日(ri)前,市政府發布2016年(nian)(nian)企業(ye)工(gong)(gong)(gong)(gong)資(zi)指(zhi)導線,以2015年(nian)(nian)全市企業(ye)在崗職工(gong)(gong)(gong)(gong)平(ping)均工(gong)(gong)(gong)(gong)資(zi)54363元為基數,確(que)定(ding)2016年(nian)(nian)企業(ye)工(gong)(gong)(gong)(gong)資(zi)指(zhi)導線。企業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)增長(chang)上線(預警線):13%。
企(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)指導線(xian)方案中(zhong)提到:“根(gen)據煙臺市經濟社會發展(zhan)狀況和企(qi)業(ye)收入分配政策,以2015年全市企(qi)業(ye)在崗(gang)職工(gong)(gong)(gong)(gong)平均工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)54363元為基數,確定2016年企(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)指導線(xian)。企(qi)業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增長(chang)上(shang)線(xian)(預(yu)警線(xian)):13%。企(qi)業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增長(chang)基準線(xian):8%。企(qi)業(ye)職工(gong)(gong)(gong)(gong)貨(huo)幣工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增長(chang)下線(xian):3%。”
企業應依據工(gong)(gong)(gong)資(zi)指(zhi)導線和本(ben)企業經濟效益狀況、職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)水平、勞(lao)動生(sheng)產率(lv)及人(ren)工(gong)(gong)(gong)成本(ben)等實際(ji)情況,合理(li)安(an)排年度(du)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)增長。
生產(chan)經(jing)營(ying)正常(chang)、經(jing)濟(ji)(ji)效益(yi)較(jiao)好的(de)企(qi)業(ye),應(ying)當圍繞基(ji)(ji)準線(xian)(xian)(xian)合(he)理(li)確(que)定工(gong)(gong)資(zi)增(zeng)長(chang)幅度(du)(du)(du);工(gong)(gong)資(zi)水平過高、增(zeng)長(chang)過快的(de)企(qi)業(ye),工(gong)(gong)資(zi)增(zeng)長(chang)幅度(du)(du)(du)不應(ying)突破上線(xian)(xian)(xian)(預警(jing)線(xian)(xian)(xian));生產(chan)經(jing)營(ying)較(jiao)正常(chang)、經(jing)濟(ji)(ji)效益(yi)一般的(de)企(qi)業(ye),可(ke)(ke)在基(ji)(ji)準線(xian)(xian)(xian)和(he)下(xia)線(xian)(xian)(xian)之間(jian)合(he)理(li)確(que)定工(gong)(gong)資(zi)增(zeng)長(chang)幅度(du)(du)(du);生產(chan)經(jing)營(ying)較(jiao)困難(nan)、持續虧損(sun)的(de)企(qi)業(ye),可(ke)(ke)按(an)下(xia)線(xian)(xian)(xian)或低(di)于下(xia)線(xian)(xian)(xian)確(que)定工(gong)(gong)資(zi)增(zeng)長(chang)幅度(du)(du)(du),亦(yi)可(ke)(ke)暫(zan)不增(zeng)加工(gong)(gong)資(zi),但支(zhi)付(fu)給(gei)職工(gong)(gong)的(de)工(gong)(gong)資(zi)不得低(di)于煙(yan)臺市最(zui)低(di)工(gong)(gong)資(zi)標準。
國有(you)(you)(you)和國有(you)(you)(you)控股企(qi)(qi)(qi)業(含國有(you)(you)(you)相對控股企(qi)(qi)(qi)業)應嚴格執行(xing)工(gong)資指(zhi)導線,合理確定工(gong)資增長幅(fu)度。享受(shou)財(cai)政(zheng)補貼及上年度工(gong)資水平高于全(quan)市(shi)企(qi)(qi)(qi)業在(zai)崗(gang)職(zhi)工(gong)平均(jun)(jun)工(gong)資2倍以上的國有(you)(you)(you)企(qi)(qi)(qi)業,工(gong)資增長幅(fu)度不得高于基(ji)準線;其他國有(you)(you)(you)企(qi)(qi)(qi)業工(gong)資增長幅(fu)度均(jun)(jun)不得突破上線(預警線)。
企(qi)業應當(dang)在工(gong)資(zi)指導線(xian)發布后(hou),按照《山東省企(qi)業工(gong)資(zi)支付規(gui)定(ding)》(省政府令(ling)188號),通(tong)過(guo)與(yu)職(zhi)(zhi)(zhi)(zhi)工(gong)集體協商的(de)方(fang)式制(zhi)定(ding)貫徹落(luo)實工(gong)資(zi)指導線(xian)實施(shi)方(fang)案,并(bing)經職(zhi)(zhi)(zhi)(zhi)工(gong)代表大(da)(da)會或職(zhi)(zhi)(zhi)(zhi)工(gong)大(da)(da)會審議通(tong)過(guo)后(hou)向全(quan)體職(zhi)(zhi)(zhi)(zhi)工(gong)公示。企(qi)業應按照公示后(hou)的(de)工(gong)資(zi)指導線(xian)實施(shi)方(fang)案增加職(zhi)(zhi)(zhi)(zhi)工(gong)工(gong)資(zi),主動接受企(qi)業工(gong)會及(ji)職(zhi)(zhi)(zhi)(zhi)工(gong)對執行情況的(de)監(jian)督。
企(qi)業(ye)工(gong)(gong)(gong)資指導線(xian)實施方案應合理(li)確定管(guan)理(li)人(ren)員(中(zhong)層及以上(shang)人(ren)員)與(yu)(yu)普通(tong)職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資增長的(de)(de)(de)比例關系,實現普通(tong)職(zhi)(zhi)工(gong)(gong)(gong)與(yu)(yu)管(guan)理(li)人(ren)員工(gong)(gong)(gong)資同步增長。應當重(zhong)點(dian)提高生(sheng)產一線(xian)職(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)(de)工(gong)(gong)(gong)資水平,一線(xian)職(zhi)(zhi)工(gong)(gong)(gong)的(de)(de)(de)平均增資幅度不應低于(yu)本企(qi)業(ye)職(zhi)(zhi)工(gong)(gong)(gong)平均增資幅度。
企業(ye)應(ying)于(yu)2016年12月底前,將(jiang)本年度工資指導(dao)線(xian)實(shi)施方案及(ji)落實(shi)情況報同級人力(li)資源社會保障部門(men)備案。有主管(guan)或(huo)監(jian)管(guan)部門(men)的企業(ye),應(ying)先經(jing)主管(guan)或(huo)監(jian)管(guan)部門(men)審核同意后,再上報備案。
