濰坊昌樂:工資協商規范化 成就職工“好薪情”

“職工工資增長額度隨企業經濟效益的增減相應浮動,盈利、效益持平、效益下降增長幅度分別為12%、10%、8%。”“樂器行業基本工序計價為打光4.5元/件、研磨7.5元/件、油漆6元/件……”“公司個別崗位實行計件工資制,計件單價為乳化炸藥73.2元/噸、化驗工1.8元/噸、裝卸工6.5元/噸。”現在在昌樂,無論企業還是行業工資集體協商協議書,對于工資增長幅度和標準、員工福利和待遇、勞動崗位和價格,都能一目了然,清楚明白,著實讓廣大職工心無旁騖、踏實工作,促進了勞資雙方互利共贏。

今年,昌樂(le)縣(xian)總工(gong)(gong)會全(quan)(quan)面深化“八步流(liu)程·工(gong)(gong)資(zi)協商(shang)”重點品牌創建(jian),大(da)力開展工(gong)(gong)資(zi)集體協商(shang)“履約(yue)落實年”活(huo)動,于4月(yue)初召(zhao)開了(le)全(quan)(quan)縣(xian)工(gong)(gong)作推進會,縣(xian)委和(he)責(ze)任單位簽訂了(le)目(mu)標責(ze)任書,確(que)定4、5月(yue)份開展重點領(ling)域(yu)工(gong)(gong)資(zi)協商(shang)集中(zhong)行(xing)動和(he)農民工(gong)(gong)工(gong)(gong)資(zi)集中(zhong)行(xing)動,推進全(quan)(quan)縣(xian)工(gong)(gong)資(zi)集體協商(shang)集中(zhong)要約(yue)行(xing)動。

融合(he)在全(quan)國相對成熟和(he)領先的“七種模式(shi)·關(guan)愛女(nv)工(gong)(gong)”品牌創(chuang)建經(jing)(jing)驗(yan),縣(xian)總工(gong)(gong)會因企(qi)制宜、突出重點(dian),實(shi)行分類指導、區(qu)別對待(dai)的推進辦法(fa):對于生產經(jing)(jing)營(ying)正常(chang)的企(qi)業,重點(dian)抓好(hao)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)水平、工(gong)(gong)資(zi)增幅和(he)福利待(dai)遇的落實(shi);對于生產經(jing)(jing)營(ying)困難的企(qi)業,重點(dian)抓好(hao)工(gong)(gong)資(zi)的按時足額支付;對于實(shi)行計件工(gong)(gong)資(zi)、計時工(gong)(gong)資(zi)的企(qi)業,重點(dian)抓好(hao)勞動定(ding)額、計件價(jia)格、工(gong)(gong)資(zi)標準的制定(ding)。

在(zai)推進(jin)過(guo)程中(zhong),昌(chang)樂嚴格(ge)規(gui)(gui)范(fan)(fan)化程序,建立起“三(san)個(ge)規(gui)(gui)范(fan)(fan)”制度,實施“八(ba)(ba)步(bu)(bu)流程、十八(ba)(ba)個(ge)步(bu)(bu)驟”的(de)運(yun)作(zuo)(zuo)序列(lie)。三(san)個(ge)規(gui)(gui)范(fan)(fan)即:協(xie)(xie)商(shang)(shang)內容規(gui)(gui)范(fan)(fan)、協(xie)(xie)商(shang)(shang)程序規(gui)(gui)范(fan)(fan)和工(gong)作(zuo)(zuo)臺賬規(gui)(gui)范(fan)(fan)。八(ba)(ba)步(bu)(bu)流程是:明(ming)確主(zhu)體產生代(dai)表(biao)、提出要約(yue)(yue)啟動協(xie)(xie)商(shang)(shang)、協(xie)(xie)商(shang)(shang)準備(bei)(bei)(bei)初步(bu)(bu)溝通(tong)、召(zhao)開會(hui)議(yi)正式協(xie)(xie)商(shang)(shang)、提交審(shen)議(yi)討論通(tong)過(guo)、雙(shuang)方(fang)蓋(gai)章首席(xi)簽(qian)字、及時上報(bao)審(shen)查(cha)備(bei)(bei)(bei)案、公布實施監督(du)履行。與八(ba)(ba)步(bu)(bu)相對(dui)應的(de)十八(ba)(ba)個(ge)步(bu)(bu)驟是:推選協(xie)(xie)商(shang)(shang)代(dai)表(biao)、確定首席(xi)代(dai)表(biao)、培訓代(dai)表(biao)、發出要約(yue)(yue)、要約(yue)(yue)答復(fu)、報(bao)告上級工(gong)會(hui)、聽(ting)取意見(jian)、搜集資料(liao)、確定協(xie)(xie)商(shang)(shang)重點(dian)、雙(shuang)方(fang)溝通(tong)、召(zhao)開協(xie)(xie)商(shang)(shang)會(hui)議(yi)、職(zhi)代(dai)會(hui)審(shen)議(yi)、簽(qian)字蓋(gai)章、人(ren)社部(bu)門審(shen)查(cha)備(bei)(bei)(bei)案、公告執(zhi)行、成立監督(du)機構(gou)、監督(du)檢(jian)查(cha)、職(zhi)工(gong)評議(yi)。縣總(zong)工(gong)會(hui)印發“八(ba)(ba)步(bu)(bu)法”工(gong)作(zuo)(zuo)流程表(biao),將步(bu)(bu)驟、環節、內容和要求(qiu)一(yi)一(yi)對(dui)應明(ming)細(xi),方(fang)便基(ji)層單位規(gui)(gui)范(fan)(fan)執(zhi)行,大(da)大(da)提升了工(gong)作(zuo)(zuo)規(gui)(gui)范(fan)(fan)化水平(ping),為抓(zhua)好履約(yue)(yue)落實打好了基(ji)礎(chu)。

為保證協(xie)(xie)商工(gong)作順利(li)開(kai)展(zhan),該縣(xian)從(cong)建(jian)立(li)專業協(xie)(xie)商隊伍和(he)(he)集中(zhong)要(yao)(yao)約(yue)制(zhi)(zhi)度入手,逐步形(xing)成了(le)“基層工(gong)會(hui)主動要(yao)(yao)約(yue)、企業行(xing)政(zheng)積極應約(yue)、上級工(gong)會(hui)限(xian)期(qi)整改、勞(lao)(lao)動部(bu)門(men)監(jian)督(du)檢查(cha)(cha)”的要(yao)(yao)約(yue)工(gong)作機(ji)制(zhi)(zhi)。協(xie)(xie)約(yue)簽訂后,縣(xian)總工(gong)會(hui)聯合人(ren)社局建(jian)立(li)起勞(lao)(lao)動監(jian)察制(zhi)(zhi)約(yue)機(ji)制(zhi)(zhi),工(gong)會(hui)和(he)(he)勞(lao)(lao)動監(jian)察部(bu)門(men)全程(cheng)監(jian)督(du)協(xie)(xie)議履行(xing)過程(cheng)。對發生爭議、經協(xie)(xie)商解決不成的,由工(gong)會(hui)代表職工(gong)向(xiang)勞(lao)(lao)動仲裁機(ji)構(gou)提出仲裁,直至向(xiang)法院起訴。同時(shi)建(jian)立(li)職工(gong)參與制(zhi)(zhi)度,采取(qu)職工(gong)代表巡查(cha)(cha)、定期(qi)公(gong)(gong)開(kai)公(gong)(gong)示(shi)、成立(li)督(du)導小組等形(xing)式,加(jia)強(qiang)監(jian)督(du)。并爭取(qu)人(ren)大和(he)(he)政(zheng)協(xie)(xie)以視(shi)察、提案督(du)查(cha)(cha)督(du)辦等形(xing)式參與進(jin)來。縣(xian)總工(gong)會(hui)不定期(qi)對工(gong)資(zi)集體(ti)協(xie)(xie)議的簽訂和(he)(he)履行(xing)情況(kuang)進(jin)行(xing)檢查(cha)(cha),作為評先樹優(you)的重(zhong)要(yao)(yao)依據和(he)(he)年(nian)底工(gong)會(hui)工(gong)作的考(kao)核(he)內容。

經過廣泛發(fa)動宣傳和集中要約行(xing)動,一大批典型齊(qi)頭(tou)并進(jin)。像中國寶石城工會聯合(he)會成(cheng)立后,立即簽訂了區(qu)域性(xing)工資(zi)集體(ti)協(xie)(xie)商協(xie)(xie)議,讓(rang)5000多名流動性(xing)非(fei)常強的(de)(de)從業(ye)(ye)人員收入(ru)有了保障;樂器行(xing)業(ye)(ye)針對大多企業(ye)(ye)地(di)處農(nong)(nong)村(cun)、分(fen)散經營(ying)的(de)(de)特點,把(ba)(ba)農(nong)(nong)民(min)工最關心的(de)(de)停工學習、下(xia)崗(gang)放假(jia)(jia)、病(bing)假(jia)(jia)事(shi)假(jia)(jia)期間的(de)(de)工資(zi)標準作(zuo)了明(ming)文規(gui)定(ding);比德文公司(si)把(ba)(ba)4399免费视频二十事(shi)的(de)(de)主要內容寫入(ru)協(xie)(xie)議;龍海民(min)爆(bao)公司(si)把(ba)(ba)崗(gang)位計件(jian)標準列出附表……縣(xian)總及時將這(zhe)些優秀合(he)同文本納(na)入(ru)資(zi)料匯編下(xia)發(fa)基層(ceng),供參考學習借鑒,推動工作(zuo)錦上添花。目前,全縣(xian)共簽訂工資(zi)集體(ti)協(xie)(xie)商協(xie)(xie)議314份,建制率(lv)(lv)達100%,履約落(luo)實率(lv)(lv)達95%以上。
