濰坊昌樂:工資協商規范化 成就職工“好薪情”

“職工工資增長額度隨企業經濟效益的增減相應浮動,盈利、效益持平、效益下降增長幅度分別為12%、10%、8%。”“樂器行業基本工序計價為打光4.5元/件、研磨7.5元/件、油漆6元/件……”“公司個別崗位實行計件工資制,計件單價為乳化炸藥73.2元/噸、化驗工1.8元/噸、裝卸工6.5元/噸。”現在在昌樂,無論企業還是行業工資集體協商協議書,對于工資增長幅度和標準、員工福利和待遇、勞動崗位和價格,都能一目了然,清楚明白,著實讓廣大職工心無旁騖、踏實工作,促進了勞資雙方互利共贏。

今年(nian),昌樂縣(xian)(xian)總工(gong)(gong)會全(quan)面深化“八步流(liu)程·工(gong)(gong)資(zi)協商”重(zhong)點品(pin)牌創建,大力開(kai)展(zhan)工(gong)(gong)資(zi)集(ji)(ji)體協商“履約落實(shi)年(nian)”活動(dong),于(yu)4月初召(zhao)開(kai)了(le)全(quan)縣(xian)(xian)工(gong)(gong)作(zuo)推進(jin)會,縣(xian)(xian)委和(he)責任(ren)單位(wei)簽(qian)訂了(le)目(mu)標責任(ren)書(shu),確定(ding)4、5月份開(kai)展(zhan)重(zhong)點領域工(gong)(gong)資(zi)協商集(ji)(ji)中(zhong)行(xing)動(dong)和(he)農民工(gong)(gong)工(gong)(gong)資(zi)集(ji)(ji)中(zhong)行(xing)動(dong),推進(jin)全(quan)縣(xian)(xian)工(gong)(gong)資(zi)集(ji)(ji)體協商集(ji)(ji)中(zhong)要約行(xing)動(dong)。

融合在全國(guo)相(xiang)對(dui)成熟和(he)(he)領先的“七種模式(shi)·關(guan)愛(ai)女(nv)工(gong)”品(pin)牌(pai)創建經驗,縣總工(gong)會因企(qi)(qi)制(zhi)宜、突(tu)出重(zhong)(zhong)點(dian),實行分類(lei)指導(dao)、區別對(dui)待的推進辦法(fa):對(dui)于生(sheng)產經營(ying)正常(chang)的企(qi)(qi)業(ye),重(zhong)(zhong)點(dian)抓(zhua)(zhua)好職工(gong)工(gong)資(zi)水平、工(gong)資(zi)增幅和(he)(he)福利(li)待遇的落實;對(dui)于生(sheng)產經營(ying)困(kun)難的企(qi)(qi)業(ye),重(zhong)(zhong)點(dian)抓(zhua)(zhua)好工(gong)資(zi)的按時(shi)足額支付;對(dui)于實行計(ji)(ji)(ji)件工(gong)資(zi)、計(ji)(ji)(ji)時(shi)工(gong)資(zi)的企(qi)(qi)業(ye),重(zhong)(zhong)點(dian)抓(zhua)(zhua)好勞動(dong)定額、計(ji)(ji)(ji)件價格、工(gong)資(zi)標(biao)準的制(zhi)定。

在推進過程中,昌樂嚴格規(gui)范(fan)(fan)化程序(xu),建立起“三(san)(san)個規(gui)范(fan)(fan)”制度,實(shi)施“八步(bu)(bu)流(liu)(liu)程、十八個步(bu)(bu)驟”的(de)運作序(xu)列。三(san)(san)個規(gui)范(fan)(fan)即:協商(shang)(shang)(shang)內(nei)容(rong)(rong)規(gui)范(fan)(fan)、協商(shang)(shang)(shang)程序(xu)規(gui)范(fan)(fan)和(he)工(gong)(gong)作臺賬規(gui)范(fan)(fan)。八步(bu)(bu)流(liu)(liu)程是:明確(que)主體產生(sheng)代表、提出要(yao)約啟動(dong)協商(shang)(shang)(shang)、協商(shang)(shang)(shang)準備初步(bu)(bu)溝(gou)通(tong)、召開會(hui)(hui)議(yi)(yi)正式(shi)協商(shang)(shang)(shang)、提交審議(yi)(yi)討論通(tong)過、雙方(fang)蓋章首(shou)席簽字、及時上報審查(cha)(cha)備案、公布(bu)實(shi)施監督履(lv)行。與八步(bu)(bu)相對(dui)應的(de)十八個步(bu)(bu)驟是:推選協商(shang)(shang)(shang)代表、確(que)定首(shou)席代表、培(pei)訓代表、發(fa)出要(yao)約、要(yao)約答復、報告(gao)上級工(gong)(gong)會(hui)(hui)、聽(ting)取意見、搜集資料、確(que)定協商(shang)(shang)(shang)重點、雙方(fang)溝(gou)通(tong)、召開協商(shang)(shang)(shang)會(hui)(hui)議(yi)(yi)、職(zhi)代會(hui)(hui)審議(yi)(yi)、簽字蓋章、人社部門審查(cha)(cha)備案、公告(gao)執行、成(cheng)立監督機構、監督檢查(cha)(cha)、職(zhi)工(gong)(gong)評議(yi)(yi)。縣總工(gong)(gong)會(hui)(hui)印發(fa)“八步(bu)(bu)法”工(gong)(gong)作流(liu)(liu)程表,將步(bu)(bu)驟、環(huan)節、內(nei)容(rong)(rong)和(he)要(yao)求一(yi)一(yi)對(dui)應明細,方(fang)便基層單(dan)位規(gui)范(fan)(fan)執行,大(da)大(da)提升了(le)(le)工(gong)(gong)作規(gui)范(fan)(fan)化水平(ping),為(wei)抓好履(lv)約落實(shi)打好了(le)(le)基礎。

為(wei)保證協(xie)(xie)(xie)商工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)順利開展(zhan),該縣(xian)從建立(li)專業協(xie)(xie)(xie)商隊(dui)伍(wu)和集(ji)中要約制(zhi)度(du)入(ru)手,逐(zhu)步形(xing)成了“基層工(gong)(gong)(gong)(gong)會(hui)主動(dong)(dong)要約、企業行(xing)政(zheng)積極應約、上級(ji)工(gong)(gong)(gong)(gong)會(hui)限期整改、勞(lao)動(dong)(dong)部門監(jian)(jian)督(du)檢查(cha)(cha)”的(de)要約工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)機制(zhi)。協(xie)(xie)(xie)約簽訂后,縣(xian)總工(gong)(gong)(gong)(gong)會(hui)聯合人社局建立(li)起勞(lao)動(dong)(dong)監(jian)(jian)察(cha)制(zhi)約機制(zhi),工(gong)(gong)(gong)(gong)會(hui)和勞(lao)動(dong)(dong)監(jian)(jian)察(cha)部門全程(cheng)監(jian)(jian)督(du)協(xie)(xie)(xie)議履行(xing)過(guo)程(cheng)。對(dui)發生(sheng)爭(zheng)議、經協(xie)(xie)(xie)商解決不(bu)(bu)成的(de),由工(gong)(gong)(gong)(gong)會(hui)代表(biao)職(zhi)(zhi)工(gong)(gong)(gong)(gong)向勞(lao)動(dong)(dong)仲(zhong)裁(cai)機構提出仲(zhong)裁(cai),直至向法(fa)院起訴。同時建立(li)職(zhi)(zhi)工(gong)(gong)(gong)(gong)參與(yu)制(zhi)度(du),采取職(zhi)(zhi)工(gong)(gong)(gong)(gong)代表(biao)巡查(cha)(cha)、定期公開公示、成立(li)督(du)導小組等(deng)形(xing)式(shi),加(jia)強監(jian)(jian)督(du)。并爭(zheng)取人大和政(zheng)協(xie)(xie)(xie)以視(shi)察(cha)、提案(an)督(du)查(cha)(cha)督(du)辦等(deng)形(xing)式(shi)參與(yu)進來。縣(xian)總工(gong)(gong)(gong)(gong)會(hui)不(bu)(bu)定期對(dui)工(gong)(gong)(gong)(gong)資(zi)集(ji)體協(xie)(xie)(xie)議的(de)簽訂和履行(xing)情況進行(xing)檢查(cha)(cha),作(zuo)(zuo)(zuo)為(wei)評先樹優的(de)重要依據和年底工(gong)(gong)(gong)(gong)會(hui)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)考(kao)核內容。

經過廣泛發(fa)動(dong)宣傳和集(ji)中要約行動(dong),一大(da)批(pi)典型齊頭并(bing)進。像中國寶石城工(gong)會聯合(he)會成立后,立即簽訂了(le)區域性(xing)(xing)工(gong)資集(ji)體協(xie)(xie)商(shang)協(xie)(xie)議(yi)(yi)(yi),讓5000多(duo)名流動(dong)性(xing)(xing)非常(chang)強的(de)從業人(ren)員收(shou)入有(you)了(le)保障;樂器行業針對大(da)多(duo)企業地處農村、分散經營的(de)特點,把農民(min)工(gong)最關心(xin)的(de)停工(gong)學(xue)(xue)習、下(xia)(xia)崗放假(jia)、病假(jia)事假(jia)期(qi)間的(de)工(gong)資標準作(zuo)了(le)明文規定;比(bi)德文公司把4399免费视频二十事的(de)主(zhu)要內容寫入協(xie)(xie)議(yi)(yi)(yi);龍海民(min)爆公司把崗位計件標準列出附(fu)表……縣(xian)(xian)總及時將(jiang)這些優秀合(he)同文本納入資料匯編下(xia)(xia)發(fa)基(ji)層(ceng),供參考學(xue)(xue)習借鑒,推動(dong)工(gong)作(zuo)錦(jin)上添花。目前,全縣(xian)(xian)共(gong)簽訂工(gong)資集(ji)體協(xie)(xie)商(shang)協(xie)(xie)議(yi)(yi)(yi)314份(fen),建制(zhi)率(lv)達100%,履約落實率(lv)達95%以上。
