山東省:餐飲行業最低工資可集體協商(圖)

RTX.png“這個月我拿到了(le)1600元的工(gong)資,雖然少(shao)點,但不擔心以后(hou)(hou)收入(ru)不穩定了(le)。”今(jin)天,在淄博(bo)周村(cun)區一(yi)家餐飲企(qi)(qi)業工(gong)作的小鄭高興地告訴記(ji)者。讓小鄭更高興的是,明年(nian)他(ta)的工(gong)資至少(shao)會增長8%。在實行餐飲行業工(gong)資集(ji)體協商后(hou)(hou),像小鄭一(yi)樣,很多餐飲企(qi)(qi)業職工(gong)的工(gong)資今(jin)后(hou)(hou)更有(you)保(bao)障了(le)。

近日,省(sheng)(sheng)(sheng)財貿金(jin)融工(gong)(gong)會(hui)(hui)、省(sheng)(sheng)(sheng)旅游飯店協(xie)(xie)會(hui)(hui)、省(sheng)(sheng)(sheng)烹飪協(xie)(xie)會(hui)(hui)聯合制(zhi)(zhi)定了《全省(sheng)(sheng)(sheng)餐(can)(can)飲(yin)行業(ye)工(gong)(gong)資集體(ti)協(xie)(xie)商指導意見(jian)》(以(yi)下(xia)簡(jian)稱《意見(jian)》),供開展(zhan)餐(can)(can)飲(yin)行業(ye)集體(ti)協(xie)(xie)商的(de)(de)(de)行業(ye)協(xie)(xie)會(hui)(hui)和(he)行業(ye)工(gong)(gong)會(hui)(hui),以(yi)及開展(zhan)企業(ye)工(gong)(gong)資集體(ti)協(xie)(xie)商或調(diao)整內部工(gong)(gong)資分配制(zhi)(zhi)度的(de)(de)(de)企業(ye)和(he)工(gong)(gong)會(hui)(hui)參(can)考。涉及的(de)(de)(de)經營類型(xing)以(yi)單店和(he)連鎖等(deng)社(she)會(hui)(hui)餐(can)(can)飲(yin)企業(ye)為(wei)主(zhu),酒店中(zhong)的(de)(de)(de)餐(can)(can)飲(yin)部門、個體(ti)經營戶可以(yi)參(can)照;適用對象(xiang)為(wei)部門經理以(yi)下(xia)的(de)(de)(de)普通員工(gong)(gong)。今后(hou),不僅在周村,在全省(sheng)(sheng)(sheng)范圍內,加入旅游飯店協(xie)(xie)會(hui)(hui)和(he)烹飪協(xie)(xie)會(hui)(hui)的(de)(de)(de)300余家餐(can)(can)飲(yin)企業(ye),更多(duo)普通職工(gong)(gong)的(de)(de)(de)勞動經濟(ji)權益(yi)將得到切(qie)實維護。

省財貿金融(rong)工(gong)會(hui)主任(ren)李穎介紹,近年(nian)來我省餐飲(yin)業(ye)發展態勢(shi)良(liang)好。今年(nian)一季度,全(quan)省累(lei)計(ji)實現(xian)餐飲(yin)收入739.2億元,比上年(nian)增(zeng)長13.1%,高(gao)于同期社會(hui)消費品零售(shou)總額(e)增(zeng)幅3.3個百(bai)分點(dian)。同時,也普遍面臨(lin)員工(gong)流(liu)動(dong)率高(gao)和結構性缺工(gong)問題(ti)(ti),特別是互聯網派生的餐飲(yin)業(ye)用工(gong)繼續增(zeng)長,勞動(dong)關系復雜性增(zeng)強,工(gong)時長、參(can)保率低等問題(ti)(ti)依然(ran)沒有解決(jue)。

針(zhen)對問題(ti),《意見》把(ba)開展(zhan)(zhan)工(gong)資(zi)集體協商(shang)(shang)(shang)的(de)(de)(de)(de)主題(ti)聚焦到合理確定(ding)職(zhi)工(gong)工(gong)資(zi)福利(li)(li)水平和(he)工(gong)資(zi)調整(zheng)幅度(du)上,兼顧企業可持(chi)續發(fa)展(zhan)(zhan)和(he)員工(gong)核心利(li)(li)益(yi)的(de)(de)(de)(de)保(bao)障,重點推(tui)動六個方面(mian)的(de)(de)(de)(de)協商(shang)(shang)(shang):協商(shang)(shang)(shang)不同(tong)崗位(wei)的(de)(de)(de)(de)工(gong)資(zi)支付最(zui)低標準;協商(shang)(shang)(shang)固定(ding)工(gong)資(zi)調整(zheng)幅度(du);協商(shang)(shang)(shang)工(gong)資(zi)福利(li)(li)制度(du)和(he)結構;依(yi)法協商(shang)(shang)(shang)行(xing)業基本用工(gong)標準;協商(shang)(shang)(shang)確定(ding)工(gong)資(zi)相關的(de)(de)(de)(de)福利(li)(li)項目;協商(shang)(shang)(shang)勞(lao)資(zi)雙(shuang)方共謀企業發(fa)展(zhan)(zhan)、共渡難關。

協商(shang)不(bu)同(tong)崗位的工(gong)(gong)資支付(fu)最低(di)(di)(di)標準(zhun)受(shou)關(guan)注度(du)較高,《意見》規定,餐(can)飲(yin)行業(ye)(ye)或企業(ye)(ye)可(ke)以(yi)(yi)根據本(ben)地(di)區(qu)最低(di)(di)(di)工(gong)(gong)資標準(zhun)、社(she)會平(ping)(ping)均(jun)工(gong)(gong)資、企業(ye)(ye)承受(shou)能(neng)力等(deng)因素,重點就(jiu)本(ben)地(di)區(qu)餐(can)飲(yin)業(ye)(ye)工(gong)(gong)資支付(fu)的最低(di)(di)(di)標準(zhun)進行協商(shang)。根據具體情況,可(ke)按(an)照崗位、技(ji)能(neng)水(shui)平(ping)(ping)分別確(que)定最低(di)(di)(di)標準(zhun),也可(ke)按(an)不(bu)同(tong)區(qu)域、規模、檔(dang)次、業(ye)(ye)態的企業(ye)(ye)或者淡季、旺(wang)季等(deng)劃分。周村(cun)確(que)定的1600元/月的行業(ye)(ye)標準(zhun),就(jiu)是(shi)以(yi)(yi)當地(di)最低(di)(di)(di)工(gong)(gong)資標準(zhun)為(wei)準(zhun)上浮了(le)10%,并且規定各企業(ye)(ye)最低(di)(di)(di)工(gong)(gong)資不(bu)得(de)低(di)(di)(di)于行業(ye)(ye)標準(zhun)。

工(gong)(gong)(gong)資集(ji)體(ti)協(xie)(xie)商(shang)(shang)在(zai)山東餐飲(yin)行業處于起步(bu)階段(duan)。從已經開(kai)展工(gong)(gong)(gong)資集(ji)體(ti)協(xie)(xie)商(shang)(shang)的(de)(de)有些行業來看,集(ji)體(ti)協(xie)(xie)商(shang)(shang)的(de)(de)難點(dian)是(shi)如何處理好企(qi)業效益與(yu)(yu)職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資水平的(de)(de)關系。“開(kai)展工(gong)(gong)(gong)資集(ji)體(ti)協(xie)(xie)商(shang)(shang)并不是(shi)單純為了(le)給職(zhi)工(gong)(gong)(gong)漲工(gong)(gong)(gong)資,而是(shi)搭建企(qi)業與(yu)(yu)職(zhi)工(gong)(gong)(gong)平等協(xie)(xie)商(shang)(shang)的(de)(de)平臺,確定(ding)雙方利益的(de)(de)結合點(dian),在(zai)企(qi)業提質增效的(de)(de)同(tong)時(shi)確保職(zhi)工(gong)(gong)(gong)的(de)(de)基(ji)本權益,實現(xian)企(qi)業和(he)職(zhi)工(gong)(gong)(gong)的(de)(de)雙贏。”李穎(ying)說。
