日前,青島市(shi)(shi)(shi)人(ren)(ren)力資(zi)(zi)(zi)源和(he)社會保障局(ju)發(fa)布(bu)《疫情影(ying)響(xiang)下我市(shi)(shi)(shi)人(ren)(ren)力資(zi)(zi)(zi)源市(shi)(shi)(shi)場(chang)新變化的(de)研(yan)究探索》,報告(gao)中(zhong)首次公布(bu)了(le)全市(shi)(shi)(shi)人(ren)(ren)力資(zi)(zi)(zi)源市(shi)(shi)(shi)場(chang)三(san)季(ji)度(du)(du)“大數據”。根(gen)據報告(gao)顯示,今(jin)年前三(san)季(ji)度(du)(du),我市(shi)(shi)(shi)人(ren)(ren)力資(zi)(zi)(zi)源市(shi)(shi)(shi)場(chang)發(fa)布(bu)的(de)崗位需求總數為31.4萬,同(tong)比下降(jiang)1%,受(shou)到(dao)疫情形勢變化影(ying)響(xiang),總體呈現兩頭(tou)高、中(zhong)間低的(de)“V”形結(jie)構。
該報告顯示,今年(nian)前三季度,我市人力資(zi)源市場崗位需求的產業(ye)結(jie)構較之前變化(hua)明顯,制造(zao)業(ye)崗位需求11.9萬,同(tong)比(bi)(bi)增長3.5%,但服務(wu)業(ye)崗位需求同(tong)比(bi)(bi)下降1.4%。
今年(nian)受疫情(qing)的影響,服務業崗位(wei)需(xu)求“兩極分化”嚴重。報告中(zhong)數(shu)(shu)據(ju)(ju)顯示(shi),傳統服務業崗位(wei)需(xu)求下降明顯,但以互(hu)聯網(wang)(wang)、大數(shu)(shu)據(ju)(ju)、云計算、人工智(zhi)能為依(yi)托(tuo)的服務業發展(zhan)勢頭迅(xun)猛(meng)。同時,與互(hu)聯網(wang)(wang)密切相關的平面設(she)計員(yuan)、課程(cheng)顧問、人力資源師等崗位(wei)也首次進入需(xu)求人數(shu)(shu)前(qian)二(er)十位(wei)。
隨著青(qing)島加快建設世界工業互聯網之(zhi)都、打造“工匠之(zhi)城(cheng)”,全(quan)市(shi)人力資源市(shi)場(chang)上對于(yu)專(zhuan)(zhuan)(zhuan)業技(ji)術崗位(wei)的需求(qiu)逐步增長(chang)。今年前三季度,專(zhuan)(zhuan)(zhuan)業技(ji)術類(lei)(lei)崗位(wei)需求(qiu)6.4萬,同比增長(chang)了12.6%。全(quan)市(shi)對于(yu)專(zhuan)(zhuan)(zhuan)業技(ji)術人才的渴求(qiu)也體現在工資水平(ping)上,“專(zhuan)(zhuan)(zhuan)業技(ji)術類(lei)(lei)崗位(wei)平(ping)均招聘(pin)工資為6126元/月,同比增長(chang)13.6%,超過管(guan)理類(lei)(lei)崗位(wei)。 ”
截至(zhi)10月末(mo),全(quan)(quan)市(shi)(shi)(shi)城鎮新(xin)增(zeng)就業35.84萬人,同(tong)比(bi)增(zeng)長13.89%。同(tong)時據全(quan)(quan)市(shi)(shi)(shi)人力(li)資(zi)源(yuan)市(shi)(shi)(shi)場調查統計顯(xian)示(shi),用人單位(wei)提供的平均招(zhao)聘工(gong)資(zi)為5180元/月,同(tong)比(bi)增(zeng)長10.9%。全(quan)(quan)市(shi)(shi)(shi)用工(gong)崗位(wei)“薪(xin)酬(chou)”待遇穩步提升(sheng),就業形勢(shi)總體平穩、逐步回暖(nuan)。但從報(bao)告對全(quan)(quan)市(shi)(shi)(shi)人力(li)資(zi)源(yuan)市(shi)(shi)(shi)場“大數(shu)據”的分(fen)析研判來(lai)看,青島仍(reng)然存在低端(duan)崗位(wei)“招(zhao)工(gong)難”、專業技術崗位(wei)尚未滿足企業需(xu)求、城市(shi)(shi)(shi)吸引力(li)距深圳等地區仍(reng)有差距等問題(ti)。
“人(ren)(ren)口老齡(ling)化(hua)和(he)少子化(hua)的背景下,要緩解青島一線操作工(gong)(gong)(gong)人(ren)(ren)缺工(gong)(gong)(gong)‘用(yong)工(gong)(gong)(gong)難、用(yong)工(gong)(gong)(gong)貴’,需(xu)借力(li)‘高端制造(zao)業+人(ren)(ren)工(gong)(gong)(gong)智能’攻勢,加強‘機器替(ti)人(ren)(ren)’,以‘智能紅(hong)利(li)’代替(ti)‘人(ren)(ren)口紅(hong)利(li)’。”市(shi)就(jiu)業服務中心相關負責人(ren)(ren)表示。為此,該報告也建議(yi)全市(shi)應加大對“人(ren)(ren)工(gong)(gong)(gong)智能”企業的引進和(he)扶(fu)持(chi)力(li)度,打造(zao)政(zheng)府、高校、科研院所協(xie)同(tong)并進的“人(ren)(ren)工(gong)(gong)(gong)智能高端人(ren)(ren)才就(jiu)業高地”,同(tong)時(shi)做好(hao)職業技(ji)能培訓,幫助勞動(dong)者在人(ren)(ren)工(gong)(gong)(gong)智能時(shi)代做好(hao)過渡轉型。
