山東:三年計劃組織7.9萬名青年見習

為提高青年(nian)人(ren)群的就業(ye)(ye)技能,增強其就業(ye)(ye)競爭能力,促進實現更(geng)加充分(fen)更(geng)高質量就業(ye)(ye),省(sheng)人(ren)力資源社會保障廳等6部門(men)近日(ri)印發通(tong)知(zhi),自2019年(nian)起,全省(sheng)用(yong)三年(nian)時間組織7.9萬名(ming)青年(nian)參加見習。

  我省三年(nian)7.9萬(wan)名青年(nian)見習計(ji)劃對象是:擇業(ye)(ye)(ye)期(qi)內(自畢業(ye)(ye)(ye)之日起三年(nian)內)離校(xiao)未就(jiu)業(ye)(ye)(ye)山東生(sheng)源高校(xiao)畢業(ye)(ye)(ye)生(sheng),以及16-24周歲未就(jiu)業(ye)(ye)(ye)或失(shi)業(ye)(ye)(ye)的(de)青年(nian)。對其中(zhong)建檔立卡貧困家(jia)庭(ting)、城(cheng)鄉低保家(jia)庭(ting)、零就(jiu)業(ye)(ye)(ye)家(jia)庭(ting)青年(nian),以及缺乏工作經歷(li)的(de)青年(nian),優先提供見習機會。見習期(qi)限一般(ban)為3-6個(ge)月,最(zui)長(chang)不超過12個(ge)月。

  在開發(fa)(fa)見(jian)(jian)習(xi)(xi)(xi)崗(gang)位(wei)(wei)方(fang)面,各市要根(gen)據優(you)勢產業(ye)發(fa)(fa)展和青(qing)(qing)年見(jian)(jian)習(xi)(xi)(xi)需求(qiu),確定(ding)(ding)企事業(ye)單位(wei)(wei)、社會組織作為“山東(dong)省青(qing)(qing)年見(jian)(jian)習(xi)(xi)(xi)基地(di)(di)”,充分挖掘見(jian)(jian)習(xi)(xi)(xi)崗(gang)位(wei)(wei),2019年前認(ren)定(ding)(ding)的(de)“高(gao)校(xiao)畢業(ye)生就業(ye)見(jian)(jian)習(xi)(xi)(xi)基地(di)(di)”“青(qing)(qing)年就業(ye)創業(ye)見(jian)(jian)習(xi)(xi)(xi)基地(di)(di)”,符合條(tiao)件(jian)的(de)可繼續吸納青(qing)(qing)年見(jian)(jian)習(xi)(xi)(xi),并列(lie)入“山東(dong)省青(qing)(qing)年見(jian)(jian)習(xi)(xi)(xi)基地(di)(di)”。

  在完善信息對接機制方面,2019年,我省將探索建立“山東青(qing)年見習系統”,實現見習工作(zuo)網上(shang)辦(ban)理。

  此外,我(wo)省還將加(jia)(jia)(jia)強見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)基(ji)(ji)地管理,加(jia)(jia)(jia)強見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)全程指導,加(jia)(jia)(jia)大跟蹤扶持。見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)期(qi)滿,鼓勵見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)基(ji)(ji)地留用(yong)見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)人(ren)員(yuan),依法及時簽訂勞動合同,繳(jiao)納(na)社會保險。按規(gui)定給予見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)人(ren)員(yuan)生活(huo)補(bu)貼(tie)(tie)見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)基(ji)(ji)地,可按規(gui)定向當地人(ren)力資源社會保障部門(men)申請(qing)見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)補(bu)貼(tie)(tie),見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)補(bu)貼(tie)(tie)標(biao)準為當地最低工資標(biao)準的(de)(de)50%,如見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)期(qi)滿留用(yong)率達到70%的(de)(de),補(bu)貼(tie)(tie)標(biao)準提(ti)高10個百分點。見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)補(bu)貼(tie)(tie)用(yong)于支付見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)人(ren)員(yuan)基(ji)(ji)本生活(huo)費(fei)、為見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)人(ren)員(yuan)辦理人(ren)身意外傷害(hai)保險以及對見(jian)(jian)(jian)(jian)(jian)(jian)習(xi)(xi)(xi)人(ren)員(yuan)的(de)(de)指導管理費(fei)用(yong)。

  對見習后未被留用的(de)人員,加大跟(gen)蹤幫扶,根據求職意向持續提供(gong)職業(ye)指導(dao)、職業(ye)介紹等服務,積極推薦就業(ye)崗(gang)位,對有創(chuang)業(ye)意愿的(de)提供(gong)創(chuang)業(ye)指導(dao)、培訓、孵化等服務,促進(jin)盡快(kuai)實現就業(ye)創(chuang)業(ye)。
