煙臺海陽:工資集體協商工作步步深入

近日,海陽市總工會牢固樹立和落實“以職工為本,主動依法科學維權”的工會維權觀,遵循“促進企業發展、維護職工權益”的企業工會工作原則,以構建和諧勞動關系為主線,以實現勞動關系雙方互利共贏為目標,深入扎實開展了工資集體協商工作,并取得了一定成效。

深入基(ji)層強化指(zhi)導(dao)。今(jin)年5月份(fen)成(cheng)立(li)4個(ge)專(zhuan)門工(gong)(gong)作(zuo)小組(zu)由市總(zong)領(ling)導(dao)牽頭到(dao)基(ji)層企業(ye)中,加大對(dui)(dui)企業(ye)工(gong)(gong)會工(gong)(gong)作(zuo)的指(zhi)導(dao)和服務,面(mian)對(dui)(dui)面(mian)解決(jue)企業(ye)在開展工(gong)(gong)作(zuo)中遇到(dao)的實際困難(nan),推動工(gong)(gong)資集體協(xie)商(shang)工(gong)(gong)作(zuo)的健康(kang)發展。

建(jian)(jian)立網絡(luo)體系、完善要(yao)約(yue)(yue)制度。以提出的“堅持基層工(gong)會(hui)與上(shang)級工(gong)會(hui)要(yao)約(yue)(yue)相(xiang)(xiang)結合(he),集(ji)中要(yao)約(yue)(yue)與動(dong)(dong)(dong)態要(yao)約(yue)(yue)相(xiang)(xiang)結合(he),單(dan)個要(yao)約(yue)(yue)與區域性(xing)、行(xing)業(ye)(ye)性(xing)要(yao)約(yue)(yue)相(xiang)(xiang)銜接(jie),逐步形成”基層工(gong)會(hui)主動(dong)(dong)(dong)要(yao)約(yue)(yue)、企業(ye)(ye)行(xing)政積(ji)極應約(yue)(yue)、上(shang)級工(gong)會(hui)限(xian)期整改、勞動(dong)(dong)(dong)部門監(jian)督檢查“的工(gong)作機(ji)制”為依據,積(ji)極引導基層工(gong)會(hui)與企業(ye)(ye)開展(zhan)要(yao)約(yue)(yue)行(xing)動(dong)(dong)(dong)。確(que)保了(le)工(gong)資集(ji)體協商建(jian)(jian)制,續約(yue)(yue)正常運行(xing)。

建(jian)立工(gong)資(zi)集(ji)體協商(shang)工(gong)作信息報告體系。各(ge)鎮街區工(gong)會、市直(zhi)屬單位和(he)部(bu)門(men)工(gong)會,每季度對(dui)工(gong)資(zi)集(ji)體協商(shang)的建(jian)制率、簽(qian)訂工(gong)資(zi)專項集(ji)體合同情況進行統計匯總,實行動態管(guan)理,適時(shi)更新數據,為開(kai)展工(gong)作提供(gong)信息資(zi)源和(he)管(guan)理依據。

建(jian)立激勵機制(zhi)。把開展工(gong)(gong)資集體協商工(gong)(gong)作(zuo)作(zuo)為(wei)基層(ceng)工(gong)(gong)會評先(xian)選優的(de)重要(yao)依據(ju),實行“一票否決制(zhi)”。凡不(bu)(bu)應約開展工(gong)(gong)資集體協商的(de)企業(ye)不(bu)(bu)能參評各(ge)級(ji)勞動(dong)獎(jiang)(jiang)狀、勞動(dong)關系和諧企業(ye);企業(ye)負責人不(bu)(bu)能參評各(ge)級(ji)勞動(dong)模范、勞動(dong)獎(jiang)(jiang)章(zhang)。

截止目前,工(gong)資協(xie)議(yi)覆蓋企(qi)(qi)(qi)業有1108家(jia),有264家(jia)規(gui)模(mo)以上企(qi)(qi)(qi)業通過(guo)集(ji)體(ti)協(xie)商(shang),單獨簽訂工(gong)資集(ji)體(ti)協(xie)議(yi),覆蓋職(zhi)工(gong)達(da)4.2萬余人。規(gui)模(mo)以上企(qi)(qi)(qi)業工(gong)資集(ji)體(ti)協(xie)商(shang)建制率(lv)達(da)100%。
