煙臺發布2016年企業工資指導線 增長基準線為8%

日前,市政(zheng)府發布(bu)2016年(nian)企(qi)(qi)業(ye)(ye)工資(zi)指(zhi)導線,以2015年(nian)全市企(qi)(qi)業(ye)(ye)在崗職工平(ping)均工資(zi)54363元為基(ji)數(shu),確定2016年(nian)企(qi)(qi)業(ye)(ye)工資(zi)指(zhi)導線。企(qi)(qi)業(ye)(ye)職工貨幣工資(zi)增長上線(預警線):13%。

企(qi)(qi)業(ye)(ye)工(gong)資(zi)(zi)(zi)指導線方案中提到:“根據煙臺市經濟社會發展狀況(kuang)和企(qi)(qi)業(ye)(ye)收入分(fen)配(pei)政策,以2015年全市企(qi)(qi)業(ye)(ye)在崗職(zhi)工(gong)平均(jun)工(gong)資(zi)(zi)(zi)54363元(yuan)為基數,確定2016年企(qi)(qi)業(ye)(ye)工(gong)資(zi)(zi)(zi)指導線。企(qi)(qi)業(ye)(ye)職(zhi)工(gong)貨(huo)幣(bi)(bi)工(gong)資(zi)(zi)(zi)增長(chang)(chang)上線(預警線):13%。企(qi)(qi)業(ye)(ye)職(zhi)工(gong)貨(huo)幣(bi)(bi)工(gong)資(zi)(zi)(zi)增長(chang)(chang)基準線:8%。企(qi)(qi)業(ye)(ye)職(zhi)工(gong)貨(huo)幣(bi)(bi)工(gong)資(zi)(zi)(zi)增長(chang)(chang)下線:3%。”

企業(ye)應依據工(gong)資指導線和本(ben)企業(ye)經濟效(xiao)益狀況、職工(gong)工(gong)資水平、勞動生產率及(ji)人工(gong)成本(ben)等(deng)實際情況,合理安排年度職工(gong)工(gong)資增長。

生(sheng)產(chan)經(jing)營正(zheng)常(chang)、經(jing)濟效益(yi)較(jiao)好的(de)企業,應(ying)(ying)當圍繞基(ji)準(zhun)線(xian)(xian)(xian)合理確定(ding)工(gong)資(zi)增(zeng)長(chang)幅度(du);工(gong)資(zi)水(shui)平過高(gao)、增(zeng)長(chang)過快的(de)企業,工(gong)資(zi)增(zeng)長(chang)幅度(du)不應(ying)(ying)突破上線(xian)(xian)(xian)(預警(jing)線(xian)(xian)(xian));生(sheng)產(chan)經(jing)營較(jiao)正(zheng)常(chang)、經(jing)濟效益(yi)一般的(de)企業,可(ke)在基(ji)準(zhun)線(xian)(xian)(xian)和下(xia)(xia)線(xian)(xian)(xian)之間(jian)合理確定(ding)工(gong)資(zi)增(zeng)長(chang)幅度(du);生(sheng)產(chan)經(jing)營較(jiao)困(kun)難、持續虧損的(de)企業,可(ke)按下(xia)(xia)線(xian)(xian)(xian)或低(di)于下(xia)(xia)線(xian)(xian)(xian)確定(ding)工(gong)資(zi)增(zeng)長(chang)幅度(du),亦可(ke)暫不增(zeng)加工(gong)資(zi),但支付(fu)給(gei)職工(gong)的(de)工(gong)資(zi)不得(de)低(di)于煙臺市(shi)最低(di)工(gong)資(zi)標準(zhun)。

國有(you)(you)和國有(you)(you)控股(gu)企業(ye)(含國有(you)(you)相(xiang)對(dui)控股(gu)企業(ye))應嚴格執(zhi)行工資指導線(xian),合理確(que)定工資增(zeng)長(chang)幅度(du)。享受財政補(bu)貼(tie)及上(shang)(shang)年(nian)度(du)工資水平高于全(quan)市企業(ye)在(zai)崗(gang)職工平均工資2倍(bei)以上(shang)(shang)的國有(you)(you)企業(ye),工資增(zeng)長(chang)幅度(du)不得高于基準(zhun)線(xian);其他國有(you)(you)企業(ye)工資增(zeng)長(chang)幅度(du)均不得突破(po)上(shang)(shang)線(xian)(預警線(xian))。

企(qi)業(ye)應(ying)當在(zai)工(gong)(gong)(gong)資指導線(xian)發布后,按照《山東省企(qi)業(ye)工(gong)(gong)(gong)資支付規定》(省政府令188號),通過與職(zhi)(zhi)工(gong)(gong)(gong)集體(ti)協商的(de)方(fang)式(shi)制定貫徹(che)落實工(gong)(gong)(gong)資指導線(xian)實施方(fang)案(an),并經職(zhi)(zhi)工(gong)(gong)(gong)代(dai)表大會(hui)或職(zhi)(zhi)工(gong)(gong)(gong)大會(hui)審議(yi)通過后向全體(ti)職(zhi)(zhi)工(gong)(gong)(gong)公(gong)示。企(qi)業(ye)應(ying)按照公(gong)示后的(de)工(gong)(gong)(gong)資指導線(xian)實施方(fang)案(an)增(zeng)加職(zhi)(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資,主動接受(shou)企(qi)業(ye)工(gong)(gong)(gong)會(hui)及職(zhi)(zhi)工(gong)(gong)(gong)對執行情(qing)況的(de)監督(du)。

企業工(gong)(gong)資(zi)(zi)(zi)指導線實施方案應(ying)合理確(que)定管(guan)理人(ren)員(yuan)(yuan)(中層及以上(shang)人(ren)員(yuan)(yuan))與(yu)普通(tong)職工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)的比例關系,實現普通(tong)職工(gong)(gong)與(yu)管(guan)理人(ren)員(yuan)(yuan)工(gong)(gong)資(zi)(zi)(zi)同步增(zeng)長(chang)。應(ying)當重點提高生產一(yi)線職工(gong)(gong)的工(gong)(gong)資(zi)(zi)(zi)水(shui)平(ping)(ping),一(yi)線職工(gong)(gong)的平(ping)(ping)均增(zeng)資(zi)(zi)(zi)幅度(du)不應(ying)低于本企業職工(gong)(gong)平(ping)(ping)均增(zeng)資(zi)(zi)(zi)幅度(du)。

企業應于(yu)2016年12月底(di)前,將本年度工資指導(dao)線實施方案及落(luo)實情況報同級人力資源社會保障部門備案。有主管或監管部門的企業,應先經主管或監管部門審核同意(yi)后,再上報備案。
