山東企業繳存基數不一 公積金能差四千多

日前(qian),國務(wu)院常務(wu)會(hui)議決(jue)定,規范(fan)住房公積金(jin)繳存(cun)(cun)比(bi)(bi)例(li),對高(gao)于12%的一律予(yu)以規范(fan)調整。記者了解到,我(wo)省公積金(jin)繳存(cun)(cun)一直執(zhi)行最(zui)高(gao)比(bi)(bi)例(li)不超12%,符合最(zui)新規定。不過為(wei)(wei)繳存(cun)(cun)基(ji)數和企業繳存(cun)(cun)意愿等問題,在濟(ji)南(nan),去年公積金(jin)單位和個人月繳存(cun)(cun)額(e)最(zui)高(gao)為(wei)(wei)4436元,最(zui)低僅為(wei)(wei)145元,相差甚大。

月入10萬,公積金也不能超4436元

對于規(gui)范(fan)公積(ji)(ji)金的(de)繳存(cun)比(bi)例(li),我省一(yi)名(ming)長期研(yan)究公積(ji)(ji)金政策(ce)的(de)業內(nei)人(ren)士說(shuo),山東公積(ji)(ji)金繳存(cun)一(yi)直(zhi)實(shi)行“限高保低”,單位和職工繳存(cun)住(zhu)房公積(ji)(ji)金的(de)最低繳存(cun)比(bi)例(li)不(bu)低于各(ge)(ge)5%,最高不(bu)超過各(ge)(ge)12%。在(zai)這個區(qu)間范(fan)圍(wei)內(nei),各(ge)(ge)企(qi)業可以根據自己(ji)的(de)實(shi)際情況選擇繳存(cun)比(bi)例(li)。“我們一(yi)直(zhi)按規(gui)范(fan)嚴格執行,每年都會有檢查,國務(wu)院的(de)新規(gui)對我省影響不(bu)大。”

以(yi)濟(ji)南(nan)為(wei)(wei)(wei)(wei)例(li),在最(zui)高(gao)(gao)、最(zui)低比(bi)例(li)的規(gui)范下,每(mei)年都(dou)會根據當年的工(gong)(gong)(gong)資水平(ping)調整(zheng)最(zui)高(gao)(gao)、最(zui)低繳(jiao)(jiao)存(cun)(cun)額(e)度(du)(du)。以(yi)2015年為(wei)(wei)(wei)(wei)例(li),濟(ji)南(nan)公積(ji)(ji)金單位(wei)和個(ge)人月(yue)(yue)(yue)繳(jiao)(jiao)存(cun)(cun)額(e)最(zui)高(gao)(gao)為(wei)(wei)(wei)(wei)4436元(yuan),最(zui)低為(wei)(wei)(wei)(wei)145元(yuan)。從最(zui)高(gao)(gao)繳(jiao)(jiao)存(cun)(cun)額(e)來看,2015年度(du)(du)濟(ji)南(nan)行政(zheng)區域內職(zhi)工(gong)(gong)(gong)每(mei)月(yue)(yue)(yue)住(zhu)房公積(ji)(ji)金最(zui)高(gao)(gao)繳(jiao)(jiao)存(cun)(cun)工(gong)(gong)(gong)資基數為(wei)(wei)(wei)(wei)18483元(yuan),職(zhi)工(gong)(gong)(gong)月(yue)(yue)(yue)工(gong)(gong)(gong)資超(chao)過以(yi)上限額(e)的,最(zui)高(gao)(gao)按(an)18483元(yuan)為(wei)(wei)(wei)(wei)住(zhu)房公積(ji)(ji)金月(yue)(yue)(yue)繳(jiao)(jiao)存(cun)(cun)工(gong)(gong)(gong)資基數;月(yue)(yue)(yue)工(gong)(gong)(gong)資未(wei)超(chao)過18483元(yuan)的,以(yi)實(shi)際工(gong)(gong)(gong)資額(e)計算住(zhu)房公積(ji)(ji)金月(yue)(yue)(yue)繳(jiao)(jiao)存(cun)(cun)工(gong)(gong)(gong)資基數。按(an)照職(zhi)工(gong)(gong)(gong)和單位(wei)最(zui)高(gao)(gao)繳(jiao)(jiao)存(cun)(cun)比(bi)例(li)不(bu)超(chao)過各12%的規(gui)定,2015年度(du)(du)職(zhi)工(gong)(gong)(gong)最(zui)高(gao)(gao)月(yue)(yue)(yue)繳(jiao)(jiao)存(cun)(cun)額(e)為(wei)(wei)(wei)(wei)2218元(yuan),單位(wei)為(wei)(wei)(wei)(wei)2218元(yuan)。個(ge)人和單位(wei)月(yue)(yue)(yue)繳(jiao)(jiao)存(cun)(cun)額(e)合計最(zui)高(gao)(gao)為(wei)(wei)(wei)(wei)4436元(yuan)。

“也就是(shi)(shi)說(shuo),有(you)了最(zui)高(gao)上限的要求,即便是(shi)(shi)每個月的工資有(you)10萬,公積金最(zui)高(gao)也不能超(chao)過4436元。”該負責人說(shuo),12%是(shi)(shi)最(zui)高(gao)的繳(jiao)(jiao)存(cun)比(bi)例(li),從我省(sheng)的綜合情況(kuang)來看,像一些(xie)相(xiang)對壟斷的行業、金融證券、效益較好的國有(you)大型企業等,可(ke)以(yi)達到12%的最(zui)高(gao)繳(jiao)(jiao)存(cun)比(bi)例(li),且(qie)都在區間范圍內(nei)繳(jiao)(jiao)存(cun)。

只以基本工資為繳納標準,其實違規

公積(ji)金(jin)繳存,除了最(zui)高上限(xian)(xian)外,還有最(zui)低(di)的(de)(de)下限(xian)(xian)。按照濟南(nan)市(shi)2015年(nian)度每月最(zui)低(di)工(gong)資標準,最(zui)低(di)住(zhu)房(fang)(fang)(fang)公積(ji)金(jin)月繳存基(ji)(ji)數(shu)為(wei)(wei)1450元(yuan)(yuan)。職(zhi)工(gong)上年(nian)度月平均工(gong)資低(di)于1450元(yuan)(yuan)的(de)(de),按1450元(yuan)(yuan)作(zuo)為(wei)(wei)住(zhu)房(fang)(fang)(fang)公積(ji)金(jin)月繳存基(ji)(ji)數(shu),按照單(dan)位(wei)和職(zhi)工(gong)繳存住(zhu)房(fang)(fang)(fang)公積(ji)金(jin)的(de)(de)最(zui)低(di)繳存比例不低(di)于各5%的(de)(de)規定(ding),單(dan)位(wei)和個人每月繳存額(e)合(he)計最(zui)低(di)為(wei)(wei)145元(yuan)(yuan)。

“我(wo)省(sheng)很(hen)多(duo)城市普遍的(de)問題是(shi)(shi),很(hen)多(duo)企(qi)業沒(mei)有給建(jian)立公(gong)積(ji)(ji)金(jin)制度,還有就是(shi)(shi)公(gong)積(ji)(ji)金(jin)繳存額度不(bu)足。”上述(shu)業內人士說(shuo),職工(gong)每(mei)月(yue)繳存公(gong)積(ji)(ji)金(jin)的(de)比(bi)例可以由企(qi)業根(gen)據(ju)實際情況來定(ding),繳存的(de)基(ji)數是(shi)(shi)當(dang)月(yue)的(de)工(gong)資收入。“這個(ge)收入就是(shi)(shi)當(dang)月(yue)全部發到手的(de)錢,包括(kuo)基(ji)本工(gong)資和(he)獎金(jin)等(deng)。”該人士說(shuo),但是(shi)(shi)很(hen)多(duo)企(qi)業為了降低企(qi)業的(de)成本,在繳存公(gong)積(ji)(ji)金(jin)時(shi)以基(ji)本工(gong)資作為標準,嚴格來說(shuo),這是(shi)(shi)不(bu)允(yun)許(xu)的(de)。

“我(wo)們(men)公(gong)司(si)只能(neng)按照每個月(yue)(yue)72.5元(yuan)的最低標準(zhun)給員(yuan)(yuan)工(gong)(gong)繳(jiao)納公(gong)積金(jin),員(yuan)(yuan)工(gong)(gong)和企(qi)業(ye)共繳(jiao)納也(ye)不過145元(yuan)。”濟南市一(yi)家廣告公(gong)司(si)工(gong)(gong)作人員(yuan)(yuan)邢(xing)先生坦言,平(ping)均(jun)每個月(yue)(yue)每人實際工(gong)(gong)資在5000多元(yuan),繳(jiao)存比例(li)是(shi)5%,如果嚴格(ge)按照收入標準(zhun)來算,每月(yue)(yue)的繳(jiao)存額應該是(shi)500多塊錢。單(dan)位給出的解釋是(shi),員(yuan)(yuan)工(gong)(gong)的獎金(jin)水平(ping)都(dou)不一(yi)樣(yang)(yang),無法統一(yi)來交(jiao)。“像我(wo)們(men)這(zhe)樣(yang)(yang)的工(gong)(gong)薪階(jie)層,更多的是(shi)盼(pan)著企(qi)業(ye)可以嚴格(ge)按照標準(zhun)來給我(wo)們(men)交(jiao)足公(gong)積金(jin),從而可以享受到住房福(fu)利(li)政策(ce)。”

公積金漲太快,員工到手的錢會減少

給(gei)職工(gong)(gong)(gong)繳納公(gong)積金,在(zai)企(qi)業中所占的成本有多(duo)高?省城(cheng)一(yi)家創業型(xing)拍賣公(gong)司財務負責人說,公(gong)司去年(nian)總的收入在(zai)1000多(duo)萬(wan)元(yuan),公(gong)司的實(shi)際員(yuan)工(gong)(gong)(gong)大約在(zai)15名(ming)左右。企(qi)業為(wei)員(yuan)工(gong)(gong)(gong)按(an)時交納五(wu)險一(yi)金,“其中員(yuan)工(gong)(gong)(gong)工(gong)(gong)(gong)資扣7%,企(qi)業另外(wai)交7%,共(gong)600多(duo)元(yuan)。”

該(gai)公司財務總(zong)監告訴記(ji)者,該(gai)公司每年的(de)人力(li)成本占(zhan)(zhan)到總(zong)收(shou)入的(de)一(yi)成多,場地、宣傳費用則占(zhan)(zhan)到了大頭。“企業為員工繳納(na)的(de)公積(ji)金(jin)則占(zhan)(zhan)到了人力(li)成本的(de)14%,在總(zong)的(de)經營(ying)成本中,所占(zhan)(zhan)比重并不大。”

她還介紹,“繳納(na)的(de)(de)公(gong)積金比(bi)例(li)和數額是(shi)公(gong)司根據濟(ji)南市政(zheng)策和公(gong)司的(de)(de)實際經營水(shui)平來(lai)確定(ding)的(de)(de)。”由于該公(gong)司是(shi)一家創業型公(gong)司,年(nian)輕人占到了很(hen)(hen)大(da)比(bi)例(li),“為年(nian)輕人繳納(na)公(gong)積金是(shi)給年(nian)輕員工的(de)(de)很(hen)(hen)好福(fu)利,有(you)利于招(zhao)攬人才。”

“目前公司(si)外出(chu)招(zhao)聘(pin),年(nian)輕人(ren)來應聘(pin),首先(xian)問給不給交(jiao)公積金。”上述負責人(ren)介紹,該公司(si)為了(le)招(zhao)聘(pin)到更(geng)多年(nian)輕人(ren)才,還一(yi)直想著提高(gao)一(yi)定的(de)繳(jiao)納比例(li)。不過她也向記者反(fan)映,根據(ju)企業情況也難(nan)以(yi)大(da)幅提高(gao),“大(da)幅提高(gao)繳(jiao)存(cun)比例(li),不僅企業受不了(le),員工到手的(de)錢(qian)也少了(le)不少。”
