山東省:餐飲行業最低工資可集體協商(圖)

RTX.png“這個月我(wo)拿到了1600元的(de)(de)工(gong)資,雖然少點,但(dan)不擔(dan)心以(yi)后收入不穩定了。”今天,在淄博周村(cun)區一家餐(can)飲企業工(gong)作的(de)(de)小鄭高興地告訴記者(zhe)。讓小鄭更(geng)高興的(de)(de)是,明年他的(de)(de)工(gong)資至(zhi)少會(hui)增長8%。在實(shi)行(xing)餐(can)飲行(xing)業工(gong)資集體(ti)協商后,像小鄭一樣,很多餐(can)飲企業職工(gong)的(de)(de)工(gong)資今后更(geng)有保障(zhang)了。

近日,省(sheng)(sheng)財貿金(jin)融(rong)工會(hui)、省(sheng)(sheng)旅(lv)游(you)飯(fan)店(dian)協(xie)(xie)(xie)會(hui)、省(sheng)(sheng)烹飪(ren)協(xie)(xie)(xie)會(hui)聯合制(zhi)(zhi)定了《全省(sheng)(sheng)餐飲行(xing)業工資集(ji)體(ti)協(xie)(xie)(xie)商指導意見》(以(yi)(yi)下簡稱《意見》),供(gong)開(kai)展(zhan)餐飲行(xing)業集(ji)體(ti)協(xie)(xie)(xie)商的行(xing)業協(xie)(xie)(xie)會(hui)和(he)(he)行(xing)業工會(hui),以(yi)(yi)及開(kai)展(zhan)企業工資集(ji)體(ti)協(xie)(xie)(xie)商或調整內部(bu)工資分配制(zhi)(zhi)度的企業和(he)(he)工會(hui)參考。涉及的經(jing)營(ying)類型以(yi)(yi)單店(dian)和(he)(he)連(lian)鎖等社會(hui)餐飲企業為主,酒(jiu)店(dian)中的餐飲部(bu)門、個體(ti)經(jing)營(ying)戶(hu)可以(yi)(yi)參照;適用對象為部(bu)門經(jing)理以(yi)(yi)下的普(pu)通員工。今后,不僅在周村,在全省(sheng)(sheng)范圍內,加入(ru)旅(lv)游(you)飯(fan)店(dian)協(xie)(xie)(xie)會(hui)和(he)(he)烹飪(ren)協(xie)(xie)(xie)會(hui)的300余(yu)家(jia)餐飲企業,更多普(pu)通職工的勞(lao)動經(jing)濟權(quan)益將得到切實維護(hu)。

省(sheng)財貿金融(rong)工(gong)(gong)會(hui)主(zhu)任(ren)李穎介紹,近(jin)年來我(wo)省(sheng)餐飲業發展態勢良(liang)好。今年一季度,全省(sheng)累(lei)計實(shi)現餐飲收入(ru)739.2億(yi)元(yuan),比上年增長(chang)13.1%,高于同期社會(hui)消費品零售(shou)總額增幅3.3個百分點。同時,也普遍面臨員(yuan)工(gong)(gong)流動率(lv)高和(he)結構性缺工(gong)(gong)問題,特別是互聯網(wang)派生的餐飲業用工(gong)(gong)繼(ji)續增長(chang),勞動關系復雜性增強,工(gong)(gong)時長(chang)、參保率(lv)低等問題依然沒有解決(jue)。

針(zhen)對問題,《意見(jian)》把開展工(gong)(gong)資(zi)(zi)集(ji)體協(xie)商的(de)(de)主(zhu)題聚焦到合理(li)確定職工(gong)(gong)工(gong)(gong)資(zi)(zi)福(fu)利(li)水(shui)平(ping)和(he)工(gong)(gong)資(zi)(zi)調整(zheng)幅(fu)度上,兼顧企(qi)業可(ke)持續發(fa)展和(he)員工(gong)(gong)核心利(li)益的(de)(de)保障(zhang),重點推動六個方(fang)(fang)面的(de)(de)協(xie)商:協(xie)商不同崗位的(de)(de)工(gong)(gong)資(zi)(zi)支付最低標準(zhun);協(xie)商固定工(gong)(gong)資(zi)(zi)調整(zheng)幅(fu)度;協(xie)商工(gong)(gong)資(zi)(zi)福(fu)利(li)制度和(he)結構(gou);依法協(xie)商行業基本用(yong)工(gong)(gong)標準(zhun);協(xie)商確定工(gong)(gong)資(zi)(zi)相(xiang)關的(de)(de)福(fu)利(li)項目(mu);協(xie)商勞資(zi)(zi)雙方(fang)(fang)共謀企(qi)業發(fa)展、共渡難關。

協商(shang)(shang)不同(tong)崗位的工(gong)(gong)資(zi)支付最低(di)標準(zhun)受關注度較(jiao)高,《意見(jian)》規(gui)(gui)定(ding),餐飲(yin)行業(ye)或(huo)(huo)企(qi)業(ye)可(ke)(ke)以根據(ju)(ju)本地區最低(di)工(gong)(gong)資(zi)標準(zhun)、社會平(ping)均工(gong)(gong)資(zi)、企(qi)業(ye)承受能力等(deng)因素,重點就(jiu)本地區餐飲(yin)業(ye)工(gong)(gong)資(zi)支付的最低(di)標準(zhun)進行協商(shang)(shang)。根據(ju)(ju)具體情況,可(ke)(ke)按照崗位、技能水平(ping)分別確定(ding)最低(di)標準(zhun),也可(ke)(ke)按不同(tong)區域(yu)、規(gui)(gui)模、檔次、業(ye)態的企(qi)業(ye)或(huo)(huo)者(zhe)淡(dan)季(ji)、旺季(ji)等(deng)劃分。周村確定(ding)的1600元/月的行業(ye)標準(zhun),就(jiu)是以當(dang)地最低(di)工(gong)(gong)資(zi)標準(zhun)為準(zhun)上浮了10%,并且規(gui)(gui)定(ding)各(ge)企(qi)業(ye)最低(di)工(gong)(gong)資(zi)不得低(di)于行業(ye)標準(zhun)。

工(gong)(gong)資(zi)(zi)(zi)集(ji)(ji)體(ti)(ti)協商(shang)在山東餐飲行業(ye)處于起(qi)步(bu)階段。從已(yi)經(jing)開(kai)(kai)展(zhan)工(gong)(gong)資(zi)(zi)(zi)集(ji)(ji)體(ti)(ti)協商(shang)的(de)有些(xie)行業(ye)來(lai)看,集(ji)(ji)體(ti)(ti)協商(shang)的(de)難(nan)點是(shi)如何處理好企(qi)(qi)業(ye)效(xiao)益(yi)與職(zhi)(zhi)(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)水平的(de)關系。“開(kai)(kai)展(zhan)工(gong)(gong)資(zi)(zi)(zi)集(ji)(ji)體(ti)(ti)協商(shang)并不(bu)是(shi)單純(chun)為(wei)了給職(zhi)(zhi)(zhi)工(gong)(gong)漲工(gong)(gong)資(zi)(zi)(zi),而是(shi)搭建企(qi)(qi)業(ye)與職(zhi)(zhi)(zhi)工(gong)(gong)平等(deng)協商(shang)的(de)平臺,確定雙方利益(yi)的(de)結合點,在企(qi)(qi)業(ye)提質增效(xiao)的(de)同時確保職(zhi)(zhi)(zhi)工(gong)(gong)的(de)基本權益(yi),實現企(qi)(qi)業(ye)和(he)職(zhi)(zhi)(zhi)工(gong)(gong)的(de)雙贏(ying)。”李穎說(shuo)。
