang)創(chuang)(chuang)新(xin)(xin)(xin)”,計劃2022年引進集(ji)聚人(ren)(ren)(ren)才(cai)(cai)(cai)25萬(wan)人(ren)(ren)(ren)以上(shang)。青(qing)島市(shi)將著力(li)加(jia)強技能(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)建(jian)設(she)。全(quan)面(mian)推(tui)行終身(shen)職(zhi)業(ye)(ye)技能(neng)培訓(xun)(xun)制度,開(kai)展補貼性職(zhi)業(ye)(ye)技能(neng)培訓(xun)(xun)10萬(wan)人(ren)(ren)(ren)次、實(shi)現新(xin)(xin)(xin)增技能(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)5萬(wan)人(ren)(ren)(ren);拓展企業(ye)(ye)技能(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)自主評價,并穩步實(shi)施技工教育擴容行動(dong);全(quan)力(li)做好第(di)46屆世界技能(neng)大(da)賽備戰和首屆省職(zhi)業(ye)(ye)技能(neng)大(da)賽承辦(ban)工作(zuo)。同時,持續壯大(da)專業(ye)(ye)技術人(ren)(ren)(ren)才(cai)(cai)(cai)隊(dui)伍(wu)。積(ji)極開(kai)展工業(ye)(ye)互聯網、大(da)數據、快遞(di)等新(xin)(xin)(xin)職(zhi)業(ye)(ye)職(zhi)稱(cheng)申報評審,加(jia)快教育、衛生等領域職(zhi)稱(cheng)改(gai)革(ge)(ge);還(huan)將完善博士后聚青(qing)創(chuang)(chuang)新(xin)(xin)(xin)創(chuang)(chuang)業(ye)(ye)促(cu)進政策(ce),舉辦(ban)博士后創(chuang)(chuang)新(xin)(xin)(xin)創(chuang)(chuang)業(ye)(ye)成果(guo)大(da)賽,升級青(qing)島國際博士后創(chuang)(chuang)新(xin)(xin)(xin)創(chuang)(chuang)業(ye)(ye)園。

青(qing)島(dao)市(shi)將(jiang)深化三(san)(san)項(xiang)政(zheng)策制(zhi)度創(chuang)(chuang)(chuang)新,即創(chuang)(chuang)(chuang)新事業(ye)單位(wei)選人(ren)(ren)(ren)用人(ren)(ren)(ren)機(ji)制(zhi)、人(ren)(ren)(ren)才(cai)(cai)招引(yin)(yin)機(ji)制(zhi)和(he)人(ren)(ren)(ren)才(cai)(cai)服(fu)務(wu)(wu)模(mo)式(shi)。針(zhen)對(dui)事業(ye)單位(wei)選人(ren)(ren)(ren)用人(ren)(ren)(ren)機(ji)制(zhi),制(zhi)定(ding)事業(ye)單位(wei)工作(zuo)人(ren)(ren)(ren)員越級(ji)晉升、縮短年(nian)限和(he)特聘崗(gang)位(wei)實施辦法;推(tui)進事業(ye)單位(wei)多元化多層次招聘體系(xi)建(jian)設(she)(she);探索建(jian)立(li)體現(xian)行(xing)業(ye)特點的(de)事業(ye)單位(wei)績效(xiao)工資(zi)分配管理制(zhi)度;深化公立(li)醫(yi)院薪(xin)酬制(zhi)度改革,還將(jiang)全(quan)(quan)面落實義務(wu)(wu)教育教師工資(zi)待遇政(zheng)策。針(zhen)對(dui)人(ren)(ren)(ren)才(cai)(cai)招引(yin)(yin)機(ji)制(zhi),青(qing)島(dao)市(shi)不僅將(jiang)舉辦“招才(cai)(cai)引(yin)(yin)智名校行(xing)”等引(yin)(yin)才(cai)(cai)活(huo)動,推(tui)進千名專(zhuan)家“三(san)(san)進”行(xing)動,還將(jiang)打造自貿區(qu)科創(chuang)(chuang)(chuang)島(dao)、高(gao)新區(qu)創(chuang)(chuang)(chuang)業(ye)谷(gu)等高(gao)端留(liu)學人(ren)(ren)(ren)員平臺(tai),制(zhi)定(ding)人(ren)(ren)(ren)才(cai)(cai)服(fu)務(wu)(wu)鄉(xiang)村振興激勵辦法,促(cu)進人(ren)(ren)(ren)才(cai)(cai)向鄉(xiang)村基層一線(xian)流動。針(zhen)對(dui)人(ren)(ren)(ren)才(cai)(cai)服(fu)務(wu)(wu)模(mo)式(shi),青(qing)島(dao)市(shi)將(jiang)出臺(tai)加強人(ren)(ren)(ren)才(cai)(cai)服(fu)務(wu)(wu)體系(xi)建(jian)設(she)(she)的(de)實施意見(jian),建(jian)立(li)重點項(xiang)目(mu)人(ren)(ren)(ren)才(cai)(cai)服(fu)務(wu)(wu)專(zhuan)員定(ding)期(qi)駐點服(fu)務(wu)(wu)機(ji)制(zhi),升級(ji)高(gao)層次人(ren)(ren)(ren)才(cai)(cai)服(fu)務(wu)(wu)綠(lv)卡制(zhi)度,加快完善(shan)全(quan)(quan)市(shi)人(ren)(ren)(ren)力(li)資(zi)源產業(ye)園發展布局。

大數據認證通過率超過94.8%

打造人社服務品牌

在完善社(she)(she)會保(bao)障體系(xi)(xi)(xi)方面(mian)(mian),青(qing)島市將做到“四(si)個(ge)提(ti)(ti)升”。一是(shi)提(ti)(ti)升改革落地(di)效果。提(ti)(ti)高企(qi)業(ye)年(nian)金(jin)覆蓋面(mian)(mian),推(tui)動個(ge)人養老金(jin)制度(du)落地(di)實(shi)施;探索建(jian)立補(bu)充工傷(shang)(shang)(shang)保(bao)險(xian)制度(du)和(he)工傷(shang)(shang)(shang)職工長期醫療護理(li)制度(du),推(tui)進快遞員(yuan)(yuan)群(qun)體參(can)加工傷(shang)(shang)(shang)保(bao)險(xian)工作;還將按(an)(an)照國家和(he)省(sheng)部署,調整退(tui)休人員(yuan)(yuan)基本養老金(jin)。二是(shi)提(ti)(ti)升社(she)(she)會保(bao)險(xian)覆蓋面(mian)(mian)。以農民工、新業(ye)態人員(yuan)(yuan)等群(qun)體為重點(dian),開展(zhan)精(jing)準參(can)保(bao)擴面(mian)(mian)專項行(xing)動,還將完善工程建(jian)設領域(yu)按(an)(an)項目參(can)保(bao)機制,實(shi)現重點(dian)行(xing)業(ye)企(qi)業(ye)工傷(shang)(shang)(shang)保(bao)險(xian)應保(bao)盡保(bao)。三是(shi)提(ti)(ti)升社(she)(she)保(bao)經辦服(fu)(fu)務水平(ping)。加快推(tui)進社(she)(she)保(bao)卡(ka)居(ju)民服(fu)(fu)務“一卡(ka)通(tong)”建(jian)設,并持(chi)續優化“無感知(zhi)、免(mian)打擾”大數據認證(zheng)(zheng)體系(xi)(xi)(xi),實(shi)現認證(zheng)(zheng)通(tong)過(guo)率(lv)94.8%以上(shang)。四(si)是(shi)提(ti)(ti)升社(she)(she)保(bao)基金(jin)風(feng)險(xian)防(fang)控水平(ping),制定(ding)全市人社(she)(she)系(xi)(xi)(xi)統基金(jin)資(zi)金(jin)監(jian)督管理(li)暫行(xing)辦法。

在(zai)構(gou)建(jian)(jian)(jian)和(he)諧勞(lao)(lao)動(dong)(dong)(dong)關(guan)系(xi)方面,青島(dao)市(shi)將(jiang)重(zhong)點(dian)健全勞(lao)(lao)動(dong)(dong)(dong)關(guan)系(xi)協調機制(zhi)、勞(lao)(lao)動(dong)(dong)(dong)人事爭議調解(jie)仲(zhong)(zhong)裁(cai)機制(zhi)、根治欠薪長效機制(zhi)“三項機制(zhi)”。持續開展勞(lao)(lao)動(dong)(dong)(dong)關(guan)系(xi)“和(he)諧同行(xing)”能力提升行(xing)動(dong)(dong)(dong),規范和(he)引(yin)導電子勞(lao)(lao)動(dong)(dong)(dong)合(he)同發展。并開展“重(zhong)點(dian)企業、重(zhong)點(dian)園區、重(zhong)點(dian)樓宇”預(yu)防調解(jie)平臺建(jian)(jian)(jian)設,深化(hua)調解(jie)仲(zhong)(zhong)裁(cai)“互(hu)聯(lian)網(wang)+”平臺建(jian)(jian)(jian)設。此外,還將(jiang)修訂市(shi)勞(lao)(lao)動(dong)(dong)(dong)保障監(jian)察條(tiao)例,開展“根治欠薪攻堅年”行(xing)動(dong)(dong)(dong),推(tui)進工程建(jian)(jian)(jian)設領域農(nong)民工工資保證(zheng)金制(zhi)度落實。

在打造人(ren)社(she)服(fu)(fu)(fu)(fu)務(wu)(wu)品牌方(fang)面,青(qing)島市(shi)(shi)將制定人(ren)社(she)數(shu)字化(hua)轉(zhuan)型升(sheng)(sheng)級三年行(xing)動方(fang)案,整合智慧人(ren)才和公共就(jiu)業(ye)大數(shu)據監控平臺,提升(sheng)(sheng)數(shu)據治理和服(fu)(fu)(fu)(fu)務(wu)(wu)能力,還將創(chuang)新(xin)幫辦(ban)代(dai)辦(ban)服(fu)(fu)(fu)(fu)務(wu)(wu)機制。并將持續(xu)推(tui)進人(ren)社(she)服(fu)(fu)(fu)(fu)務(wu)(wu)快辦(ban)行(xing)動,拓展人(ren)社(she)服(fu)(fu)(fu)(fu)務(wu)(wu)一件(jian)事(shi)打包(bao)辦(ban)、高頻(pin)事(shi)項提速辦(ban)、所有事(shi)項簡便辦(ban)。此外,還將推(tui)廣“政策找人(ren)”“免申即享”服(fu)(fu)(fu)(fu)務(wu)(wu)新(xin)模(mo)式(shi),推(tui)進膠東五市(shi)(shi)人(ren)才服(fu)(fu)(fu)(fu)務(wu)(wu)協作(zuo)、社(she)保卡“一卡通”等合作(zuo)事(shi)項落實落地。
