多地公布2018年企業工資指導線
近日(ri),山西發布2018年企(qi)業工資指導線(xian),企(qi)業貨幣工資增長基準線(xian)為(wei)8.5%,上(shang)線(xian)為(wei)12.5%,下線(xian)為(wei)4%。
所謂企業工資(zi)指導線(xian),是政府根據當年(nian)經濟(ji)發(fa)展調控目(mu)標,向社(she)會發(fa)布的年(nian)度工資(zi)增(zeng)長(chang)水平的建(jian)議,由基準線(xian)、上線(xian)(又稱為(wei)預警線(xian))和下線(xian)構成。
此前,上海、山東、內蒙古等地也發(fa)布了2018年企業工(gong)資指導(dao)線(xian)(xian),其中,上海的平均線(xian)(xian)為(wei)8%,下線(xian)(xian)為(wei)3%;山東的上線(xian)(xian)為(wei)11%,基準(zhun)線(xian)(xian)為(wei)7%,下線(xian)(xian)為(wei)3%;內蒙古的基準(zhun)線(xian)(xian)為(wei)7.0%,預警線(xian)(xian)為(wei)10.0%,下線(xian)(xian)為(wei)1.5%。
是所有企業都漲一樣多嗎?
有人問,是要(yao)求所有企(qi)業(ye)(ye)給(gei)職工(gong)漲(zhang)一樣多的工(gong)資嗎?事實上并非如此(ci)。記者(zhe)發現,根據企(qi)業(ye)(ye)經營情況(kuang)和經濟效益的不同(tong),各地對企(qi)業(ye)(ye)給(gei)出了(le)不同(tong)的參考建(jian)議。

是強制性要求企業漲工資嗎?
很多人(ren)想知道,公(gong)布工資指導線,是(shi)強制要(yao)求企業給(gei)員(yuan)工漲工資嗎?答案是(shi)否定的。
據悉,工(gong)(gong)(gong)資(zi)指導(dao)(dao)線是政府向企業發布(bu)的(de)年度工(gong)(gong)(gong)資(zi)增(zeng)長水平的(de)建議,屬于指導(dao)(dao)性信(xin)息,并不具備(bei)強制約束力,但(dan)工(gong)(gong)(gong)資(zi)指導(dao)(dao)線可為企業與職工(gong)(gong)(gong)開展工(gong)(gong)(gong)資(zi)集體協商(shang)以(yi)及企業自(zi)身合理確定工(gong)(gong)(gong)資(zi)增(zeng)長水平提(ti)供參考依據。
雖然工資(zi)指導線(xian)并(bing)不具備強制性(xing),但一些(xie)地(di)方在通(tong)知中明確了漲薪(xin)時(shi)間表。如(ru),山東提出(chu),企業應(ying)在政府發布工資(zi)指導線(xian)30日內,與職工開(kai)展(zhan)工資(zi)集體協(xie)商,制定工資(zi)調(diao)整(zheng)實施方案(an),并(bing)向人力(li)資(zi)源社(she)會保障部(bu)門備案(an)。
指導線下調是否意味工資負增長?
與往(wang)年(nian)相比(bi),有(you)的(de)地方工資指導線有(you)所上(shang)調,如,山西今年(nian)基(ji)準線為8.5%,上(shang)線為12.5%,均比(bi)2017年(nian)上(shang)調0.5個百分點。
也有地區的(de)工資(zi)增長指導線(xian)(xian)(xian)下調(diao)。如,與(yu)(yu)去年相比,山東(dong)基準(zhun)線(xian)(xian)(xian)從(cong)(cong)7.5%降至7%,上線(xian)(xian)(xian)從(cong)(cong)12%下調(diao)至11%,下線(xian)(xian)(xian)與(yu)(yu)去年持平。
