聊城企業工資增長基準線今年定為15%

聊城市人力資(zi)源和社(she)會保(bao)障(zhang)局近(jin)日發布了聊城市2013年企(qi)業工(gong)(gong)資(zi)指(zhi)導線,確定企(qi)業職工(gong)(gong)貨幣平均工(gong)(gong)資(zi)增長(chang)(chang)基準(zhun)線為15%,上(shang)線(預警線)為22%,下線為6%。同時,普通(tong)職工(gong)(gong)工(gong)(gong)資(zi)不增長(chang)(chang)的(de)國有和國有控(kong)股企(qi)業,經營者和管(guan)理層也不能增長(chang)(chang)工(gong)(gong)資(zi)。

據(ju)悉,聊城市行政區(qu)域內(nei)的企(qi)業,均應納入工資(zi)指導(dao)線的調(diao)控范(fan)圍。以2012年全市企(qi)業在崗職工平均工資(zi)33565元為基數(shu)。

2013年企(qi)業工(gong)資(zi)指(zhi)(zhi)導(dao)線由三條線構成,分別對應今(jin)年企(qi)業工(gong)資(zi)增(zeng)長(chang)的(de)平(ping)均(jun)、最高、最低幅度的(de)指(zhi)(zhi)導(dao)意(yi)見。其中基準線為(wei)15%,線即預(yu)警(jing)線為(wei)22%,下線為(wei)6%。生(sheng)產經營正常、經濟效益增(zeng)長(chang)的(de)企(qi)業,均(jun)應圍繞基準線安排職工(gong)平(ping)均(jun)工(gong)資(zi)增(zeng)長(chang)。應保證利潤每增(zeng)長(chang)1%,職工(gong)工(gong)資(zi)上漲不少于0.4%。

壟斷(duan)行(xing)業及國(guo)家財政(zheng)補貼的國(guo)有(you)及國(guo)有(you)控股(gu)企(qi)業,職(zhi)工(gong)平均(jun)工(gong)資增長(chang)幅度不得高于基準線,同時,經濟效益下降(jiang)幅度較大(da)或虧(kui)損的,職(zhi)工(gong)工(gong)資增長(chang)不得高于下線。國(guo)有(you)和國(guo)有(you)控股(gu)企(qi)業,當年實(shi)發人均(jun)工(gong)資增長(chang)不得突(tu)破上線(預(yu)警線)。

生產(chan)經(jing)營(ying)一般(ban)、經(jing)濟效益下降的企(qi)業(ye),可以低(di)于基準線安排(pai)工(gong)(gong)(gong)(gong)資(zi)增(zeng)長(chang)。生產(chan)經(jing)營(ying)較困(kun)難(nan)、預計(ji)當年可能出(chu)現虧(kui)損的企(qi)業(ye),工(gong)(gong)(gong)(gong)資(zi)可以零增(zeng)長(chang)或負增(zeng)長(chang)。各類企(qi)業(ye)對提供正常勞(lao)動的職工(gong)(gong)(gong)(gong)支(zhi)付的工(gong)(gong)(gong)(gong)資(zi)不得(de)低(di)于聊城市發布的最低(di)工(gong)(gong)(gong)(gong)資(zi)標準。

市人(ren)力(li)資源(yuan)和社會(hui)保障局還明確指出,企業應當消除不合理(li)的收入分配差(cha)距,尤其是隨著7月即將實施的《勞(lao)動(dong)合同(tong)法》修(xiu)訂案,一定要體(ti)現同(tong)工同(tong)酬。

對于(yu)職(zhi)(zhi)工(gong)(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)不增長的(de),國(guo)有和(he)國(guo)有控股(gu)企(qi)(qi)(qi)業(ye)(ye)領導人(ren)工(gong)(gong)(gong)(gong)資(zi)(zi)不應增長;企(qi)(qi)(qi)業(ye)(ye)在(zai)崗(gang)職(zhi)(zhi)工(gong)(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)低于(yu)聊(liao)城(cheng)市在(zai)崗(gang)職(zhi)(zhi)工(gong)(gong)(gong)(gong)平(ping)均(jun)(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)的(de),國(guo)有和(he)國(guo)有控股(gu)企(qi)(qi)(qi)業(ye)(ye)負責人(ren)收入(ru)增幅(fu)不得(de)高于(yu)本企(qi)(qi)(qi)業(ye)(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)(zi)增幅(fu);一線職(zhi)(zhi)工(gong)(gong)(gong)(gong)(除企(qi)(qi)(qi)業(ye)(ye)中(zhong)層及中(zhong)層以上(shang)職(zhi)(zhi)工(gong)(gong)(gong)(gong))年度工(gong)(gong)(gong)(gong)資(zi)(zi)增長幅(fu)度不得(de)低于(yu)本企(qi)(qi)(qi)業(ye)(ye)平(ping)均(jun)(jun)工(gong)(gong)(gong)(gong)資(zi)(zi)增長幅(fu)度。
