沿海城市公積金提供率高,四市提供率超三成

根據(ju)齊魯人才(cai)網數據(ju)統計,2020上半年山(shan)東招聘(pin)市場16地市企(qi)業公積金提(ti)供(gong)(gong)率排名(ming)第(di)一的是(shi)威海,公積金提(ti)供(gong)(gong)率為35.12%,領跑全省;煙臺(tai)排名(ming)第(di)二,其(qi)公積金提(ti)供(gong)(gong)率為33.69%;濟寧和日照(zhao)分列三、四位,其(qi)公積金提(ti)供(gong)(gong)率分別為32.37%和31.82%。

金融業福利待遇更優,公積金提供率高

根據2020上半年山(shan)東(dong)招聘市(shi)場企業(ye)(ye)(ye)(ye)公(gong)(gong)積(ji)金(jin)提(ti)(ti)(ti)供(gong)(gong)率(lv)行(xing)業(ye)(ye)(ye)(ye)排(pai)名(ming)顯示,銀行(xing)/證(zheng)券/基金(jin)/期貨行(xing)業(ye)(ye)(ye)(ye)公(gong)(gong)積(ji)金(jin)提(ti)(ti)(ti)供(gong)(gong)率(lv)最高,為56.91%;信托/擔保/拍(pai)賣/典當行(xing)業(ye)(ye)(ye)(ye)公(gong)(gong)積(ji)金(jin)提(ti)(ti)(ti)供(gong)(gong)率(lv)為55.12%,排(pai)名(ming)第二;投資行(xing)業(ye)(ye)(ye)(ye)公(gong)(gong)積(ji)金(jin)提(ti)(ti)(ti)供(gong)(gong)率(lv)為52.33%,排(pai)名(ming)第三。2020年山(shan)東(dong)招聘市(shi)場企業(ye)(ye)(ye)(ye)公(gong)(gong)積(ji)金(jin)提(ti)(ti)(ti)供(gong)(gong)率(lv)排(pai)名(ming)前三的行(xing)業(ye)(ye)(ye)(ye)全都屬于(yu)金(jin)融領域,金(jin)融業(ye)(ye)(ye)(ye)制度相(xiang)對完善,公(gong)(gong)積(ji)金(jin)提(ti)(ti)(ti)供(gong)(gong)率(lv)也較(jiao)高。

青島一(yi)家(jia)證券公(gong)司負責人(ren)表(biao)示:“住(zhu)(zhu)房公(gong)積(ji)金是(shi)(shi)單位(wei)及其(qi)在職(zhi)職(zhi)工(gong)繳存(cun)的(de)(de)(de)長(chang)期住(zhu)(zhu)房儲金,是(shi)(shi)住(zhu)(zhu)房分配貨幣化(hua)、社會化(hua)和(he)法(fa)制(zhi)化(hua)的(de)(de)(de)主要(yao)(yao)形(xing)式。公(gong)積(ji)金既是(shi)(shi)提升員工(gong)滿意(yi)度和(he)幸福感的(de)(de)(de)重(zhong)要(yao)(yao)手段,也是(shi)(shi)行業(ye)引人(ren)、留人(ren)的(de)(de)(de)重(zhong)要(yao)(yao)法(fa)寶,尤其(qi)在金融業(ye),從業(ye)人(ren)員對公(gong)積(ji)金繳納(na)(na)更加重(zhong)視,因此為了留住(zhu)(zhu)人(ren)才越來(lai)越多的(de)(de)(de)企業(ye)先開始為員工(gong)繳納(na)(na)公(gong)積(ji)金。”

國企制度完善,公積金提供率較高

齊魯人才網數(shu)據顯示(shi),2020上半年山東(dong)招(zhao)聘(pin)市場國(guo)有企業公積(ji)(ji)(ji)金(jin)提(ti)供(gong)(gong)率(lv)(lv)以(yi)(yi)70.09%排(pai)名第(di)一,意味著超七成國(guo)有企業員工可以(yi)(yi)享受住房(fang)公積(ji)(ji)(ji)金(jin);外資(zi)企業公積(ji)(ji)(ji)金(jin)提(ti)供(gong)(gong)率(lv)(lv)為61.64%,排(pai)在第(di)二位;上市公司公積(ji)(ji)(ji)金(jin)提(ti)供(gong)(gong)率(lv)(lv)為61.2%,排(pai)名第(di)三;民營企業公積(ji)(ji)(ji)金(jin)提(ti)供(gong)(gong)率(lv)(lv)僅為20.51%,排(pai)在末位。

民營(ying)企(qi)(qi)業(ye)(ye)雖然作為(wei)經(jing)濟市(shi)場的(de)主力軍,數(shu)(shu)量龐大(da),但企(qi)(qi)業(ye)(ye)規模大(da)小不一,僅少數(shu)(shu)企(qi)(qi)業(ye)(ye)成(cheng)(cheng)為(wei)行業(ye)(ye)的(de)領頭羊,大(da)多(duo)數(shu)(shu)民營(ying)企(qi)(qi)業(ye)(ye)都還(huan)處在(zai)成(cheng)(cheng)長階段,復雜多(duo)變(bian)的(de)經(jing)濟環境下時刻經(jing)受著(zhu)種種考驗,因此多(duo)數(shu)(shu)民營(ying)企(qi)(qi)業(ye)(ye)的(de)公積金提(ti)供率較(jiao)低(di)。濟南一家民營(ying)企(qi)(qi)業(ye)(ye)的(de)財務經(jing)理劉先生說(shuo):“為(wei)了減(jian)輕(qing)企(qi)(qi)業(ye)(ye)壓力,今年上半年已經(jing)有政(zheng)策明確,對(dui)于一些經(jing)營(ying)困難企(qi)(qi)業(ye)(ye),可以緩(huan)繳(jiao)(jiao)(jiao)、降低(di)繳(jiao)(jiao)(jiao)納(na)比例(li)、暫停繳(jiao)(jiao)(jiao)納(na)住(zhu)房(fang)公積金。就(jiu)我們(men)公司而言,所繳(jiao)(jiao)(jiao)納(na)的(de)五(wu)險比例(li)占到(dao)工資總(zong)額的(de)40%,另外,還(huan)繳(jiao)(jiao)(jiao)納(na)7%的(de)住(zhu)房(fang)公積金,階段性適當降低(di)住(zhu)房(fang)公積金繳(jiao)(jiao)(jiao)存比例(li),可以很大(da)程度減(jian)輕(qing)企(qi)(qi)業(ye)(ye)負擔(dan)。”

企業規模與公積金提供率成正比,企業規模越大福利越好

由上(shang)(shang)圖可以看出(chu),規(gui)模(mo)越大的企(qi)業(ye),公(gong)(gong)(gong)積(ji)金提供(gong)(gong)率(lv)(lv)(lv)越高。2020上(shang)(shang)半年山東招聘市場(chang)1000人以上(shang)(shang)規(gui)模(mo)企(qi)業(ye)公(gong)(gong)(gong)積(ji)金提供(gong)(gong)率(lv)(lv)(lv)最(zui)高,為(wei)51.42%;其次是501-1000人規(gui)模(mo)企(qi)業(ye),公(gong)(gong)(gong)積(ji)金提供(gong)(gong)率(lv)(lv)(lv)為(wei)45.41%;少于50人規(gui)模(mo)企(qi)業(ye)公(gong)(gong)(gong)積(ji)金提供(gong)(gong)率(lv)(lv)(lv)最(zui)低(di),僅15.73%。

很多(duo)(duo)中小型(xing)企業(ye)(ye)為了(le)企業(ye)(ye)的生存壓力,會采用業(ye)(ye)務(wu)外包(bao)等靈活用工(gong)(gong)的形式,合法(fa)合規降低五險一(yi)(yi)(yi)金(jin)(jin)征繳對(dui)企業(ye)(ye)成本(ben)及稅(shui)務(wu)的開(kai)支(zhi),這(zhe)(zhe)樣便大(da)(da)大(da)(da)降低了(le)中小型(xing)企業(ye)(ye)的公(gong)積(ji)金(jin)(jin)提供率。一(yi)(yi)(yi)位從一(yi)(yi)(yi)家小型(xing)企業(ye)(ye)做(zuo)銷售(shou)工(gong)(gong)作(zuo)的陳先生剛(gang)剛(gang)入(ru)職了(le)一(yi)(yi)(yi)家大(da)(da)型(xing)機械設(she)備(bei)公(gong)司,他表示:“原來沒有(you)享受過公(gong)積(ji)金(jin)(jin)的繳納(na)福(fu)利,這(zhe)(zhe)次選擇了(le)一(yi)(yi)(yi)家大(da)(da)型(xing)企業(ye)(ye),面試時(shi)說有(you)五險一(yi)(yi)(yi)金(jin)(jin)就毫不猶豫地簽合同了(le),畢竟大(da)(da)型(xing)企業(ye)(ye)的福(fu)利比小企業(ye)(ye)要好很多(duo)(duo)嘛(ma),有(you)了(le)公(gong)積(ji)金(jin)(jin)也能緩解一(yi)(yi)(yi)些買房的壓力。”

近四成求職者公積金繳存金額不足500元

以濟(ji)南為例(li),2020年度濟(ji)南住房(fang)公(gong)積(ji)金(jin)最(zui)(zui)高月(yue)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)基(ji)(ji)數(shu)(shu)為25149元,對比上圖可知,能(neng)夠達(da)到(dao)最(zui)(zui)高月(yue)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)基(ji)(ji)數(shu)(shu)的求職者只有0.98%;有半(ban)數(shu)(shu)的求職者薪(xin)酬在5-9k元,如果按照(zhao)員工實際薪(xin)酬繳(jiao)(jiao)(jiao)(jiao)納的話,那(nei)么有49.06%的人月(yue)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)基(ji)(ji)數(shu)(shu)在5-9k元之間(jian)。按照(zhao)最(zui)(zui)低(di)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)比例(li)5%計算,有39.32%求職者公(gong)積(ji)金(jin)月(yue)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)金(jin)額不足500元。(公(gong)積(ji)金(jin)月(yue)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)金(jin)額=月(yue)繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)基(ji)(ji)數(shu)(shu)*繳(jiao)(jiao)(jiao)(jiao)存(cun)(cun)比例(li)*2)
