多地企業工資指導線溫和調整 你的工資漲了嗎

企業(ye)職工(gong)(gong)貨幣平均工(gong)(gong)資增(zeng)長(chang)上線為(wei)9%、增(zeng)長(chang)基準線為(wei)6%、增(zeng)長(chang)下(xia)線為(wei)3%……10月30日,吉(ji)林省發布(bu)2019年企業(ye)工(gong)(gong)資指(zhi)導線,以指(zhi)導企業(ye)在崗職工(gong)(gong)的工(gong)(gong)資分配。

據(ju)記(ji)者不完全統計,截至2019年11月份,全國(guo)已有北(bei)京、天津、上(shang)海(hai)、山西(xi)(xi)、山東、內蒙古、陜西(xi)(xi)、云南、江西(xi)(xi)、貴州(zhou)、遼寧(ning)、寧(ning)夏、吉林、新疆以(yi)及新疆生產(chan)建設兵團陸(lu)續(xu)發布了2019年企業工(gong)資指(zhi)(zhi)導(dao)線方案。從各(ge)地已公(gong)布的(de)2019年企業工(gong)資指(zhi)(zhi)導(dao)線情況來看,除(chu)了上(shang)海(hai)基(ji)準(zhun)(zhun)(zhun)線為5%至6%、新疆基(ji)準(zhun)(zhun)(zhun)線為5%以(yi)外(wai),其余地區的(de)基(ji)準(zhun)(zhun)(zhun)線都(dou)在(zai)6%以(yi)上(shang),其中北(bei)京基(ji)準(zhun)(zhun)(zhun)線以(yi)8%至8.5%居首。

所謂工(gong)(gong)資增(zeng)(zeng)長基準線,一(yi)般是指企業工(gong)(gong)資的(de)(de)平均(jun)增(zeng)(zeng)長幅(fu)度(du),適用(yong)于(yu)生產正常發(fa)展、經(jing)濟(ji)效(xiao)(xiao)益(yi)(yi)增(zeng)(zeng)長的(de)(de)企業。此外(wai),工(gong)(gong)資增(zeng)(zeng)長上線可稱為預警線,適用(yong)于(yu)經(jing)濟(ji)效(xiao)(xiao)益(yi)(yi)增(zeng)(zeng)長較快的(de)(de)企業;工(gong)(gong)資增(zeng)(zeng)長下線則(ze)適用(yong)于(yu)經(jing)濟(ji)效(xiao)(xiao)益(yi)(yi)下降或虧(kui)損的(de)(de)企業。

從各地公布的方案來(lai)看,在企業(ye)工資(zi)指導線下線方面,陜(shan)(shan)西(xi)(xi)(xi)為(wei)(wei)2%,上(shang)海為(wei)(wei)2%至3%,天津(jin)(jin)、云南、江西(xi)(xi)(xi)、貴州(zhou)、寧夏、吉林為(wei)(wei)3%,北京為(wei)(wei)3.5%,山(shan)西(xi)(xi)(xi)、遼寧為(wei)(wei)4%。這意(yi)味(wei)著上(shang)述地區經(jing)濟效(xiao)益較差的企業(ye),職工工資(zi)增長可參照(zhao)當地制定的下線調整。在上(shang)線方面,陜(shan)(shan)西(xi)(xi)(xi)、天津(jin)(jin)、山(shan)西(xi)(xi)(xi)、遼寧、貴州(zhou)、寧夏達(da)到最(zui)高的12%,云南、內蒙古為(wei)(wei)11%,北京、上(shang)海、山(shan)東、江西(xi)(xi)(xi)則未設置上(shang)線。

記者注意到,今年多(duo)地企業(ye)工(gong)資(zi)指導線(xian)的(de)(de)基準(zhun)線(xian)、上(shang)(shang)(shang)線(xian)和下線(xian)呈(cheng)現(xian)溫(wen)和調(diao)整狀態。與2018年相比(bi),今年遼(liao)寧(ning)省企業(ye)平均工(gong)資(zi)增(zeng)長基準(zhun)線(xian)和上(shang)(shang)(shang)線(xian)分別(bie)上(shang)(shang)(shang)調(diao)1%和2%;山(shan)西省今年的(de)(de)企業(ye)平均工(gong)資(zi)增(zeng)長基準(zhun)線(xian)和上(shang)(shang)(shang)線(xian)均下調(diao)0.5個百分點。

有人擔心(xin),工(gong)資(zi)(zi)(zi)指(zhi)導(dao)(dao)線標準下降(jiang),會使到手的(de)工(gong)資(zi)(zi)(zi)變少。對此,有地(di)方人社部門相關負(fu)責人解釋說(shuo),企業工(gong)資(zi)(zi)(zi)指(zhi)導(dao)(dao)線略有下調,并非(fei)意味著工(gong)資(zi)(zi)(zi)“負(fu)增長”,而(er)是工(gong)資(zi)(zi)(zi)漲(zhang)幅較以(yi)往有所下降(jiang)。只要3條指(zhi)導(dao)(dao)線——基準線、下線、上線均為(wei)正數,就意味著政府指(zhi)導(dao)(dao)的(de)職工(gong)工(gong)資(zi)(zi)(zi)仍呈上漲(zhang)趨勢(shi)。

需要注意的(de)(de)是,雖然(ran)企(qi)業(ye)工(gong)(gong)(gong)資(zi)指導線方案已經(jing)(jing)公布,但(dan)職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)并不(bu)是“非漲不(bu)可”。對(dui)于經(jing)(jing)濟效益(yi)特(te)別(bie)不(bu)好的(de)(de)企(qi)業(ye),一(yi)些(xie)地區明確工(gong)(gong)(gong)資(zi)增長(chang)幅度可以低(di)于下(xia)線。比如,寧(ning)夏明確,企(qi)業(ye)因生(sheng)產經(jing)(jing)營嚴重困難,經(jing)(jing)濟效益(yi)明顯下(xia)降,在經(jing)(jing)過必要的(de)(de)民主程序后(hou)可低(di)于工(gong)(gong)(gong)資(zi)指導線下(xia)線增長(chang)或負(fu)增長(chang),但(dan)企(qi)業(ye)支(zhi)付在法定工(gong)(gong)(gong)作時間(jian)內提(ti)供了正常勞(lao)動的(de)(de)職(zhi)工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)不(bu)得低(di)于當地最低(di)工(gong)(gong)(gong)資(zi)標準(zhun)。

人社(she)部(bu)有(you)關負(fu)責(ze)人表示(shi),今年前三(san)季度(du),人社(she)部(bu)指(zhi)導各地合理調整最低工(gong)資(zi)標準和發布工(gong)資(zi)指(zhi)導線(xian),勞動關系總體保持和諧穩定。下一(yi)步,人社(she)部(bu)將推進(jin)國有(you)企(qi)業(ye)工(gong)資(zi)決定機制和負(fu)責(ze)人薪酬制度(du)改革,完善改革相關配(pei)套政策措施。
