山東財政推進就業資金“放管服”改革促大眾創業

記者從(cong)山(shan)東省財(cai)政廳(ting)獲悉,為了(le)切實加強就(jiu)業(ye)(ye)(ye)專項資(zi)金(jin)管理(li),提(ti)高(gao)資(zi)金(jin)使用的安全性(xing)(xing)、規范(fan)性(xing)(xing)和(he)有(you)效性(xing)(xing),近(jin)日,山(shan)東省財(cai)政會(hui)同有(you)關(guan)部門根據財(cai)政部、人力(li)資(zi)源社會(hui)保障部《關(guan)于進一(yi)步(bu)加強就(jiu)業(ye)(ye)(ye)專項資(zi)金(jin)管理(li)有(you)關(guan)問(wen)題的通知》規定,進一(yi)步(bu)完善就(jiu)業(ye)(ye)(ye)資(zi)金(jin)管理(li)辦法(fa),優(you)化資(zi)金(jin)管理(li)服務流程(cheng),強化就(jiu)業(ye)(ye)(ye)補助(zhu)信息公(gong)開,充(chong)分發(fa)揮市(shi)場在資(zi)源配(pei)置中(zhong)的決定性(xing)(xing)作用,調動多方面(mian)積極性(xing)(xing),為大眾創(chuang)業(ye)(ye)(ye)、萬眾創(chuang)新提(ti)供更加優(you)質、高(gao)效的服務。

完善就業補助資金審核撥付流程

一是建立(li)就(jiu)(jiu)業(ye)(ye)(ye)(ye)補(bu)(bu)助(zhu)資金(jin)全(quan)程信息(xi)化審核(he)機(ji)制。對職業(ye)(ye)(ye)(ye)培訓補(bu)(bu)貼(tie)、社會保險補(bu)(bu)貼(tie)、一次(ci)性創(chuang)業(ye)(ye)(ye)(ye)補(bu)(bu)貼(tie)等各(ge)類補(bu)(bu)貼(tie)申請(qing)材料(liao),全(quan)程通(tong)過(guo)公共就(jiu)(jiu)業(ye)(ye)(ye)(ye)人才(cai)管(guan)理(li)服務信息(xi)系統(tong)(tong)進行審核(he)審批,切實提高審核(he)效(xiao)率和管(guan)理(li)水平。二(er)是簡化就(jiu)(jiu)業(ye)(ye)(ye)(ye)補(bu)(bu)助(zhu)資金(jin)申領程序。持《就(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)證(zheng)(zheng)》的個人申領就(jiu)(jiu)業(ye)(ye)(ye)(ye)補(bu)(bu)助(zhu),不再要求提供身份證(zheng)(zheng)復印件(jian),各(ge)市、縣職能部(bu)(bu)(bu)門能通(tong)過(guo)部(bu)(bu)(bu)門內部(bu)(bu)(bu)、系統(tong)(tong)內部(bu)(bu)(bu)或(huo)與(yu)其他(ta)部(bu)(bu)(bu)門信息(xi)共享(xiang)獲取(qu)相關信息(xi)的,報省級同意后(hou)可不要求申請(qing)人提供證(zheng)(zheng)明材料(liao)。三是降低(di)部(bu)(bu)(bu)分就(jiu)(jiu)業(ye)(ye)(ye)(ye)補(bu)(bu)助(zhu)申領門檻。發放(fang)職業(ye)(ye)(ye)(ye)培訓補(bu)(bu)貼(tie)、創(chuang)業(ye)(ye)(ye)(ye)培訓補(bu)(bu)貼(tie)時不再與(yu)考核(he)培訓后(hou)的就(jiu)(jiu)業(ye)(ye)(ye)(ye)創(chuang)業(ye)(ye)(ye)(ye)情況掛鉤,受訓學員經(jing)考核(he)取(qu)得(de)職業(ye)(ye)(ye)(ye)資格(ge)(ge)證(zheng)(zheng)書(shu)(或(huo)專(zhuan)項職業(ye)(ye)(ye)(ye)能力證(zheng)(zheng)書(shu)或(huo)培訓合格(ge)(ge)證(zheng)(zheng)書(shu))后(hou),即(ji)可申請(qing)培訓補(bu)(bu)貼(tie)。

加大就業補助資金信息公開力度

一是(shi)(shi)公(gong)(gong)(gong)(gong)開(kai)就(jiu)業目標(biao)任務。各地通過(guo)當地媒體(ti)、部門(men)(men)網(wang)站等渠道及(ji)時向社(she)會(hui)(hui)公(gong)(gong)(gong)(gong)開(kai)年度就(jiu)業工(gong)(gong)作總體(ti)目標(biao)、工(gong)(gong)作任務完成等情(qing)(qing)況。二是(shi)(shi)公(gong)(gong)(gong)(gong)開(kai)就(jiu)業補助對象信息。相關職(zhi)能部門(men)(men)定期通過(guo)官方網(wang)站向社(she)會(hui)(hui)公(gong)(gong)(gong)(gong)示享受(shou)(shou)補貼(tie)的單(dan)位(wei)名稱或人員名單(dan)、補貼(tie)標(biao)準、補助金額等,切實提高就(jiu)業創業政策執(zhi)行(xing)的透(tou)明(ming)度,主動接受(shou)(shou)社(she)會(hui)(hui)監督。三(san)是(shi)(shi)加大對就(jiu)業補助信息公(gong)(gong)(gong)(gong)開(kai)考核(he)力度。省(sheng)級將各市、縣就(jiu)業補助資(zi)金信息公(gong)(gong)(gong)(gong)開(kai)情(qing)(qing)況納入(ru)全省(sheng)就(jiu)業工(gong)(gong)作考核(he)范圍,督促各地及(ji)時全面公(gong)(gong)(gong)(gong)開(kai)就(jiu)業補助信息。

強化就業績效導向、結果導向運用

一是建立(li)完善科學規范的就(jiu)業工作績(ji)效(xiao)(xiao)評(ping)價(jia)(jia)指標體(ti)系,合理確(que)定就(jiu)業補(bu)助資(zi)金的績(ji)效(xiao)(xiao)管理目標。二是強(qiang)化績(ji)效(xiao)(xiao)評(ping)價(jia)(jia)結果的運用(yong),省(sheng)級(ji)定期(qi)委托第三方對各地就(jiu)業補(bu)助資(zi)金使用(yong)情況(kuang)進行績(ji)效(xiao)(xiao)評(ping)價(jia)(jia),評(ping)價(jia)(jia)結果與省(sheng)級(ji)就(jiu)業補(bu)助資(zi)金分(fen)配(pei)掛鉤。
