聊城企業工資增長基準線今年定為15%

聊城市人力資(zi)(zi)源和(he)社(she)會保障局近日(ri)發布了聊城市2013年企(qi)(qi)業(ye)工資(zi)(zi)指導線,確定企(qi)(qi)業(ye)職工貨幣平均(jun)工資(zi)(zi)增長基準線為(wei)15%,上線(預警線)為(wei)22%,下(xia)線為(wei)6%。同(tong)時,普通職工工資(zi)(zi)不(bu)增長的國有和(he)國有控股企(qi)(qi)業(ye),經營者和(he)管理層也不(bu)能增長工資(zi)(zi)。

據(ju)悉,聊城市行政區域內的(de)企(qi)業,均(jun)應納入工(gong)(gong)資指導線的(de)調控范圍。以2012年全(quan)市企(qi)業在崗職工(gong)(gong)平均(jun)工(gong)(gong)資33565元為基數(shu)。

2013年企(qi)業(ye)工資指導線(xian)(xian)(xian)由(you)三條線(xian)(xian)(xian)構成(cheng),分別對應(ying)今年企(qi)業(ye)工資增(zeng)(zeng)(zeng)長(chang)的(de)平均、最高、最低幅度的(de)指導意見。其中基(ji)準(zhun)線(xian)(xian)(xian)為(wei)15%,線(xian)(xian)(xian)即預(yu)警(jing)線(xian)(xian)(xian)為(wei)22%,下線(xian)(xian)(xian)為(wei)6%。生(sheng)產經營正(zheng)常、經濟效益增(zeng)(zeng)(zeng)長(chang)的(de)企(qi)業(ye),均應(ying)圍(wei)繞基(ji)準(zhun)線(xian)(xian)(xian)安排職工平均工資增(zeng)(zeng)(zeng)長(chang)。應(ying)保證(zheng)利潤每增(zeng)(zeng)(zeng)長(chang)1%,職工工資上漲(zhang)不少(shao)于0.4%。

壟斷行業及國家財(cai)政補貼的(de)國有(you)(you)及國有(you)(you)控(kong)股企業,職(zhi)工(gong)(gong)平均工(gong)(gong)資增長幅(fu)度不得(de)高(gao)于基準(zhun)線(xian),同時,經(jing)濟效(xiao)益下降幅(fu)度較大或虧(kui)損的(de),職(zhi)工(gong)(gong)工(gong)(gong)資增長不得(de)高(gao)于下線(xian)。國有(you)(you)和國有(you)(you)控(kong)股企業,當年實(shi)發(fa)人均工(gong)(gong)資增長不得(de)突(tu)破上(shang)線(xian)(預(yu)警線(xian))。

生(sheng)產(chan)經(jing)(jing)營一般、經(jing)(jing)濟效(xiao)益下降(jiang)的企(qi)業,可(ke)以(yi)低(di)于基準線安排工(gong)資增(zeng)(zeng)長。生(sheng)產(chan)經(jing)(jing)營較困難、預計當年可(ke)能出現(xian)虧損的企(qi)業,工(gong)資可(ke)以(yi)零增(zeng)(zeng)長或負增(zeng)(zeng)長。各(ge)類企(qi)業對提供正常(chang)勞動的職工(gong)支付(fu)的工(gong)資不得低(di)于聊城市發布的最低(di)工(gong)資標準。

市人力資源和社(she)會保障(zhang)局還明(ming)確指出,企業應當消除不合(he)理的(de)收入(ru)分配差距,尤其是(shi)隨著7月即(ji)將實施的(de)《勞動(dong)合(he)同法(fa)》修訂案,一定要體現(xian)同工同酬。

對(dui)于(yu)職(zhi)工(gong)(gong)平(ping)(ping)(ping)均工(gong)(gong)資(zi)(zi)不(bu)增(zeng)長的(de),國有和國有控股企(qi)(qi)業(ye)(ye)領導人(ren)工(gong)(gong)資(zi)(zi)不(bu)應增(zeng)長;企(qi)(qi)業(ye)(ye)在(zai)崗職(zhi)工(gong)(gong)平(ping)(ping)(ping)均工(gong)(gong)資(zi)(zi)低(di)于(yu)聊城市(shi)在(zai)崗職(zhi)工(gong)(gong)平(ping)(ping)(ping)均工(gong)(gong)資(zi)(zi)的(de),國有和國有控股企(qi)(qi)業(ye)(ye)負責人(ren)收入增(zeng)幅(fu)(fu)不(bu)得(de)高于(yu)本(ben)企(qi)(qi)業(ye)(ye)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)增(zeng)幅(fu)(fu);一線職(zhi)工(gong)(gong)(除(chu)企(qi)(qi)業(ye)(ye)中層及中層以上職(zhi)工(gong)(gong))年度(du)工(gong)(gong)資(zi)(zi)增(zeng)長幅(fu)(fu)度(du)不(bu)得(de)低(di)于(yu)本(ben)企(qi)(qi)業(ye)(ye)平(ping)(ping)(ping)均工(gong)(gong)資(zi)(zi)增(zeng)長幅(fu)(fu)度(du)。
