煙臺海陽:工資集體協商工作步步深入

近日,海陽市總工會牢固樹立和落實“以職工為本,主動依法科學維權”的工會維權觀,遵循“促進企業發展、維護職工權益”的企業工會工作原則,以構建和諧勞動關系為主線,以實現勞動關系雙方互利共贏為目標,深入扎實開展了工資集體協商工作,并取得了一定成效。

深入基層強化指導。今年(nian)5月份成立4個(ge)專門工作小(xiao)組由市總領導牽頭到基層企業中(zhong)(zhong),加大(da)對(dui)(dui)企業工會工作的(de)指導和服務,面對(dui)(dui)面解決企業在開展工作中(zhong)(zhong)遇(yu)到的(de)實(shi)際困(kun)難,推動工資集體協商(shang)工作的(de)健康發展。

建(jian)立(li)網絡體系、完善(shan)要(yao)(yao)約(yue)(yue)(yue)制(zhi)度。以提出的“堅(jian)持基(ji)層工(gong)(gong)(gong)會與(yu)(yu)上級工(gong)(gong)(gong)會要(yao)(yao)約(yue)(yue)(yue)相(xiang)結合,集中要(yao)(yao)約(yue)(yue)(yue)與(yu)(yu)動(dong)態要(yao)(yao)約(yue)(yue)(yue)相(xiang)結合,單(dan)個要(yao)(yao)約(yue)(yue)(yue)與(yu)(yu)區域性(xing)、行(xing)業性(xing)要(yao)(yao)約(yue)(yue)(yue)相(xiang)銜接,逐步形成(cheng)”基(ji)層工(gong)(gong)(gong)會主動(dong)要(yao)(yao)約(yue)(yue)(yue)、企業行(xing)政積極應約(yue)(yue)(yue)、上級工(gong)(gong)(gong)會限期整改、勞動(dong)部(bu)門監督檢查“的工(gong)(gong)(gong)作(zuo)機制(zhi)”為依據,積極引導基(ji)層工(gong)(gong)(gong)會與(yu)(yu)企業開展要(yao)(yao)約(yue)(yue)(yue)行(xing)動(dong)。確保了工(gong)(gong)(gong)資集體協商建(jian)制(zhi),續約(yue)(yue)(yue)正常運(yun)行(xing)。

建立工(gong)(gong)資(zi)集體協商(shang)工(gong)(gong)作信(xin)息(xi)報(bao)告體系。各鎮街區工(gong)(gong)會、市(shi)直屬單位和(he)部門工(gong)(gong)會,每季(ji)度對(dui)工(gong)(gong)資(zi)集體協商(shang)的建制率、簽訂工(gong)(gong)資(zi)專項(xiang)集體合同(tong)情況進行(xing)統(tong)計匯總(zong),實行(xing)動態管(guan)理,適時更(geng)新數據,為開展工(gong)(gong)作提(ti)供信(xin)息(xi)資(zi)源和(he)管(guan)理依據。

建立激勵機制。把開展工資集(ji)(ji)體協(xie)商(shang)工作作為基層工會評先選(xuan)優的重要依據,實行“一票否決制”。凡(fan)不(bu)(bu)應約(yue)開展工資集(ji)(ji)體協(xie)商(shang)的企(qi)(qi)業(ye)不(bu)(bu)能參評各(ge)級(ji)勞(lao)動獎狀(zhuang)、勞(lao)動關(guan)系和諧企(qi)(qi)業(ye);企(qi)(qi)業(ye)負(fu)責(ze)人不(bu)(bu)能參評各(ge)級(ji)勞(lao)動模范、勞(lao)動獎章。

截(jie)止目前,工資協(xie)(xie)議覆蓋企(qi)業有(you)1108家,有(you)264家規(gui)模(mo)以上企(qi)業通過(guo)集(ji)(ji)體(ti)協(xie)(xie)商,單(dan)獨(du)簽(qian)訂工資集(ji)(ji)體(ti)協(xie)(xie)議,覆蓋職工達(da)4.2萬余(yu)人。規(gui)模(mo)以上企(qi)業工資集(ji)(ji)體(ti)協(xie)(xie)商建制(zhi)率達(da)100%。
