從市人社局獲悉,為加強對企業工資分配的宏觀指導,引導企業職工工資合理增長,我市發布2016年企業工資指導線。2016年工資指導線以2015年本企業平均工資為基數,基準線為平均工資增長9%,上線為平均工資增長13%,下線為平均工資增長4%。
按照要求,企業應在政府發布企業工資(zi)指(zhi)導線后,制定落(luo)實(shi)(shi)工資(zi)指(zhi)導線實(shi)(shi)施方案(工資(zi)集體協議(yi))編制本(ben)年(nian)度(du)薪酬(chou)預(yu)算。
企業(ye)應(ying)按照實施方案(an)確定的(de)(de)增(zeng)長水平,發放職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資,主動接受企業(ye)工(gong)(gong)(gong)(gong)(gong)(gong)會及職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)對執行(xing)情況的(de)(de)監督。企業(ye)因生產經營(ying)困難不能(neng)按照實施方案(an)安排職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資增(zeng)長的(de)(de),應(ying)事先征(zheng)求企業(ye)工(gong)(gong)(gong)(gong)(gong)(gong)會或職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)代(dai)表的(de)(de)意見,經企業(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)代(dai)表大會或職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)大會審(shen)議通過并向全體職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)公(gong)示(shi)后執行(xing)。一旦(dan)生產經營(ying)狀(zhuang)況好轉,應(ying)安排職(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)資合理(li)增(zeng)長。
企(qi)業(ye)貫(guan)徹執行工資(zi)指導(dao)線(xian)情況將納(na)入人力資(zi)源社(she)(she)會(hui)保障監(jian)察年(nian)檢,對落實工資(zi)指導(dao)線(xian)實施方案(工資(zi)集(ji)體(ti)協(xie)議)逾期(qi)未備案的企(qi)業(ye),由人力資(zi)源社(she)(she)會(hui)保障部(bu)門給(gei)予警告,責(ze)令限期(qi)改正;逾期(qi)不改正的,處以(yi)(yi)2000元(yuan)以(yi)(yi)上10000元(yuan)以(yi)(yi)下(xia)的罰款。
